HISTORY OF THE BALLARAT OLD COLONISTS' ASSOCIATION HOMES AT CHARLES ANDERSON GROVE, LAKE GARDENS One of the original objectives of the Association was “to provide the shelter of a house for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years.” While the first home at Charles Anderson Grove was built in 1925 the Association had previously provided relief for needy pioneers from the time it was formed in 1883. Relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas boxes of groceries to deserving pensioners and in some cases payment of burial costs. Records indicate that in September 1922 three of the pensioners being assisted by the Association were accepted as residents in the newly erected Hassell Homes in Gillies Street (now demolished-opposite the High School). The first site for an Asylum for Indigent Members of the Old Colonists' Association was temporarily reserved from sale in October 1891. The site was approximately 28 acres in area in Mt Clear nearly opposite Midvale Shopping Centre in Main Road. The site was heavily timbered and when cleared over 260 tons of wood was sold to the Woah Hawp Gold Mining Company. A set of gates were erected but no homes built, although a plan for this reserve was drawn which showed twenty buildings ranging from one to four unit per building. The reserve was revoked in November 1909. The second site temporarily reserved in November 1909 as an Asylum was in Alfredton and consisted of some 7 acres and was adjacent to land reserved for an Abattoirs for the Ballarat Council. The reserve was revoked in February 1912 as it was deemed more appropriate to be added to the Abattoir site. Council suggested four (4) other sites in exchange for this land and they were inspected by the President, Vice President and Secretary on 22 December 1912. The first site inspected was land on the west side of Creswick Road opposite the brick kilns (now occupied by the showgrounds and oval). The land was described as being good quality, well fenced, no trees, good drainage and ample acreage but some distance from trams. The second site was Perry Park which was described as being good land, well fenced, having frontage to Gillies Street, good drainage and about 26 acres (but subsequently reduced to 10 acres). It was closely planted with Pinus Insignias and Wattle and had easy access from the Botanic Gardens tram. The third site was the North West portion of Victoria Park (corner of Sturt and Gillies Street) and was described as good land, well fenced and drained and well located. The fourth site was the South West corner of Victoria Park and known as Pound Paddock (corner of Winter Street and Gillies Street). It was considered to be low lying and too close to the Abattoir, and was also a considerable distance from trams. While the third site was recommended as the most suitable for the erection of homes it was considered unwise from the point of view as citizens to reduce the acreage of the park and therefore it was recommended that the Perry Park site be asked for as the most acceptable to the Association for the building of homes. The site was eventually temporarily reserved for an Asylum for Indigent Members of the Association in April 1914 with the gates from Mt Clear having been removed to the site a year earlier and eventually erected in 1917 for £12.10.0. In the same year the first 290 pine trees were advertised for removal in July and sold for £16. A sign indicating that the site was reserved for the erection of cottages was erected in September 1917. Stripping of the wattle bark (for tanning) and the cutting of the wood occurred in November 1918 with the land then being leased until it was required for the construction of the first homes in 1924. While the site was the third to be reserved it was the only one which was used for its intended purpose. It was named as Charles Anderson Grove in honour of Charles Anderson who joined the Association in 1918 and was President of the Association from 1942 to 1944. The Old Colonists' Association Ballarat Inc. is a not for profit charitable organisation providing accommodation for elderly people. It manages a 27 Home retirement village at Charles Anderson Grove, Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. Anderson (Electoral Returning Officer) was elected to membership of the Old Colonists' Association, Ballarat, in October 1918. He was elected to the Association Committee in 1926, and appointed Treasurer of the Association on the resignation of F. Ellis until the end of the financial year in 1933. In 1936 Charles Anderson indicated he would not be available for the President's Chair and that he would retire from the Committee owing to pressure of work. C.H.G. Anderson was welcomed as a new member of the Association in 1938, and served as President of the Old Colonists' Association from 1942-1944. Midway through 1949 Charles Anderson was appointed Members Secretary and Manager of the Ballarat Old Colonists' Club at £5.0.0 per week and 10/- for entertainment, to commence work prior to 01 August 1949. He was to do 30 hours per week and be present on Friday and generally on Saturday nights. In 1957 a minute of sympathy was extended to Club Manager Charles Anderson on the loss of his son. In 1958 a bonus of £20.0.0 was paid to Charles Anderson in recognition of his service in assisting the Secretary/Manager taking over under difficult conditions. In March 1964 the Shire of Ballarat would not permit a private road to be named Anderson Grove as Anderson Street already existed in Ballarat but Charles Anderson Grove was deemed acceptable. A recommendation of the Committee was put to the AGM in 1967 that Charles Anderson be made a Life Member. In 1969 an Association meeting observed a minutes silence in memory of Chas Anderson. Charles Anderson was