Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. This file contains two items: 1/A group of eight letters, predominantly between Hon. Secretary of Caulfield Historical Society R. Ballantyne and members of the Caulfield City Council written between 1981 and 1983, regarding the installation of a plaque in commemoration of the centenary of the Rosstown Railway. The first two letters are handwritten from R. Ballantyne to G. Calder and Carol Camy, dated 01/06/1981 and 22/02/1982. The letter to G. Calder supports a suggestion in the May edition of the CAULFIELD CONTACT for the installation of a plaque in celebration of the centenary of the Rosstown Railway, suggesting a potential site for another plaque on Curraweena Road. The letter to Carol Harry discusses the costing of the plague and a possible contribution towards this cost from the Caulfield Historical Society. The letter appears to be incomplete, having no sign off from the author. Attached to the letter is what appears to be a suggestion for the inscription of the plaque. The letters addressed to R. Ballantyne are typed and dated 12/06/1981, 24/06/1981, 14/07/19891, 17/12/1981 and 08/09/1983, from A. Craig and D.B. Hogan on behalf of City Manager G.K. Calder and City Liason Officer Carol Harry. All letters concern the commemorative plaque, with these from Carol Harry including handwritten notes which appear to be in R. Ballantyne’s handwriting. The final letter is from Mayoral Secretary Norma Polglase to Miss B. Snowball, dated 23/08/1983, inviting her to attend the unveiling of the plaque. Also included in the item are Council Committee Meeting minutes, dated 16/05/1981, broaching the subject of installing the plaque in Koornang Road. 2/Four colour photographs and two black and white copies of one of the photographs, all dated 18/09/1983 and showing the opening of the commemorative plaque in Marrara Gardens. Sister Coates is working as a RDNS Liaison Officer in a Hospital and is sharing information with the Occupational Health Sister.Liaison had occurred between doctors and the Trained nurses of the Melbourne District Nursing Society (MDNS), from its inception in 1885. This increased when Midwifery was introduced in August 1893 with close liaising with the Women’s Hospital. As District nursing grew it was recognized that closer liaising between many Public Hospitals would be beneficial, for not only MDNS, later called Royal District Nursing Service (RDNS), Trained nursing staff, but also for the patients and the hospitals. In August 1964 a Liaison Officer commenced at the Alfred Hospital. This soon increased to Liaison Officers working full time at several Public Hospitals. At the time of a patient’s discharge, the Liaison Sister forwarded information on their diagnosis and instructions regarding the care required at home to the appropriate RDNS Centre, and in turn the attending District Sister wrote a report of progress and any queries to the Hospital doctor, via the Liaison sister, at the time the patient was attending outpatients. Any new instructions were then sent back to the District Sister. These photographs of Royal Australian Survey Corps commissioned officers was taken at the Army Survey Regiment circa 1962-1965, 1972 and circa 1973-1974. Officer appointments to the Army Svy Regt were typically the CO, 2IC, Adjutant; and an OC, 2IC and Troop Officers assigned to the Headquarters, Topographic/Air Survey, Cartographic and Lithographic Squadrons. The photographs for the slides are believed to have been taken by the inaugural Editor for the Caulfield Contact - the official newspaper of the former City of Caulfield from 1976-1994. The Editor was also Council's Community Liaison Officer and she (and her successor) took many photographs of official events and Council-related services and locations in connection with both these official roles. The City of Caulfield was the Municipal Council for an area of the South Eastern suburbs of Melbourne, including Brighton East, Carnegie, Caulfield, Elsternwick, Gardenvale, Glen Huntly, McKinnon, Murrumbeena, Ormond and St Kilda East. This is a set of four photographs of three Regimental Sergeant-Majors (RSMs) of the Army Survey Regiment at Fortuna. Their appointments as RSM spanned from 1963 to 1976. WO1 Robin Wilson’s appointment was from 1963 to 1966. He served in the Australian Army from 1946 to 1979. WO1 