Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. This particular geological specimen was found in Mount Franklin or Lalgambook in Djadjawurrung, located between Daylesford and Newstead, approximately ninety minutes drive from Melbourne. The mountain is an example of a breached scoria cone (a steep conical hill of loose pyroclastic fragments) which was created by a volcanic eruption about 470,000 years ago, a date which may indicate the age of this geological specimen. The volcanic eruptions of Mount Franklin were most likely witnessed by members of the Dja Dja Wurrung Aboriginal tribe, who referred to this country as the 'smoking grounds'. Mount Franklin and the surrounding area appears to have been a place of considerable religious significance to Aboriginal people, there is evidence which indicates that frequent large ceremonial gatherings took place in the area. Basalt is the most common rock on Earth’s surface, more than 90% of all volcanic rock on Earth is basalt. Basalt is an aphanitic extrusive igneous rock formed from the rapid cooling of low-viscosity lava exposed at or very near the surface of a rocky planet or moon. Specimens are black in colour and weather to dark green or brown. Basalt is rich in iron and magnesium and is mainly composed of olivine, pyroxene, and plagioclase. Olivine is the name of a group of rock-forming silicate minerals with compositions ranging between Mg2SiO4 and Fe2SiO4. Unlike other minerals, Olivine has a very high crystallisation temperature which makes it the first of the minerals to crystallise from magma. As magma cools, the crystals begin to form and settle on the bottom of the lava and form basalts that are abnormally enriched in olivine in the lower part of lava flows. According to H. M. King (on geology.com) "Olivine is thought to be an important mineral in Earth's mantle. Its presence as a mantle mineral has been inferred by a change in the behaviour of seismic waves as they cross the boundary between Earth's crust and mantle". Lava from Mount Franklin and other volcanoes in the area filled valleys and buried the gold bearing streams that became the renowned ‘deep leads’ of the gold mining era. In 1852, as part of the Victorian gold rush, gold was discovered in the immediate area, this gold was created by lava flows during the Newer Volcanic period, which were mined intensively during the nineteenth century. Around 1865 the presence of a deep lead in Mount Franklin was established. Deep lead mining was initially unsuccessful, and it was not until the late 1870s that the Franklinford Gold Mining Company mined at Mount Franklin on a significant scale. A few years later the Mount Franklin Estate Gold Mining Company also struck gold, followed by the Shakespeare and Great Western companies in the mid-1880s. By the late 1880s, however, deep lead mining had ceased in the area. Soon after gold was discovered in 1851, Victoria’s Governor La Trobe wrote to the Colonial Office in London, urging ‘the propriety of selecting and appointing as Mineral Surveyor for this Colony a gentleman possessed of the requisite qualifications and acquaintance with geological science and phenomena’. Alfred Selwyn was appointed geological surveyor in Australia in 1852 which began the Geological Survey of Victoria. In 1853-69 the Geological Survey issued under Selwyn's direction sixty-one geological maps and numerous reports; they were of such high standard that a writer in the Quarterly Journal of the Geological Society of London bracketed the survey with that of the United States of America as the best in the world. During his years spent in Australia, Selwyn collected numerous significant geological specimens, examples of which are held in collections such as the Burke Museum.This geological specimen is an example of basalt and olivine which shows the volcanic lava activity and geographical specific nature of Mt Franklin as a significant volcanic site. According to Agriculture Victoria 'The crater is one of the deepest in the Central Highlands area. It is a major megacryst site with some of the largest known Victorian examples of megacrysts of augite and an orthoclase. The small parasitic mound of Lady Franklin on the western flanks adds to the geological interest of the site'. This specimen also highlights the locality as a significant place for both indigenous activity and Victorian gold rush era mining practices. This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. In the mid to late 1930’s survey outposts were established to plot the early stages of the Kiewa Hydro Electric System for the SECV in the Bogong High Plains. Before any roads were built, the old cattleman’s tracks were used with packhorses to deliver supplies, wages and mail and collect timesheets and correspondence from the workmen and dam builders living in canvas tents and at the outlying survey posts. The trip up the mountain was long and hard and dangerous for both horse and man Most of the men of the survey teams were not bush-men and were often ill equipped for the harsh weather and living conditions of bush camping, often arriving in their city clothes ready for work. The tent city at Bogong was destroyed by bush fires in 1939 after which an access road was built from Mt Beauty to transport building materials for more permanent dwellings for workmen. Pack horses continued to be used for transporting goods etc. to workers further up the mountain.Without the work of horsemen and their pack horses providing supplies and communications for outlying outposts, surveying and early planning for the Kiewa Valley Hydro Electric scheme could not have gone ahead and the dams and power stations which support the system could not have been constructed. Europeans arrived in the Kiewa Valley in the 1830s and 40s. Following the drought of 1838-44 seeking out the rich pastures in the fertile Kiewa Valley. . The next major increase in population was as a result of the Kiewa Hydro Scheme. The beginning of construction of the Kiewa Hydro-electric scheme in the late 1940s introduced changes and led to the enlargement and improvement of local roads and the townships of Mount Beauty and Bogong Village were constructed by the SECV from the 1930’s to the 1950’s to house workers on the Kiewa Hydro Electric Scheme. At its peak the Kiewa Scheme employed around 4000 people from all walks of life and as many cultures.The influx of European migrants to work on the Hydro Scheme along with their rich cultural backgrounds, all played a major part in establishing the history of the area and in shaping the future character of the Mount Beauty, the Kiewa Valley and Falls Creek areas. Prior to the sealing of the Kiewa Valley Highway in 1950, all heavy road stock including building materials, farm equipment and other heavy machinery had to be transported via railway lines to either Albury, Wodonga or Bright and then transported overland for the remainder of the distance by wagon on rough, poorly made roads. Trains also services the mining industries of the Ovens Valley and the transportation of tourists to Mount Buffalo and the very popular Mount Buffalo Chalet.Steam trains were a major form of transport for rural community members prior to the introduction of road transport. Local producers including farmers relied on rail transport to send and receive essential building equipment, farming produce, materials, stock and mail to maintain their lifestyles and social connections with the outside world. 