Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Ballarat College of Advanced Education made a preliminary submission for a Post Graduate Institute Course in Safety and Loss Control in 1975. This was forwarded to the External Advisory Panel and other experts for comment, etc. Comments were constructive and some modifications were made. These have been incorporated in this Second Draft dated August 1976. The aim of the course is to assist the administrator in identifying such accidental loss producing areas as - injury. plant damage, fire, breaches of security, property and storm damage, pollution, transportation, product liability and occupational disease. The dusky antechinus was first described in 1840 by English naturalist George Robert Waterhouse, making it the second species of antechinus to be formally recorded. It was named in honor of zoologist and artist William Swainson, with the holotype likely originating from the Tasman Peninsula in Tasmania, collected by Swainson’s associate, Thomas Lempriere. The dusky antechinus is distributed across southeastern Queensland to southwestern Victoria, as well as in Tasmania. It is most frequently found in mountainous areas, including Kosciuszko National Park and the Brindabella Ranges, where it inhabits alpine heath and tall open forests with dense understorey vegetation. While the species is not considered threatened, some local populations have declined due to habitat loss caused by controlled burning and the replacement of native forests with pine plantations. Additionally, predation by cats and red foxes is believed to negatively impact its numbers. This specimen was originally identified as a bandicoot and is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum and the National Museum of Victoria, as well as individuals such amateur anthropologist Reynell Eveleigh Johns between 1860-1880. These skins were then mounted by members of the Burke Museum Committee and put-on display in the formal space of the Museum’s original exhibition hall where they continue to be on display. This display of taxidermy mounts initially served to instruct visitors to the Burke Museum of the natural world around them, today it serves as an insight into the collecting habits of the 19th century. This specimen is part of a significant and rare taxidermy mount collection in the Burke Museum. This collection is scientifically and culturally important for reminding us of how science continues to shape our understanding of the modern world. They demonstrate a capacity to hold evidence of how Australia’s fauna history existed in the past and are potentially important for future environmental research. This collection continues to be on display in the Museum and has become a key part to interpreting the collecting habits of the 19th century.Small sized dusky antechinus with a pointy snout, small rounded eyes made of glass, a thin tail, small rounded ears, and sharp clawed legs. The Lister Auto-Truck was a small monowheel tractor built for moving light loads around factories, railway yards and similar sites. They were built by R A Lister and Company of Dursley, Gloucestershire, well known for their range of small stationary engines The Auto-Truck was one of several monowheel tractors to appear in the 1920s and '30s, with the availability of small, reliable petrol engines, as developed for motorcycles and the stationary engines for which Lister were already known. These were tricycle vehicles, with the single leading wheel used for both drive and steering. Their simple construction carried most of the mechanism on this wheel as a single unit, the chassis with the trailing wheels being little more than a trailer for balance. Simplicity was a key feature. The engines were single-cylinder and air-cooled. Ignition was by magneto, rather than requiring a battery and electrical system. One of these designs was produced in the 1920s by George Grist of the Auto Mower Co., Norton St Philip, Somerset. The engine was a JAP 600 cc four-stroke air-cooled sidevalve, a typical small engine of the time. The Auto Mower Co. were Lister agents and when Lister heard of this 'Auto-Truck' they bought one for use in their own factory. It was used to carry heavy engine castings from the foundry to the machine shop. Lister customers saw them and there was such interest in wanting to buy them that Lister negotiated with Auto Mower to build them under licence. Although Lister were already well known for their small petrol stationary engines, these were heavy cast-iron engines with water hopper cooling and unsuitable for vehicle use. Lister remained with the JAP engine for the Auto-Truck. The Auto-Truck was designed for use in factories or other places with smooth surfaces of concrete or tarmac. This allowed the use of small solid-tyred wheels with only simple suspension, making the vehicle simple, cheap and lightweight. They had little ability on soft surfaces though and could even topple over if driven carelessly across slopes. Their design was a compromise between the top-heavy nature of the tall engine grouping above its wheel and a well thought-out chassis for stability. The bearing between them was a large diameter ring roller bearing, mounted at the lowest part of the chassis. This gave rigidity and stability, even after long wear. A ring of rolled channel girder was attached to the engine group and rollers on the chassis carried the load upon this. On early Auto-Trucks this bearing is set very low, in line with the chassis members, and is covered by thin steel plates. The front panel of the engine cover is distinctive with large ventilation holes and a Lister signature cut through it. Strangely this panel is made of thick cast iron, providing substantial weight high on the engine and only adding to its top heaviness. To improve visibility of moving vehicles in noisy factories, this panel was often painted white, the rest of the vehicle being Lister's usual brunswick green. The driver was seated on a Brooks bicycle saddle, which in recognition of the lack of vehicle suspension, was carried on the end of a cantilevered bar that acted as a leaf spring. A wide handlebar on the engine group was used for steering. A squeeze bar the width of this handlebar engaged the clutch. Controls included a hand throttle, a gear lever with two forward and one reverse gears, and a large handbrake lever. The engine unit rotated freely for a full 360° rotation. When used in reverse, the Auto-Truck could either be driven from the saddle, looking backwards over the driver's shoulder; or they could dismount, swivel the engine unit around and control it as a pedestrian-controlled truck from behind. Under the engine cover were two equal diameter tanks, a fuel tank for petrol and a shorter oil