This file contains two items pertaining to Emmaus Rest Home: 1/A series of emails exchanged between local resident Mark Upton and John O’Callaghan of the Glen Eira Historical Society, dated 30/01/2008 and 31/01/2008, regarding the history of a derelict property situated at 41 Murrumbeena Road. In the first email, Upton refers to the property of ‘Oakdene’ Aged Care Facility and inquires as to whether the Society possesses any information on it. The next day, O’Callaghan replies that he will investigate. Later that day, Upton recommends O’Callaghan some information on the property he unearthed via Joanne (Jo) Antoni, Executive Assistant at Churches of Christ Community Care. The property turns out to have originally been a private residence owned by the Birtchnell family, sold on 24/01/1945, eventually acquired by the Church and converted into an aged care facility which closed on 16/07/1999 2/Three black-and-white photographs. Two of the photographs portray a resident of the Home, Mrs. Armstrong, and a staff member of the Home, Sr. Johnston, in a bathroom operating a shower. These photographs contain writing on the back identifying the persons. The remaining one portrays Mrs. Armstrong and another, unidentified resident of the Home seated in a bedroom. This one also contains writing on the back, but specifying the name only of the facility. Notes by Jock Read who donated painting to the Society: “Site of present-day Eltham Mall The property was owned by a Mr David Harbison who was connected to one of the Melbourne daily newspapers who donated the property to the City Newsboys Society to be used as they required. The property consisted of two building blocks with one four roomed house known as the Cottage. The Secretary of the City Newsboys Society decided to use the property as a Rest Home for mothers of newsboys who needed a rest and could not afford a holiday. Miss Onians added another four roomed dwelling to the home which was known as the Bungalow. Another three roomed residence was erected at the rear of the cottage for the use of the Caretaker. The rear of the property was used as a camp area for the use of Troop of Boy Scouts known as the 13th Melbourne Troop which met at the Newsboys Society Hall in Little Collins Street. Later the name of the troop was changed to City Newsboys Troop who held their Christmas camps at Eltham and Hurstbridge alternating years. In 1930 the caretaker (Mr. Francis) became ill and resigned that position. I had been a member of the scout troop and offered the position as Honorary Caretaker which I held for eight years. The Homes were used regularly as such until the death of Miss Onians. It was sold later and used as private homes until the Eltham Mall was built.” Further research has determined that apparently, Harbison left £1,000 in his will for the City Newsboys Society and the Secretary, Miss Edith Onians built the rest home from these funds. It was opened on November 12, 1919. The Presbyterian Church owned three lots of land bounded by Pakenham Road and the northern side of Dorchester Road, between 1927 and 1964. Providence House opened in 1927 as a peaceful country rest home for “tired mothers” from the inner suburbs, and their children. It was also used, at different times, for kindergarten groups and in 1955 for a girls Bible Class for Easter “studies, fun and fellowship.”Cockatoo had several guest houses which took paying guests. John Butler Maling, retired farmer, built his home on the corner of his property which extended from Weybridge Street to Whitehorse Road and from James to Ross Street. From 1853 he lived in a simple farmhouse located near the present Ross Street until he had 'Ancyra' built in c.1889 from bricks made from clay dug from a quarry on the property. This was located in the now-park in James Street. John Butler Maling Snr was born in Shepreth, Cambridgeshire. He married Kate Conlan in 1882 and they had 3 children - Silas, Alick and Zillah. He died in 1912 and is buried in Box Hill Cemetery. Often referred to as John Butler Maling Senior as he had a nephew by the same name. He also lived on a similar sized property known as 'The Willows', located to the west. He became the first Mayor of Camberwell. The Rose Series P. 4284 post card Taken from near what would be present day CLC car park looking southwest across Diamond Street, present-day Andrew Park to the railway station and developing Eltham shopping precinct. Arthur Street visible, Pryor and Luck Street not evident. Sunnybrook, the Taylor home is visible at the top of the hill in Bible Street. Only three residences visible in Arthur Street on the southern side, two of these are the David Harbison Rest Home at 10 and 12 Arthur Street (built and opened in November 1919), present day site of Eltham Mall. There are none on the north side of the street. Based on 1945 aerial view there are 8 buildings on the northern side between Main Road and Bible Street which and given the extent of commercial development on Main Road, it is estimated this image is circa 1925. Luther Haley was the first to build an open a baker and General Store in this location next to the railway station in 1902. However, it took nearly twenty years until the early to mid-1920s when a period of significant growth in the Eltham shopping centre happened with many businesses relocating their operations from the original town centre of Maria Street in Little Eltham as well as new businesses opening. Other stores/buildings noted (L-R) are: Stationmaster's House built circa 1910 Eltham Hardware Store opposite the railway station first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. Newsagency with 'Leader' advertising on awning - E. J. Andrew opened his newsagency shop opposite the station in March 1923, advertising for sale stationery, school requisites and periodicals. Bird Brothers Cash Grocer & Fruiterer opposite the railway station offering summer drinks and confectionery a specialty with a full Stock of groceries of the best quality always on hand at city prices opened December 1921 William Capewell's Butcher shop at the corner of Dudley Street. Capewell previously had a small shop in front of the station opposite Luck Street. He enlisted in the AIF during WW1 and returned home in 1919. He re-applied for a slaughtering license in February 1920 and was advertising by October 1922 supplying all districts. Not visible (or not yet identified) but in business by October 1922 were: J.H. Fraser, Carpenter and Builder at Luck Street opposite the station George A. Danslow, Hairdresser and Tobacconist opposite the railway station Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 opposite the railway station (hidden behind Stationmaster's House). It was so named due to its proximity to a tall Blue Gum tree G.H. Frederick William Mawson and his wife Mary (nee Mullard) and baby daughter, Beatrice Mary migrated to Victoria as steerage passengers, arriving in Melbourne on 1 July 1882 on the sailing ship the ‘Holmsdale’. They settled in Bona Vista Avenue, Surrey Hills (house demolished) and he established a jam factory in Boundary (Warrigal) Road. Further children of the family were Harriett, Muriel, Ethel, Winifred, John and Frederick William (Jnr). The later died in WW1 and there is a transcript of his diary in this collection. Four of the daughters became nurses, three serving in WW1. The other son John became a local builder, who after the war built 'Holmsdale' in Union Road as a convalescent home to be run by his sisters. After the death of his first wife Frederick (Snr) married Catherine Small, a widow with children of her own.The family were early settlers in Surrey Hills and their story in relation to the service of local men and women during WW1 is well documented.Vertical file of information related to the Mawson family which includes: 1. The primary role of a Voluntary Aid Detachment (VAD) member was that of nursing orderly in hospitals, carrying out menial but essential tasks - scrubbing floors, sweeping, dusting and cleaning bathrooms and other areas, dealing with bedpans, and washing patients. They were not employed in military hospitals, except as ward and pantry maids; rather, they worked in Red Cross convalescent and rest homes, canteens, and on troop trains. At the start of the First World War, Australian VADs were restricted from travelling overseas by the Defence Council. As a result, many chose to travel on their own initiative and join British detachments, often in Australian Hospitals. It is reported that the 1st Australian Auxiliary Hospital included in their nursing staff some 120 VADs, chiefly Australians in the British service, employed through the Australian Red Cross Society. Framed portrait of Thomas Marks who was President of the Association for the Advancement of the Blind 1900, 1935-1937. