This work was presented to The Mayor and Mayoress, Cr. and Mrs R.G. Ward, by the citizens of Brighton to commemorate the Brighton Centenary in 1959. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919. The new Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. This model of the Brighton Municipal Offices was made by Alan W. Chandler. The Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. The interior decoration and furniture was by Grant Featherston. As is common practice, an architectural model was prepared to present the final concept of the building for approval to the Brighton City Council. In February 1959 festivities occurred to celebrate the centenary of the municipality of Brighton. A garden party attended by two hundred Brighton residents was held in the grounds of the Brighton Town Hall. This model graced the centre of the lily pond during the event. The following day the foundation stone of the Brighton Municipal Offices was laid.Architectural model of a large public building in orange brick, the main cylindrical tower is set within a rectangular structure, with circular and oval roof structures. This school exercise book belonged to Philip Ridgway Le Couteur, Warrnambool’s first Rhodes Scholar. Philip Le Couteur (1885-1958), the son of George Le Couteur, a Warrnambool chemist and Fanny Byron (nee Maling), began his schooling at Middle Park State School and continued it in Warrnambool at the Warrnambool Academy run by Richard Lawson and William Oakley. He matriculated at the age of 14 and completed an Arts degree at Melbourne University before studying first year medicine. At the university he excelled in sport – cricket, football and tennis. In 1908 he won the Rhodes Scholarship for Victoria and studied classics, classical history and philosophy at Oxford University. In 1913 he was appointed the foundation lecturer in Mental and Moral Philosophy at the University of Western Australia. Following this he was the Head Master at various secondary schools, including Methodist Ladies’ College for 11 years. This book is of great interest because it contains examples of the schoolwork of Warrnambool’s first Rhodes Scholar, Philip Le Couteur.This is a school exercise book of 40 pages. The cardboard cover is a mottled blue and red colour with brown binding. All the pages have handwritten school work including dictation, arithmetic, spelling, map work, grammar and composition. The pages are detached from the cover and the cover is partly torn away and bent. The cover has some sketches drawn presumably by the owner of the book Philip Le Couteur. ‘P. The AFB were aware that accommodation options for blind people were limited and sought to open a hostel to assist with this.The first hostel opened in Lara Street, South Yarra but could not meet demand. In 1926, a suitable property 'Egremont' at 54 The Avenue, Windsor, came on the market. The price was £2650. Lack of funds to purchase seemed an insurmountable barrier. With assistance from the Trustees of the Edward Wilson Estate and the Felton Bequest a deposit of £650 was raised. In a huge step of faith the Committee took out a mortgage of £2000. The interest on the mortgage and its repayments weighed heavily on the Committee. The Avenue, as 'Egremont' was commonly termed, was also a seven roomed house. Mr Paterson and the Architect, Mr Parkes of Oakley and Parkes, immediately began planning an extension, fourteen single bedrooms were added. They were filled from the Waiting List. A Windsor Auxiliary was formed and worked to reduce the mortgage of £2000. An active programme of dances, card evenings, theatre nights and the like took place under the leadership of Mrs. Robertson. The Auxiliary also took an interest in the boarders, arranging entertainment and social activity. £1500. was still owed in 1930. Living side by side is no easy task for a group of people, and the Hostel meeting minute books are filled with stories of disputes over wireless sets, telephones, hot water bottles and wardrobes. In 1958, with rising costs and the growth of aged care centres, the Hostel was closed and the house sold to a succession of private buyers. The Siddely Street Sailors' Home was built in 1904 to replace the former Spencer Street building. The home closed its doors on 31 January 1963. In 1965 the building was sold and it was later demolished and the site redeveloped. Ernst (Ernest) Waldemar Kaiser (1893-1968) was the last and longest serving superintendent of the home (March 1933 - March 1965). He was employed till 31 March 1965 (year of the article) when he finished up after 32 years in the position. He continued to be employed for a year or so after the home closed, probably serving as caretaker till it was sold. (see Mark Howard paper in the Great Circle (Vol.42, No1).)
