This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erectin of an Honor Board until we can feel ssured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff ad students of the technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. The Bendigo East Primary School was opened in 1915. In 1916 it was decided to plant an ANZAC Avenue of trees and this was completed on 16 June 1916. The plaques were placed after WW1. The school was closed in 1998 and the plaques were relocated to the nearby White Hills Secondary College in Napier Street on this board. In the early 2000's the Honour Board was donated to what is now called the Bendigo Military Museum. One hundred years after planting, later in 2016 the trees were removed in controversial circumstances. On the board 8 never returned, there is 1 x "DCM" winner, 1 x "MC" winner and 1 x "MM" winner. There are 3 x Wright Brothers of which 2 never returned. The plaque states that the soldiers attended the school which is obvious they could not have due to the opening date. The following Heritage report suggests that the names were of individual soldiers who lived in the area. EXTRACT FROM HERITAGE COUNCIL VICTORIA 2016 SUBMISSIONS HEARING “The Bendigo East School (‘the school’) was officially opened by Mr Frank Tate, Director of Education, on 7 April 1916. Approximately two months later, on 16 June 1916, Arbor Day was celebrated at the school with the planting of an ‘Anzac Avenue’ along a path from the front gate on Strickland Road (‘the pathway’) to commemorate the landing of soldiers at Gallipoli. The school’s ‘Anzac Avenue’ was one of an estimated 37 known to have been planted by school children throughout Victoria during mid-1916 as part of a program led by the Education Department, which included a recommendation to schools on 18 May 1916 that commemorative avenues be planted (‘the 1916 plantings recommendation’). At around this time, avenues of honour were also planted across Victoria to commemorate fallen WWI soldiers (‘the wider commemorative plantings phenomenon’). There were other commemorative plantings at the Place away from the pathway (‘the other commemorative plantings’). Anzac Day was celebrated at the Place in the years subsequent to 1916 and on 11 December 1920 the school’s ‘Anzac Avenue’ was officially opened. Embossed copper plates, mounted on wood, were fixed in front of the trees in memory of individual soldiers from the district who had seen active service in WWI. There is evidence that as many as 32 plaques may have been made and affixed (‘the name plaques’). Plaques were removed from their locations at some stage before 1964, mounted on a board and displayed in the school building. The records from "J - Z" are missing. The records are Department of Labour ones used in the re establishment of returning Service personal from WW2 in the Bendigo area. The card shown in the photos is John Edward Widdison - Fay. Jack as he was known was the longest serving Volunteer in the Bendigo RSL with 57 years service. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This item is representative of a time when Orbost had its own Shire Council. A stapled program and invitation to the official opening of the new Orbost Shire Council Municipal Offices. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Taken between 1920-1930s, shown is the banks of Lake Kerferd with wooden man-made fencing. The construction on Lake Kerferd began in 1862 however it wasn't completed until 1874 due to engineering and funding issues. The lake was named after George Briscoe Kerferd (1831–1889) who was responsible for Beechworth's water scheme. George Briscoe Kerferd was born on 21 January 1831 in Liverpool, England and arrived in Melbourne April 1853. He spent his first years in Australia in Bendigo before settling down in Beechworth as a wine and spirits merchant. He married Ann Martindale on 17th December 1853 at St James Cathedral, Melbourne and between them they had three sons and five daughters. Kerferd began his political and legal career in Beechworth when he was first elected to the Municipal Council in May 1857. Later he would be elected to the Legislative Assembly for the Ovens District in November 1864, and continued to represent the area until February 1886.The postcard holds Historic significance due to its connection to Beechworth and its Lake Kerford. It demonstrates the interactions between nature and colonialists, especially how the lake has somewhat been 'protected' with the man made fencing. It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years. The Reynolds family were early settlers in Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. This book is a black and white facsimile of the coloured, commemorate album presented to Queen Victoria on her Diamond Jubilee in June, 1897, celebrating the 60th Anniversary of her reign on the British throne. The Municipalities also received original copies, each numbered as limited editions. The first two pages of the album are an address to Queen Victoria from the Municipalities of the Colony of Victoria, Australia, written in fancy Old English calligraphy. The remaining twenty-three pages display images representing each of the 208 municipalities as in 1897 and include a medallion of their Coat of Arms and statistics such as population, size and valuation, signatures of the Shire Presidents and Secretaries. The album’s publisher, Sands & Mc Dougall Limited, was first established in Sydney. This book was published by the Melbourne Branch. This postcard folder is one of three in a set of postcards that were published in Victoria, Australia, and collected together. The Valentine Publishing Co. Pty. Ltd. produced this folder. Valentine and Sons was a printing and photography business based in Dundee, Scotland, and in Canada. In the early 1900s, at the height of the postcard craze, the firm published large numbers of postcards in the U.K., Canada, U.S., Australia and South Africa. From around 1900 or earlier, the firm bought many lithographic images for its postcards from local and national photographers who sold publishing rights to Valentines, and the business was famous for publishing photographs of popular sites worldwide. GEORGE ROSE 1861-1942: - George Rose was a well-known Victorian photographer, famous for his late 19th and early 20th century photography. He was born in Clunes, Victoria, and was in his 20th year when he founded Rose Stereograph Company in 1880. He took the opportunity of a popular trend of the times to produce stereographs, pairs of almost duplicate photographs that appeared in 3D when viewed in a handheld stereo viewer. By the 1920s, these lost their popularity, so he used his photographic skills to produce cards and postcards of scenes and people. The twelve photographs in the Rose postcard folders include locations connected to other items in our Collection, including the Valentine postcard folder in this set. The photographs are titled: - . The George Rose postcard folders in this set were produced in Victoria and include pictures taken by the renowned photographer between 1880 and 1942. Other postcards in our collection have photographs of the same or similar locations at different periods in time. Each postcard records a moment in history and is significant as a way to compare and show the changes in the local environment and community, building a story of the local history. The images record changes in the coastline, land, bay, buildings and other structures, roads, transportation and even the fashions of the times. This copy folder is one of a set of three. This folder has a green-grey textured rectangular card cover with a sketch of a rose on the front. The cover also contains the name of the postcard series, the location of the series' focus, the producer's details, and lines for adding an address. The folded cover contains a long, concertinaed page with six titled photographs on each side, totalling twelve. The folder contains scenes from Warrnambool and nearby popular areas, including Lady Bay, the Port of Warrnambool, the Warrnambool Breakwater, the Viaduct, the Merri River Footbridge, the Hopkins River Mouth, and Proudfoot’s and the Fanny Nelson/Flett boathouses. The cover has a sketch of a rose and inscriptions. This book was published by the Municipal Association of Victoria to commemorate the inauguration of the Commonwealth of Australia in 1901. The addresses were made on the occasion of the Duke &​ Duchess of Cornwall &​ York's visit to Melbourne in May 1901. They were in the city for the opening of Federal Parliament which took place at the Exhibition Building in Carlton Gardens on 9 May 1901. .This item is associated with the history of the Federation of Australia and is a useful research tool.Hard-covered book, red cloth, with gold impressed lettering, containing 118 pages of illustrated copies of addresses to HRH Duke of Cornwall & York and His Excellency, Earl Hopetoun, the Governor General from the Shires of Victoria (includes Orbost). The company, Arnall & Jackson, was a well-known source of Municipal Directories over decades, and are used today as sources of historical information.Correspondence book with purple cover. Pages are feint-lined and are numbered from 27 to 245, with copy sheets between each page. Inscriptions are on an oval label on the inside front cover but the book has no further inscriptions or records.