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Mr Marks sits at a table, wearing black tails and pants, a white pleated dinner shirt and black evening dress bow-tie. One hand rests next to a cup and saucer, the other rests on his lap. Tom Marks was educated at the Royal Victorian Institute for the Blind. He was a founding member of the Association for the Advancement of the Blind (now Vision Australia) at its establishment in 1895. He went on to serve as President of organisation in 1900 and was later appointed as a part time paid secretary – an office he occupied from 1904 to 1927. He again served as President from 1935 to 1937 during which time he celebrated his 80th birthday. As the living conditions of many blind people were deplorable at this time – they were often confined to a room or shed without any social contacts – it was realized that support for blind persons was needed to serve as a refuge for the oppressed, a home for the indigent, a rest home for the sick and a convalescent home to provide both respite care and permanent accommodation. Mr Marks had a reputiation of having good contacts and being able to use people with more knowledge than himself. An able musician, Tom Marks was often employed in the homes of wealthy families. As a result he met Mr and Mrs Grimwade who were already supporters of Vision Australia. They organized a gymkhana to raise money for the nucleus of a building fund. From this time Tom Marks was involved in the finances of the centres at Brighton, Ballarat and Bendigo, which were the ultimate result of the fund. Wallace's Hut is the oldest surviving cattlemen's hut on the High Plains, built in 1889 by the three Wallace brothers - Arthur, William and Stewart. Their father David bought land at Kergunyah as well as grazing land on the banks of the Kiewa River, North East Victoria. Once the boys were old enough, the family followed the local squatters’ custom of taking their cattle up to the mountains for the spring and summer to fatten the mob, at the same time resting their home pastures. They decided to build a hut where they could shelter from the extreme mountain weather. The timber was cut from the forest about four hundred metres east of the hut, and the hearth stone was dragged in from Pretty Valley. The chimney had a base of rubble and above this iron sheeting on a timber frame. The slab walls were lined with hessian and later with tar-paper, and inside there was a bush table, sleeping platform and a rustic fire-side settle. The hut nestled among snow gums sheltered by a rocky outcrop. The names of the Wallace brothers were burnt into the tie-beams of the roof and at the back of the mantelpiece. The Wallace family’s lease expired in the late 1930s and the hut was bought by the State Electricity Commission to house staff on the High Plains and it became the first home of Toni and Skippy St. Elmo. The SEC covered the old shingles with iron, and later on the walls and chimney as well, and they added a lean-to. Wallace’s Hut is now owned by the Crown and maintained by Parks Victoria. Romantic, charming . . . ''SUNNYBROOK'' ON the slope of a hill on the East side of Bolton street and overlooking willows that trail gracefully in a creeklet which shows no great haste to blend with Diamond Creek and so to the Yarra, there stands a great old-fashioned home. Outwardly it speaks of past opulence rather than beauty of design, but the velvet green lawns and the formal neatly weeded rose gardens, the well established trees, tennis courts, wisteria covered pergolas and the great curved fronds of old palms produce an atmosphere that cannot be built-up in less than decades. Here is irresistible old-world charm. The jangle of today cannot penetrate ... it is a place to remember ... a place where events to be remembered have a perfect setting ... it is "Sunnybrook." From the neighbouring ‘Beranto Lodge’ Mrs. Lenne can catch glimpses of ‘Sunnybrook,’ but the old home is well hidden from all quarters and only the faultlessly kept lawn can be seen by the curious. Like many other people, Mrs. Lenne was curious. Who can blame her. ‘Sunnybrook’ is a name to conjure with in Eltham. When the elderly men of the township were young bucks ‘Sunnybrook’ stood alone, a proud home that was known and established. Amongst the simple homes of the valley of the Diamond Creek, ‘Sunnybrook’ was Queen. In the roistering days of the Diamond Valley, when Kangaroo Ground was the seat of the Shire and when five pubs dotted the road from Lower Plenty to the civic centre, ‘Sunnybrook’ was off the track of the boisterous and tipsy. ‘Sunnybrook’ is still off the beaten track . . . but only slightly so; it no longer looks over cow pastures, but the neat, newly built houses which dot the length of the Main Road. They are still no closer than half a mile and while these houses have sprung up the fine trees and shrubs have quietly closed in around the boundaries of ‘Sunnybrook' as if to keep the old place to itself. That is how it has become something to whet the curiosity. When the course of events put the place on the market Mrs. Lenne bought it. When a modern house is bought it is pliable in the sense that the owner moulds it according to personality. It can remain severe, utilitarian and with a little neglect soon run to an ugly shabbiness. But with old 'Sunnybrook' it is different. There is in existence a character indelibly written into every line of the place . . . it is a LOVE OF ENGLAND. Upon ‘Sunnybrook’ has been lavished the devoted love of England to such a degree that it must be seen. The gardens and lawns are formal, and though lovely and speaking of the leisure of past years they are not English . . . they are just lovely, with the beauty that only the long established seem to possess. It is inside ‘Sunnybrook’ that the intense love of England is seen. Years ago the home was bought by a Mr. Martin, who was getting on in years, as a home for his much younger wife. The couple spent thousands of pounds as well as endless care and imagination in the complete redecorating of their home. Oak panelling imported from England was built in. Huge fireplaces shed their Colonial appearance to be become the fireplaces of England . . . and they were so in every sense because they were also imported from England. One lovely specimen whose gracious lines are remarked upon by all who see it, is a certified antique of finest English Oak. Care was taken to see what hand made wrought iron light fittings were in keeping. The old place has three lounge, dining or living rooms according to taste and requirements, and all are bigger than the biggest attempted in a “big” modern home. This does not include an outside living space of ample proportions, all fine flywired in and enclosing a fernery. A turn of a tap and spray as fine as mist is released over the rockery. On a scorching summer day when no