tank. Engine and chain-drive lubrication used a total-loss oil system, controlled by a small pump and needle valve. Chauncey Jerome (1793–1868) was an American clock maker in the early to mid 19th century. He made a fortune selling his clocks, and his business grew quickly. Jerome was born in Canaan USA in 1793 son of a blacksmith and nail-maker. He began his career in Plymouth, making dials for long-case clocks where he learned all he could about clocks, particularly clock cases, and then went to New Jersey to make seven-foot cases for clocks mechanisms. In 1816 he went to work for Eli Terry making "Patent Shelf Clocks," learning how to make previously handmade cases using machinery. Deciding to go into business for himself, Jerome began to make cases, trading them to Terry for wooden movements. In 1822 Jerome moved his business to Bristol New Haven, opening a small shop with his brother Noble and began to produce a 30-hour and eight-day wooden clocks. By 1837 Jerome's company was selling more clocks than any of his competitors. A one-day wood-cased clock, which sold for six dollars had helped put the company on the map. A year later his company was selling that same clock for four dollars. The company also sold one line of clocks at a wholesale price of 75 cents and by 1841 the company was showing an annual profit of a whopping $35,000, primarily from the sale of its brass movements. In 1842 Jerome moved his clock-case manufacturing operation to St. John Street in New Haven. Three years later, following a fire that destroyed the Bristol plant, Jerome relocated the entire operation to Elm City factory. Enlarging the plant, the company soon became the largest industrial employer in the city, producing 150,000 clocks annually. In 1850 Jerome formed the Jerome Manufacturing Co. as a joint-stock company with Benedict & Burnham, brass manufacturers of Waterbury. In 1853 the company then became known as the New Haven Clock Co, producing 444,000 clocks and timepieces annually, then the largest clock maker in the world. Jerome's future should have been secure but in 1855 he bought out a failed Bridgeport clock company controlled by P.T. Barnum, which wiped him out financially, leaving the Jerome Manufacturing Co. bankrupt. Jerome never recovered from the loss. By his admission, he was a better inventor than a businessman. When Jerome went bankrupt in 1856 the New Haven Clock Company purchased the company. One of the primary benefits of Jerome purchasing New Haven in the first place was the good reputation of the Jerome brand and the network of companies that remained interested in selling its clocks. In England, Jerome & Co. Ltd. sold Jerome clocks for the New Haven company until 1904, when New Haven purchased the English firm outright. After his involvement with the New Haven Company in 1856, Jerome traveled from town to town, taking jobs where he could, often working for clock companies that had learned the business of clock making using Jerome's inventions. On returning to New Haven near the end of his life, he died, penniless, in 1868 at the age of 74. The company struggled on after Jerome's bankruptcy until after World War II, when the company endeavored to continue through disruptions caused by a takeover along with poor sales, finally having to fold its operations in 1960 a little more than 100 years after it had been founded. The item is significant as it is associated with Chauncey Jerome who had made a historic contribution to the clock making industry during the 19th century when he began to substitute brass mechanisms for wooden mechanisms in his clocks. This was said to be the greatest and most far-reaching contribution to the clock industry. Because of his discovery of stamping out clockwork gears rather than using castings, Jerome was producing the lowest-priced clocks in the world. That can only add to his significance as the major clock manufacture of the 19th century. Jerome may have made and lost, a fortune selling his clocks but was perhaps the most influential and creative person associated with the American clock business during the mid-19th century. Also, he had served his community as a legislator in 1834, a Presidential elector in 1852 and mayor of New Haven, Connecticut from 1854 to 1855.Eight day movement wall clock with Roman numerals, octagonal shaped rosewood veneered casing, hinged face with locking clip. These earthenware dinner plates were recovered from the wreck of the Loch Ard, on the southwest coast of Victoria and donated by a friend of the diver. The plates are very similar to other plates recovered from the wreck of the Loch Ard - some of which are already on display at Flagstaff Hill Museum and Village in Warrnambool. It is uncertain whether the plates were personal belongings or part of the cargo. The Asiatic Pheasant pattern is a transfer design and was the most popular design of the 19th-century Victorian era. It is still being produced today. The design was produced as high-quality, decorative dinnerware by the potters in the Staffordshire, England, area from the late 1830s, but no one is sure exactly who the original designer was. The industrial age made the production of this design more affordable to the ordinary person who purchased and proudly displayed settings in their homes. The high demand for production resulted in the loss of quality in both potting and design, particularly between 1860-1914 when the design reached its height of popularity, and the results were often a poor match for the earlier pieces’ quality and detail. Some engravers would make copies of the Asiatic Pheasant design (and other designs) onto copper plates and sell them to more than one pottery producer (the Copyright Act of 1842 was intended to control this very thing). Consequently, the list of Makers’ Marks associated with the Asiatic Pheasant is well over 100. A single pottery factory could have several owners, all with their own Marks. The makers mark on these two plates are also difficult to read but appear to include the letters "O H E ?' over "L". These factors all make the dating of pieces difficult. Also, after 1891, pieces produced for export were required to be stamped with “ENGLAND”, but pieces produced for the domestic market in England did not need this stamp, so early pieces and pieces produced for the domestic market would all be without the “ENGLAND” stamp, confusing the matter. Over time the body shape of the pieces changed, the feathered, curved and fluted edges giving way to simpler, cheaper oblong shapes The ship Loch Ard was built on the River Clyde in Scotland in 1873 for the prestigious Loch Line of colonial clipper ships, designed for the Australian run. It sailed from England on 1st March 1878 carrying 37 crew, 17 passengers and