Reverend William ‘Bill’ Leslie Higgins (b. 15/1/1925, Renmark, Victoria, d. 18/10/1998) and Mrs Ella May Higgins (née Leersen b. 3/11/1921, Avoca, Victoria, d. 24/5/2003). William was ordained to the Methodist Church of Australia on September 1, 1959. Bill and Ella were involved with many communities throughout Bill’s full-time service until 1989. These parishes included Underbool, Wycheproof, Drysdale, Wonthaggi, South Yarra, Eltham, Nathalia, Murchison and Seymour. Bill and Ella touched many thousands lives during their ministry. Bill passed away in 1998 while assisting with a Sunday evening service near Drysdale, and Ella continued to dedicate her time to others until her death in 2003. Information received via Brian and Irene Robertson's son, Mark (15 Dec 2023), noted that in 1969 they lived in Prahran and by 1971 they would have been appointed to Briar Hill (now Greensborough). Brian Robertson's parents and at least one set of his grandparents were also Salvation Army officers (primarily from Victoria), whilst Irene was originally from Perth and she had 2 other sisters that became Salvation Army Officers as well. Irene also had 3rd sister and younger brother who were linked to the Salvos (as was Brian’s brother). After several years in church work, Brian and Irene transferred over to the Social Services branch of the Salvos and worked with homeless men, broken families, drug & alcohol dependent clients (similar to what Brendan Nottle does in Burke St), family stores and eventually seniors (nursing homes). Brian, known as Robbie passed away in 2013, and Irene is currently living in a retirement unit. The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951. Whatever version of the origins of the Association is correct, a later framed photograph in the Society’s collection shows the opening of the completed Clubrooms of the Kew Elder Citizens at South Esk by the Hon. E.P. Cameron M.L.C, Minister of Health, on 12 November 1956. Article in the Camperdown Chronicle (Vic. : 1877 - 1954), Saturday 7 June 1902, page 3 "PERSONAL. "Punch" has the following with reference to the death of the late Mr. Charles Shuter:—The cable message which was received last Monday an-nouncing the death on last Saturday of Mr. Charles Shuter of Wykenham Lodge, Toorak, will occasion much regret. When Mr. Shuter arrived in Victoria about forty-seven years ago he was soon appointed a goldfields commissioner and used to relate that the office was full of responsibility, he had frequently for his only pillow nuggets covered with cloth for safety. After some years he was appointed police magistrate, while still quite young, and held this office till he was pensioned some years ago. Then, when the Old Age Pensions came into force, he was recalled from retirement and put on the commission. A few years ago the heart ailment from which he had long suffered began to grow more severe, and he left with his wife and youngest daughter to travel in Europe. Recent letters showed that he was steadily growing worse at Nice, where he was living quietly, and he succumbed on 31st May. His widow, who was a Miss Lord, survives him, and nine of their eleven children. The eldest son, a doctor, died many years ago. Then came Mr. Frank Shuter, a grazier near Albury ; Mrs. Murray Puckle, of Toorak ; Mr. Clement Shuter, solicitor, and Dr. Ernest Shuter, both settled near Camperdown; Mr. Edward Shuter, surveyor; the late Mrs. L. Bernard Hall, Mrs. George Higghins, of Malvern ; Mr. Joseph Shuter, in the English Navy; Captain Reginald Shuter, of the Royal Irish Fusiliers, who has for some time been on active service in the South African war; and Miss Lucy Shuter, who was travelling with her parents. Mr. Shuter's accounts of the early days of the colonies are most interesting. Peter Haeffner’s birth details have not been found but he was the son of Henry Norman Neil and Mabel Haeffner, who in 1922 lived at 'Spring Creek' near Tallangatta, close to Henry’s parents Henry Thomas Haeffner (1858-1935) and Eliza Jane (ms Chesney - 1868-1940), farmers near Tallangatta. Henry and Mabel moved to 22 Wharton Street, Surrey Hills before moving back to the Tallangatta area to help out on his parents' farm during the Depression. They moved back to Surrey Hills c1932 to 33 Clyde Street. Peter had a sister Marjorie and brothers Jack and Donald. His service record has not been found, possibly due to a mis-spelling of the surname Haeffner. Marj, Jack and Donald were pupils at Chatham Primary School. Marjorie Joyce Haeffner informed that she was born at Mosgiel Hospital in Mont Albert Road, Surrey Hills in 1924, soon after it opened. According to electoral rolls, her parents Henry Norman Neil and Mabel Haeffner were living at 22 Wharton Street, Surrey Hills at this time. Henry's parents Henry Thomas Haeffner (1858-1935) and Eliza Jane (ms Chesney - 1868-1940) were farmers in the Tallangatta area. Their farm was called 'Ferndale'. Another farm in the area - 'Spring Creek' - was the address of Marj's parents in 1922 before they moved to Melbourne. Some time after 1926 and by 1931 Marj's parents had moved back to Tallangatta to help out on his parents' farm. This was lost during the Depression. Marj's family moved back to Melbourne; her grandparents stayed in the North Albury area until they died. Electoral roll entries show that there was considerable movement of extended family members between town and country. Marj's parents moved back to Surrey Hills; the electoral roll lists them at 33 Clyde Street in 1936 but