This row lock was fitted onto the Warrnambool Lifeboat, which is also on-site at Flagstaff Hill Maritime Village. The construction of the lifeboat 'Warrnambool' began 15th September 1909 and was completed almost 12 months later 1st September 1910. It was built at the Government Dockyard in Williamstown, Victoria, along the lines designed by Great Britain's Royal Lifeboat Institution, and included whale back decks fore and aft, mast and centre board, and rudder and tiller hung from the stern post. It could be propelled by both sail and oar. At that time Captain Ferguson was Chief Harbour Master and Mr Beagley was a foreman boat builder. Mr Beagley built the lifeboat with his fellow workmen. It had all the latest improvements in shape, disposition of weight with watertight compartments, and it had space for a large number of people in addition to the crew. It appears that 'H Meiers' whose signature was on the plaque that was found concealed in the hull, was involved with the building of the lifeboat. His signature and the dates of the start and finish of the boat's construction are penciled on the raw timber 'plaque' found in the hull in the early 1990s when the lifeboat was being restored. It is interesting that the 'Melbourne Directory' of 1911, published by Sands and MacDougal, lists McAuley and Meiers, boat builders, Nelson Place foreshore, between Pasco and Parker Streets, Williamstown, It is quite possibly the business of the person whose name is inscribed on the lifeboat plaque. Flagstaff Hill's documentation also mentions that the keel was laid at 'Harry Myers, boat builders, Williamstown, Melbourne the name 'Myers' can also be spelled 'Meiers', which could be the same person as the Meiers in "McAuley and Meiers" (as mentioned in genealogy lines of Myers). The new lifeboat, to be named 'Warrnambool' was brought to town by train and launched at the breakwater on 1st March 1911 using the Titan crane (the old lifeboat built-in 1858, was then returned to Melbourne in 1911). This new lifeboat was stationed at Warrnambool in a shed located at the base of the Breakwater, adjacent to the slipway. The lifeboat ‘Warrnambool’ was similar in size to the old lifeboat but far superior in design, with new sea-going qualities such as greater maneuverability. The ‘self-righting, self-draining’ design was made the vessel difficult to capsize and even if the boat overturned it would right itself to an even keel and the water would drain away. The hull was built of New Zealand Kauri, using double diagonal planking, laid in two layers at right angles, with a layer of canvas and red lead paint between the timbers to help seal the planking. It has plenty of free board. The backbone timbers were made of Jarrah. The Warrnambool lifeboat was one of several rescue boats used at Port Fairy and Warrnambool in the early 1900s. In late 1914 the Warrnambool lifeboat and crew were used to help find what was left of the tragic wreckage of the Antares and were able to discover the body of one of the crewmen. This certificate acknowledges 21 years of service given by James Patten, one of the original 1859 Lifeboat Warrnambool as a boatman and bowman. At the time, all retiring Volunteer lifeboatmen were honoured with this award. It was made as a lithograph that was created by F. W. Strahle at the request of the Department of Lands & Survey, Melbourne, Victoria. During his time of service, James Patten was awarded a medal and certificate by the Royal Humane Society of Australasia for his bravery. Patten and his friend Joseph Lowe, who couldn't swim, were with their friend James Ferrier in a boat on the Hopkins River, Warrnambool, when their boat capsized. Ferrier made it to shore, and Patten tried unsuccessfully to hold onto Lowe and bring him to shore. The event occurred on 18th April 1890. The images on the Certificate show a collage of rescue events performed by the lifesavers; a shipwreck rescue in progress, lifeboat conveying five boatmen using two oars each, and a bowman standing at the bow, a linesman wearing a life jacket and holding a rescue line, a lifesaver ring with images of three sailing ships inside it, a shipwreck near shore, a woman and girl in shallow water, a rescue using a breeches buoy on the lifeline, two rescuers walking towards the survivor, rescue crew wearing waterproof clothing, a rocket machine with a pulley to bring the survivor in a breaches buoy to shore, and a rescue crew member holding a flare. Volunteers at the time received a small payment, or 'retainer'', for their practices and a payment of gratitude for the rescues they attended. Across the years between 1856 to 1979 the combined service in Victoria saved 260 lives. Amazingly, some of the volunteers could not even swim.This certificate shows the State and Local Government's appreciation for the years of service spent by in the endeavour to save lives in peril in and on the local waters in the early 20th Century. This bundel of twenty pages of meteorological observations covers the period between March 1947 and April 