a load of cargo. The general cargo reflected the affluence of Melbourne at the time. On board were straw hats, umbrellas, perfumes, clay pipes, pianos, clocks, confectionary, linen and candles, as well as a heavier load of railway irons, cement, lead and copper. There were items included that were intended for display in the Melbourne International Exhibition in 1880 - a diverse general cargo ranging from luxury items to bulk railway iron. On 1 June 1878, emerging from fog and hearing too late the sound of breakers against the tall limestone cliffs, the vessel struck the southern foot of Mutton Bird Island and sank in 23 metres of water. Of the fifty-four people on board only two survived, one young male crewman, Tom Pearce, and one young female passenger, Eva Carmichael. Ten days after the Loch Ard tragedy, salvage rights to the wreck were sold at auction for £2,120. Cargo valued at £3,000 was salvaged and placed on the beach, but most washed back into the sea when another storm developed. The wreck of Loch Ard still lies at the base of Mutton Bird Island. Much of the cargo has now been salvaged and some was washed up into what is now known as Loch Ard Gorge. Cargo and artefacts have also been illegally salvaged over many years before protective legislation was introduced. One of the most unlikely pieces of cargo to have survived the shipwreck was a Minton porcelain peacock - one of only seven in the world. The peacock was destined for the Melbourne International Exhibition in 1880. It had been well packed, which gave it adequate protection during the violent storm. Today, the Minton peacock can be seen at the Flagstaff Hill Maritime Museum in Warrnambool. From Australia's most dramatic shipwreck it has now become Australia's most valuable shipwreck artefact and is one of very few 'objects' on the Victorian State Heritage Register.Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). This earthenware dinner plate was donated by Lorna Jensen. It had belonged to her father Wally O’Brien, who was a cyclist and had ridden in the long Melbourne to Warrnambool Cycle Classic twice. Wally was given this plate by a diving friend who had recovered it from the wreck of the LOCH ARD, on the southwest coast of Victoria. The plate had been sitting in Lorna’s mum’s china cabinet until recently when she and her husband drove to Warrnambool to donate it to Flagstaff Hill Maritime Village. When they stopped at a friend’s home along the way the friend removed it from its plastic bag and tea towel and carefully wrapped it in protective packaging for the rest of its journey. The plate is very similar to other plates recovered from the wreck of the LOCH ARD. It is uncertain whether the plates were personal belongings or part of the cargo. Over time the body shape of the pieces changed, the feathered, curved and fluted edges giving way to simpler, cheaper oblong shapes. The LOCH ARD belonged to the famous Loch Line which sailed many ships from England to Australia. Built in Glasgow by Barclay, Curdle and Co. in 1873, the LOCH ARD was a three-masted square-rigged iron sailing ship. The ship measured 262ft 7" (79.87m) in length, 38ft (11.58m) in width, 23ft (7m) in depth and had a gross tonnage of 1693 tons. The LOCH ARD's main mast measured a massive 150ft (45.7m) in height. LOCH ARD made three trips to Australia and one trip to Calcutta before its final voyage. LOCH ARD left England on March 2, 1878, under the command of Captain Gibbs, a newly married, 29-year-old. She was bound for Melbourne with a crew of 37, plus 17 passengers and a load of cargo. The general cargo reflected the affluence of Melbourne at the time. On board were straw hats, umbrellas, perfumes, clay pipes, pianos, clocks, confectionary, linen and candles, as well as a heavier load of railway irons, cement, lead and copper. There were items included that were intended for display in the Melbourne International Exhibition in 1880. The voyage to Port Phillip was long but uneventful. At 3 am on June 1, 1878, Captain Gibbs was expecting to see land and the passengers were becoming excited as they prepared to view their new homeland in the early morning. But LOCH ARD was running into a fog which greatly reduced visibility. Captain Gibbs was becoming anxious as there was no sign of land or the Cape Otway lighthouse. At 4 am the fog lifted. A man aloft announced that he could see breakers. The sheer cliffs of Victoria's west coast came into view, and Captain Gibbs realised that the ship was much closer to them than expected. He ordered as much sail to be set as time would permit and then attempted to steer the vessel out to sea. On coming head-on into the wind, the ship lost momentum, the sails fell limp and LOCH ARD's bow swung back. Gibbs then ordered the anchors to be released in an attempt to hold their position. The anchors sank some 50 fathoms - but did not hold. By this time LOCH ARD was among the breakers and the tall cliffs of Mutton Bird Island rose behind the ship. Just half a mile from the coast, the ship's bow was suddenly pulled around by the anchor. The captain tried to tack out to sea, but the ship struck a reef at the base of Mutton Bird Island, near Port Campbell. Waves broke over the ship and the top deck was loosened from the hull. The masts and rigging came crashing down knocking passengers and crew overboard. When a lifeboat was finally launched, it crashed into the side of LOCH ARD and capsized. Tom Pearce, who had launched the boat, managed to cling to its overturned hull and shelter beneath it. He drifted out to sea and then on the flood tide came into what is now known as LOCH ARD Gorge. He swam to shore, bruised and dazed, and found a cave in which to shelter. Some of the crew stayed below deck to shelter from the falling rigging but drowned when the ship slipped off the reef into deeper water. Eva Carmichael had raced onto deck to find out what was happening only to be confronted by towering cliffs looming above the stricken ship. In all the chaos, Captain Gibbs grabbed Eva and said, "If you are saved Eva, let my dear wife know that I died like a sailor". That was the last Eva Carmichael saw of the captain. She was swept off the ship by a huge wave. Eva saw Tom Pearce on a small rocky beach and yelled to attract his attention. He dived in and swam to the exhausted woman and dragged her to shore. He took her to the cave and broke open a case of brandy which had washed up on the beach. He opened a bottle to revive the unconscious woman. A few hours later Tom scaled a cliff in search of help. He followed hoof prints and came by chance upon two men from nearby Glenample Station three and a half miles away. In a state of exhaustion, he told the men of the tragedy. Tom returned to the gorge while the two men