Drainage infrastructure was developed and maintained in this region by the Snowy River Improvement Trust. The Trust was administered by a local committee and its activities funded by a local rate charged on the farmers and land owners in the Trust’s designated district. The level of the rate charged by the Trust was designed to be proportionate to the benefit derived from the works undertaken. Financial assistance was provided by the State Government from time to time for specific projects such as post flood repairs but not for new capital works. The Trust undertook new drainage and river management works including tree planting, rock beach construction and servicing of the drains and flood gates. The Trust also provided a personal flood warning service to the farmers in its district. The Trust ceased to operate in 1997 with the advent of the East Gippsland Catchment Management Authority. The infrastructure developed by the Trust continues to provide a service to the farmers in the region. (ref. 4 East Gippsland CMA Submission to Inquiry into Flood Mitigation Infrastructure in Victoria) This plan is significant as a historical document. The Snowy River Improvement Trust was vital to the Orbost district because of its ability to apply local knowledge and to engage the local farming community.A large plan of divisions of land for the purpose of levying the Snowy River Improvement District - Bete Bolong, Orbost, Waygara, Newmerella and Orbost East. This photograph was taken during the 1971 floods at Orbost. The 1971 flood was the the worst flood on record. At Jarrahmond it was at least 11 metres and up to one and a half kilometres wide on the flats causing enormous damage to the flood plain. Records say that "The brown floodwater stain in Bass Strait could be seen from passing airliners." Considerable damage was done to railway infrastructure, roads and farms. This "coffee" tin has by the "art deco" appearance its origins in the late 1950's to 1960's. This time period was one of accelerated growth both in the physical (housing) sense and the mental (new ideas and inventions) changes in "attitudes". These occurred more rapidly in cities but had its effects on the rural environment. The drinking of coffee was spurred on by easier distribution of imported food and drinks. Advertising by stronger radio links and then by television brought the variety of foods and drinks to semi isolated rural regions. The accessibility through greater information channels becoming available brought with it unbelievable ranges of goods and foodstuffs. Rural regions still relied on bulk supplies and relatively larger storage containers than those in cities. This "bulk" buying and storage "syndrome" was a lingering result of many years of "drought" periods when road transports met delays from flooded roadways in supplying population centres in the Kiewa Valley. The construction phases in building the SEC Vic Hydro electricity Scheme in the eastern sections of the Victorian Alps brought many changes to the quiet rural regions in the Kiewa Valley. Changes in population and social mores. The influx of a varied , mostly temporary, and "European flavoured cuisine" changes the "cuppa tea only" flavour to the have a "coffee break". The subliminal influence of the "American" films changed those children growing up in the post 1950s from the "English tea" to the "American coffee". This "Americanisation process has influenced not only rural Australia but also other areas throughout the world.This "insignificant" coffee tin is very significant as it demonstrates that the Kiewa Valley was becoming more accessible to reliable coffee supplies and general food items.The container was part of a "set" of containers that included tea, sugar,biscuits,flour, rice and other family condiments. This type of kitchen storage containers was brought about through changing patterns in tea and coffee useage and overall consumption. Household demands for faster "self help" cooking especially beveridges and the greater choice of kitchen "utensils" was brought on by easier access to products due to a lessening of the area's "isolation" by having a reliable (all weather) road system and an ever increasing population growth. The need for travelling goods/merchant supply caravans to service the area became a diminishing factor, as a result of the establishment of grocery stores in Tawonga and Mount Beauty in the supply of previously "hard to get" groceries. This transition was precipitated by the SEC Vic Hydro Scheme of the 1940's to 1960's which increased the valley's population level three fold.This cylindrical tin has a pull/push lid(for easy access to the contents). The container is labelled for "coffee" however it has no commercial manufacturer's label to establish that it was bought with coffee ingredients in it. The majority of the container's external surface has a "metallic" light blue colour with two sets of silver rings confining black (horizontal spotted) rectangles. The gasworks in Anstruther St, allowed the streets of Echuca to be lit at night, therefore improving the safety of the citizens of the town. The gasworks were operational for many year providing cooking and lighting facilities to houses as well as to the streets. This picture shows the height of the flood in either 1906 or 1916? The Senior Citizens Club now stands on the site. The Central Kindergarten and Echuca Primary School are also nearby.This postcard is significant because it shows the height of the floods before the town levee banks had been built. It also shows the need for flood proofing the town. It also shows the size of the gasworks in the early 20th Century. Photographic Postcards were very popular in the early 20th century and this shows the Campaspe river, Echuca in flood. The high water mark is exemplified by having the rower on the water. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. On the front of the sleeve is an embossed circular motif with centre piece S.E.C. emblem and around this the words "50 YEARS OF SERVICE" and below this" STATE ELECTRICITY COMMISSION OF VICTORIA". The book contains 313 double sided pages of black print and black and white photographs.On front of paper sleeve "Brown Power A Jubilee History of the State Electricity Commission of Victoria Cecil Edwards". Peter Cameron, came to Orbost in 1885, at the age of 69, having sold his farm at Geelong. Peter bought the property ―Glen Avon from a Mr Street. The home was situated at the bottom of the paddock, near the corner of Morley and Livingstone streets. The farm stretched from Tennyson Street to the end of Snaggers Lane and along the river frontage to “Carinya” Cameron Home. In the Gippsland Times on Wednesday. 2 Jul 1890 on Page 3 is an article titled "THE SNOWY RIVER CALAMITY" which describes an ".unexpectedly sudden rush of water down the flats..... the terrified people commenced to remove their stock from the land and the work of saving property was continued all day ............ many head of cattle were washed away.......The river road, for its entire length, is obliterated, and the approaches to the bridge at Watt's Gulch are gone, with the enormous volume of flood water," These photographs are pictorial records of a significant event in the history of Orbost.
