The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Carronbank (demolished) in Marshall Avenue, Kew was once the home of the Rev Graham Henty Balfour. It had extensive grounds, including a tennis court at the rear of the property. It remained a private residence until c.1960. The Department of Education purchased Carronbank as a school for partially sighted children, opening in February 1961 as State School No 4483. During the period 1961 to c.1980, the building housed a number of services. From 1969 to 1974, it was the site of Carronbank State School, later renamed Carronbank School for Deaf-Blind Children. In 1973, the Department established the Visiting Teacher Service for the Visually Impaired at the site. Its aim was to support teachers working in Victorian Government, Catholic and Independent Schools. From 1983 the school operated as Statewide Resource Centre for Visiting Teachers of the Vision Impaired. In 1988, the amalgamation of Princess Elizabeth Junior School for Deaf Children, the Monnington Centre and Carronbank School for Deaf Blind Students allowed the Victorian Government to sell each of the sites. Monnington [Adeney Avenue, Kew] reverted to private ownership, while Glendonald and Carronbank in Marshall Avenue were demolished and subdivided.The donor, Mr Murray Osler, was Principal of the Monnington Special Education Centre in Adeney Avenue (Kew) from 1976. This photo, and an accompanying drawing of 'Monnington' are important primary resources for the delivery of education to and for deaf-blind children in Victoria.The photograph, framed under perspex, shows the tennis court of Carronbank which had been converted into a play area for the students of the school. The flat roofed building may have been a toilet block, added for the school. The garage brick wall belongs to No 11. Grass is growing on the original asphalt court and there is equipment and tunnels for play. The Kew East and Mont Albert Heritage Gap Study (August 2020) established that: 'Kew East Primary School No. 3136 is historically significant for the evidence it provides of an early phase in the development of Kew East which gathered momentum from the 1920s, as housing developed rapidly and the population increased in response to the extension of the High Street tram to Harp Road then Burke Road then improved tram connections between the area and the city.'A rare and early photograph of the school taken four years after its construction. Small, sepia coloured photographic positive of East Kew State School. The two storey red brick building was opened in 1923.