1948 but there are some gaps. The bundle includes handwritten records on pre-printed forms from the Commonwealth Government and brief records on plain paper. There are calculations for monthly totals of information such as rainfall, and there are some comparisons between the years. One of the forms has handwriting in three directions, which is quite unusual. Readings were recorded daily for barometer, temperature and wind. There was also a section for comments on Exceptional Phenomena such as storms and fog. . It was one of the many duties of the Lighthouse Keeper or his Assistant to keep these records and make the mathematical calculations required by the Government. Information gathered from Lighthouse Keepers' letters tells of the large amount of time taken for this detailed work and the lack of payment made for such a responsibility. The quite detailed record for May, June and July 1947 were signed by C Carrington, Harbour Master for Warrnambool. Captain Carrington was responsible to the Harborus Board. He was responsibilite for the fortnightly training of the Warrnambool Lifeboat Crew on the practice of lifesaving and using the Rocket Rescue equipment. These Meteorological Observations are an important accurate record of the local weather since the late 1899s. They are part of Flagstaff Hill's Meteorological Observations collection of over seventy record books dating from the late 19th century. This small bronze statute depicts Neville Howse rescuing a soldier from the battlefield during the Boer War. In 1900 while accompanying a group of infantry at Vredefort, Howse noticed a British trumpeter fall. As the soldier lay injured under heavy fire, the surgeon galloped to his rescue. His horse was horse shot dead from under him but undeterred, he continued on foot until he reached the man. The soldier had been shot through the bladder so Howse dressed his wounds and carried him to safety. For this brave action, Howse was awarded the Victoria Cross, the first medical person to achieve this honour. The son of a doctor who served in the Crimean war, Neville Howse (1863-1930) was born in Somerset, England. He migrated to Australia and set up medical practice in Newcastle and later, in Taree, NSW. Upon deciding to become a surgeon, he returned to the UK to undertake Fellowship of the Royal College before travelling back to NSW in 1899. In the same year Great Britain went to war with the two Boer Republics of South Africa and Howse volunteered for service. Made of canvas and bamboo slats with hemp ropes, adjustable canvas straps and metal buckles and rings, the rescue stretcher was used for carrying an injured person. According to the Powerhouse Museum, the stretcher and was ‘designed to support and carry an injured person in circumstances where the person has to be lifted vertically’. Known as the ‘Neil Robertson stretcher’, it was developed in the early 1900s by John Neil Robertson as a lightweight rescue device and was modelled on Japanese bamboo litters. An identical stretcher is held in Sydney’s Powerhouse Museum and is thought to date between c.1967 and 1999. The museum’s statement of significance for the unique stretcher elaborates on its cultural values: The canvas is wrapped around the patient and secured with strong canvas straps. A lifting rope is attached to a ring above the patient's head, while a guideline is tied near the ankles and used to stop the stretcher swaying as it is hoisted up. This style of stretcher was specifically designed for use on ships, where casualties might have to be lifted from engine-room spaces, holds and other compartments with access hatches too small for ordinary stretchers. The original name of the Neil Robertson stretcher was 'Hammock for hoisting wounded men from stokeholds and for use in ships whose ash hoists are 2 ft. 6 in. diameter'. Since those times the Neil Robertson stretcher has also been used in factories and mines and for other emergency rescue situations. It is still possible to buy this type of stretcher although the slats are now more likely to be made of wood. The example in the Powerhouse collection was amongst several items of obsolete first aid and rescue equipment donated by the electricity generation company Delta Electricity. It would have been used - or at least been on stand-by - at the company's Munmorah Power Station or the associated coal mine on the Central Coast of New South Wales. Industrial sites and mines are extremely dangerous work places. Throughout the 20th century to the present there has been a drive, especially in developed countries like Australia, to improve workplace safety. Measures taken to reduce injuries and deaths have included safer industrial equipment, safer work practices, staff training, and the ready availability of accident and emergency equipment.It was also used throughout WWI and WWII. There are two other examples of the stretcher are known in Parks Victoria heritage collections. Canvas and bamboo stretcher with straps and buckles. Hemp ropes are attached to the stretcher.