relief short of a swim could help ordinary people, the resident of ‘Sunnybrook’ found the coolness of a dell in which to sit and enjoy their evening meal. Henry William Frisch was born at Warrnambool to H.W. and Sarah Frisch. He iniitally served with the 8th Battallion, was transferred to the 59th Battalion on 26 February 1916, then to the 58th Battalion on 15 May 1916 served with the 59th Battalion during World War One. He had the regimental number 3054. At the time of his enlistment on 8 June 1915 he had worked as a butter box maker at MvcGennan's of Warrmabool. On 26 February 1916 he was at Tel-el-Kebir, Egypt. On 17 June 1916 he embarked on the H.T. Translyvania from Alexandria and disembarked at Marseilles on 23 June 1916. On 14 September 1917 he was furloughed to England, rejoining his battalion on 05 October 1917. On 16 October 1917 Henry Frisch was wounded in the field with shrapnel wounds to the back and neck and multiple shrapnel wounds penetrating the abdomen. He died of wounds received on 17 October 1917 aged 23 yeard. He was buried at Lyssenthoek Military Cemetery (Plot 21. Row H. Grave 19A). The ceetery is south west Poperinghe, Begium. "IN MEMORIAM. Charles Gordon Watts-Phillips was born in 1849 at Forest Hill, Surrey, England, the son of Dramatic Author, Watts Phillips, and Lily Mariner. He departed England for Australia around 1874. His sister Roland was a favourite Australian actress of the early 1900s. Gordon as he was known, whilst residing in Goolwa, South Australia and working as a clerk met and married a widow, Jane Luxon (nee Miller) on the 7th August, 1876 at the Wesleyan Church in Strathalbyn, South Australia. Jane, Gordon’s elder by some 11 years was born in Ireland in 1838, the daughter of Robert Joseph Miller, a carpenter and Jane Miller. She had previously married Captain William Luxon in 1861 at Encounter Bay, South Australia at age 22 and they had four children: William (1864), George Robert (1865), Miriam Louisa (1867) and Harriet Jane (1869), all born at Encounter Bay. Gordon and Jane had two further children together: Caroline Roland Watts-Phillips (1877 Islington S.A.) and Charles Gordon Watts-Phillips (1879 Yatala, S.A.). At some stage, Jane then deserted her husband. Gordon obtained a master's certificate and was a part owner of a small trader. He had also been captain of one of the passenger boats on the Darling River. He was reputedly a popular coastal skipper. By 1891 Gordon was the Captain of the S.S Omeo operating around Sale, Victoria. In August of that year some of the heaviest flooding of the Thomson River ever experienced in twenty years occurred over the 3rd and 4th of August. Gordon, and others, rescued the lives of many families over that period for which he was awarded a Bronze Medal by the Royal Humane Society. By 1892 the S.S. Omeo had passed to another Captain and Gordon subsequently retired from the sea and moved to Melbourne. Whilst residing in Coburg, Victoria, Gordon met Mary Hilda Harvey Huxley who was living in Brunswick. Mary was born in Horsham, the daughter of George Harry Huxley, a miner, and Emma Deane. Having not heard from Jane for some years and believing her dead, Gordon and Mary marry at Carlton on Christmas Eve, 1900. Interestingly, an announcement of the marriage was not placed in The Age newspaper until September 1903, nearly three years after the event by which time Gordon and Mary had a son, Victor Gordon Watts-Phillips, born 8 February 1903 in Carlton. Within months of the placement of this marriage announcement, his former wife, Jane, makes a reappearance but apparently does not interfere and Mary and Gordon continue to live together as husband and wife. Around the same time in late 1903, Gordon’s brother, Basil Watts Phillip wrote from London to the Victoria Police seeking assistance to locate his brother. He had last heard from him in a letter dated Cunninghame, Gippsland, 1891. He indicated that about 1893 Gordon and Jane and their two children were living at Beaconsfield Parade, Albert Park but the whereabouts of all was now unknown. He mentioned Gordon had also been awarded 21 guineas by Judge Boucaut on the 26th February 1884, also a silver medal, for arresting two ruffians who had brutally assaulted a jockey (in South Australia) and that he had been awarded the Royal Humane Society's medal, London, and in 1891, was presented with the Royal Humane Society's certificate of merit (Victoria). Basil also stated his brother had lost the sight of one eye through a stab he received in New York and had a scar on his temple, one on the wrist, two under the shoulder blade, and one on the thigh, and two bullet wounds in the leg. Basil’s quest was published in the Melbourne Herald and assistance was soon forthcoming to the Police. In June 1906 Gordon made his Will, leaving all his estate to his youngest son Victor. Mary was appointed Executrix and it was witnessed by Olive Huxley, married woman, and James Huxley, a pottery maker. James was subsequently killed in France in May 1918. Gordon and Mary have a second son, Basil Douglas born in Carlton in 1911 but he dies as toddler in 1913. At some point Gordon and Mary made their home at Eltham though official electoral roll records record them at Little Flinders Street Melbourne, employed as a caretaker and from 1906 in Brunswick as a decorator then painter. Eltham may have been a ‘holiday’ home but it seems Mary was actively engaged in the community as a newspaper report in the Advertiser in 1922 not long after Gordon’s death indicates Mary was one of the best known and best liked ladies of the Eltham district. She was actively engaged in all matters, tending towards the welfare of the district. At the time of Gordon’s death Mary was president of the Ladies' Public Hall Committee, responsible for the conduct of numerous, and successful entertainments. Gordon’s first and only legal wife, Jane Luxon Watts-Phillips nee Miller, died 6 November 1921 and was buried 8 November 1921 at Springvale Cemetery. Jane had lived 34 years in South Australia and 30 years in Victoria. With Jane now dead, Gordon was now officially a widower and just three weeks later, the retired master mariner of Eltham at age 55 remarried Mary, 42, of 174 Hickford Street, East Brunswick on the 29th November 1921 in the Parish of St Cuthbert, East Brunswick. Gordon died at their home, ‘The Rest’, at 174 Hickford Street, East Brunswick on February 9, 1922 and was buried at Eltham Cemetery on February 11. An interesting link is established with the heavy floods of August 1891 by the erection of a tombstone in the Eltham cemetery. The stone bears the inscription: - “In loving memory of (Captain) Gordon, dearly beloved husband of Mary Watts Phillips. Died 9th February 1922, aged 62 years." Beside the stone is a replica, carved in a marble scroll, of the Royal Humane Society of Australia's Certificate of merit. Part of the wording of this certificate is as follows:- “At a general court of directors holder at the offices of the society at Melbourne on the 6th day of September 1891, it was resolved that the courage and humanity displayed by Gordon Watts Phillips aged 30-years captain of S.S. Omeo, Sale, in rescuing many families from drowning during the heavy floods on Thomson River on 3rd and 4th of August 1891 call for the admiration of the court, and justly entitles him to the certificate of merit of this society, which is hereby awarded." Unbeknownst to Gordon, his second and subsequent legal marriage to Mary initiated a revocation of his Will of 1906, which had solely benefited his son Victor. Consequently, Mary had to apply for Letters of Administration and the only legal beneficiaries would be Mary and his two children by Jane. On June 18, 1940, at age 61, Mary married 70-year-old Arthur Ernest Fenn in Melbourne. Unfortunately for her, Arthur died a year later in July 1941 and was buried in the Cohuna Cemetery near Echuca. Mary lived a further 8 years, passing away suddenly July 4, 1948 in Carlton, and was buried July 7 with her beloved husband Gordon, at Eltham Cemetery. Beechworth Town Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. The building was made of granite and constructed to local builders Donald and William Fiddes. The original front to the building was replaced by a two story facade in 1889 designed by George Jobbins and built by Thomas Sandham according to a plaque on the front. The Town Hall is remarkable for its vaulted ceilings and columns. