City of Moorabbin was proclaimed 1934 and managed the areas of Cheltenham, Highett, Moorabbin, Bentleigh, East Bentleigh, East Brighton, McKinnon, Ormond until the Amalgamation of Councils in 1994. The City of Kingston then took over the area south of South Road while City of Glen Eira took the area to the north Kingston City Council possesses the original Mayoral Chain of former City of Moorabbin and it is displayed on the Moorabbin Mayoral Robe at KCC Office Cheltenham for the Annual Opening meeting of KCC in February . 2018 The Moorabbin Mayoral Robe was sent on 7 year loan to KCC for display at Cheltenham with the former City of Chelsea and former City of Mordialloc Mayoral Robes.Since the 1960s far-sighted community members have generously donated many significant items to the ‘Box Cottage’ museum, specifically to provide future generations with a fascinating, and tangible insight into day-to-day life from the 1800’s and up to the mid 1900's. Moorabbin City Council supported their efforts until the Amalgamation of Councils 1994. Stephen Charman, aged 21years, arrived in Melbourne in 1842 as one of Henry Dendy's Emigrants. 1852 he purchased 160 acres for £328 bounded by Charman Rd and Balcome Rd. 'The Spring' was an important water source for the local Aboriginal people and then for the early settlers. Charman's first wife Harriet and their infant child died and in 1850 he married a widow with 5 children, Mary Gettens. Their first home was made of wattle and daub and they had 7 more children. Later a weatherboard cottage was built c 1855 Together they developed a market garden and specialized in marigolds which were sold for medicinal purposes to the Melbourne Chemists - Martin & Pleasance . The first Methodist Church Services were held at Spring Grove and the Charmans donated land in 1857 for the first Chapel, Cemetery and Primary School . After the arrival of the Cheltenham Railyway Station Charman Road became the main shopping centre. The Friendly Societies Carnival at Mentone on Easter Monday, 1916 during WW1 was arranged to showcase the local activities and raise funds for the 'Discharged Wounded Soldiers Fund' = £140 was raised. As elsewhere in Australia most of the local young men had enlisted in the AIF and some were coming home wounded - many were killed on overseas battlefields. This Parade was led by the Cheltenham Brass Band, followed by the Friendly Societies AOF, IOR, HACBS, PAFS, and ANA. The PAFS - Protestant Alliance Friendly Society - had 2 entries 'Fruit & Vegetable Display' and 'The Murder of Nurse Edith Cavell' both floats won their category. Ella Allnutt portrayed Nurse Cavell. The Carnival gave prizes for sports events on the Mentone Oval and a concert was held at night at the Mentone Ice Skating Rink. "The Cheltenham P.A.F.S. had, as their tableaux, the murder of Nurse Cavell, in which Miss E. Allnutt took the roll of the nurse and other participants were Miss V. Rose and Messrs. A. Clark, F. This robe was the last City of Moorabbin Mayoral Robe, and was worn by Mayor Ron Brownlees, (prior to the City of Moorabbin's amalgamation with City of Glen Eira and City of Kingston in 1994). The Mentone Life Saving Club was formed in 1920 when the newly created City of Mordialloc (now the Kingston City Council) donated two bathing boxes to the newly formed Mentone Swimming and Life Saving Club on the site to the south of the former Mentone Pier. The Life Saving Club raised funds to build a new Clubhouse on the site and this was officially opened in December 1928 with the first Carnival Day of January 1929.The booklet contains black and white photographs of members and officials of the club. In the 1852 Josiah Holloway, a developer, purchased 625 acres from the squatters Richard and John King and sectioned '2 acre allotments' south of Henry Dendy's Brighton Survey along the Arthur's Seat Road ( later Nepean Highway) for sale @ £10 It became known as The Two Acre Village as settlers took up the allotments and established market gardens, general stores, butchers, blacksmiths, post office and 2 hotels. Charles Whorral opened The Cheltenham Inn and it became so popular as a meeting place that the area was called Cheltenham. The early settlers, who were predominantly English and Scottish immigrants initially leased their allotments and, because the sandy soil was so fertile, they were soon able to purchase the land and increase their acreage. Clark called a meeting in the Moorabbin Town Hall to form the City of Moorabbin Historical Society.
