The Municipalities also received original copies, each numbered as limited editions. The first two pages of the album are an address to Queen Victoria from the Municipalities of the Colony of Victoria, Australia, written in fancy Old English calligraphy. The remaining twenty-three pages display images representing each of the 208 municipalities as in 1897 and include a medallion of their Coat of Arms and statistics such as population, size and valuation, signatures of the Shire Presidents and Secretaries. The album’s publisher, Sands & Mc Dougall Limited, was first established in Sydney. This book was published by the Melbourne Branch. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings. Municipal Directories were published annually in Victoria from 1867 on. This directory came from the Shire of Mortlake which was established in 1864 when it had an area of 2137 square kilometres. The Shire of Mortlake was abolished in 1994 and merged with other neighbouring shires to form the present-day Shire of Moyne. This book is very useful to researchers as it contains much information on the City, Borough and Shire structures, the Council employees and Government employees of all the municipalities. It has, therefore, important local information on Warrnambool and the surrounding areas in 1945. This is a soft cover book of 1114 pages. It has a buff- coloured cover with red binding on the spine. The printed material on the covers is printed in black. It has a blue stamp of the Shire of Mortlake on several pages. She is an ardent advocate for the use of local history records to tell Victorian and Australian history from a grassroots perspective. Michele’s MA thesis, ‘A forgotten “Father” of Federation: Sir John Quick 1852‑1911’ (2003), and her PhD thesis, ‘Survivors, schemes, Samaritans and shareholders: the impact of the Great Depression on Bendigo and District 1925‑1935’ (2007), both drew heavily on Bendigo and district records. Michele Matthews Collection: PHD Research - Relief during the great depression This item includes the following documents: 8672.77a This letter, dated 19 May 1934, was sent by the Victorian Department of Labour, Sustenance Branch to the Town Clerk of Bendigo. It acknowledges receipt of the Town Clerk's previous correspondence concerning matters affecting the continuation of employment under the government's work-for-sustenance scheme. The department explains that the issue has already been referred to the Employment Council for consideration. The letter states that the Victorian Government is actively seeking a way to continue providing employment through the work-for-sustenance program, but emphasises that developing a solution is a significant undertaking. It notes that responses to a government circular have been received from municipalities across Victoria, and that all of this information must be assessed before the government can establish a definite policy or approve additional expenditure from the Unemployment Relief Taxation fund. The department also explains that it is not possible to deal with Bendigo's concerns on an individual basis because decisions must be made in the context of statewide planning.