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. Among the inmates was notorious bushranger Harry Power who was originally transported to Van Dieman’s Land for stealing a pair of shoes. He gained his freedom six years later but spent time in and out of gaol for the rest of his life for a variety of offences including a number of armed robberies. The Town Hall is now home to the Visitor Information Centre which helps visitors with amongst other things, accommodation, tours, event enquiries, and is the commencement point for Precinct walking tours. The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct. It is of considerable historical significance as activity on the site dates from Australia’s gold rush period and was the administrative centre for north-eastern Victoria. The building has seen continual use from 1858 as an important public building and displays many aspects of the history of law enforcement in Victoria. The building is also of substantial architectural significance for its construction from local honey coloured granite, which also showcases early stone masonry techniques and craftsmanship. The Precinct is listed on the Victorian Heritage register and is protected by Heritage Victoria under the Victorian Heritage Act 2017. The buildings are also registered by the National Estate, the National Trust and protected by Indigo Shire Council’s Planning Scheme. Broadmeadows was home to the major army training camp for the Australian Imperial Force. The land was previously known as Mornington Park. It was a wide field, suitable for military practice, including training for the Light Horse regiments. It is the current location of the Maygar Army Barracks on Camp Road in Broadmeadows. To reach the camp, soldiers marched from Victoria Barracks in St Kilda Road and headed north up Sydney Road, only resting near Fawkner Cemetery. Soldiers slept in tents and food was basic. Training was hard, but it did not prepare soldiers for a modern war with machine guns, gas, shells and aeroplanes – technology that did not exist in previous wars. Some men only completed a few months training before departing on troopships from Port Melbourne. Once overseas, some soldiers received further training in Egypt. Queen Victoria was born at Kensington Palace, London, on 24 May 1819. She was the only daughter of Edward, Duke of Kent, the fourth son of George III. Her father died shortly after her birth and she became heir to the throne because the three uncles who were ahead of her in the succession - George IV, Frederick Duke of York, and William IV - had no legitimate children who survived. Warmhearted and lively, Victoria had a gift for drawing and painting; educated by a governess at home, she was a natural diarist and kept a regular journal throughout her life. On William IV's death in 1837, she became Queen at the age of 18. Queen Victoria is associated with Britain's great age of industrial expansion, economic progress and, especially, empire. At her death, it was said, Britain had a worldwide empire on which the sun never set. In the early part of her reign, she was influenced by two men: her first Prime Minister, Lord Melbourne, and then her husband, Prince Albert, whom she married in 1840. Both men taught her much about how to be a ruler in a 'constitutional monarchy, in which the monarch had very few powers but could use much influence. Albert took an active interest in the arts, science, trade and industry; the project for which he is best remembered was the Great Exhibition of 1851, the profits from which helped to establish the South Kensington museums complex in London. Her marriage to Prince Albert produced nine children between 1840 and 1857. Most of her children married into other Royal families in Europe. Edward VII (born 1841), married Alexandra, daughter of Christian IX of Denmark. Alfred, Duke of Edinburgh and of Saxe-Coburg and Gotha (born 1844) married Marie of Russia. Helena (born 1846) married Christian of Schleswig-Holstein. Louise (born 1848) married John Campbell, 9th Duke of Argyll. Beatrice (born 1857) married Henry of Battenberg. Victoria bought Osborne House (later presented to the nation by Edward VII) on the Isle of Wight as a family home in 1845, and Albert bought Balmoral in 1852. Victoria was deeply attached to her husband and she sank into depression after he died, aged 42, in 1861. She had lost a devoted husband and her principal trusted adviser in affairs of state. For the rest of her reign she wore black. Until the late 1860s she rarely appeared in public; although she never neglected her official Correspondence, and continued to give audiences to her ministers and official visitors, she was reluctant to resume a full public life. She was persuaded to open Parliament in person in 1866 and 1867, but she was widely criticised for living in seclusion and quite a strong republican movement developed. Seven attempts were made on Victoria's life, between 1840 and 1882 - her courageous attitude towards these attacks greatly strengthened her popularity. With time, the private urgings of her family and the flattering attention of Benjamin Disraeli, Prime Minister in 1868 and from 1874 to 1880, the Queen gradually resumed her public duties. In foreign policy, the Queen's influence during the middle years of her reign was generally used to support peace and reconciliation. In 1864, Victoria pressed her ministers not to intervene in the Prussia-Denmark war, and her letter to the German Emperor (whose son had married her daughter) in 1875 helped to avert a second Franco-German war. On the Eastern Question in the 1870s - the issue of Britain's policy towards the declining Turkish Empire in Europe - Victoria (unlike Gladstone) believed that Britain, while pressing for necessary reforms, ought to uphold Turkish hegemony as a bulwark of stability against Russia, and maintain bi-partisanship at a time when Britain could be involved in war. Victoria's popularity grew with the increasing imperial sentiment from the 1870s onwards. After the Indian Mutiny of 1857, the government of India was transferred from the East India Company to the Crown, with the position of Governor-General upgraded to Viceroy, and in 1877 Victoria became Empress of India under the Royal Titles Act passed by Disraeli's government. During Victoria's long reign, direct political power moved away from the sovereign. A series of Acts broadened the social and economic base of the electorate. These acts included the Second Reform Act of 1867; the introduction of the secret ballot in 1872, which made it impossible to pressurise voters by bribery or intimidation; and the Representation of the Peoples Act of 1884 - all householders and lodgers in accommodation worth at least £10 a year, and occupiers of land worth £10 a year, were entitled to vote. Despite this decline in the Sovereign's power, Victoria showed that a monarch who had a high level of prestige and who was prepared to master the details of political life could exert an important influence. This was demonstrated by her mediation between the Commons and the Lords, during the acrimonious passing of the Irish Church Disestablishment Act of 1869 and the 1884 Reform Act. It was during Victoria's reign