rode back to the station to get help. By the time they reached LOCH ARD Gorge, it was cold and dark. The two shipwreck survivors were taken to Glenample Station to recover. Eva stayed at the station for six weeks before returning to Ireland, this time by steamship. In Melbourne, Tom Pearce received a hero's welcome. He was presented with the first gold medal of the Royal Humane Society of Victoria and a £1000 cheque from the Victorian Government. Concerts were performed to honour the young man's bravery and to raise money for those who lost family in the LOCH ARD disaster. Of the 54 crew members and passengers on board, only two survived: the apprentice, Tom Pearce and the young woman passenger, Eva Carmichael, who lost all of her family in the tragedy. Captain Charles Ferguson was born in Scotland in 1813. He was the Master of the "Rajah" from 1838 to 1850 on voyages from England to Australia and vice versa. He became the First Chief Harbour Master for the port of Melbourne in 1852 after being the first Harbour Master and Water Police Officer in Geelong for 12 months. On the 5th of April 1841, the Rajah sailed with James Donovan M.D. as Surgeon Superintendent, and the Rajah sailed from Woolwich with 180 female convicts. The Rajah arrived on the 19th of July in Hobart, with 179 females (one died during the voyage) and 10 children. Miss Kezia Elizabeth Hayter was the matron on board. On page 28 of the "Sailing directions for Port Phillip, in the colony of Victoria including the ports of Melbourne and Geelong", a mention is made of the Mariner's Hospital and Floating Church soon to be established. There were discussions to built the hospital in Williamstown but instead the Government decided to build it in Melbourne. The Harbour Master and a commiittee decided to use the water police hulk, Emily, left unsold in 1856, to create a floating church: the Bethel was open in July 1857 with Reverend Kerr Johnston as Chaplain. Latrobe wrote a letter to Captain Cole in 1869, a few months after learning his death : "To Captain George Ward Cole † [from a draft in another’s hand] Clapham House, Lewes, Sussex, January 28th, 1869. My dear Captain Cole, Last mail will have taken out the sad intelligence of the death of our excellent old friend, Captain Ferguson. This will have been a terrible blow to his children and to his friends in the colony, who may have held reason to expect his early return to his home, with a not unreasonable prospect of ultimate restoration to health and activity. In the course of last October I went up to town with one of my children, mainly with the purpose of finding my way to Pinner, where he and Mrs. Ferguson were staying with an intimate friend. I found him in excellent health and spirits, and enjoying the prospect of a speeding resumption of the service to which he had devoted his best days, and upon the furtherance of which his entire energy was still directed. A week or two later Captain and Mrs. Ferguson went to Dover for change of air, and being still under the impression received from the advisers by whom they had been guided during their residence at a hydropathic establishment at Matlock, felt encouraged to plan almost immediate return to the colony by the Jerusalem early in December. However, certain misgivings in the mind of a medical gentleman, then in England, under whose care Captain Ferguson had at one time placed himself in Williamtown, led them to consider it judicious before departure to take the advice of some surgeon of eminence in London. Accordingly they came up to town at the close of November. The first London practitioners they consulted shook their heads, and advised consultation with Sir Wm. Ferguson. The result was that amputation, without loss of time, was pronounced necessary. The rest is soon told. He received the painful intelligence with calmness and full resignation to God's will, and underwent the operation at King's College Hospital with exemplary firmness and Courage on the 28th of November. Perfect success seemingly attended it, and there seemed, humanly speaking, to be every prospect of a prompt cure and early convalescence; everything seemed in his favour. A few days later, however, all was clouded by symptoms of hospital fever (pyoe æm ia). This resisted all control, and finally carried him off on the 27th of December, just one month after the operation. He had lived a Christian life, and his death was the peaceful and resigned death of a Christian. It was a melancholy satisfaction to me to be able to join a few friends in following his remains to their resting place in one of the outlying London cemeteries on the last day of the year. You know Mrs Ferguson well, and will be prepared to hear me say that her whole conduct and demeanour throughout this period of suspense and bitter trial has been worthy of her high character and steadfast principle. Come what will, and happen what may, I have the fullest conviction that neither the widow nor the children will be forsaken, however doubtful and clouded the future may appear, in consequence of the irreparable loss which, they have sustained. And now, dear Captain Cole, it is possible that you may already have heard all this from other sources, but I have dictated it to you under strong impulse, for I feel assured that there is no member of the community in which you live who will more sincerely deplore the loss of Captain Ferguson on private grounds; at the same time that there is no one who, from long acquaintance with his official character and services, will be in a better position to estimate their real value or the loss which the colony has sustained. The circumstances in which Captain Ferguson's family are left not only demands the utmost display of sympathy and interest on the part of friends, but may call for decided and prompt action; therefore I cannot rest satisfied without discharging what I consider my duty, and seeking to strengthen your hands as far as I may in bringing the character of his long services before the existing colonial authorities. Of his private career previous to his entering the service of the Colonial Government in 1851 nothing need be said. Captain Ferguson was appointed as the Harbour Master at Geelong in April, 1851 – a few months before the separation of the colony from New South Wales. He there did excellent service in a variety of ways calculated to advance the interests of the port, and to introduce www.latrobesociety.org.au 27 order, where, from circumstances, but little order had hitherto prevailed. His was the first appointment of this class in that locality. The separation of the colony from New South Wales took place in the month of July following. Shortly after, the late Captain Bunbury resigned the Harbour Mastership of Port