Wilson ended his service in another corps as a commissioned officer and reached the rank of Major. WO1 Peter Gale’s appointment was from 1966 to 1968. He served in the Australian Army from 1946 to 1968. WO1 John Hogan’s appointment was from 1968 to 1976. After transfer from the British Army, he served in the Australian Army from 1952 to 1976. WO1 Hogan continued his service in Defence as the RAN Liaison Officer located in Fortuna’s coach house building for several more years. An informative brochure marking the first 21 years of Melbourne Legacy activities, with a heavy focus on the assistance given to children, noting that 10,250 families and 25,872 families were assisted during the 21 years at a total cost of fifty two thousand and ninety seven pounds. It is interesting to note the call for permanent employment positions for boys and girls on the back cover. The notation H56 in blue pen shows that it was part of the archive project that was trying to capture the history of Legacy. This is a set of six staff photographs of the Army Survey Regiment’s Officers, Warrant Officers and Sergeants, and each of its four Squadrons at Fortuna, Bendigo in December 1982. Note - Air Survey Squadron’s photo was probably taken in July 1982 as they appear in winter dress. Air Survey Squadron was responsible for aerotriangulation, photogrammetric feature extraction and the AUTOMAP 1 system. Typical tasks were flight planning the acquisition of aerial photography, pugging, mensuration and block adjustments, photogrammetric extraction of topographic features from aerial photography, digital feature editing, map compilation, operating the scanner/plotter, operating the AUTOMAP 1 system and computer programming by civilians. Cartographic Squadron was responsible for the production of the following military products: Joint Operation Graphics, small-scale RAAF Air Charts, large-scale topographic line maps and orthophotomaps. Cartographic technician tasks were scribing, compiling, retouching, masking, type setting, type stickup, terrain embossing, correcting and proving quality control. Headquarters Squadron was responsible for the planning and coordination of map production and contracts. It also performed administrative and support functions such as personnel administration, pay, finance, transportation, records, map Library, kitchens, messes and facility maintenance. It was staffed by Army personnel from RASvy, RACT, AACC, RAAOC and RAEME corps. Other supporting staff at this time included the RAAF Liaison Officer, RAN Liaison Officer and several civilians employed in administration, the Q-Store and grounds maintenance. A component of the Army Svy Regt’s cartographic map production was carried out by the Detachment, a sub-unit located at Bonegilla next to the School of Military Survey. Lithographic Squadron was responsible for the reproduction of map materials and printing of military map products. The main tasks undertaken by photographic technicians were photographic enlargements, reductions and duplication of map reproduction material and processing of aerial photography. The photographs for the slides are believed to have been taken by the inaugural Editor for the Caulfield Contact - the official newspaper of the former City of Caulfield from 1976-1994. The Editor was also Council's Community Liaison Officer and she (and her successor) took many photographs of official events and Council-related services and locations in connection with both these official roles. The City of Caulfield was the Municipal Council for an area of the South Eastern suburbs of Melbourne, including Brighton East, Carnegie, Caulfield, Elsternwick, Gardenvale, Glen Huntly, McKinnon, Murrumbeena, Ormond and St Kilda East. By 1974 Caulfield Council assumed responsibility for the administration of the service which by then was the largest in Victoria, supplying 300 meals each weekday. By 1987 with a combination of both paid and volunteer staff up to 136,000 meals were distributed each year to individual homes and to various clubs and organizations. The Dibb Report into mainland defence of Australia,1986, among other things identified the requirement for protection of key assets in Northern Australia and the possibility of involving Army Reserve (Ares) units in this thus releasing regular forces for offensive operations. Dibb also pointed out that this defined