that the modern idea of the constitutional monarch, whose role was to remain above political parties, began to evolve. But Victoria herself was not always non-partisan and she took the opportunity to give her opinions, sometimes very forcefully, in private. After the Second Reform Act of 1867, and the growth of the two-party (Liberal and Conservative) system, the Queen's room for manoeuvre decreased. Her freedom to choose which individual should occupy the premiership was increasingly restricted. In 1880, she tried, unsuccessfully, to stop William Gladstone - whom she disliked as much as she admired Disraeli and whose policies she distrusted - from becoming Prime Minister. She much preferred the Marquess of Hartington, another statesman from the Liberal party which had just won the general election. She did not get her way. She was a very strong supporter of the Empire, which brought her closer both to Disraeli and to the Marquess of Salisbury, her last Prime Minister. Although conservative in some respects - like many at the time she opposed giving women the vote - on social issues, she tended to favour measures to improve the lot of the poor, such as the Royal Commission on housing. She also supported many charities involved in education, hospitals and other areas. Victoria and her family travelled and were seen on an unprecedented scale, thanks to transport improvements and other technical changes such as the spread of newspapers and the invention of photography. Victoria was the first reigning monarch to use trains - she made her first train journey in 1842. In her later years, she became the symbol of the British Empire. Both the Golden (1887) and the Diamond (1897) Jubilees, held to celebrate the 50th and 60th anniversaries of the Queen's accession, were marked with great displays and public ceremonies. On both occasions, Colonial Conferences attended by the Prime Ministers of the self-governing colonies were held. Despite her advanced age, Victoria continued her duties to the end - including an official visit to Dublin in 1900. The Boer War in South Africa overshadowed the end of her reign. As in the Crimean War nearly half a century earlier, Victoria reviewed her troops and visited hospitals; she remained undaunted by British reverses during the campaign: 'We are not interested in the possibilities of defeat; they do not exist.' Victoria died at Osborne House on the Isle of Wight, on 22 January 1901 after a reign which lasted almost 64 years, then the longest in British history. Her son, Edward VII succeeded her. She was buried at Windsor beside Prince Albert, in the Frogmore Royal Mausoleum, which she had built for their final resting place. Chelsea Clock Company History: The Chelsea Clock Company is an American clock manufacturing company that started before 1880 with Joseph Henry Eastman who founded the Harvard Clock Company and produced 800 clocks of marine, carriage, shelf and banjo types. He went on to change the company name to the Boston Clock Company in 1884. After several name changes in 1897, the Chelsea Clock Company was finally founded. Clocks produced by Chelsea Clock Company have been found in the White House, on US Naval Ships, and in homes and offices around the world. After the company first began life as the Harvard Clock Company, it was named the Boston Clock Company, the Eastman Clock Company before finally becoming the Chelsea Clock Company in July of 1897. The company had developed many patents and innervations over these years and between 1939 and 1946 during World War II they were awarded contracts by the U.S Maritime Commission and produced vast numbers of clocks for both merchant and naval ships. U.S Maritime Commission History: The United States Maritime Commission (MARCOM) was an independent executive agency of the U.S. federal government that was created by the Merchant Marine Act of 1936, and replaced the United States Shipping Board which had existed since World War I. It was intended to formulate a merchant shipbuilding program to design and build five hundred modern merchant cargo ships to replace the World War I vintage vessels that comprised the bulk of the United States Merchant Marine, and to administer a subsidy system authorized by the Act to offset the cost differential between building in the U.S. and operating ships under the American flag. It also formed the United States Maritime Service for the training of seagoing ship's officers to man the new fleet. The purpose of the Maritime Commission was to formulate a merchant shipbuilding program to design and then have built over a ten-year period 900 modern fast merchant cargo ships which would replace the World War I-vintage vessels Those ships were intended to be then leased to U.S. shipping companies for their use in the foreign seagoing trades the aim was to offer better and more economical freight services. The ships were also intended to serve as a reserve naval auxiliary force in the event of armed conflict which was a duty the U.S. merchant fleet had often filled throughout the years since the Revolutionary War. From 1939 through the end of World War II, the Maritime Commission funded and administered the largest and most successful merchant shipbuilding effort in world history, producing ships for both navy and merchant marine. By the end of the war, U.S. shipyards working under Maritime Commission contracts had built a total of 5,777 ocean-going merchant and naval ships. In early 1942 both the training and licensing was transferred to the U.S. Coast Guard for administration, then later to the Maritime Service final responsibility was conveyed to the newly created War Shipping Administration which was created to oversee the operation of merchant ships being built by the Emergency Program to meet the needs of the U.S. Armed Services. With the end of World War II, both the Emergency and Long Range shipbuilding programs were terminated as there were far too many merchant vessels now for the Nation's peacetime needs. In 1946, the Merchant Ship Sales Act was passed to sell off a large portion of the ships built during the war to commercial buyers, both domestic and foreign. The U.S Maritime Commission was officially disbanded on May 24th 1950. These clocks were to be found on all ships made in American for the war effort between 1939 and 1946. They are a significant reminder of the sacrifice by those who served in the merchant marine and the navy’s during the Second World War. This item was found in the Bar area of the Flying Angels Club at 717 Flinders St. The inscription "Sailors' Home" may refer to either the establishment formerly on Spencer St or later on Siddeley St built in 1903 and used until 1963. The Sailors' Home and Sailors' Rest were established in various locations in Melbourne and in Williamstown throughout the late19th century and early 20th century. It was of significance as a feature of the township that for some years was the main point of arrival in the early days before establishment and early days of Melbourne. Hugh Ronald Reid, member of the Melbourne Harbour Trust, was a founder of the Sailors' Home. This earthenware dinner plate was donated by Lorna Jensen. It had belonged to her father Wally O’Brien, who was a cyclist and had ridden in the long Melbourne to Warrnambool Cycle Classic twice. Wally was given this plate by a diving friend who had recovered it from the wreck of the LOCH ARD, on the southwest coast of Victoria. The plate had been sitting in Lorna’s mum’s china cabinet until recently when she and her husband drove to Warrnambool to donate it to Flagstaff Hill Maritime Village. When they stopped at a friend’s home along the way the friend removed it from its plastic bag and tea towel and carefully wrapped it in protective packaging for the rest of its journey. The plate is very similar to other plates