Phillip. Captain Ferguson was at once (February, 1852) appointed to succeed him, and from that time performed all duties of Chief Harbour Master of the colony. The previous year (May 1851) the first gold discoveries in New South Wales had taken place, and in the month of August those of our colony followed. At the time of Captain Ferguson’s taking charge of the Port of Melbourne their influence had begun to be fully felt, and in no department more seriously than in that of the Harbour Master. This is no place for statistical details, but they must bear me out in reminding you of a few facts connected with our late friend’s career. At the time of separation that department comprised only 30 individuals of all ranks, and when he took charge the number was much reduced. There were at that time, according to the returns, no fewer than 54 vessels, registering 26,785 tons, in Hobson’s Bay alone. The crews on arrival numbered 1,235 men. Of this number only 463 remained on board, 500 having deserted, and the rest having been discharged by arrangement or pure necessity. For the first six months after Captain Ferguson’s assumption of office as Harbour Master the duties of Police Magistrate and Chief of the Water Police were superadded, and how much labour they involved may be surmised from the fact that from 1st of April to the 31st July, 1852, four months only, no less than 236 marine cases were brought before the bench at Williamstown - sometimes as many as 30 in a day. A year later (March 1853) the returns show that the number of vessels in the harbour in Hobson’s Bay alone were 91, tonnage 43,754; and passing on to the still later returns of May, 1853, two years after Captain Ferguson’s assumption of office, we find from the records that the number of ships in port had increased to 129; tonnage, 63,292; crew on board on arrival, 2872, and at the date of report, 1628; the amount of desertions at that time having, however, proportionally diminished, in consequence of the abatement of the gold fever, caused by the non-success attendant upon the labours of thousands at the goldfields. The above numbers take no account of the large number of vessels and amount of tonnage lying at the wharves at Melbourne or elsewhere. From these figures alone it may be judged what must have been a struggle in which the Chief Harbour Master was engaged from the very outset to secure order, and answer the innumerable calls on every branch of his department, at the same time that there was for many months an almost complete impossibility of securing subordinate agency, such as boatmen, pilots, and police, at any price. But I may bear witness to the untiring diligence, energy, and self-devotion with which Captain Ferguson grappled with the difficulties of his position, and the seemingly insurmountable obstacles which stood in his way. Ashore and afloat he was always ready, showing the same directness of purpose, intelligence, and forgetfulness of self. He shunned no responsibility, and turned his hand from no work, whether within or beyond the ordinary scope of his duty, which the hard necessity of the times forced the Government to bring under his notice. Already in 1852, when the overflowing of our gaol and stockade rendered the adoption of other methods of restraint absolutely necessary, and addition to the existing buildings could not be thought of, it was Captain Ferguson who first suggested the employment of hulks; and it was with his personal assistance and supervision, and under his unflagging energy, that the three first of these – the Success, the President, and the Sacramento – were purchased, fitted up, and made available for the purpose in view, and the rules and regulations for the employment and safety of the men afloat and ashore prescribed and carried out. He carried the same energy into every branch of his department, and his influence was soon apparent. His subordinates of every class became actuated by his spirit. As time moved on, the range of his duties, both ordinary and extraordinary, increased. In the formation of the quarantine station at the heads, in the management if not the erection of lighthouses, sailing directions, port and wharf regulations, buoys, signal stations, www.latrobesociety.org.au 28 steam dredging &c., he was the main and most active agent. The whole pilot establishment and regulations, men, and vessels, were under his charge; and when I left the colony in May, 1854, the entire range of ports outside Port Phillip Heads from Point Lonsdale to Portland, as well as that of Geelong had felt the influence of his intelligent supervision and care. The entire department of Chief Harbour Master, which I have numbered at the period of separation about thirty individuals, then numbered 230. The character of Captain Ferguson’s unbroken service during the fourteen years which have elapsed since I left the colony must be well known to the Government and the people he has served so long and so faithfully. I confine myself to recalling to mind those earlier, and what must have been the hardest and most difficult, period – none can know how difficult but those who were in that fierce struggle for the maintenance of order under so many disadvantages; and on this subject I have spoken advisedly and with reason, for I may truly say he worked under my own eye. I had sincere regard for the man, and just pride in the qualities of his heart, head, and hand. Whatever mistakes may have been made by the Government of the colony in those hard and difficult times (and I am quite ready to admit that there were many, especially if the past is to be judged by the light of the present), I never have hesitated in believing that, in appointing Captain Ferguson to the office he has so long filled, it was the right man in the right place. I shall be heartily rejoiced to find that the Government and inhabitants of the colony admit that this has been the case, and to learn that they have not forgotten the strong claims of one who has served them so long and so faithfully, and who, removed by God’s providence, so to say, in the maturity of his powers, has left a widow and young family behind him. I have done, I leave you to make use of this communication, or any portion of it, which you may think judicious and called for. There may be among Ferguson’s friends those who may not be sorry to be reminded of facts. By-the-bye, I may mention as a proof how completely Captain Ferguson’s mind was engrossed by devotion to his public duty, that while in Dover, only ten days before the operation, he took an opportunity to drag himself up into the lantern of the S. Foreland Lighthouse, and made a most careful scrutiny of the whole apparatus and arrangement, with a view of the adoption of any hint for the perfection