also a Committee member of Ballarat Mechanics' Institute from February 1940 to February 1970. He was President in 1948. These are plans for alterations to the residence and surgery of Dr Angus in Koroit Street, Warrnambool (Birchwood). Dr William Roy Angus (1901-1970), after several years practising as a doctor in South Australia and northern Victoria, came to Warrnambool in 1939, purchasing the practice of Dr John Hunter Henderson (Birchwood). Dr Angus was a dominant figure in medical and community circles in Warrnambool for 30 years, becoming an important ophthalmologist in his later years. Birchwood, with its beautiful gardens, lawns and tennis court was suitable for entertaining and many distinguished people, including Vice-Regal personnel and representatives of the Red Cross stayed at the house. It was also a meeting place for representatives of the many organizations with which Dr Angus was associated (over 20 groups including the Good Neighbour Council, the Boys’ Club, the Food For Britain appeal, the Historical Society, Rostrum and the National Fitness Council). Birchwood or earlier buildings on the site was used as a residence/surgery by many doctors in Warrnambool, going back to the 1860s and Dr Angus and his family lived there from 1939 to 1967. In 1998 Birchwood was demolished and a new Warrnambool Police Station was built on the site. These plans are of interest as they show the 1939 alterations to the building known as Birchwood in Koroit Street Warrnambool. We have a good floor plan and a drawing of the front of the building so we know what it looked like in the late 1930s. Both Birchwood and Dr Angus are important in Warrnambool’s history. These are four sheets showing alterations for the residence of Dr Angus (Birchwood) in Koroit Street Warrnambool. One sheet shows the front of the house in colour drawn in ink and pencil and paint and there is a copy of this in black and white. The other drawing is of the plans for the house drawn in pencil and ink and with some red and blue colouring. This is an exercise book, probably purchased from a local stationers, which was used at the Warrnambool Woollen Mill in the 1930s to record weekly operations in each of the Mill’s departments. The Warrnambool Woollen Mill was established in 1910 in South Warrnambool by a local company, with the building erected on a site that formerly housed another woollen mill destroyed by fire in 1882. The Warrnambool Woollen Company operated successfully for many years with over 700 employees in the 1940s and a good national reputation for quality goods. It made blankets and other woollen goods and was the first company in Australia to manufacture electric blankets. In the 1960s the mill was sold to the Dunlop Company and for the next thirty years it was bought and sold several times, finally closing in 2000 after 90 years of operation. This exercise book is of some importance as it belonged to the Warrnambool Woollen Mill, a dominant and important industry in Warrnambool for most of the 20th century. Many present and past residents of Warrnambool and district were employed at the Mill. It is one of many items in our collection that outlines the mill’s day-to-day operations and contains information that may be useful to researchers. This is an exercise book which belonged to the Warrnambool Woollen Mill and appears to be two exercise books joined together as there is a black cover in the middle of the pages. The original black covers at the front and back are missing. The pages are lined in blue and most used pages have ruled red lines. The entries are in black ink and include the date and other information on the processes of the spinning, carding, scouring etc. The page edges on the right have been serrated in an oval shape to make tabs for the various departments in the Mill – Engineers, Scouring. Ernest Phillips (1875-1924) was born in Warrnambool and was apprenticed as a cabinet maker at the Warrnambool Box Works. In the 1890s he established a furniture store at the corner of Liebig and Koroit Streets and by the 20th century he had the largest furniture warehouse and factory in Victoria outside Melbourne. His products were sold all over Australia. Ernest Phillips and his family lived at ‘Heatherlie’ in Koroit Street. Today this property is the site of the residential complex for senior citizens known as ‘Heatherlie’. This chisel is of interest as it belonged to Ernest Phillips, a prominent businessman in Warrnambool at the end of the 19th century and the beginning of the 20th century. The item is also of interest as it is a good example of a woodworking tool that was used 100 years ago. This is a chisel with a wooden handle and a metal blade flattened at the end and attached to the handle by a brass ring. The blade is rusty and the handle has some of the wood gouged out at the top end. The handle has splotches of paint on it. The name of the owner, E. Phillips, is stamped into the wood. ‘E. The tool is attached to the handle by a brass ring and a screw and the tool itself is a thin nail-like piece of metal with a small metal piece at the end in the shape of a star with six points. This end piece gouges out a hole or a pattern in wood or other hard material. The tool belonged to Ernest Phillips and his name is stamped on the handle. These handsaws belonged to a Warrnambool furniture maker and dealer, Ernest Brighton Phillips (1875-1924). The makers of these saws was Robert Sorby of the Kangaroo Works in Sheffield, England. This business was established in 1928 and is one of the world’s premier manufacturers of specialist woodworking tools. These two tools are of some significance as they belonged to Ernest Phillips, a prominent businessman in Warrnambool at the end of the 19th and the beginning of the 20th centuries. These are