role would result in a huge lift in Ares morale. In June 1988, the 3rd Division (3Div) conducted a Tactical Exercise without Troops (TEWT), Exercise ‘Distant Trumpet’ in the Katherine- Darwin area to study problems associated with defence against low level incursions against Tindal RAAF Base. Exercise ‘Northern Explorer’ followed in October of that year when units of the 3Div including A Squadron 8/13 Victorian Mounted Rifles sent patrol groups to get a first taste of environment and conditions. Post-Exercise reports had to include recommendations re: health, equipment and adaptation of Standing Operating Procedures (SOPs) in preparation for the new role deploying to Northern Australia. The first deployment by 8/13 Vistorian Mounted Rifles was in 1988. Deployments continued i following years. In September 1993, 3 Troop (Wangaratta) VMR Squadron 4/19 PWLH commanded by Captain Kelvin Robertson deployed to NT. The training began with airfield defence at Tindal followed by a 1000km recon into Arnhem Land in four Landrovers. The troop reported on the conditions of the roads, airfields, bridges (mainly causeways) resources such as fuel supplies in the towns and infrastructure. Each troop taking different route. 3 Troop had the Northern route through Kakadu National park across the East Alligator River to Oenpelli then to Maningrida and Ramangining and south to the Central Arnhem Road and back to Tindal Air force Base. Kelvin Robertson enlisted on 6 April 1981 at Cobram where Lieutenant Dan Wyborn was the troop leader at 2 Troop A Squadron 8th/13th Victorian Mounted Rifles (2TP A SQN 8/13 VMR). He completed the Initial Employment Training Course (IET) and then an M113A1 driver’s course in March 1982. Course Senior Instructor (SI) was Captain (CAPT) John McLean and wing instructor Warrant Officer Class 2 (WO2) Mick Baxter (ex-Driving & Servicing Wing instructor at the School of Armour). He served with 2TP at Cobram as a trooper Driver/Signaller until June 1982 when he was selected for officer training. He served two years as an Officer Cadet in Course 21 at Officer Cadet Training Unit (OCTU) graduating in June 1984. He returned to 8/13 VMR and completed the 1/85 Army Reserve (ARES) Regimental Officers Basic Course (ROBC Reconnaissance), then was posted immediately as 1 TP LDR for the Hay Booligal Annual Field Exercise (AFX). In 1985 he took command of 2TP at Cobram until Nov 1987 when he transferred to C Squadron First Armoured Regiment (CSQN 1AR). This began six months full time duty in which Lieutenant (LT) Robertson completed the regular army 1/88 (ROBC Tank), and then served as CSQN's first and only ARES Leopard Tank TP LDR until the next ARES LT was trained up as 2TP LDR. He later served as the CSQN Liaison Officer (LO) on the First Brigade (1 Bde) exercise ‘Predators Advance’ and as a staff officer on a Second Division (2Div) exercise. In Jan 1991 he studied at the Reserve Command and Staff College (RCSC). Upon completion of Grade 3 he was promoted to CAPT and transferred back to a reconnaissance troop, 3TP VMR SQN 4th/19th Prince of Wales’s Light Horse (4/19PWLH) at Wangaratta. CAPT Robertson transferred to the Inactive List in 1994, but in 2011 returned to the Active List serving as Operations Captain (OPS CAPT) at Regimental Headquarters (RHQ) 12th/16th Hunter River Lancers (12/16 HRL)and later Second-In-Command (2IC) Tamworth-based Operations Support Squadron (OPSPT SQN), and at 9 day exercises at Singleton range and an exercise at Townville High Range in Protective Mobility Vehicle (PMV) Bushmasters. In 2013 after completing the ARES Grade 3 Staff Officers course in Brisbane he returned home to Jerilderie and served as 2IC A SQN 4/19 PWLH based at Latchford Barracks Bonegilla. He was awarded the Defence Long Service Medal (DLSM) in 2014. Highlights of his career included being Parade Commander for the 75th anniversary Beersheba parade in Canberra on 31 October 1992. The guard, drawn from the VMR SQN 4/19 PWLH represented the 4th Light Horse Regiment, a participant of the Charge. Then twenty years later, 2012, he was invited to speak at the Quirindi Anzac Day ceremony. On this occasion he was serving with 12/16 HRL, so in two ceremonies, 20 years apart, he had represented both the 4th LHR and the 12th LHR, the two lead Regiments that charged Beersheba. CAPT Robertson was placed on the Inactive List again in 2015.
