This postcard was produced in the 1950's for the tourist trade in the Kiewa Valley and Alpine region. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment. The regulatory pondage on the northern aspect of the village had no water over-spill from the unfinished power station.This rural region in 1950 (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This influx to the regional population resulted in a corresponding diversity in services and brought about an environment that responded to a growing level of tourists and thereby permitting this industry to grow more rapidly than it would have naturally. This postcard details an attraction to the "cleaner" method of providing electricity. This postcard was purchased in 1950 by a surveyor at Landford's Gap. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. This book of planning and construction details covers the first detailed records the Kiewa Hydro Electricity Scheme of 1919 (ORIGINAL), 1958 (2nd Modified Plan) to the last general plan of 1961. It is an excellent overview of one of Australia's greatest construction projects (along with the Snowy River Hydro Scheme). This book highlights in detail the planning, programming and construction phases throughout the life of the construction from 1919 onwards until the 1960's. There were a few copies made using carbon paper and a type writer on foolscap paper.This book with its Parts A to D, photographs and plans/tables is very significant to the Kiewa Valley region as it details "the bones" of one of Australia's greatest construction projects that was undertaken by Governments that had the foresight and the will to undertake such a costly and environmentally imposing project for the benefit of their states and their country. This project was at a time when financial and security pressures where at a high and fluctuating level. This project was the major contributor to the expansion and diversity of non rural activities within the region. It was directly and indirectly the cause of better transportation avenues, tourism and the lifting of the regions natural facilities to sustain an ever increasing long term and short term population.This large hard (thick cover) book has both front and back sides fastened to the spine by two brass screw on pins. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. The machinery in this photo shows a Tournapull C earth moving machine, one of many during this period Circa 1950 - 1960s when hydro electricity powered turbines were being constructed in both the Victoria and New South Wales Alps. This was Australia's answer to a non polluting supply of electricity for a fast growing city population. It was at this time that air pollution from coal powered furnaces was becoming more and more under attack by health authorities.This item is part of a visual account of the construction of dams and hydro electricity facilities during the early 1950s. It was the beginning of the environmental push not to allow the degrading of Australian Alpine regions. Air pollution of the major cities and the increase in power demands of both industries and population within them required an alternative pollution free alternative electricity supply. These for runners of Hydro electricity generators required both large supplies of machinery and human resources. This construction phase within the region brought not only tradesmen but also unskilled workers to an area which had mainly had farming and mining activities. This handset appeared via Australia Post Office and was to some degree manufactured in Britain just prior to 1939. During and after World War II these handsets were made in Australia. The handset belonged to the SEC Victoria and later the Kiewa Hydro Electricity Scheme. As this unit has a winder arm (to notify the switchboard) it would have resided in a workshop/machine shop and not in an office. The durability of the bakelite covering gave good protection in any environment. In years later the bakelite came in colours. This type of handset being able to endure rough handling was ideal for the surroundings of the alpine terrain. It would have been at the various outside outposts or foreman posts as swift communications was essential and communications with all sectors of work in the Hydro Electricity Scheme was mandatory, not only for safety reasons but also for efficient operational day to day progress. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an every increasing demand for electricity by growing population and heavy industrial ares within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. This hollow core bit has hard cutting inserts for drilling into rock. It was used to drill and recover 50mm diameter (most common size) rock cores. The rock cores were assessed by geologists and engineers to provide information for design of structures such as tunnels, dams and underground power stations (eg. McKay Creek Power Station, West Kiewa Power Station). This type of bit was also used where damage to the surrounding rock had to be minimised. The Diamond Drill Bit,used in the early 1900's, when it was primarily used as a method of sampling rock for ore deposits and oil exploration resulting in a "coring" of rock. The use of "coring" to obtained samples for the SEC Kiewa Hydro Electricity Scheme(1920's onward) was to analyse the core to obtain temperature and rainfall patterns shown by the levels of layered solidified soil(rock). This diamond drill would have been used in the early 1900's to provide a sub strata map of temperature and water patterns (over an long period of time). This was a pre requisite to any decisions about the viability of the region to provide the water needed for a successful hydro electricity scheme.This diamond drill for core sampling was at the forefront of the analysis whether to construct a hydro electrical facility in the Kiewa Valley and the adjoining alpine region. The rock core samples produced were assessed by geologists and structural engineers. It was only after extensive core drilling covering the region that solid scientific evidence could be provided to start the "SEC Vic Hydro Electricity Scheme" within its current boundaries.This "diamond" drill bit has eight "teeth" at its cutting edge. The drill creates an 55mm hole in extremely hard rock material to obtain 50mm core samples.. Three quarters down the shank it has thread screw channels to attach the bit to the drill pipe. The coring pipe attaches via screwing it onto this bit. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office.The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds(gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. This book was compiled by Esther Temple and David Lloyd with illustrations by Betty Barberis and additional material provided by Clare Roper, Joan Macdonald, Wilma Davies and Nell Bateman. The book was first penned in 1971. It briefly covers the period from the indigenous tribes(broken down into family groupings) known as the "first Australians" who lived in the valley well before English settlers arrived. first white settlement (graziers, miners, stockmen) to smaller settlements.The development or transformation from a pristine(hunter/gatherer) valley environment to one that has been gradually changing to a more commercial rural/industrial landscaped valley. This transformation was made within a time span of two hundred years. The book details the first pioneers and their descendants, along with the changes to their environments both domestic and commercial. The book highlights dates and events that shaped the "feel" of the valley. The extreme hardships faced by pioneer families during the extremely isolated times away from "civilisation".This publication provides an insight to the struggles and victories against the harsh Australian bushland by people who had not been raised in such a sometimes inhospitable environment. It was this transformation which instilled into the Australian psyche of self sufficiency and the ability to grasp onto ideas or "bush" remedies to overcome enormous difficulties. This transformer lamp system, which has a dial to transform 240 volts to a minimum of 32 volts was used by electrical technicians to inspect internal parts of the large generators (even in small confined spaces). The reason for the reduction of the 240 volts to the 32 volts was for the safety of the inspector. The SEC Victoria Hydro Scheme's electrical generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this the point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This transformer lamp is very significant to the Kiewa Valley as it was introduced as a very small part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This is also a specific electronic item which was manufactured in Melbourne and not sourced from Europe or Asia. This resistor was part of the Hydro generator control metering system which displays what electricity is produced at the underground generators. The control centre can be hundreds of meters above the generators and this resistor reduces the large current to a small voltage entering a calibrated control monitor. This resistor is highly significant to the Kiewa Valley because it represents a major construction and ongoing operational industry dealing with the supply of hydro electricity to Victoria. Although it is relatively small in size it is part of the controlling mechanism for the supply of a non polluting energy source for home and industrial use.This mainly metal and wire resistor has been built of copper and brass and designed to carry a current of 2000 Amperes. Wires are wound around a non conductive cement block which has grooves on the top and bottom ledges to hold the wires snuggle into place. This barometer was part the hydrology and forestry groups working within the SEC Vic Hydro Scheme from the initial appraisal review long before any construction began in the 1940's. The river flows and rainfall patterns had to be established before any construction of holding dams or tunneling could commence. This barometer is very relevant to the Kiewa Valley history because it presents the high degree of professional and technical information required at the time before implementing the "Scheme" upon the virgin alpine region and its effects upon the "natural" flows of the rivers within the Kiewa Valley. Time since the start of the project has verified the use of instruments such as this barometer and the information gained from its use that the success of any large impact upon a sensitive environment requires a thorough and systematic study before implementation. Weather records were kept of temperature, wet-bulb temperature, wind direction, speed and barometric pressures. To record barometric pressure a meter was devised with a clockwork mechanism which took one week to do a revolution. A chart was fitted to a drum and had an ink pen shaped like a little shovel. The shovel was filled with ink and was checked daily. To calibrate the barometer it was sent to the Melbourne General Post Office to be compared against the one there (at sea level). This protection relay apparatus (a large electrical fuse), which permits the easy monitoring and disconnection of faulty electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This protection relay is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a small apparatus it was part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley.This protection relay unit has a black painted metal shell with four copper enclosed "prongs" fastened to the rear of the housing(from a bake-lite plate) . Between these "prongs" are four "empty" points allowing additional "screw on" bases. The front glass enclosed meter and recorder allows for the identification and automatic disconnection of any faulty equipment connected to the main power generator. This linesman belt was used under the 1947 Electricity Regulations and before tighter Occupation and Health regulations (late 1990's early 2000's) were introduced that mechanical lifting platforms(wherever possible) replaced the belt up the pole