recovered from the wreck of the LOCH ARD. It is uncertain whether the plates were personal belongings or part of the cargo. The Asiatic Pheasant pattern is a transfer design and was the most popular design of the 19th-century Victorian era. It is still being produced today. The design was produced as high-quality, decorative dinnerware by the potters in the Staffordshire, England, area from the late 1830s, but no one is sure exactly who the original designer was. The industrial age made the production of this design more affordable to the ordinary person who purchased and proudly displayed settings in their homes. The high demand for production resulted in the loss of quality in both potting and design, particularly between 1860-1914 when the design reached its height of popularity, and the results were often a poor match for the earlier pieces’ quality and detail. Some engravers would make copies of the Asiatic Pheasant design (and other designs) onto copper plates and sell them to more than one pottery producer (the Copyright Act of 1842 was intended to control this very thing). Consequently, the list of Makers’ Marks associated with the Asiatic Pheasant is well over 100. A single pottery factory could have several owners, all with their own Marks. These factors all make the dating of pieces difficult. Also, after 1891, pieces produced for export were required to be stamped with “ENGLAND”, but pieces produced for the domestic market in England did not need this stamp, so early pieces and pieces produced for the domestic market would all be without the “ENGLAND” stamp, confusing the matter. Over time the body shape of the pieces changed, the feathered, curved and fluted edges giving way to simpler, cheaper oblong shapes. The LOCH ARD belonged to the famous Loch Line which sailed many ships from England to Australia. Built in Glasgow by Barclay, Curdle and Co. in 1873, the LOCH ARD was a three-masted square-rigged iron sailing ship. The ship measured 262ft 7" (79.87m) in length, 38ft (11.58m) in width, 23ft (7m) in depth and had a gross tonnage of 1693 tons. The LOCH ARD's main mast measured a massive 150ft (45.7m) in height. LOCH ARD made three trips to Australia and one trip to Calcutta before its final voyage. LOCH ARD left England on March 2, 1878, under the command of Captain Gibbs, a newly married, 29-year-old. She was bound for Melbourne with a crew of 37, plus 17 passengers and a load of cargo. The general cargo reflected the affluence of Melbourne at the time. On board were straw hats, umbrellas, perfumes, clay pipes, pianos, clocks, confectionary, linen and candles, as well as a heavier load of railway irons, cement, lead and copper. There were items included that were intended for display in the Melbourne International Exhibition in 1880. The voyage to Port Phillip was long but uneventful. At 3 am on June 1, 1878, Captain Gibbs was expecting to see land and the passengers were becoming excited as they prepared to view their new homeland in the early morning. But LOCH ARD was running into a fog which greatly reduced visibility. Captain Gibbs was becoming anxious as there was no sign of land or the Cape Otway lighthouse. At 4 am the fog lifted. A man aloft announced that he could see breakers. The sheer cliffs of Victoria's west coast came into view, and Captain Gibbs realised that the ship was much closer to them than expected. He ordered as much sail to be set as time would permit and then attempted to steer the vessel out to sea. On coming head-on into the wind, the ship lost momentum, the sails fell limp and LOCH ARD's bow swung back. Gibbs then ordered the anchors to be released in an attempt to hold their position. The anchors sank some 50 fathoms - but did not hold. By this time LOCH ARD was among the breakers and the tall cliffs of Mutton Bird Island rose behind the ship. Just half a mile from the coast, the ship's bow was suddenly pulled around by the anchor. The captain tried to tack out to sea, but the ship struck a reef at the base of Mutton Bird Island, near Port Campbell. Waves broke over the ship and the top deck was loosened from the hull. The masts and rigging came crashing down knocking passengers and crew overboard. When a lifeboat was finally launched, it crashed into the side of LOCH ARD and capsized. Tom Pearce, who had launched the boat, managed to cling to its overturned hull and shelter beneath it. He drifted out to sea and then on the flood tide came into what is now known as LOCH ARD Gorge. He swam to shore, bruised and dazed, and found a cave in which to shelter. Some of the crew stayed below deck to shelter from the falling rigging but drowned when the ship slipped off the reef into deeper water. Eva Carmichael had raced onto deck to find out what was happening only to be confronted by towering cliffs looming above the stricken ship. In all the chaos, Captain Gibbs grabbed Eva and said, "If you are saved Eva, let my dear wife know that I died like a sailor". That was the last Eva Carmichael saw of the captain. She was swept off the ship by a huge wave. Eva saw Tom Pearce on a small rocky beach and yelled to attract his attention. He dived in and swam to the exhausted woman and dragged her to shore. He took her to the cave and broke open a case of brandy which had washed up on the beach. He opened a bottle to revive the unconscious woman. A few hours later Tom scaled a cliff in search of help. He followed hoof prints and came by chance upon two men from nearby Glenample Station three and a half miles away. In a state of exhaustion, he told the men of the tragedy. Tom returned to the gorge while the two men rode back to the station to get help. By the time they reached LOCH ARD Gorge, it was cold and dark. The two shipwreck survivors were taken to Glenample Station to recover. Eva stayed at the station for six weeks before returning to Ireland, this time by steamship. In Melbourne, Tom Pearce received a hero's welcome. He was presented with the first gold medal of the Royal Humane Society of Victoria and a £1000 cheque from the Victorian Government. Concerts were performed to honour the young man's bravery and to raise money for those who lost family in the LOCH ARD disaster. Of the 54 crew members and passengers on board, only two survived: the apprentice, Tom Pearce and the young woman passenger, Eva Carmichael, who lost all of her family in the tragedy. Ten days after the LOCH ARD tragedy, salvage rights to the wreck were sold at auction for £2,120. Cargo valued at £3,000 was salvaged and placed on the beach, but most washed back into the sea when another storm developed. The wreck of LOCH ARD still lies at the base of Mutton Bird Island. Much of the cargo has now been salvaged and some were washed up into what is now known as LOCH ARD Gorge. Cargo and artefacts have also been illegally salvaged over many years before protective legislation was introduced. One of the most unlikely pieces of cargo to have survived the shipwreck was a Minton porcelain peacock - one of only nine in the world. The peacock was destined for the Melbourne International Exhibition in 1880. It had been well packed, which gave it adequate protection during the violent storm. Today, the Minton peacock can be seen at the Flagstaff Hill Maritime Museum in Warrnambool. From Australia's most dramatic shipwreck, it has now become Australia's most valuable shipwreck artefact and is one of very few 'objects' on the Victorian State Heritage Register.Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The picture was framed by business, Leighton House, paint and art merchants at 346 Little Collins Street, Melbourne. It was made to order, number 6777. The business was also called The Leighton Gallery of Art and was owned by W & G Dean Pty Ltd. The phone number on the label "MU 8291" indicates that the picture was framed circa the 1960s or earlier, during the time that Melbourne was using 6-0digit alpha-numeric numbers. Below the picture is an excerpt of a hymn "The Head that Once was Crowned with Thorns" by Thomas Kelly: The head that once was crowned with thorns Is crowned with glory now; A royal diadem adorns The mighty Victor's brow. The Cross He bore is life and heath, Though shame and death to Him; His people's hope, his people's wealth, Their everlasting theme. This picture was part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Place, Williamstown, Victoria. THE MISSIONS TO SEAMEN (Brief History: for more, see our Reg. No. 611, Set of Pews) The Missions to Seamen, an Anglican charity, has served seafarers of the world since 1856 in Great Britain. It symbol is a Flying Angel, inspired by a Bible verse. Today there are centr4es in over 200 ports world-wide where seamen of all backgrounds are offered a warm welcome and provided with a wide range of facilities. In Victoria the orgainsation began in Williamstown in 1857. It was as a Sailors’ Church, also known as ‘Bethel’ or the ‘Floating Church’. Its location was an old hulk floating in Hobson’s Bay, Port of Melbourne. It soon became part of the Missions to Seamen, Victoria. In the year 2000 the organisation, now named Mission to Seafarers, still operated locally in Melbourne, Portland, Geelong and Hastings. The Ladies’ Harbour Lights Guild was formed in 1906 to support the Missions to Seamen in Melbourne and other centres such as Williamstown. Two of the most significant ladies of the Guild were founder Ethel Augusta Godfrey and foundation member Alice Sibthorpe Tracy (who established a branch of the Guild in Warrnambool in 1920). The Guild continued its work until the 1960s. In 1943 a former Williamstown bank was purchased for the Missions to Seaman Club. The chapel was named St Nicholas’ Seamen’s Church and was supported by the Ladies’ Harbour Lights Guild, the Williamstown Lightkeepers’ Auxiliary and the League of Soldiers’ and Sailors’ Friends. It ceased operation in 1966. A Missions to Seamen Chapel and Recreation Room was a significant feature of ports during the late 1800s and into the 1900s. It seemed appropriate for Flagstaff Hill to include such a representation within the new Maritime Village, so the Melbourne Board of Management of Missions to Seamen Victoria gave its permission on 21st May 1979 for the entire furnishings of the Williamstown chapel to be transferred to Flagstaff Hill. The St Nicholas Seamen’s Church was officially opened on October 11, 1981 and closely resembles the Williamstown chapel. This picture is significant through its association with the St Nicholas' Mission to Seamen Church in Williamstown, Melbourne, established in 1857. The items in our collection from the Missions to Seamen in Williamstown, Victoria, have historical and social significance. They show that people of the 1800s and 1900s cared about the seafarers’ religious, moral, and social welfare, no matter what the religion, social status or nationality. It had its origins in Bristol, England when a Seamen's Mission was formed in 1837. The first Australian branch was started in 1856 by the Rev. Kerr Johnston, a Church of England clergyman, and operated from a hulk moored in Hobson’s Bay; later the Mission occupied buildings in Williamstown and Port Melbourne. He lived at 18, Wantirna Road .The article was contributed by J.K.McCaskill, JP. a mayor of Ringwood in the years between 1924-1951.Transcript: "The death occurred of Joseph Richard Sanders, 18 Wantirna Rd, Ringwood, on Wednesday, 21st October 1959, in his 87th year, marks the passing of another of Ringwood’s early pioneers. He was born in Collingwood in August 1873 and came to Ringwood with his parents when 15 months old. They made their home on land on what is now known as Jubilee Park (Fuller particulars of this Park will appear in ‘The Mail’ at a later date, also reference will be made to Wantirna Rd, in the early days it was known as West Prussia Rd). Joe went to the school held in the old homestead and orchard of Mr. Mills, just through the Heatherdale Road railway gates. He remembered many of the scholars, some of the boys and girls had to walk three and four miles to school through rough scrub paddocks in all kinds of weather. During the lunch hour a few of the boys generally went to the creek to fish for eels and would be late in getting back to school, greatly to the annoyance of the teacher. One day the fishing was good, and the boys rather reluctantly returned to the school late as usual. The teacher was furious and made them stand in front of the class but before inflicting punishment she called out to one of the boys to throw out that dirty bag he was holding. The lad gave the bag a shake and out wriggled a snake. There was immediately a general stampede from the classroom, led by the teacher. The school was closed for the rest of the afternoon. Another incident related to a few tramps who after the scholars had all gone home, generally camped for the night in an old back room in the homestead. One of the boys put a little gunpowder in this old fireplace and when the tramps lit the fire to boil their billies the old chimney and part of the old wall just collapsed. Joe, after leaving school, worked around the district for some time and later left Ringwood to live in other suburbs. He at one time was employed at the Aust Glass Works, and later as a carpenter worked on building the dome of the Railway Station at Flinders St. He married a Miss E. M. Wood in 1901 at Richmond and a few years afterwards returned to Ringwood and resided at No. 18 Wantirna Rd., where he reared a family' of three girls (Alice, Ethel, Joyce) and two boys (Robert and Joe). Joe recalled many interesting events of earlier years, such as the duplication of the railway line, and the cutting back of the embankment at the Goods Shed, the earth being used to heighten up the railway bridge over Wantirna Rd. The brickworks at Ringwood East and reference to early land surveys, the using of the heavy chain links before the use of the theodolite became general, and the many neighbours and friends whom he knew. He was interested in local public affairs and was fond of fishing. These birds’ eggs were collected by Charles Brittlebank before 1910 but at this stage it is not known from which area they came. English-born Charles Brittlebank was a naturalist interested in ornithology, geology and mycology. He was the Government Plant Pathologist for Victoria from 1913 to 1924. He was the first to discover evidence of glaciation in the Werribee Gorge and published many papers on this subject and other aspects of natural history. It is not known when Charles Brittlebank was in the Warrnambool area or the origin of the birds’ eggs but it a very interesting (and perhaps rare) historical collection. .1 Birds’ Eggs - There are 27 eggs, either whole or partial specimens, contained in a box with home–made cardboard partitions. Ten are intact and the rest are broken. Eight are white and the remainder are speckled. The eggs are resting on a turquoise-coloured piece of material .2 Nest – This is woven from hair and fine twigs and is filled with white wool-like fragments .3 Letter – These are two sheets of writing paper with handwritten information in blue ink. .4 Envelope - This is a small envelope which contained the sheets of paper (.3 above) and the front has handwritten material in blue ink..3 ‘To whom it may concern – I hereby declare that these eggs were collected before 1910, and were part of a collection of the late Charles Brittlebank which is now in the Melbourne Museum. This electric washing machine was typical of the machines in the homes of Mt Beauty during the 1950's. This one has a wringer attached enabling the washing to be pushed through squeezing the water out after washing.Mt Beauty township