The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus. In 1988 Student accomdation included: * Mount Helen - 290 individual furnished study/bedrooms arranged in units of ten to fourten rooms. $64.05 including 4 evening meals * Gillies Street - 56 individaul study/bedrooms in two blocks each containing kitchen/dining room areas, a common room, as well as bathroom areas. Does not include meals. $37.80 per week. * Beaufort House - Managed by the Education Department, with BCAE playing a coordinating role in the placement of students. 75 single and shared accomodation with full board (14 meals per week) $73.80 per week * Nurses' Home - Ballarat Base Hospital authorities made approximately 100 individual study/bedrooms availabel to female students. After the closure or the Ballarat Gaol the space was taken over by the Ballarat SChool of Mines and the gaol building was demolished. The E.J.