also a good example of the type of tools used in the woodworking trade 100 years ago. These are two handsaws which belonged to Ernest Phillips. They have wooden handles attached to the blade by metal screws. One screw is missing on the larger saw. The blades are made of steel with serrated edges and they are inserted into a fold of steel along the top edge. The handles are well-worn and the blades are a little rusty. ‘Robt. This coin holder is designed to be used in England. Similar types of coin holders were popularly used by the more affluent in all parts of Australia in the 19th and early 20th centuries. They were popular as gifts and often inscribed with the owner’s name or initials.This attractive coin holder has no known provenance but it is a good example of the type of coin holder used by people in the 19th and early 20th centuries so has value as exemplifying a social custom of generations past. It will be useful for displayThis is a small container, nickel-plated and embossed with silver-coloured patterns on the top and bottom. The container is hinged and the top has five circular buttons that are on springs and can be pushed inwards. These five movable buttons produce indentations of different sizes and they can be used to hold coins to the value of threepence, sixpence, one shilling, two shillings and two shillings and sixpence. These drawings have been produced in 1919 by Ron Uebergang when he was a pupil at the Warrnambool Technical School. The Uebergang families were pioneers in the Warrnambool/Allansford area. Ronald Uebergang (1903-1971) was born in Warrnambool to Ernest Uebergang and Mary Watson. He went to Allansford State School and Warrnambool Technical School and married Myra Hall. He was mechanically-minded, a good photographer and fond of music and dancing. He and Myra had a dairy farm at the family property, Hopkins Hill near Allansford and later took up grazing beef cattle. Warrnambool Technical School was established in 1913, and was located first on a Timor Street site and later moved to Caramut Road. Today it is called Brauer College. These drawings are of considerable interest because they were produced by Ron Uebergang and the Uebergang families have been prominent in the history of the Warrnambool and Allansford areas since the 1850s. In the late 1890s he established his own furniture store at the corner of Liebig and Koroit Streets. By the early 20th century Phillips had the largest furniture warehouse and factory in Victoria outside of Melbourne. He sold his products all over Australia. He and his family lived at ‘Heatherlie’ in Koroit Street and the site of this home is now the complex of flats for senior citizens known as ‘Heatherlie’. These tools are of considerable interest as they belonged to Ernest Phillips, a prominent Warrnambool businessman in the late 19th and early 20th centuries. They are also a good example of the tools that were used 100 years ago. These are eight woodworking tools (hand planes) which belonged to Ernest Phillips of Warrnambool. They are rectangular pieces of smooth wood, some with an extra piece of wood at the lower edge and they all have a metal blade inserted through the wood at an angle. The blade protrudes at the base of the wood and when moved by hand along a surface it shapes the piece of wood being worked on by flattening and smoothing the rough surface and reducing the thickness. This booklet contains information on the Tinker families who served in World Wars One and Two. The Tinker family lived in South Warrnambool and four sons enlisted in World War One with James Tinker killed in action. There are records in the booklet of two members of the Tinker family who served in World War Two. This booklet is of interest as it gives information about the war services of members of the Tinker family who lives at South Warrnambool. It also has good examples of the cards and letters sent home to Warrnambool from soldiers in the World Wars. This is a booklet of 134 pages produced by a Tinker family member. It contains information (cards, newspaper reports, letters etc) on members of the Tinker families who enlisted in World Wars One and Two. These sheets were issued with the book ‘The Practical Man’s Book of Things to Make and Do’ published in the 1950s by the Sun News-Pictorial newspaper. The authors were James Wheeler and W. Shum. The sheets provide simple drawings as a guide to making house additions (Summer House etc) and furniture (table desk, newspaper stand, book shelves, utility cupboard, drawer cabinet, corner cupboard). They were intended to be used by the home handyman. These sheets are of no particular historicalinterest but may be useful for display. The Warrnambool Woollen Mill was established in 1910 in South Warrnambool by a local company, with the building erected on a site that formerly housed another woollen mill destroyed by fire in 1882. The Warrnambool Woollen Company operated successfully for many years with over 700 employees in the 1940s and a good national reputation for quality goods. It made blankets and other woollen goods and was the first company in Australia to manufacture electric blankets. In the 1960s the mill was sold to the Dunlop Company and for the next thirty years it was bought and sold several times, finally closing in 2000 after 90 years of operation. The woollen Mill was built on a site which was in easy access to the railway line which operated along the original tramway line from the town to the jetty. It is possible that this land would have been used for parking during the period of 1950's to 1970's which was a successful period of manufacturing and trade for the Woollen Mill. This collection of six documents (1915-1922) belonged to Charles Geary who was born in Warrnambool, the son of Thomas and Martha Ellen