The papers in this work are focused on Thomas Brassey (1836-1918) who was born and educated in England. They include the period before he accepted the position of Governor of Victori, Australia, in 1895. During that time, he'd won a seat in parliament, which he held for 18 years, and for periods was a civil lord and parliamentary secretary for the Admiralty. He was passionate about the sea and addressed his naval and maritime concerns in public lectures, letters, pamphlets and books. He was also for a time lord-in-waiting to Queen Victoria and president of the Institute of Naval Architects. This book is from Flagstaff Hill's ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. It was edited by J. Porter, and published by Longmans, Green and Co. of London. The Longmans, Green and Co. was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. Interestingly, the logo in some books, such as “Steam Turbines 2nd edition, published in 1922” has the year “1724” but the logo in books such as “Advanced Agriculture, published in 1894” has the year “1726” in the logo.The book is significant for publishing historical papers and addresses by Lord Thomas Brassey, former Governor of Victoria before Australia’s Federation. Brassey was passionate about naval and maritime matters in public and government capacities. The work is important for its connection with the publisher Longmans, Green and Co., of London, a firm that has been established for over two centuries, renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This booklet of sales dockets came from the Youngers Stores in Warrnambool. John Younger came to Warrnambool from Beechworth in 1888 and established a general store in Liebig Street and quickly built up a thriving business. His store was one of the main reasons why Liebig Street became the main shopping precinct in Warrnambool by the beginning of the 20th century. John Younger was active in community affairs and was a Town Councillor from 1902 to 1918 and Mayor of the Town. He died in the 1930s and his store was continued by family members but taken over by Charles Moore in 1958. It closed in the 1980s. The maker of the docket book, Lamson Paragon Limited, was a British firm with factories and offices in Australia and it initially specialized in making sales docket books using a carbon paper process. The original founder of the firm, William Lamson of Massachusetts, U.S.A., was the first to introduce the system of paying for goods in a store using cash balls on tracks. This pad is of some interest as it shows the system of receipts issued by a Warrnambool firm in the 1950s. It is of particular interest coming from Youngers Stores, a major retailer in Warrnambool for over 90 years. This is a pad of dockets stapled together 30 pages). The pages are buff-coloured with red and black printing on every second page. Every second page has been left blank so that a second copy could be kept of every transaction using carbon paper. The pad originally had dockets for 50 transactions for Youngers Stores in Liebig Street, Warrnambool. The first three pages are badly torn. Military payment certificates, or MPC, was a form of currency used to pay U.S. military personnel in certain foreign countries. It was used in one area or another from a few months after the end of World War II until a few months after the end of U.S. participation in the Vietnam War – from 1946 until 1973. MPC utilized layers of line lithography to create colorful banknotes that could be produced cheaply. Fifteen series of MPCs were created. However, only 13 series were issued. The remaining two were largely destroyed, although some examples remain. Among the 13 released series a total of 94 notes are recognized.The 5 cent note is purple, The 10 cent note is green, the 25 cent note is red and the dollar note is mauve. When television began transmission in Australia in 1956, viewers were required to pay 5 pounds for a licence to watch. Failure to pay could incur a fine of up to 50 pounds. They were eventually abolished in 1974 by the Whitlam government. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Various family scenes taken from outside the family home on the southeast corner of the intersection of Nyora Road and Pitt Street with Eucalyptus Road. Also, scenes of the Stokes Orchard and equipment used, construction of water reservoir at the end of Nyora Road near Reynolds Road and Diosma Road as well as early stages of the Stokes Orchard housing development. Frank Stokes worked as a qualified accountant at Kennons leather factory in Burnley, while living at 1 Thomas Street, Mitcham. He suffered from migraines and wanted to go back to the land (he had previously worked on farms and orchards since coming to Australia in 1926 both in WA and Vic.). He first travelled to the district by train in July 1942 to find land with the intention to establish an orchard. By chance he met Arthur Bird of Bird Orchard (bounded by Pitt Street, Eucalyptus Road and Wattle Grove) and they got talking over their common interest. Arthur put Frank up for the night and pointed out the land, 158 acres- Taylor Estate- £900, part of Crown Allotment 15, Section 5, Parish of Nillumbik (CA15) somewhat diagonally opposite Bird Orchard. He applied through the Riverina Agency to purchase the land who in turn had to get permission from Canberra to sell as there was a new government regulation banning land sales except for immediate production. He obtained a loan on his Mitcham house of £600 @ 5% and paid £450 deposit with quarterly payments of £15 over 5 years. The title to the property was issued May 15, 1946. He was helped and advised by Arthur Bird who farmed the neighbouring orchard. Early 1943 he took possession and would catch the train out to Eltham on Fridays after work and began building a hut for shelter and to lock up tools. He was able to pay a neighbour (Hawkins) to help with clearing and fencing 25 acres and with a horse and single furrowed plow, planted approximately 2,500 fruit trees - cherries, peaches, plums, almonds, pears, apricots and lemons as well as a few apples and oranges; a massive job. A huge problem was hares and rabbits eating all the new buds off the tiny trees. As well as laying poison he painted the trees with a mixture of cow manure and lime. Often working by moonlight. It was extremely difficult to get wire and wire netting because of the war but after much effort he obtained a permit from the Agricultural Department for supplies in March 1944. In February 1945 he applied for a permit to build a “packing shed” as no house building allowed. It was to be 33 feet x 21 feet and cost £312. Constructed mostly from second-hand materials, which was hard to obtain, especially iron for roofing. Frank finished work at Kennons October 31, 1945, and in March 1946 he sold the Mitcham house for £1230 plus £170 for furniture. The family of five then moved into a very unfinished at Eltham, which was a struggle to weatherproof. Eventually rooms were divided off and lined with hessian bags and whitewashed. Their income was firewood (cut and sold), selling rockery stones and cut sweet bursaria. (It was discovered during the 1940s that Bursaria contained the sunscreen compound Aesculin. The RAAF utilised this compound from Bursaria during WW2 for pilots and gunners.) The orchard’s first fruit sale was a 1/2 case of Le Vanq peaches in December 1947 - 8 shillings. In 1956 plans for house were drawn and Glen Iris bricks purchased (1956 Olympic Rings variant). The building of the house commenced in 1957 - 12 feet of original packing shed removed – and was completed in 1959. Water was connected from newly built pressure storage on the property at the end of 1959 and the electricity connection for the first time at 3pm on April 29, 1960. In the mid-1970s the Shire of Eltham divided the orchard up into numerous rate-able parcel lots, which became unaffordable for Frank. Consequently, Stokes Orchard was turned into a housing development by Macquarie Builders and marketed as the Stokes Orchard Estate in two stages; Stage 1 encompassing Scarlet Ash Court, Ironbark Close and Peppermint Grove bounded by Nyora and Eucalyptus roads c.1976 and Stage 2 encompassing Stokes Place, Orchard Way, The Crest and The Lookout bound by Nyora and Diosma roads c.1979. The development of Orchard Way, The Crest and The Lookout did not proceed as planned due to the lack of the sewer along Diosma Road and so many of the proposed lots were incorporated into five-acre parcels instead.
