Open Monument is a contemporary artwork acknowledging the history of Chinese people in Ballarat. The Chinese diaspora was global and many Chinese people came to Ballarat and the Victorian Goldfields. The work details some of the personal Chinese family memories of Ballarat from the goldrush forward. The 33 marble laser-etched panels include found images and texts mounted on a modernist metal architectural feature holding back a grassed hill landscape. Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. In 2016 the Welcome to Eltham community project started to welcome Syrian refugees into the community and made Welcome Butterflies to say welcome to them. In addition to the physical book, EDHS also holds several hundred digital images pertaining to the development of the Welcome to Eltham campaign, photographs, artworks and graphic designs, which resulted in the publication of this book. The Guzman y Gomez Mexican fast-food chain opened their Eltham store at 963 Main Road on December 3, 2025 with fanfare and special promotions that attracted large crowds lining up to get a taste all day long. The appearance of the store in terms of the chain’s usual signage had to be toned down to some degree to comply with Eltham’s local planning requirements. A late afternoon storm on Christmas Day 2011. A flash flood occurred from significant rain fall and hail, which accumulated along an old waterway with floodwater submerging cars along Valonia Drive then down Grove Street flooding houses, through the Bible Street Reserve where it then submerged Main Road washing away the small railway trestle bridge opposite the reserve then flooding the Judge Book Village before finally entering the Diamond Creek. Plaque commemorating the opening of the Yarra River Footbridge opened by Nillumbik Shire Mayor Cr. Tony Ranuic, Member for Eltham, Mr Steve Herbert MP, and Manningham City Mayor, Cr. Patricia Young on Monday 30 August 2004. Nillumbik Shire Couuncil acknowledges the support of the Victorian State Government and City of Manningham. 1879 - The Argus, Friday 11 July 1879, page 4. The Kew Borough Council having decided to initiate a fire brigade, invited volunteers to send in their names. About 40 complied with the invitation and met at the Town-hall to choose 12 of their number to form the brigade. The 12 elected then chose their officers as follows :— Councillor Gray, captain ; Mr. Thomas Greenhill, foreman ; and Mr. H. Loxton, secretary. The brigade decided to apply to the council for uniforms and a bell; and after adopting rules for their guidance the meeting separated. The brigade now possesses a reel and 500ft. of hose, and a shed is being erected in Little Walpole-street for a station. The council have applied for six additional fireplugs in the Main-road, so that the brigade may now be considered fairly established. 1886 - Globe (Sydney), Tuesday 16 March 1886, page 8 The Kew Fire Brigade, which obtained the pride of place at the recent fire brigades' demonstration, at Sandhurst, was met on their return at Spencer-street Railway Station by the Mayor and Councillors of that suburb, and were subsequently entertained at the Greyhound Hotel. 1886 - South Bourke and Mornington Journal, Wednesday 17 March 1886, page 2 It may be, deemed remarkable, but nevertheless a fact, 'that the Kew Fire Brigade, comparatively a new one, has gained premier place at the recent contest of brigades held at Ballarat, winning two first prizes and two second. On returning they were met at the station and escorted to Kew, preceded by the Borough banner. Certificate awarded to the Kew Volunteer Fire Brigade as an award for winning 'the best average time' in competition at Sandhurst. Surrounding the team's photo are a series of individual oval named portraits of the team. This framed version of the certificate, (there are two in the collection) is less faded than the framed version.The photograph without the mount (2016.0097a) has been digitally enhanced. The Chinese School was attached/run by the Town Mission. "THE CHINESE SUNDAY SCHOOL . The opening services of the newly erected Chinese Sunday school building in connection with the Town Mission, were brought to a close on Monday night by a tea and public meeting, held in the Mission Hall. The now building, which presents a very nice appearance, and is an improvement to that part of the Main road, was erected at a cost of £95 ; Mr H. R. Caselli acting as honorary architect, kindly prepared plans, etc. A new front fence was erected at a cost of £l6, which, with all other expenses, amounted to £126 3s 6d. Previously to the present effort collections and subscriptions were obtained as follow; —Mr Burnett's service, £l8 11s 5d; Chinese Sunday school anniversary, £9 16s 10d; concert on Easter Monday, £8 15s; Phoenix Foundry, per Mr Pethard, £7; sub scriptions, £23 8s 6d, leaving a debtor balance of £57 7s 9d. The. collections on Sunday were good. Mr Lee Young, of the Chinese store, Main road, kindly gave the tea, whioh was a valuable donation. The proceeds of the tea meeting will be about £l0. The building was prettily decorated by Mr Chessell, Mrs King Hook, and the gir!s.connected with the sohool. Mr Moorshead, the caterer, gave all the school children tea gratis- Mrs Lee Young, Miss Emma Lee Young. Miss G. Kay, Miss J. Hong Gong, Mrs King Hook, Mrs Stoneman, and Mrs Pethard waited at tables. Mr M. D. Morgan presided at the public meeting in the Mission Hall, and was supported platform by the Mayor of Ballarat East, the Revs. J. White, J. J. Perrin, and E. Turner, who delivered excellent and suitable speeches; but previously, however, offers of donations - to clear off the debt were made by Mr D. Ham, £10; the chairman, £5; Mr and Mrs Whitrick, £2 17s; a number of donors of £1 each, and less sums, which, with the collec tions, amounted to £58 16s 7d. This sum, with the sale of the cottage.on the ground, clears the debt, and leaves the com mittee a few pounds in hand towards lining and seating the building. A pleas ing feature in the meeting was the hearty giving of several Chinese Christians, including Mr Le Young; also singing by the Chinese chil dren, led by Mr Pethard. When the result was made known tbe whole, meeting stood and sang —“ Praise God from whom all blessings flow," for the success in having the place opened free of debt. Votes of thanks were passed to Mr Caselli, and all who took part in the effort: and one of the happiest meetings ever hold by the mission was brought to a close by again singing the doxology and the benediction." Murray Comrie Collection. Information collated by Murray Comrie: William Herd was born in Scotland in 1829, and came to Australia in 1852. He set up a business at Hard Hills and then and the lower end of the main lead at Sandy Creek (Tarnagulla). He then purchased a business from a Mr. Turnbull in Commercial Road where he built this large store. He was a member of the first Borough Council in 1864 and Mayor on several occasions. Herd died in 1899, aged 70 and his son carried on the business for several years. This building was later moved to Metelman's farm in Arnold West to be used as barn (and was as late as May 1970), as shown in THA-2019.0055. This photograph is a reasonable copy created from an older original. Copy probably made by Murray Comrie in the 1970s. Edward Augustus Atkyns was born in Wiltshire, England in 1840. His family emigrated to Australia in 1852. As a young man he was a keen cricketer and played at the first cricket ground in the district, located between Barkers Road and Hawthorn Grove, on the site of the future Barker railway station. Atkyns was admitted to the Victorian Bar in 1861, initially working in his father’s practice. He sat as a local magistrate in both Kew and Hawthorn and acted as solicitor for several shire councils. Elected to the Hawthorn Borough Council in 1863 at the age of 23, he served in that municipality as mayor in 1866-67.