method.The safety concern was that it required that tools needed by the linesman had to be placed in a large canvas bag and attached to the belt (extra weight) then the linesman had to climb the ladder. Ladders had to be at the correct angle and not able to "slip" from their initial footings. A full harness and a secondary fall belt is now mandatory for pole linesmen. The safety of fellow workers could be compromised if they were required to assist or recover the first linesman if needed. In 2006 an additional 269 registered lineworkers were employed. Please note that the terminology of linesman has become unisex. The linesman's belt enabled the linesman to place his feet against the pole adjust the belt (if needed) and lean back securely allowing both hands to be free to work with. This linesman belt is very significant to the Kiewa Valley due to the numerous poles and high voltage overhead power structures that needed maintenance for the extensive "mushroom" installation of electrical power polls(wood and metal). On high poles (steel) climbing pegs were welded on, however in the Alpine areas snow in winter caused an OH&S problem which were hard to overcome. The safety of a linesman when maintenance of electricity line on poles can be highlighted by the New Zealand linesman who survived an 11,000 volt shock when carrying out maintenance. For the record 11,000 volts is four times more powerful than execution by "the electric chair". The maintenance of the linesman's belt was his responsibility (keeping it clean and in "good" condition). Labour laws change this initial responsibility, from the linesman, to the employer. Climbing pegs were installed on higher poles that extended beyond the reach of ladders.This thick leather linesman belt is made from two lengths of heavy lengths of leather straps sewn together to make up 80% of the belt. The films were used as News Reels, Tourist Information and Entertainment.This item provids a snap shot in time (1990) when the Kiewa Valley was still relatively under populated and holiday houses owned by city bound workers was still relatively insignificant. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The additional resources provided by the State Electricity Commission of Victoria of "alpine bush" fire control and management, together with an ongoing educational scheme for school children in learning about what constitutes the Alpine country's unique environment, are a very important offshoot, benefitting to both the communities within the Kiewa Valley and regional Victoria.This VHS tape is stored within its own plastic cover which has a front side Titled "KIEWA in the MAKING". This item shows the excavation of the side of a railway track using a pneumatic shovel and a rail mounted truck by two workmen. The period covered was well before State Health and Safety requirements, such as helmets, became law. It also details that the workmen were from European heritage as their head coverings were a handkerchief knotted at each corner. This was typical for workmen of this heritage, others used caps or hats or no head covering at all (the macho male look)The photograph of this item was one of many depicting great achievements and opening up the region. These changes brought about a heightened awareness by both local and State Governments to upgrade not only facilities within the region but also access to the region. The core samples in the display cabinet were obtained from the various sites at which drilling into the rock surface was carried out (under the control of design and structural engineers of the SEC Kiewa Hydro Scheme - late 1940's). This function was a precursor to the decision where to locate, in this case, the McKay Creek Power Station. The information gained by structural engineers from the core samples would be used also for the placements of underground tunnels entry and exit points and the overall effective size of the generator plant. This would have included drill and blast techniques (rock characteristics play an import part of explosion control), requirements for support structures and reinforcing cement/steel forms. The use and replenishment of diamond drill bits(the strongest available, see KVHS 0280) was dependent on the "type" of rock found (harder rock required greater numbers of drill bits). Support beams for reinforced ceilings and floors was also a necessity.These rock core samples are very significant in the formulation and placement of the underground Power Stations and their maze of tunnels (in and out) for a successful implementation of the Hydro Scheme. The amount of pre-planning and engineering studies required for such a large scheme must be undertaken to ensure that a "white elephant" was not the result.There are nine columns of rock cores, each 30mm in diameter, set in a wooden display rack. This globe is unusual as the filament is coiled and held by 5 points coming from a tall glass piece inside the globe. This light globe belonged to the S.E.C.V and may have been used for a special purpose on the Kiewa Hydro Electric Scheme.The S.E.C.V. built the Kiewa Hydro Electric Scheme using unique equipment to achieve it construction.A heavy clear glass light bulb with brown bakelite surrounding a cream vitreous fitting. At the base the fitting is wide with 2 tunnel shapes on one side and 1 on the opposite side. Underneath it has 3 holes and is partly hollow. This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. This shunt is a type of resistor built of copper and designed to carry a current. It was part of the Hydro generator control metering system. It reduces the large current to a small voltage.Historical: This equipment represents a major construction and ongoing operational industry dealing with the supply of hydro electricity to Victoria.Made of copper the shunt has a middle cube with 12 sheets of copper, 5mm apart formed like shelves. On either side of the cube are two shelves coming out from the middle. Both have 2 hollow circles 17.5mm in diameter 25 mm apart in the middle.