of those under his charge in the colony. And now, goodbye. I trust this will find you in good health, and in comparative vigour. Believe me ever, dear Captain Cole, Yours very truly, C. J. This earthenware dinner plate fragment is very similar to others recovered from the wreck of the LOCH ARD. It is uncertain whether the plates were personal belongings or part of the cargo. The Asiatic Pheasant pattern is a transfer design and was the most popular design of the 19th century Victorian era. It is still being produced today. The design was produced as high quality, decorative dinnerware by the potters in the Staffordshire, England, area from the late 1830’s, but no-one is sure exactly who the original designer was. The industrial age made production of this design more affordable to the ordinary person who purchased and proudly displayed settings in their homes. The high demand for production resulted in loss of quality in both potting and design, particularly between 1860-1914 when the design reached its height of popularity, and the results were often a poor match for the earlier pieces’ quality and detail. Some engravers would make copies of the Asiatic Pheasant design (and other designs) onto copper plates and sell them to more than one pottery producer (the Copyright Act of 1842 was intended to control this very thing). Consequently the list of Makers’ Marks associated with the Asiatic Pheasant is well over 100. A single pottery factory could have several owners, all with their own Marks. These factors all make the dating of pieces difficult. Also, after 1891, pieces produced for the export were required to be stamped with “ENGLAND”, but pieces produced for the domestic market in England did not need this stamp, so early pieces and pieces produced for the domestic marked would all be without the “ENGLAND” stamp, confusing the matter. Over time the body shape of the pieces changed, the feathered, curved and fluted edges giving way to the simpler, cheaper oblong shapes. The LOCH ARD belonged to the famous Loch Line which sailed many ships from England to Australia. Built in Glasgow by Barclay, Curdle and Co. in 1873, the LOCH ARD was a three-masted square rigged iron sailing ship. LOCH ARD left England on March 2, 1878, under the command of Captain Gibbs, a newly married, 29 year old. She was bound for Melbourne with a crew of 37, plus 17 passengers and a load of cargo. The general cargo reflected the affluence of Melbourne at the time. On board were straw hats, umbrella, perfumes, clay pipes, pianos, clocks, confectionary, linen and candles, as well as a heavier load of railway irons, cement, lead and copper. There were items included that intended for display in the Melbourne International Exhibition in 1880. The voyage to Port Phillip was long but uneventful. At 3am on June 1, 1878, Captain Gibbs was expecting to see land and the passengers were becoming excited as they prepared to view their new homeland in the early morning. But LOCH ARD was running into a fog which greatly reduced visibility. Captain Gibbs was becoming anxious as there was no sign of land or the Cape Otway lighthouse. At 4am the fog lifted. A man aloft announced that he could see breakers. The sheer cliffs of Victoria's west coast came into view, and Captain Gibbs realised that the ship was much closer to them than expected. He ordered as much sail to be set as time would permit and then attempted to steer the vessel out to sea. On coming head on into the wind, the ship lost momentum, the sails fell limp and LOCH ARD's bow swung back. Gibbs then ordered the anchors to be released in an attempt to hold its position. He took her to the cave and broke open case of brandy which had washed up on the beach. One of the most unlikely pieces of cargo to have survived the shipwreck was a Minton porcelain peacock - one of only nine in the world. The peacock was destined for the Melbourne International Exhibition in 1880. It had been well packed, which gave it adequate protection during the violent storm. Today, the Minton peacock can be seen at the Flagstaff Hill Maritime Museum in Warrnambool. From Australia's most dramatic shipwreck it has now become Australia's most valuable shipwreck artefact and is one of very few 'objects' on the Victorian State Heritage Register. [References: Flagstaff Hill Maritime Village information sheets and documents, http://www.asiaticpheasants.co.uk/index.html ]Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. The Crane foundry opened some time before 1827 and was known as Atherton’s Foundry, run by James Atherton and Henry Crane. Initially it was a brass foundry, but by 1827 iron castings were also produced on the site. The main products were castings for the building industry, ironmongery and brassware. In the 1830s castings for the hand tool and lock industries were added to the product range and by 1836 Henry Crane had taken control of the business. The company became known as the Crane Foundry in 1847 with its own registered trademark. By the 1850s iron weights were produced, and a design was registered in 1872 with roundels decorating the edge. Brass weights were also produced, mainly after the regulation of 1890 that required weights of 2oz. or less to be made of brass. In the early 1900s the foundry began to produce castings for electric motors and continued to do so throughout its life. The Crane family continued to control the company until 1917 when William Cyril Parkes of lock makers Josiah Parkes & Sons Limited, Willenhall became a majority shareholder. Things were going well until the company’s liabilities spiraled out of control with the rise in electricity and gas prices along with the loss of two of the company’s largest customers. John Lawrence Coleman (1934-1965) born January 10, was the son of Raymond John Coleman and Hanna May (Gillet) Coleman. He married Margaret Frances Dare in 1955 and was the father of two children. He died whilst attempting to rescue an older man trapped in the bushfire at North Eltham on March 3, 1965 He died at Eltham (Herald, 4 March 1965, p3) [Picture of John Lawrence Coleman] Builder Mr John Lawrence Coleman, 31, of Main Rd., Eltham, one of three men burnt to death yesterday in the fire at North Eltham. Frank was asked to assist with the removal of three bodies from the back gully (now Orchard Avenue). They were badly burnt and one was found stuck under a fence as though trying to escape. Volunteers John Coleman Jnr, William Elwers and George Crowe were killed trying to protect Eltham from bushfire – they were local heroes. At the time, John Coleman Jnr was survived by his wife Margaret and two young children – John 11 and Vicky 2. Margaret Coleman lived in the family home until 1992 when she sold it and moved to Tasmania to be close to her son. She died in 1997 aged 65 years. 