“City of Moorabbin” The township of Moorabbin, known as South Brighton until 1909, remained small, with the Plough and Harrow Hotel as its main building. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. The tent model mentioned in the letters was displayed in the Ballarat School of Mines Museum. During the 1960s it was transferred to the Ballarat Historical Society. It is there for the past few days and he may wish it to remain a week or two longer, I know of no other exhibition of it to delay it being packed and shipped to my relatives in Geelong (Mr [?] Bright of Hitchock's Firm) who may wish to show it in one of their windows before forwarding it to your museum - I have had an itemised pane glass case made for it with drop down end and [?} it stands on a plateau of moss, to represent grass 32 x 13 x 13 high and chimney 14 1/2 - the case is made 34 x 26 x 20 high inside - I shall have it very carefully packed - tent emptied tools, beds, &c &c in separate packing and insured for 50 pounds - I will send you full details later on. I hope and believe your President will accept it in due time Meantime believe me to be very truly Cat Walter Hitchcock G.F.B. 48 The Memorial Hall Farringdon St London March 15th 1911 The Secretary Ballarat School of Mines Dear Sir, Thanks for your letter received last week – I have unaccountably mislaid it, so cannot address you personally, shall no doubt find it among office papers. The model is being fetched today from Victorian Agent General’s (Sir John [Lavernor?] office window in the Strand where many thousands, he tells me, have stopped in passing to see it (their first peep of Ballaarat). It will be on view at Blackheath (Kent) for a week, then packed and shipped without further delay. I shall enclose in the glass case (which is 26 x 34 x 16 in high) some spare minced moss and gas (smoke) in case in transit the plateau suffers by shaking (though it is well glued down). All the tools, mining appliances, cradle, windlass, &c will be separately packed enclosed – which you can easily place in respective positions. HRH Prince of Wales has graciously accepted a photo of it – and in my letter to him when sending it for his acceptance I said – as he would probably ere long visit Australia as did his grandfather and father, which ought to (and certainly will) include at least a day or two in seeing your beautiful City, and also something of your mines &c instead of the hurried visit of his father (2 hours) when he, as Duke of York, unveiled a statue to the memory of those slain in the sad Boer War, which now is admitted by almost everybody to have been a big political mistake, - though in the future with England’s present wise policy towards that country it will prove for Africa’s welfare. It may interest you to know that when I ascertained that Geelong was not to be visited by the Royal Pair – I went up to St James’s Palace by appointed time the Duke’s private Secy Sir Arthur Bigge – taking with me a specially illustrated paper issued in Melb. showing many pictures of the beauties and industries of Geelong – Sir Arthur was impressed but said all the arrangements for the Royal stay in Victoria (10 days) were made locally, by Lord Hopetoun and collegues and committee, and were practically closed – which meant that only a brief trip to Ballarat to uncover the memorial was intended outside Melbourne. Perhaps if we were Melbourne residents we should have succumbed to the prevailing spirit of selfishness – forgetting (or trying to forget) that there are many beauty spots in Victoria and centres of great interest - Ballarat, Geelong, Bendigo, &c that ought to have been visited instead of Melbourne only. Finding Sir Arthur favorably impressed about Geelong I thanked him and returned to City work again. I at once called to Geelong whose mayor and friends had been twice unsuccessful in trying for the Melbourne functions programme being altered to include a visit to Geelong and lovely spots in the Western District, reporting my interview with Sir A B and his favourable reception of my representations, but that any alteration to the programme of engagements during the Royal visit must be made locally and by the local authorities. This had the desired success for on receipt of my message the Geelong mayor and colleagues again reopened the question and went to Melbourne, resulting in a concession (but what an altogether inadequate one) and they graciously ? consented to the train, on its way with the Duke and Duchess to your city, to stop at the Geelong stn (15 minutes) and so it came about that by a hasty local effort, 3,000 school children, and not a few of the leading people including the Mayor &c were gathered to welcome them in Geelong. The National anthem being sung, an Address read and presented and kindly replied to. Now Ballarat should doubtless has influence. See to it when our P. Of Wales visits Victoria – an unselfish ¬ programme is fixed up – and HRH afforded ample opportunity of visiting leisurely your city, Geelong, Bendigo and other centres of beauty and importance. The Prince himself will be the gainer by such an equitable and enlightened programme, - and come back with