John Barnard Lock was associated with the trading vessels to operate from Phillip Island when the settlers had most of their goods brought from Melbourne. He died in 1908 and is laid to rest in the family grave. The grave is surrounded by metal railing and flowers. 466-35: David Charles Justice. David came to the Island in 1898. He was a blacksmith, coachbuilder, farrier, agricultural engineer, wheelmaker, shipbuilder and farmer. He purchased a farm from the Harbison Estate in 1911 in the Ventnor township. He assisted Mr Will Kennon in building a punt used to recover equipment from the wreck of the "Speke". "Dinny" as he was called, married Isabella Miller (an early settlers' family). Wingrove Cottage built 1858-1859 of hand made bricks is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was used as the office of the Eltham District Road Board and Council for many years It is one of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. The symmetrical planting of a pair of Pencil Pines (not visible in photo) is also historically and aesthetically significant as characteristic of the early period of planting in the district and because they are a distinctive landscape feature. In October 2002 new owners demolished the outbuildings attached to the rear of the cottage. Community protest at the demolition resulted in Council issuing a Stop Work order. The owner was issued with a court order in September 2003 to develop a conservation management plan and restore the heritage listed property. The owner sold the property in 2005 to Cameron Construction in 2005 who undertook the restoration work. In 2007 a planning application to build two offices and seven dwellings at the rear of the property was ultimately rejected. The cottage is now the main office for Cameron Construction. The cottage was built in stages from 1858 to 1888 for Charles Symons Wingrove JP. He was the Eltham District Road Board’s first paid secretary and later the Shire Secretary when the board became the Eltham Shire Council. Wingrove held those positions, and that of engineer for a time, for 46 years. He was also one of the main figures in the Municipal Association of Victoria. As Eltham’s first paid municipal officer, Wingrove used one room in his 11 – (originally two) roomed home, as the office for the board then the council. Meetings were held there from the late 1850s (as well as at more central locations) until Wingrove’s retirement in 1904. The cottage is a rare example of a local government office occupying a Road Board /Shire Secretary’s purpose-designed house. The cottage is also significant because it is the oldest largely intact building from the original Eltham township reserve (south of Dalton Street).1 The township had its origins in the 1848 Nillumbik Parish Plan and was one of the state’s earliest township reserves. The rectangular house of handmade bricks, roofed with grey slate tiles and with a veranda encompassing three sides, is reminiscent of those in the central goldfields including Castlemaine. Its overhanging eaves and gables were unlike houses in Melbourne at the time. Wingrove, who was born in 1827, had been a gold digger and a road surveyor. Impossible to imagine in today’s world, Wingrove was also the Shire of Heidelberg’s secretary and engineer for part of the time that he was secretary in Eltham. Living next door to the primary school was a mixed blessing. Wingrove and his wife Katherine, who had ten children, sent their eight surviving children to the school. But they had occasional disputes with the school authorities when their cattle wandered into the schoolyard. Eltham showed Charles Wingrove its appreciation of his services by giving him two illuminated addresses, one after ten years and the other at retirement. Wingrove died in 1905 aged 76 and was buried in the St Katherine’s Church of England cemetery in St Helena. His grave is surrounded by those of family members including his wife, Katherine and two babies, Henry, 12 months and Isobella, 15 months, who died in the mid-1860s. Cottage ownership passed to his wife, then to daughter Caroline and then to daughter Bessie, a Melbourne University graduate and artist. During the Great Depression their brother Walter was the ratepayer. At one stage the Wingrove property extended to Metery Road and included a small creek. The family ran a small dairy and orchard, with associated farm buildings, which were later removed. In 1949 part of the property was compulsorily acquired by the Eltham Primary School, which infuriated owner Bessie Wingrove. She protested in a letter about this ‘monstrous act of unmitigated tyranny’.2 She was the last Wingrove to occupy the cottage and died in 1955. Wingrove descendants sold the house in 1974 and the property was subdivided. In the 1960s the Eltham Shire named the park opposite the cottage in Wingrove’s honour. The cottage has since had several owners including psychiatrist Dr Daniel Kahans, who practised there. In October 2002 late rear additions which had been substantially altered were demolished contrary to council planning controls. This caused a community outcry and resulted in legal proceedings against the owner. Fortunately the historical significance of the demolished section was not as great as the older front part of the building, which has been retained and was later restored.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. Rev James was not only an influential figure in the stamping out of crimping, the exploitation of seamen, but also actively worked with government and community to improve the quality of life by active lobbying for the controlled licensing of hotels and liquor sources to limit the incidence of drunkeness rife in the Ports and Wharves of Victoria in the late 19th Century. She arrived in Australia on the immigrant ship "Thomas Arbuthnot". She came to Phillip Island as house-keeper to James Duffus and served for 40 years. She was often seen walking to Cowes, about five miles, carrying a heavy turkey. The main road to the cemetery was named in her honour. Thomas was born in England and came to the Island in the 1920's to work for the Chicory Farmers. He later owned his own farm at Ventnor and won the Better Farming Competition conducted by the Phillip Island Council. He was always an active community worker. Thomas was a Councillor and served two terms as President. He was the only resident to be awarded the British Empire Medal, Civil Division, for services to Phillip Island. Thomas died 1980 aged 75. His wife Catherine died 1991 aged 87. 