In 1994 the Rural City of Wodonga celebrated 21 years of city status. The council of that time commissioned Howard Jones to produce an historical record of the city’s first 25 years. This was to cover not only the municipal affairs from 1973 to 1998, but a range of activities across this vibrant, growing community. As a journalist in Wodonga, Howard Jones had closely observed history in the making, including the local government reforms that created a larger city by 1994. Wodonga is now a splendid city with a diverse industrial, commercial and military base, and excellent educational, health and recreational facilities. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. On the front of the sleeve is an embossed circular motif with centre piece S.E.C. emblem and around this the words "50 YEARS OF SERVICE" and below this" STATE ELECTRICITY COMMISSION OF VICTORIA". A document written in 1973 with a summary of the first few years of Legacy. It relates the story of Legatee Stan Savige being inspired by Major General Sir Gellibrand to start a club in Melbourne with the broad objective to help the further the interests of ex-servicemen (by business reciprocity). Stan Savige had 'within a few weeks had gathered a small band of ex-servicemen, mostly from his old Brigade, and on 25th September 1923 a Club of about 50 members was established in Melbourne. It was given the name of 'Legacy' and its members in due course came to be known as 'Legatees'. ' Two years later the focus changed to the families of departed comrades. In September 1925 'a quiet and experienced Legatee pointed to the Families, now two years older, of their comrades who had not come home, the name and destiny of Legacy, hitherto not fully grasped and with its inner significance of Challenge, Trust and Responsibility, flashed for the first time into full and clear focus and Legacy had, in that realisation, found both its goal and its Soul.' The document is not signed but a file reference on the bottom is 'JHBA:WF 16.1.73" and the note from the Public Relations Committee indicates the author as being Legatee JHB Amstrong (Brian). The note from the Public Relations Committee mentions 'Fifty Years On' and 'In the beginning', both written by Legatee Armstrong were a fine contribution to the Annual Report in 1973, and were being sent to the printers. (Fifty Years On is at 01506). The notation H31 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. The note from the Public Relations Committee mentions this document 'Fifty Years On' and 'In the beginning', both written by Legatee Armstrong were a fine contribution to the Annual Report in 1973, and were being sent to the printers. (In the beginning is at 01505). L/ Armstrong mentions the committees and the order they were created in. 1) Comradeship Committee: 'this is the driving force of Legacy. The spirit of Legacy is Service and the body of Legacy is Comradeship, - the comradeship of men who suffered privations and pain, faced death and disaster together, was the inspiration and source of Legacy'. 2) Policy and Programme: Legacy began as a Luncheon club and has remained so ever since. 3) Unemployment. 4) Public Affairs 5) Deceased Soldiers' Children's Welfare: It directed and controlled all the Club's work with and for the Children. The precursor of JLC. 6) Problem cases 7) Advisory 8) Girls Classes: with the success of the boys classes there was a demand for something for the girls. He mentions the fight to build the Shrine. Also the rooms in Market street were rented in 1932 after years of meeting at houses and in restaurants. In 1937 they hired Jack Barnes as Secretary and Employment officer (he had to resign as a legatee to be in a paid role). December 1949 Ivan Layton was appointed as Executive Director. During the golden jubilee of Legacy the delegates at the Annual Conference decided to send a message of loyalty to Queen Elizabeth II. This was signed by Geoff Handbury who was president of Melbourne Legacy and also conference chairman. H38 is a numbering system that was once used to sort items for the archive. A succinct account of the work of Melbourne Legacy to mark their first 25 years of service. Compare with 00936 which dealt with the first 21 years. By 1948 11,255 families and 27,747 children had been cared for at a total cost of ninety seven thousand, nine hundred and fifty five pounds.