all the more favourable views of the marvellous development ever since our family first settled in Geelong in 1850. A far preferable result of such a visit than night after night having Melbourne Banquets and the visiting of its undoubted attractions - whilst all the rest of the State remained unvisited. Such an official mistake must not be made again. I will write you again, stating name of steamer of which the model is shipped and date of departure – it is firmly built on a backing of 3/8 in oak tall uprights so through the 7/8 in plateau and am entrusting the packing be very careful. I expressed firm – so that except possibly any breakage in glass case – it should reach you in due time all right. Hitchcock regarding the death of James Oddie and early gold mining at Ballarat, 1911 48 The Memorial Hall Farringdon St London April 20th 1911 My Dear Sir, It is with no ordinary feeling of regret that I received the tidings of the death of my good friend, your fellow citizen for many years, Mr James Oddie. Living at Geelong from March 1850 I came to know him there as carrying on a foundry business in Ashby. With the discovery of gold at Ballarat started off almost of the working people, as well as of all other classes of the male population. Mr Oddie arrived in Ballarat I believe on or about September 1st 1851. My three comrades and I arrived October 1st 1851 – among the many thousands soon gathered within a mile or so of Golden Point – my friend Oddie and I often met. I returning to Geelong after a year mining – my friend on the other hand remaining at Ballarat ever since – a marvellous record, and I am sure his life has been one of unique value to your City in many ways, - his age (87) naturally prepared me for his call home – and only two mails before the news came I received from him on of his kindly chatty letters in which amongst other things – he referred with pleasure to having received from me two 10 x 12 photos – one being of my model and that he was arranging to have it placed in a shop window in your city. I am interested in the fact of your having known each of my three comrades of 1851/52. It was J.M. Garrett and I who got permission to conduct public Sunday morning service in their large Marquee – used all the week for issue of Licenses in the absence of any church buildings, and it being on wet Sundays impossible to have services as usual under the trees – Ballarat then was more like a Gentleman’s Park – than bush country – but the axe soon did its work – and all were felled for our cooking, and hencewith to make our kindling etc. Shafting of holes not being at first done because too shallow – our deepest (at Eureka) was only 115 ft. Bendigo I hear had now mines of 4,000 ft in depth (deeper than our tin or coal mines here). I fortunately have, in excellent state of preservation, my last of 12 licenses dated October 1 1852 and have recently purchased here a Miner’s Right dated 1864, to that when explaining on matters re Gold Licensing I can show sample of each. On 28 March 1981 the Ballarat College of Advanced Education 1870 Founders hall was opened. The hall was erected from the proceeds of the Centenary Appeal, held in 1975. It cost approximately $800,000. The hall commemorates the initiative of the founders of the original Ballarat School of Mines and its "descendants", including Ballarat College of Advanced Education, as well as formal technical education in Australia. The hall plans were to erect a building to accommodate 670 persons in a theatre type seating arrangement and to be used for multi-purpose use by community groups as well as by the College. Construction of the hall commenced in 1978. It was opened approximately 110 years after the Ballarat School of Mines (26 October 1870) and 10 years after the opening of the Mt Helen Campus (31 October 1870)..1) Morgan B. The opening of the restored Old Lower Plenty Bridge, opened on 14/03/2001 by the Minister for Environment and Conservation Sherryl Garbutt MLA and Mayor of Banyule Cr Dale Peters. The project was jointly funded by Banyule Council and Parks Victoria. The restored bridge is the oldest remaining bridge in the former Shire of Eltham and forms part of the Plenty River Trail. Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. The first Fair was held to aid 2 charities: Bendigo Base Hospital and the Home and Hospital for the Aged (Benevolent Asylum). Gone are the days of the Fancy Bazaar, Fat Baby Contest and the greasy Pig Chase, many tradition remain the same. Links to the Chinese community date back to when the first settlers arrived seeking gold. This gives the Fair its unique quality and Brings visitors in their thousands each Easter. The Monday Procession has always been the most famous as many old photographs show. Some photos taken before the turn of the century. Many made the journey to Bendigo from Melbourne and outlying districts. Visitors line the route to see floats, bands, and the once a year appearance of the Chinese Dragon, ''Sun Loong'' or ''New Dragon''. The longest Imperial Dragon in the World; 300ft plus in length. His predecessor, ''Long'', is acclaimed as the worlds oldest Imperial Dragon. Easter Saturday Procession has taken form of a Horse and Harness Parade, attracting and immense variety of entrants. The torchlight Procession on Sunday evening includes fireworks, Fire Brigades, Fire Trucks, firemen, marching girls and illuminated floats. The Army has helped with the procession since around the time of Federation. 