75 yr old Ken Gaston grew up on Edendale farm, which was originally a poultry farm but is now owned and run by the Shire of Nillumbik as an educational farm for schools and visitors. He was Captain of the Eltham rural fire brigade in 1965 when John Coleman Jnr was burnt to death in the Eltham North bushfires serving as an unofficial volunteer. He was able to draw where the original Wattletree Road was and at the time was verified with the location of some remaining bitumen and a post from the original bridge over the Diamond Creek located near the junction of the Diamond Creek and another small creek which is further down from Research or Christmas Creek as locals refer to it. The original Main Road ran behind Colemans before the railway line was built beyond Eltham in 1912. North Eltham. Victoria. The smoke hides a house. A house explodes into flames at North Eltham. Victoria. Firemen said bottled gas went up. Bushfires rage in Victoria, Snowy: Three dead MELBOURNE, Wednesday.—Three people died today in a bush» fire which raged through North Eltham, about 15 miles from Melbourne. The victims were three men. A fourth man is feared to be dead. Another bushfire. sparked off by the heatwave sizzling over south-eastern Australia, is burning out of control in the Kosciusko State Park, in the Snowy Mountains. Firefighters fear that if it reaches pine forests up the Yarrangobilly River, they will be powerless to stop it. The three victims of the North Eltbam fire were trapped by flames in a valley. Their bodies were found only a few yards apart. They were named by police tonight as Mr. George Crowe, 78, of North Eltham, William John Ewers, 64, and John Laurence Coleman, 31, both of Eltham. The other two have not been identified. They are believed to be a man aged about 40 and an 18-year-old youth. At least 12 homes were destroyed by the fire, the worst in Victoria since 1962, when eight lives were lost and hundreds of homes burnt down at Warrandyte. At one time the township of Eltham was threatened, but a cool change swept in from the south and held back the wall of flames. More than 100 dogs, worth about £4,000, died when the fire raced through two kennels in Short Street, Eltham. and Upper Glen Park Road, North Eltham. A trickle of water Residents ran into the streets as the blaze raced towards their houses. Others frantically dug firebreaks around their homes. Mrs. Sue Recourt wept when firemen arrived while she was vainly trying to stop the flames with a trickle of water from the garden hose. A stack of firewood was blazing, but the firemen managed to save the house and rescue four goats. Many homes in Eltham were saved after flames had crept to within feet of their fences. Students at North Eltham State School had to be evacuated when the blaze threatened the building. Fire fighters were severely hampered by lack of water and narrow roads. The blaze, which began in above century heat, turned toward Wattle Glen, where two houses were gutted. Then the flames raced towards Hurstbridge to the north. Firemen battling desperately, controlled the fire late this afternoon. Five forest fires were still burning in Victoria tonight.   IN VICTORIA THIS WEEK Tragic lack of central fire authority (1965, March 9). The Canberra Times (ACT : 1926 - 1995), p. 2. Retrieved May 19, 2022, from http://nla.gov.au/nla.news-article131759928 Canberra Times (ACT : 1926 - 1995), Tuesday 9 March 1965, page 2 ________________________________________ IN VICTORIA THIS WEEK Tragic lack of central fire authority From Rohan Rivett It was the worst week for Victorian fire fighters since Black Friday 27 years ago. On that day one pilot up in a spotter plane said afterwards: "It seemed at times that half the State was on fire." This time, for three days on end, Gippsland men, women and children had moments of conviction that their towns would have blackened into anonymity before the weekend was out. The week began with horror at Eltham on the North-eastern edge of Melbourne. Eltham today is something of an artists' colony. Oil painters, water colourists, potters and sculptors proliferate. A number of University folk have emulated the example of Professor MacMahon Ball who pioneered the way by moving to Eltham and carving a home out of the bush in the thirties. Innermost Eltham is barely 14 miles from the G.P.O. Farthest Eltham stretches miles beyond. It served to illustrate the tragi-ludicrous truncation of Victoria's fire control. Part of Eltham is under the protection of the Melbourne Fire Brigade. But this responsibility ceases at some invisible and incomprehensible line — apparently determined by the meanderings of the water mains. At this point everybody's property throughout the rest of Eltham is dependent on the Country Fire Authority. Half an hour before midday on Wednesday, a fire suddenly started on the West side of Upper Glen road on the edge of Eltham. Before the fire brigade could arrive, it was burning on a widening front through timber and high grass north of Eltham. Two wind changes in rapid succession saw the fire leaping Diamond Creek. With a freshening wind it struck home after home in three streets. More than one of them exploded suddenly as if hit by an incendiary bomb. There is no piped gas in the Eltham area, hence many housewives use bottle gas. The flames outside caused the bottles to explode. Altogether twelve homes were completely incinerated and four more were badly damaged. Thirty prize dogs perished. About three hours after the fire started it raced suddenly down a gully hillside trapping an elderly man. Two other men apparently raced to the rescue. Flames caught the three men within yards of each other, not 200 yards off the Upper Glen Park Road where safety lay. They were burned to death. Next evening an angry and convincing secretary of the Fire Brigade Union, Mr. W. M. Webber, came on television and appealed to the people of Victoria to end the ridiculous and dangerous dualism in fire-fighting control. The Eltham fire, he said, had precisely illustrated the situation. The Metropolitan Fire Brigade area touched Eltham, but where the fire had gutted and killed, was just outside its area. Mr. Webber said his union had constantly urged one authority for the State with a complete reorganisation of fire protection. On Wednesday the union had repeated its call for an inquiry into fire protection in Victoria to the Chief Secretary, Mr Rylah. "No matter how close the liaison between the two organisations, there are always divided sections of thinking," Mr. Webber told viewers. "I don't know how much tragedy the com-munity can take before it demands that it is properly protected." Rumours that differences in gauge between taps and