In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. ...In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. ...Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Gone are the days of the Fancy Bazaar, Fat Baby Contest and the greasy Pig Chase, many tradition remain the same. The Monday Procession has always been the most famous as many old photographs show. Some photos taken before the turn of the century. Many made the journey to Bendigo from Melbourne and outlying districts. Visitors line the route to see floats, bands, and the once a year appearance of the Chinese Dragon, ''Sun Loong'' or ''New Dragon''. The longest Imperial Dragon in the World; 300ft plus in length. His predecessor, ''Long'', is acclaimed as the worlds oldest Imperial Dragon. Easter Saturday Procession has taken form of a Horse and Harness Parade, attracting and immense variety of entrants. The torchlight Procession on Sunday evening includes fireworks, Fire Brigades, Fire Trucks, firemen, marching girls and illuminated floats. The Army has helped with the procession since around the time of Federation. 15th Transport Squadron (15 Tpt. Sqdn.), processions are assembled & dispatched with Army efficiency. Marshalling the Monday Procession this year will be done by the Army as well as our own Easter Fair marshalls with a new communications system.1930 the Popular Girl contest was introduced. The four main streets of Bendigo, Pall Mall, Mitchell Street, Hargreaves Street and Williamson Street (formerly View Street), sponsored their particular girl by means of raffles, street stalls and a variety of fund raising. The Rotary Club of Bendigo and the Easter Fair Society had had independent Arts Shows but in 1981amalgamate their shows. 1981 Rotary Club of Bendigo added the Antique Fair to the Easter Program, held in the RSL Memorial Hall, Pall Mall. Last year some event were cancelled, but last year's Fair was quite a success. With many outdoor activities, the weather plays a vital role. It has been necessary to alter some venues in the past years, with Easter being a week early in April this year we are looking forward to fine conditions. The Chinese and Bendigo Easter Fair, The First Chinese arrived on the goldfields in mid 1850's in teams or groups to work the rich alluvial gold fields of Dai Gum San (Big Gold Mountain). Most were of poorer class from the district of See Yup, an area of four villages near the provincial capital Canton (Kwangchow). By far the largest group came from the village of Toi Shan. The alluvial gold quickly petered out so by the time of the first Bendigo Easter Fair in 1871 most Chinese had either left for richer fields or turned to other pursuits such as stores, market gardens, laundries, herbalists etc.. Many of course had died on the fields from the rigors of mining of diseases not encountered in their homeland. The Benevolent Asylum (Home & Hospital for the age) and Bendigo Base Hospital had become places of rest, help and haven for old, sick and lonely Chinese. SO when the idea was mooted to hold a charity fair to raise money for these worthy establishments, the Chinese were only too happy to join with the Easter Fair Society in this charitable work. It has for over 113 years. Chinese showed their costumes, scenery, and weapons of warfare, but it was not until 1892, that the first of the 5 loongs (dragons) appeared.. . The pageant was marshalled by Mr T Chapman and headed by Mr Moody, attired in habiliments of a most gorgeous character on a gaily caparisoned horse, and his get up as a Chinese grandee was perfect. . . Today the Chinese Association, made up of descendants and families of the early Chinese and associate members, carries on the charitable works of their predecessors. A Little Of Dragons, We have all heard of St. George Bendigo dragons (loongs) have none of these characteristics, in fact they have only brought good to Bendigo. There are 3 chief species of Chinese Dragons of which ''The Lung'' (Loong) is the most powerful. It is also the spiritual dragon which produces wind and rain. It has 9 resemblances, the head of a camel, horns of a deer, eyes of a rabbit ears of a cow, neck of a snake, belly of a frog, scales of a carp, claws of a hawk and palm of a tiger. Loong is a vegetarian, favourite food pomelo (ooluk), the father of our modern grapefruit. The abode, according to legend is the sky or water. He is also deaf, thus requiring loud noises to awaken him and to keep him awake. . . Number of claws they have represent rank. Dragons have 2, 3, 4 or 5 claws, the latter being reserved for the Emperor. Loong and Sun Loong have both five claw dragons. Bendigo has had 5 or 6 dragons, the number being confused by the fact each dragon was called 'Loong'. Today Three dragons remain in Bendigo, Loong, Sun Loong, and Yar Loong. Loong is the oldest Imperial Dragon in the world. He continued his walk through the streets of Bendigo til his retirement in 1970. He was created in Fat Shan in the Peoples Republic of China. Established 1956, offices in Burke Street, opening coincides with the stations 21st birthday, March 2 for the former celebration, October 26 for the latter. Governments were unsympathetic. Maryborough & district people showed determination to succeed and their faith in their town. Employment and economic security provided by the industries outweighed the debt. Maryborough's general position is that it is no longer dependent upon one particular phase of activity. The first of the industries to be formed in 1918 was the Butter Factory. The nearer dairy companies did not take kindly to the prospect of another opposition company taking supplies from their districts, and in the first few years of establishment completion made the going hard for the management. But adopting a conservative policy and placing all profits to reserve I the first six years of operation headway was gradually made. Thus it was a red letter day for the company in 1925 when the first dividend of 5 percent was paid.1955 dividend of 10 per cent. Operating it's own trucks the dairy serviced local dairymen up to 40 miles. Maryborough Knitting mills est. 1923, having transferred from Clunes. Out bid Ballarat and Bendigo to the industry. The mill has what is probably the largest circular underwear plant in the Commonwealth, which is conservatively valued at 198,913 pounds. It produces between four and five million garments each year, worth over one million pounds. The company has established subsidiary mills at Dunolly, Talbot and Avoca. The company also assisted in the establishment of the Interknit Hosiery Co. Ltd., Clunes. The Maryborough Flour Mills is the second oldest of Mayborough's industries. It was built by Mr Cadwallader over 70 years ago. It was later sold to Mr. A Land and then to Jas. Minifie & Co. It had a somewhat 'in-and -out' existence until purchased in 1923 by Messrs. Willersdorf and Forbes, of Eddington. In 1939 the firm began to build silos for the storage of bulk wheat and the present storage capacity is 100,000 bushels. 1944 power was changed from steam to electricity.
