The Electoral Act 1856 was passed through Parliament o March 13, 1856. Victoria was the first Australian colony, and the first legislature anywhere in the world, to adopt the practice of the secret ballot. Victoria's constitution prescribed that the Parliament was to be bicameral, consisting of an upper house, the Legislative Council and a lower house, Legislative Assembly. Men were entitled to vote according to the qualifications described in this book - the right to vote in each house was dependent on status - educational qualifications, income and for either literacy. Two names are registered for the Orbost district: James Dickson and J.C. McLeod.This item is a useful research tool.A 16 pp paper back book which has a clear plastic cover. The exact creation date of this chatelaine is unknown, however the hallmarks and engravings on some of the attached objects indicate that this chatelaine was made in the late 1890s. The shark tooth and the liberty bell attached to the chatelaine suggest that the item once belonged to an Australian who had connections to America. The compact, scent bottle lid, and feminine design of the other objects suggest that this wasowned by a woman. The name on the plate indicates that this object may have belonged to someone with the surname Heine. The hallmarks on the scent bottle lid and the compact indicate that they were made in Birmingham, England in the late 1890s, and that the compact was made by H. Matthews. Chatelaines where used by both men and women, usually fastened to a belt or pocket, and small household objects were attached to the main body of the chatelaine by chains. The subject item was made in England by W&T Avery a British manufacturer of weights and weighing machines. The company was founded in the early 18th century and took the name W & T Avery in 1818. The undocumented origin of the company goes back to 1730 when James Ford established the business in the town of Digbeth. On Joseph Balden, the then company’s owner’s death in 1813 William and Thomas Avery took over his scale making business and in 1818 renamed it W & T Avery. The business rapidly expanded and in 1885 they owned three factories: the Atlas Works in West Bromwich, the Mill Lane Works in Birmingham and the Moat Lane Works in Digbeth. In 1891 the business became a limited company with a board of directors and in 1894 the shares were quoted on the London Stock Exchange. In 1895 the company bought the legendary Soho Foundry in Smethwick, a former steam engine factory owned by James Watt & Co. In 1897 the move was complete and the steam engine business was gradually converted to pure manufacture of weighing machines. The turn of the century was marked by managing director William Hipkins who was determined to broaden the renown of the Avery brand and transform the business into specialist manufacture of weighing machines. By 1914 the company occupied an area of 32,000m² and had some 3000 employees. This trophy was awarded in 1933 as a championship cup by the South Western District Rifle Clubs Union. Rifle Clubs have been operating in Warrnambool since 1860 and in 1904 the South Western District Rifle Clubs Union was formed. The donor of the trophy, James Fairbairn (1897-1940) was a pastoralist, aviator and politician. He served with the Royal Flying Corps in World War One and was injured and captured by the Germans. When he returned to Australia he acquired Mount Elephant Station near Derrinallum, Victoria and continued his interest in flying, becoming an expert on aviation. In politics he was firstly the member for Warrnambool in the Victorian Legislative Assembly and then held the Federal House of Representatives seat of Flinders. He was the Minister for Civil Aviation and in 1939 became the Minister for Air. He was killed in an aircraft accident in Canberra in 1940.This trophy is of considerable interest because it is a 20th century memento of the rifle clubs in the Warrnambool district and because of its association with James Fairbairn, a notable Western District personality in the first half of the 20th century. This is a silver-coloured metal bowl soldered on to a supporting stem on a circular base. There are two handles on each side of the bowl. The top of the bowl is covered with wire mesh with the original idea that the bowl could hold flowers (hence the name ‘rose bowl’). The bowl is inscribed on one side. This publication covers the mid 1900s and relates to a period where the majority of the Australian population was engrossed with the Queen of Australia, even though her Highness did not reside on this continent. The period covered was before the great immigration insurgence from Europe.The Labour Party's "White Australian" policy was a hinderance and a barrier towards the Asian and African prospective immigrants. The motto Queen and Country was still very ingrained in the rural population. This period in Australian domestic self reliance, brought about the growing strength and very active trade union movement and their staunch support for the Tariff protection against a growing swell of imported goods. This self reliance psyche was essentially a by product of World War II, and the isolation felt by the Australian People. The Queen (royalty) was the binding force holding the British Empire together which was emphasised with her popularity when touring Australia Queen Elizabeth's visited the MCG twice in 1954 1. to attend an assembly of ex-servicemen and women's organisations 2. to attend a Children's Display. She also visited Government House and visited Country Victoria on the Royal train from 24th Feb - 9th March.The Kiewa Valley and all the rural areas in the region were still very much tied to the "mother land" and trade between Britain and Australia was very strong. Trade with Asian manufacturers was minimal and needed the late 1900s to see both the trade and immigration barriers fall. This book was produced during a time when the majority of Australians looked more to England for trade and companionship. The agricultural trade with England and Europe was very high and the motto of the time was "Australia grows on the sheep's back". Late 1900's saw the motto "Australia grows on the miner's back" The Queen was still very popular then which was emphasised by the large crowds which greeted her on tour. Residents of Mt Beauty including Cubs, Brownies, Scouts and Guides travelled to Benalla to see the Queen. Clare Roper was a founding member of the KVHS and attended a garden party at Buckingham Palace representing the local CWA. She has purchased this book and therefore giving this a close historical significance connection, it has good provenance and interpretive capacity. This hard(blue coloured) covered book contains thirty six double sided pages. Both the first and last pages (inside cover included) has the royal crest of Australia (kangaroo and emu) balancing the individual six states crests ,united under the royal crown. The first six double pages, each portraying a coloured free hand sketches of various Australian scenery enclosing the Queen's day by day and State by State itinerary.