15th Transport Squadron (15 Tpt. Sqdn.), processions are assembled & dispatched with Army efficiency. Marshalling the Monday Procession this year will be done by the Army as well as our own Easter Fair marshalls with a new communications system.1930 the Popular Girl contest was introduced. The four main streets of Bendigo, Pall Mall, Mitchell Street, Hargreaves Street and Williamson Street (formerly View Street), sponsored their particular girl by means of raffles, street stalls and a variety of fund raising. The winner was the one that raised the most money, and was announced from the balcony of the Shamrock Hotel, by the Mayor of Bendigo on Easter Saturday Night. The Popular girl contest is still held with a lot of the fund raising now done by service clubs and voluntary organizations. 1984 fund raising efforts, in excess of $50,000 was distributed to charities in our area. The combined Bendigo Brigades' record support for the Easter Fair goes back of many years in a variety of ways. Bendigo people are known for their love of sport and the choice in the city is very wide. There will be no Easter Sports Carnival this year but Easter Fair will still be holding functions at the Bendigo Sports Centre in Park Road. Bendigo city centre will be alive with stalls, raffles and rides of every description over the three days of sports, Sat-Sun. Hargreaves Mall will be the focus of relaxation, buskers, community theatre, arts with craft activity & musical entertainment. The Rotary Club of Bendigo and the Easter Fair Society had had independent Arts Shows but in 1981amalgamate their shows. 1981 Rotary Club of Bendigo added the Antique Fair to the Easter Program, held in the RSL Memorial Hall, Pall Mall. Last year some event were cancelled, but last year's Fair was quite a success. With many outdoor activities, the weather plays a vital role. It has been necessary to alter some venues in the past years, with Easter being a week early in April this year we are looking forward to fine conditions. The Chinese and Bendigo Easter Fair, The First Chinese arrived on the goldfields in mid 1850's in teams or groups to work the rich alluvial gold fields of Dai Gum San (Big Gold Mountain). Most were of poorer class from the district of See Yup, an area of four villages near the provincial capital Canton (Kwangchow). By far the largest group came from the village of Toi Shan. The alluvial gold quickly petered out so by the time of the first Bendigo Easter Fair in 1871 most Chinese had either left for richer fields or turned to other pursuits such as stores, market gardens, laundries, herbalists etc.. Many of course had died on the fields from the rigors of mining of diseases not encountered in their homeland. The Benevolent Asylum (Home & Hospital for the age) and Bendigo Base Hospital had become places of rest, help and haven for old, sick and lonely Chinese. SO when the idea was mooted to hold a charity fair to raise money for these worthy establishments, the Chinese were only too happy to join with the Easter Fair Society in this charitable work. It has for over 113 years. Chinese showed their costumes, scenery, and weapons of warfare, but it was not until 1892, that the first of the 5 loongs (dragons) appeared.. . The pageant was marshalled by Mr T Chapman and headed by Mr Moody, attired in habiliments of a most gorgeous character on a gaily caparisoned horse, and his get up as a Chinese grandee was perfect. . . Today the Chinese Association, made up of descendants and families of the early Chinese and associate members, carries on the charitable works of their predecessors. A Little Of Dragons, We have all heard of St. George Bendigo dragons (loongs) have none of these characteristics, in fact they have only brought good to Bendigo. There are 3 chief species of Chinese Dragons of which ''The Lung'' (Loong) is the most powerful. It is also the spiritual dragon which produces wind and rain. It has 9 resemblances, the head of a camel, horns of a deer, eyes of a rabbit ears of a cow, neck of a snake, belly of a frog, scales of a carp, claws of a hawk and palm of a tiger. Loong is a vegetarian, favourite food pomelo (ooluk), the father of our modern grapefruit. The abode, according to legend is the sky or water. He is also deaf, thus requiring loud noises to awaken him and to keep him awake. . . Number of claws they have represent rank. Dragons have 2, 3, 4 or 5 claws, the latter being reserved for the Emperor. Loong and Sun Loong have both five claw dragons. Bendigo has had 5 or 6 dragons, the number being confused by the fact each dragon was called 'Loong'. Today Three dragons remain in Bendigo, Loong, Sun Loong, and Yar Loong. Loong is the oldest Imperial Dragon in the world. He continued his walk through the streets of Bendigo til his retirement in 1970. He was created in Fat Shan in the Peoples Republic of China.