hose nozzles (as between the two authorities) accentuated the damage were denied by fire chiefs who said that all appliances were now carrying adaptors so that hoses could be linked to mains everywhere. But there is grave concern in the Metropolitan Fire Brigade's higher councils at the action of several Federal authorities with projects in and around Melbourne. They are installing non-standard equipment without reference to the State authorities or any dovetailing of appliances and equipment. Public alarm was not diminished by the publication on Friday and Saturday of a heart tearing letter from the young widow of John Lawrence Coleman, 31 year old father of two, who had died in the flames apparently trying to rescue the old man trapped in the gully. By that time, a Vast area of Gippsland was in flames and the troops had been sent in to back up the overworked and often helpless fire-fighters. By Saturday, the Leader of the Opposition, Mr. Stoneham, who has previously demanded a Royal Commission into fire-fighting arrangements, repeated his demand. To add to the Chief Secretary's worries he was publicly rebuked for allegedly implying on television that lives had been lost at Eltham because people went to the wrong place at the wrong time. In a letter to the Press, Professor MacMahon Ball pointed out that two of the men involved were experienced bushmen who had gone "to help an old man in great danger fully aware of the danger to themselves". As Victoria faced its sixth day of total State-wide fire ban, it looked likely that even official resistance was not going to silence the demand for one central authority to control the fire fiend. At the moment, the 400 square miles where two million Victorians live in Greater Melbourne are divorced from the rest of the State in planning, communications, equipment and control of personnel. No one doubts the whole-hearted co-operation and willingness to back each other up of the M.F.B. and the C.F.A., both at top-level and among the firemen themselves. However, when a city straggles so deeply into the country side, the absence of a single authority, to oversee and analyse the fire threat as a whole, suggests suicidal policy of divide and fuel. The first all transistor hearing aids appeared in 1953. They were created to replace vacuum tubes; they were small, required less battery power and had less distortion and heat than their predecessor. The vacuum tubes were typically hot and fragile, so the transistor was the ideal replacement. The size of these transistors led to developments in miniature, carbon microphones. These microphones could be mounted on various items. There were body hearing aids where the earpiece was connected to the hearing aid and battery pack worn on the body. Ear level hearing aids consisted of eyeglass, behind the ear (BTE), in the ear (ITE), and in the canal (ITC, CIC) hearing aids. A Widex 25 hearing aid from the 1950's made in Denmark. The 'Black Saturday' bushfires were a series of bushfires that ignited across the Australian state of Victoria on and around Saturday, 7 February 2009. It was Australia's worst ever natural disaster. The fires occurred during extreme bushfire-weather conditions and resulted in Australia's highest ever loss of life from a bushfire: 173 people died and 414 were injured as a result of the fires. For most women being part of the Lasting Memories Mosaic Group was a way of reconnecting to the area, friends and neighbours. As the months went by, the idea of creating a gift to the community together was born. The women wanted to artistically express their memories of what they had experienced. Creating a mosaic seat in the heart of St Andrews allowed the group to be 'in control' of building something from the ground up - a symbol of hope, recovery and renewal. All of their experiences and memories have been included into the seat design, which makes it so special. This mosaic seat is proudly positioned outside the St Andrews Hall, which is also the site for the St Andrews market held every Saturday throughout the year. The Lasting Memories Mosaic group began this piece just after the Black Saturday fires in 2009. After the horrific fires ravaged through St Andrews and the surrounding areas, a group of bushfire affected ladies bravely came back to St Andrews to begin their healing in an artistic way. Each woman created something beautiful and meaningful, using remnants of crockery, glass, tiles and bricks salvaged from their own properties. This artworks identifies who they are and tells their personal 'life journey' and family heritage and memories of what they had experienced before, during and beyond Black Saturday. It is also an expression of their love for the St. Andrews area and the nature and people within it. A large concrete seat in the style of an organic chaise lounge covered in mosaic (broken tiles, glass, crockery and ceramics of all shapes and colour). The pieces have been placed to form pictures, words and patterns that tell and recount stories and memories of reflection, hope and love of a group of people who experienced the Black Saturday bushfires. J. Mann and Sons was first established as a farm produce store in 1921. The range of products was extended in the 1930s and included groceries and hardware, as well as the first petrol bowser in Wodonga outside the store. After WWII, the premises were extended and the range of products continued to increase. In the 1960s the Mann Family opened a new supermarket in Wodonga, in addition to the hardware business, providing steel, plumbing and industrial supplies, and they employed over 100 people at one stage. With changes in the retail industry, the Mann Family sold the main hardware business to Bunnings and the steel and rural produce business to the Kelly brothers in 2006. Paragon, trading at various times as Lancom Paragon, Moore Paragon, Paragon Printing and the South Pacific Print Group, was also based in Wodonga from 1958 until 2010. It began as Lamson Paragon in 1958 but was destroyed by a fire causing £150,000 damage. The factory resumed operations on 24 June 1959.with 30 staff and by 1973 employed 120 and used 80 tons of paper per week. Further develp[ment took place to the factory in 2 stages. In 1977 Moore Corporation of Toronto took over control of the London based parent company Lamson Paragon necessitating a change of name of the Australian company to become Moore Business Systems Australia Limited. After many successful years of operation including expansion to a staff of 240 people, changes to business operations and the loss of several large contracts led to the company entering voluntary administration in March 2010.This machine and docket has local provenance as it came from the 20th century business of J.