466-43: Matilda Richardson. Matilda was born at Kyneton on 12th July 1865 and came to Cowes with her parents in 1869. She attended Cowes Primary School with her brothers and sisters. She became ill in November 1872 and died on 10th February 1873 aged 8 years and 7 months, from a severe bout of Quinsy. It was a great sadness to the family and they went to a lot of trouble to secure Matilda a fine grave in the cemetery. ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. Highlights of the tour included: - 10 am Leave from Shire Offices - 3 Important Trees - A Physical Link to Eltham's First Settlers - Toorak Mansion Gates - A Surviving Farm House - An Intact Circa 1900 Main Street - First Settlers - Gold Miners, and Timber-getters - An Early Hotel - A Pioneering Homestead - Changing Eltham Shire - 20th Century - 4 pm Afternoon Tea and Finish Tour Extract from ELTHAM CULTURAL HERITAGE TOUR (Newsletter No. 85, July 1992, by Bettina Woodburn) "On the Arthurs Creek Road is a bridge designed by Monash, which we admired before walking across the little park with a mud-brick and timber shelter, to the Hurst family graveyard. There are two marked graves, one, Henry who was shot by Burke the bushranger and a cairn has a plaque listing others buried here from 1866 onwards. Burke was captured and tied to the wheel of a dray under the eucalypt near the waterhose/standpipe. Close by the kindergarten, at this place are three trees on the National Trust Register, a Canary Island pine, a Canadian cedar and probably a spruce. Radiata pines and a thick bolled peppercorn surround the little cemetery. Continuing along Main Street we notice elm trees planted as a war memorial, then on the left a 1930 timber house, a 1910 store and residence, resplendent with wrought iron trim, a double fronted Hardware Store and cypresses on the back alignment of a new vacant block. On the right side of the street is a less interesting attempt at an 'in character' shop. Further on are more early homes, one tucked away at the rear with two tall palms by the front steps. Another curiosity is a rounded veranda corner and there are more galvanised iron sheds or garages, before a mud-brick Dentist's Surgery. Beyond the round-a-about is St Peters Church, of mud-brick construction shared by Catholic and Anglican parishioners, overlooking the river flood plain. Leaving Hurstbridge on the Kinglake Road, we ate our picnic lunch beside the communication tower and enjoyed views of Melbourne, Yan Yean Reservoir and the distant Dandenongs beyond the spreading suburbs. Next we drove to the North West boundary of the Shire at Masons Falls Road towards Whittlesea. On the way to the North East Boundary we passed St Peters, a yellow wooden Church with a Tudor Archway; built in the early 1920's in the style of the 1860's. From the Healesville-Kinglake road the rolling hills had European aspects, the hedged fields and chestnut trees. Hugh George Ferguson was born in June 1900 in Williamstown. After his family moved to Kew, they lived in Fernhurst Grove while his future wife’s family lived in Fellows Street. He married in 1940 and subsequently joined the Second AIF. In 1945, he was reported to be the ACF (Australian Comforts Fund) Commissioner in Borneo [Kalimantan]. After the Second World War, he worked as a Billeting Affairs Organiser for the Dutch Government, resettling migrants in Australia. He also worked in advertising as an account manager, and as campaign director for Arthur Rylah in Victorian politics. He directed the first major trade fairs at the Royal Exhibition Buildings after the Second World War, including ‘Australia Makes It Exhibition’ in 1947, the ‘Australian Industrial Fair’ in 1949 and 1950, the ‘Modern Home Exhibition’ in 1949, and ‘Made in Australia’ in 1952. The funds raised during the latter were earmarked for a ‘bankrupt’ Queen Victoria Hospital. He built a home in Brougham Street and represented North Ward on Kew Council from 1952 to 1968. He was elected Mayor in 1959. Hugh Ferguson died in 1975, aged 75. He was buried on 2 September in Grave 201, Special (Non- Denominational) Compartment A, Boroondara General Cemetery.City of Kew identification badge issued to sitting councillors. The monument is on George Evan's grave. George Evans died on 26th August 1876, aged 92. Colonel Tom Price, following a distinguished military career in India, was tasked with raising Victoria's military forces in 1885. The mounted arm was the Victorian Mounted Rifles. Contingents of the VMR served in the South African War 1899-1902. Following Federation, the companies of the VMR became Australian Light Horse regiments. St Laurence O'Toole church and cemetery is located in a rural setting at 801/821 Creswick-Newstead Rd, Sandon. Originally a small wooden school (22’x14’) was erected in Sandon by Father Patrick Smyth (who was involved in the Eureka Stockade movement) in 1859. It was also used for Mass and became known as a chapel. In June 1882 tenders were called for the construction of a brick Church by the Castlemaine architect, T.F. Kibble, and it was built at a cost of 1000 pounds. The church was blessed by Archbishop Goold on 06 May 1883 and dedicated to St Laurence O'Toole. The brick building demonstrates original design qualities of a Victorian Rudimentary Gothic style, including the steeply pitched, parapet gable roof form, together with a central steeply pitched, gabled porch that projects slightly from the main gable end. Other intact qualities include the exposed brick wall construction, lapped galvanised corrugated iron roof cladding, minor gabled porch at the rear, small ventilation dormers nearby the roof ridgeline, series of stone steps that lead to the central porch with its double pointed door opening and vertical boarded doors, simple rose window in the main gable end, pointed windows, brick buttresses with double lower copings, and the light masonry detailing (the banding marking the floor level within, buttress copings, window and door surrounds and quoins, and the drip moulds).(Shire of Mount Alexander: Heritage Study of the former Shire of Newstead, 2000) The visually connected cemetery demonstrates important visual qualities formed by the regular rows of graves and cemetery architecture, and the grassed and treed rural landscape. It is a rare and substantially intact example of a Victorian Catholic Church with a cemetery in its churchyard. Many headstones and cemetery architecture, date from the 19th century and represent some fine examples of masonry craftsmanship. Some refurbisments occurred during the 1940s and in 2002 a major restoration project was undertaken from roof to footings, by a dedicated band of volunteers and trades people. Work was completed mid 2003 and in November 2003 St Laurence’s was re-dedicated with the celebration of Mass and a picnic tea.