Chatham Primary School's list of students records that Marj was there from 1932-1937. She had siblings Jack (enrolled in 1933) and Donald (enrolled in 1934). In 2019 this Edwardian timber home still stands. Marj was an enthusiastic member of a women's cricket club in the 1940s and 1950s. According to Jocelyn Hall's photo register, this photo was taken at the Haeffner home in Clyde Street. After she married Marj did not moved far from her childhood home in Clyde Street. She and her husband Brian Lindsay (known as Lindsay) Higgins bought 31 Langford Street, Surrey Hills, a Californian bungalow on a wide block, and between 1961 and 1970 Marj's children Margaret, Wendy, Deborah, Robyn, Adam and Christopher Higgins were also enrolled at Chatham. This photograph depicts a picnic for Cup Day (Tuesday 2 November 1909) organised by the Mission and the LHLG members at Orchard House. The property belongs to Mr George Higgins, engineer and his wife, Beatrice who was the LHLG Malvern branch secretary. Beatrice nee Shuter was the daughter of Charles Shuter. In the Punch published on 11 November 1909, we could read: "The pretty garden of "Orchard House," and the paddock adjoining (kindly lent by Mr. and Mrs. Singleton), was the scene on Cup Day of a most successful sailors' picnic, when Mr. and Mrs. George Higgins and the Malvern members of the Ladies' Harbour Lights Guild entertained some 110 sailors from the Royal Navy and Merchant Service. A football match, sports, and "costume" races were indulged in by the more active members of the party, while others enjoyed the unusual pleasure of sitting on the green grass under the trees. Mrs. MacLeod, Mrs. Knight, Mrs. Simon Fraser, Mrs. H. B. Higgins, Mrs. Albert Keep, Miss Ethel Godfrey, the Misses Wollaston, and a number of other ladies assisted to wait on the "tars." One "Jack," from H.M.S. Cambrian, voted it the "nicest day he had had since leaving the Old Country." Hearty cheers for the kind hostesses closed the proceedings. The evening was spent at the Institutes of the Missions to Seamen on the Australian Wharf and at Port Melbourne respectively, where prizes were distributed to the successful competitors. Amy Neville Brown (1882-1974) was a longlife member of the Mission to Seafarers ladies' Committees: 1910 - Amy is first mentioned in our records as LHLG branch secretary for Elsternwick. (from diaries written by her and her sister Beatrice during 1909-1913 and held at the Glen Eira Historical Society, Amy tells she attends “kirk” with Miss Godfrey about once a month and each time they go to the “Institute” afterwards.) 1918 - 1922 sees Amy as “Schools secretary” LHLG. 1933 - Miss A N Brown becomes Honorary Secretary of the LHLG. 1946 – LHLG becomes “Harbour Lights Guild”. 1949 – Dora Simpson is president of HLG & Amy Brown is Honorary Secretary. 1957 – Amy retires as Honorary Secretary of the HLG. Other interests: 1933 - Amy founded the Victorian Aboriginal Group along with Valentine Alexa Leeper (1900-2001). She acted as Hon. Sec. to the VAG for 40 years until its winding up in 1971 8 boxes of papers related to their activities are held at the SLV under Amy’s name (with Val Leeper). 1950 - Amy was a member of the YWCA 1963 – she was president of the Agnes Benson Auxiliary of the YWCA. Amy’s parents were Andrew Howden Brown & Catherine Marianne (Kitty) Wight. She had 2 brothers: Charles John Brown, Edward Byam Brown & 3 sisters: Jean Constance Brown (1884-1973), Catherine Philpott Brown (1886-1980), Grace *Beatrice Brown (1889-1984) who was also a member of the Mission's ladies' committee. None of 4 sisters married, they lived all their lives in Elsternwick. Edward Byam Brown was an academic at Melbourne University rising to become Ass. Prof. of Electrical Engineering by the 1950s. He married Vera Scantlebury in 1926 – they had 2 children. Amy’s maternal grandparents were Edward Byam Wight and Catherine Philpott. Both arrived in Melbourne in the early 1840s. Edward Wight is included on Thomas Chuck’s collage of early Victorian pioneers. Anne Jackson has written a short biography of Catherine’s brother, William Philpott, which includes a paragraph on Edward Wight. Catherine’s youngest son, Neville Wight, became a solicitor living at Woodend. He married Grace Rutherford – Mrs Neville Wight was a member of our Executive Committee from 1929 to 1933. Neville Wight’s obituary states that “he served his articles with … the firm of Moule & Seddon”. The principal of this firm was W H Moule, well known judge and cricketer. His son, also W H Moule, was Honorary Secretary of MtSV Executive Committee for 20 years until his retirement in 1958. was a member of the Harbour Lights Guild ( Honorary General Secretary in the 30s) then the Flying Angel League. She passed away in September 1974. A protege and friend of the Godfreys and Ina Higgins she actively assisted in setting up school branches of LHLG and eventually became a leading member in the 1930s.The window made by Tony Hall along with this plaque were dedicated in 1976. The photograph depicts a large group (around 100) of merchant seamen, apprentices and officers at Malvern property, Orchard House, belonging to Mr George Higgins, in November 1019. Mr Higgins was a civil engineer, MCE, engineer in chief for the Victorian Railway, he also managed the contractors for the Princes Bridge.His sister Ina Higgins was first woman to graduate in Horticulture at Burnley and may have known another graduate there, Frederica Godfrey who established the Mission garden circa 1917-18.
