The West Kiewa Tunnel (tailrace tunnel) was commenced from both ends in 1947. Very difficult conditions were encountered in the driving of this tunnel and this meant the immediate provision of support and later the lining of the tunnel with concrete. Work proceeded steadily and the breakthrough of the two headings occurred on 22nd July, 1950.This historical photograph shows in detail the amount of work necessary to stabilise and support the tunnel walls before lining with concrete. No solid rock was found and the tunneling proceeded through decomposed boulders, gravel and clay, hence the necessity for support and concreting. In 1943 a camp for workmen was erected and a commencement made with the erection of plant storage and workshop buildings in the new township of Mt. Beauty. The photograph was probably taken after the completion of these buildings. There is no sign of construction of the town itself. In the latter part of 1945 work was commenced on the Mt. Beauty township area with a medical centre, general trading store and some houses under construction. The No. 5 Road, from where the photograph was taken, is the road to West Kiewa Power Station and Big Hill Scenic Lookout.Is an excellent view of the Kiewa Valley before there was little work undertaken to establish the town of Mt. Beauty. Farming was well established with the evidence of huge areas of cleared land. The junction of the East and West Kiewa Rivers can be clearly seen. The first Workmen's camp is near the river and some workshop buildings can also be seen. This book was compiled by Esther Temple and David Lloyd with illustrations by Betty Barberis and additional material provided by Clare Roper, Joan Macdonald, Wilma Davies and Nell Bateman. It briefly covers the period from the indigenous tribes(broken down into family groupings) known as the "first Australians" who lived in the valley well before English settlers arrived. first white settlement (graziers, miners, stockmen) to smaller settlements.The development or transformation from a pristine(hunter/gatherer) valley environment to one that has been gradually changing to a more commercial rural/industrial landscaped valley. This transformation was made within a time span of two hundred years. The book details the first pioneers and their descendants, along with the changes to their environments both domestic and commercial. The book highlights dates and events that shaped the "feel" of the valley. The extreme hardships faced by pioneer families during the extremely isolated times away from "civilisation".This publication provides an insight to the struggles and victories against the harsh Australian bushland by people who had not been raised in such a sometimes inhospitable environment. It was this transformation which instilled into the Australian psyche of self sufficiency and the ability to grasp onto ideas or "bush" remedies to overcome enormous difficulties. Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the Commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trail builders (angle dozers)). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer (Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route led immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939,the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km.) and of this length, 10 miles (approx. 16 km) had been surfaced.The purchase and use of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. The Upper Kiewa Valley Lions Club has served the Kiewa Valley for 50 years - raising money for the community. Its biggest success was the 'Snack Bar', a food outlet at Falls Creek, selling hot pies and coffee. From 1964 in a caravan, to 1965 - 1971 in a bus the snack bar operated, until it was sold in 1989. The Kiewa Butter Factory began in 1893, named after the Kiewa River on which it is located. By 1905, butter shipped from Kiewa was receiving a top price of 114 s per cwt at the London market. It continued to prosper until 1959 when it merged with Tallangatta Butter Factory and Creamery Co. Ltd to become the North Eastern Dairy Company. The Kiewa Astronauts Club was formed by Kiewa Butter on radio 2AY in the 1970s and 1980s. At that time Kiewa Butter was produced by the North Eastern Dairy Company. The Club also had a theme song and children often visited the Radio 2AY studio to participate in broadcasts, competitions and activities. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. Clover Dam and Power Station were built by the State Electricity Commission of Victoria as part of the Kiewa Hydro Electric Scheme from the late 1930's to the early 1940's. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an ever-increasing demand for electricity by growing population and heavy industrial areas within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run-off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. Motion pictures were shown from 1947 during the construction of the Kiewa Hydro Electric Scheme for the entertainment of workers and families.Dave Davies wrote the history of the showing of motion pictures in the Kiewa Valley for the Kiewa Valley Historical Society. This photograph was taken in August, 1938, some eight years prior to the establishment of Mt. Beauty a a township. The area was still being used for grazing, and the land was eventually acquired from the local land owners by the State Electricity Commission. The construction of the road, from Tawonga to the High Plains, was commenced in April, 1938 and this photograph was taken August, 1938. This allowed men and heavy equipment to be transported to the work sites for the construction of the Kiewa Hydro Electric Scheme. Prior to this access was by bridle trail, either on horse back or on foot. By 1946 housing construction had commenced for the new town of Mt. Beauty and by 1948 street construction in the southern part of the town was completed as far as Hill Street.This photograph is important as it shows the upper Kiewa Valley as it was before the establishment of the town of Mt. These photographs were taken in and around Mount Beauty and the Kiewa Valley by Samuel Keith Pearce and printed for him as a foldout postcard by NuColor Vue. The postcards state they were printed for S. K. Pearce Pty. Ltd of Tawonga and Mount Beauty. Samuel Keith Pearce was born on 24 June 1917 in Armadale, Victoria. By the late 1940s he owned the Mt Beauty Supermarket, Newsagency, Drapery and Hardware store at Mount Beauty and also a store at Tawonga in partnership with his brother Gordon Cathew Pearce. For some time, they operated as Pearce Brothers. In the early 1960s Keith also opened a mini mart In Falls Creek. As well as being a keen photographer and an astute businessman, Keith Pearce was a well-known identity in the Kiewa Valley, making many contributions to the development of the area over a long period. This included serving as a member of the Bright Shire Council for many years. He worked hard to promote the interests of the Upper Kiewa Valley. As a sign of recognition and appreciation for his contribution to the community, the park opposite the grocery store in Mount Beauty was named the SK Pearce Gardens in his honour. Samuel Keith Pearce died on 7 July 1994 in Mount Beauty, Victoria Junction Dam, also known as Lake Guy, is situated 16 kms from Mt Beauty, along the Bogong High Plains Road. It was built by the State Electricity Commission of Victoria as part of the Kiewa Hydro Electric Scheme. This photograph shows how (early to mid1900s), before the establishment of the Mount Beauty "gated" village, the Kiewa Valley was farmed and the scarce population was spread out over acres of productive land. This photograph catches a time before (what appeared to the local farmers as the invasion by a mass of construction workers) when this remote valley was part of a "lay back" rural landscape,occasionally visited by friends and some wayward tourists. The mountain ranges provided an adequate barrier against the way-would traveller. The immigration numbers coming into Australia was still quite small ( due to the "white" Australia policy) which was in force before World War II. After World War II a mass of displaced European refugees and migrants boosted the Australian population and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture is over and the impact of cheaper rural produce from Asian markets will see a shift of land useage and population activities. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment.This rural region (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. This historical family photograph spans three generations of the Cooper Family, a pioneer family, still residing in the Kiewa Valley. The large axe held by Pat was a handy tool for pioneer families to chop down trees for land clearing, building sheds and fences, outhouses and fire wood. This photograph was taken during a time where both male and females did some heavy lifting and processing. The rural sector at this point in time was physically a hard location for both sexes. The segregation of the sexes into specific job categories was some times non existent although household "chores" was in the main a woman's domain. The rural sector was in this point of time one which women were highly respected and the unwritten law of providing "assistance" and "reverence" by men in such actions as, socially opening doors, tipping the cap, offering a sturdy arm for support and refraining from doing or saying anything "uncouth" in a woman's presence. It was in a time when women's liberation was just starting to grow strength. Rural areas, on the hole, took longer to interfuse "city" hatched norms of behaviour. This photograph of a pioneer family still residing in the Kiewa Valley demonstrates not only the close protective environment that the valley has on all its inhabitants but also the close bonding that neighbors have towards each other. The term "God's gifted country" fits warmly with all the settlements in the valley. The relatively isolated (physically, visually and communications wise) has since post World War II been whittled away by faster and vastly improved communications with "the outside" world. The strength of commitment to the rural life can be seen in the faces of the family members in this photograph. The proud heritage is displayed without any external pressure.