Geary in 1893. The collection documents his joining the Australian Imperial Expeditionary Force A.A.M.C. Dental Reserve, his subsequent discharge and post military employment in the Town of Warrnambool as a Hackney Carriage Driver and later as a second class engine driver.. This collection gives examples of references and certificates of leave required to join the A.I.F. in 1916. The discharge certificate is a good example of what was given to military personnel after their services were no longer required. The llicense and certificate of competency show some of Charles' post war endeavours. Charles is listed on the Warrnambool Fire Brigade World War 1 Honour Roll as an active member. This item is a photograph album that would have been owned by a person or family in the late 19th or early 20th centuries. In most cases (but not in this one) family photographs would have been mounted in the pages and kept as part of a family’s history. Albums such as this one, with photographs, would then become family heirlooms and treasured as such. They would have been expensive to buy at the time so were the province of the more affluent. This album, in very good condition, is beautiful, aesthetically-pleasing and redolent with the history of earlier times. This album is retained as a beautiful example of the type of photograph album that the more affluent members of society would have owned over a 100 years ago. This is a leather covered photograph album. The cover is brown with ornamental floral scrolls and ornamental gold panels. Some of the gold etching and some of the leather areas have worn away. The spine has ridged gold bands with the gold etching heavily faded. The metal clasp that closes the pages is made of silver (tarnished) and is of a decorative pattern. The sixteen pages are made of heavy stiffened cardboard and have centre cut-outs (to contain photographs). These cut-outs are oval and rectangular (arched at the top) in shape and are outlined in gold. On every second page, the cut-out is decorated with sprigs of flowers delicately painted in colour. The pages are gilt-edged. There are three loose sheets of paper which look to be original backing pieces for photographs. These buttons are from a nursing uniform (England and Wales). They were made for the General Nursing Council for England and Wales by the firm of Boyd Cooper. These badges with the image of King George V of England were sold during World War One to raise funds for allied nations in the war, especially Serbia, Russian Poland and Italy. King George V reigned from 1910 to 1936. The badges were sold the day before the King's birthday celebrations with one known date being 2nd June 1916. This hack saw would have been used to cut metal. The blades were interchangeable according to the requirements of the job. The item could have been used on a farm or in industry. This item is retained as a good example of a tool commonly used in past times.This is a hack saw. It has a metal frame in a D shape with a metal blade on the straight side affixed with screws. The blade is finely serrated. Attached to the metal frame is a wooden handle. This hack saw also has an extra blade attached to the fixed blade with a piece of wire flex. This small metal item is a boot pull. Boot pulls were usually sold in pairs for pulling long riding boots on. Good quality long boots had a small leather loop inside near the top of the boot and this hook would assist the wearer to put the boot on. Both men and women would have used this useful item and wearers of long riding boots may still use one today. This small boot pull is retained as an interesting example of a household item from 100 years ago or more. Clothes brushes are still used today but they were of more importance in the days when white collar workers, both men and women, wore suits and hats and tailored clothing to work and these required frequent brushing to keep them looking good as they were not washable items. Formal work clothes were more likely to be worn, particularly by men, in the 20th century up to about 1970. This case with two brushes would have been used particularly in times of travel. These scales are a common type which would have been used in an industrial, farm or produce merchants of the day. many items were sold in bulk with little packaging. With a top weight of 30 lb, items weighed would have been bulky type items.The Avery company manufactured weighing equipment and scales from the 1730's. Scales of many different descriptions were used in sales over the years and these are a good example. These scales are painted black with a circular plate which is slightly dished. it has three chains attached to a metal bar at the top which is serrated and has a counter weight on it. Another attachment to the bar has the hook from which it would hang.The number 1 is on the counter weight.The serrated bar has graduated markings on it in half pound increments up to 30 lb. A darning mushroom such as this was a common household item in Australia up to the 1950s. Socks were mostly made of wool and when holes appeared, (particularly in the heel) they had to be darned, usually in a criss-cross pattern. The darning mushroom gave the darner a good smooth and stable surface. Many of these darning tools were homemade. The darner could also have been used to mend torn sleeves or other items of clothing. Some people may still use a darning mushroom today but in general socks are not darned but disposed of when holes appear. This darning mushroom has no known local provenance but it is a good example of a household item of times past. This is a light-coloured wooden darning tool. The mushroom-shaped top is attached to a handle which is elongated at the bottom end and has a slight ridge near the base and a small hole at the end.