3 black and white photographs of a building being transported by steam train. This brand of starch was first manufactured in 1914, during the First World War, and continued to cover the other wars and military conflicts that followed. It was a time when Australian made was important due to the limited supplies coming from England and Europe. This was a period when the demand for "home grown" produce was at its peak. This was in a time when by necessity not by the "Buy Australian" campaign (of later years) which was the major factor for the demand of goods. It was in a time when starch was used in formal clothing to put a "crisp" or fresh new appearance for clothes. The important social more of "clothes make the person" was in vogue. This is a sample box provided by the manufacturer as an advertising and promotional method of prospective customers becoming aware of the product. This type of promotional avenue brought results and ensured that this type of advertising and inducement by manufacturers would be ingrained as a lasting avenue through to the 2nd Millennium This box which once contained starch powder is very significant to a rural semi isolated region because it clearly demonstrates that the social mores of the city were also entrenched into the rural population. The fashion of the day, even in remote areas, especially rural, were still a requirement to be maintained on certain special occasions. Cleanliness and stiff "upper lip" persona were just as important in the rural sector as in city and Government circles. Institutions such as hospitals, Government Offices and the legal personnel were bound by the fashion of the starch appearance (no dirt sticks to a personage with the "starch" look). Appearances, especially the first ones, were the judgmental image that remained in the uppermost regions of the viewer.This box with white writing and a "formally clad" man on a navy blue background held Australian grown maize based starch powder(1 LB gross). The package is made from 200 gsm thick cardboard. As production was made during the two World Wars 1914 to 1945 the promotion was heavily focused on Australian made and Australian grown maize.The front(has "Sample" on top) the rest inscriptions are the same on each cover both and back, "DANDY" below this a figure outlined in white on a navy blue background "hat and tails" outfit. Next to the sketch in smaller lettering" STRONGER THAN OTHER STARCHES. LESS REQUIRED". Below the figure "GLOSS" and below this in larger print "STARCH". Below this and in smaller print "CONTENTS. NETT WEIGHT 14 1/2 ozs" Below this and in smaller print "MANUFACTURED BY MAIZE PRODUCTS PTY LTD FOOTSCRAY VICTORIA" On one side of the box and in large white print on royal blue background"PURITY, STRENGTH AND UNIFORMITY." On the other side are the manufacturers directions. On the left side "FOR RAW STARCH" Underneath and in smaller print,"Dissolve in warm water a quantity to give the required thickness. Add bluing if required Stir before each using. On the right side "FOR BOILING STARCH" underneath this in small print"Mix well in small quantity of cold water to creamy consistency. Add boiling water, and stir constantly while cooking. Allow to cool, and add blueing if required. Underneath these two sets of instructions is "Make your consistency thinner than if using another kind of Starch"household starch, household cleaning, domestic laundering.

Chicory was mixed with coffee to reduce the amount of coffee bean required to be used. This coffee "substitute" was due to the repeated fluctuations in availability of coffee beans (and price fluctuations) in the USA in the late 1800s and early 1900s resulting in the search for substitutes and additives to bulk out the available supplies. This was especially so during times of the major World Wars. Chicory was an excellent choice of fillers as it did not greatly influence the strong coffee bean taste. The first choice in USA households was coffee not tea and the influence of the American servicemen's thirst for coffee was a major thrust into the Australian "colonial" preference for a "cuppa" tea. Rural areas took longer to acquire a coffee "break" but with more and more subliminal advertising through "American" films the rural regions developed a growing preference for coffee, however the tea break alias "smoko" has lingered on.This coffee and chicory blend tin container is very significant to the Kiewa Valley in that it demonstrates that even in rural regions of Australia tastes and drinking preferences have changed by subliminal advertising as time goes by. The American "influence" whether by the "invasion" of friendly troops during the major wars or the avalanche of "American films" has altered some of the "dinky-di" Australian "true blue" tastes and mores. The availability of "straight " coffee supplies to rural areas was also in proportion to the level of all weather transport routes. In the late 1800's and early 1900's road freight had to contend with dirt roads, flooded roads, bush fires and grazing cattle/sheep in rural areas. The easier access that city households had with regard to replenishment of food and drink products, up until the mid 1900's, was severely retarded in rural areas. This shunt is a type of resistor built of copper and designed to carry a current. It was part of the Hydro generator control metering system. It reduces the large current to a small voltage.Historical: This equipment represents a major construction and ongoing operational industry dealing with the supply of hydro electricity to Victoria.Made of copper the shunt has a middle cube with 12 sheets of copper, 5mm apart formed like shelves. On either side of the cube are two shelves coming out from the middle. Both have 2 hollow circles 17.5mm in diameter 25 mm apart in the middle. Thick cotton cream apron, hemmed around the outside. Widest at the waist which has 2 rings each side where string is attached with a knot to tie around the waist. From the ring, material tapers inwards to form a bib. The corners of the bib have rings from which white rope is attached to hang around the neck. Similariy material tapers to the bottom where rings in the corners have rope attached - also to hang around the neck. Diagonal steel between bottom and middle iron on the front. Ends: 2 iron bars from the ground curved up to top holding an iron rectangular beam that goes from end to end. Midway of beam is a vertical long screw at the top of which is a cross formation of 4 iron rods forming a handle for turning. The tree logs are held in position across the middle and behind the hessian by a thick plank of wood.Holes.