was constructed in the early 1950s with electricity connected. Residents were employees of the State Electricity Commission of Victoria and worked on the Kiewa Hydro Electric Scheme.Metal green cylinder standing on 4 roller coasters. Cylinder has 3 sections - bottom short & yellow, the rest divided into 2, each section is held by a strip of steel bracing. The top section of the cylinder is hollow with a stainless steel metal agitator with 3 'wings'. The cylinder has a rotatable switch on the outside and a moveable knob. Opposite on the outside is a metal pipe widening to the wringer which hangs above the cylinder. The green wringer has 2 cloth covered cylinders that can be separated by moving knobs. A flat stainless steel curved flat surface comes out at an angle below the cloth cylinder. An electric cord is attached. The victims were three men. A fourth man is feared to be dead. Another bushfire. sparked off by the heatwave sizzling over south-eastern Australia, is burning out of control in the Kosciusko State Park, in the Snowy Mountains. Firefighters fear that if it reaches pine forests up the Yarrangobilly River, they will be powerless to stop it. The three victims of the North Eltbam fire were trapped by flames in a valley. Their bodies were found only a few yards apart. They were named by police tonight as Mr. George Crowe, 78, of North Eltham, William John Ewers, 64, and John Laurence Coleman, 31, both of Eltham. The other two have not been identified. They are believed to be a man aged about 40 and an 18-year-old youth. At least 12 homes were destroyed by the fire, the worst in Victoria since 1962, when eight lives were lost and hundreds of homes burnt down at Warrandyte. At one time the township of Eltham was threatened, but a cool change swept in from the south and held back the wall of flames. More than 100 dogs, worth about £4,000, died when the fire raced through two kennels in Short Street, Eltham. and Upper Glen Park Road, North Eltham. A trickle of water Residents ran into the streets as the blaze raced towards their houses. Others frantically dug firebreaks around their homes. Mrs. Sue Recourt wept when firemen arrived while she was vainly trying to stop the flames with a trickle of water from the garden hose. A stack of firewood was blazing, but the firemen managed to save the house and rescue four goats. Many homes in Eltham were saved after flames had crept to within feet of their fences. Students at North Eltham State School had to be evacuated when the blaze threatened the building. Fire fighters were severely hampered by lack of water and narrow roads. The blaze, which began in above century heat, turned toward Wattle Glen, where two houses were gutted. Then the flames raced towards Hurstbridge to the north. Firemen battling desperately, controlled the fire late this afternoon. On that day one pilot up in a spotter plane said afterwards: "It seemed at times that half the State was on fire." This time, for three days on end, Gippsland men, women and children had moments of conviction that their towns would have blackened into anonymity before the weekend was out. The week began with horror at Eltham on the North-eastern edge of Melbourne. Eltham today is something of an artists' colony. Oil painters, water colourists, potters and sculptors proliferate. A number of University folk have emulated the example of Professor MacMahon Ball who pioneered the way by moving to Eltham and carving a home out of the bush in the thirties. Innermost Eltham is barely 14 miles from the G.P.O. Farthest Eltham stretches miles beyond. It served to illustrate the tragi-ludicrous truncation of Victoria's fire control. Part of Eltham is under the protection of the Melbourne Fire Brigade. But this responsibility ceases at some invisible and incomprehensible line — apparently determined by the meanderings of the water mains. At this point everybody's property throughout the rest of Eltham is dependent on the Country Fire Authority. Half an hour before midday on Wednesday, a fire suddenly started on the West side of Upper Glen road on the edge of Eltham. Before the fire brigade could arrive, it was burning on a widening front through timber and high grass north of Eltham. Two wind changes in rapid succession saw the fire leaping Diamond Creek. With a freshening wind it struck home after home in three streets. More than one of them exploded suddenly as if hit by an incendiary bomb. There is no piped gas in the Eltham area, hence many housewives use bottle gas. The flames outside caused the bottles to explode. Altogether twelve homes were completely incinerated and four more were badly damaged. Thirty prize dogs perished. About three hours after the fire started it raced suddenly down a gully hillside trapping an elderly man. Two other men apparently raced to the rescue. Flames caught the three men within yards of each other, not 200 yards off the Upper Glen Park Road where safety lay. They were burned to death. Next evening an angry and convincing secretary of the Fire Brigade Union, Mr. W. M. Webber, came on television and appealed to the people of Victoria to end the ridiculous and dangerous dualism in fire-fighting control. The Eltham fire, he said, had precisely illustrated the situation. The Metropolitan Fire Brigade area touched Eltham, but where the fire had gutted and killed, was just outside its area. Mr. Webber said his union had constantly urged one authority for the State with a complete reorganisation of fire protection. On Wednesday the union had repeated its call for an inquiry into fire protection in Victoria to the Chief Secretary, Mr Rylah. "No matter how close the liaison between the two organisations, there are always divided sections of thinking," Mr. Webber told viewers. "I don't know how much tragedy the com-munity can take before it demands that it is properly protected." Rumours that differences in gauge between taps and hose nozzles (as between the two authorities) accentuated the damage were denied by fire chiefs who said that all appliances were now carrying adaptors so that hoses could be linked to mains everywhere. But there is grave concern in the Metropolitan Fire Brigade's higher councils at the action of several Federal authorities with projects in and around Melbourne. They are installing non-standard equipment without reference to the State authorities or any dovetailing of appliances and equipment. Public alarm was not diminished by the publication on Friday and Saturday of a heart tearing letter from the young widow of John Lawrence Coleman, 31 year old father of two, who had died in the flames apparently trying to rescue the old man trapped in the gully. By that time, a Vast area of Gippsland was in flames and the troops had been sent in to back up the overworked and often helpless fire-fighters. By Saturday, the Leader of the Opposition, Mr. Stoneham, who has previously demanded a Royal Commission into fire-fighting arrangements, repeated his demand. To add to the Chief Secretary's worries he was publicly rebuked for allegedly implying on television that lives had been lost at Eltham because people went to the wrong place at the wrong time. In a letter to the Press, Professor MacMahon Ball pointed out that two of the men involved were experienced bushmen who had gone "to help an old man in great danger fully aware of the danger to themselves". As Victoria faced its sixth day of total State-wide fire ban, it looked likely that even official resistance was not going to silence the demand for one central authority to control the fire fiend. At the moment, the 400 square miles where two million Victorians live in Greater Melbourne are divorced from the rest of the State in planning, communications, equipment and control of personnel. No one doubts the whole-hearted co-operation and willingness to back each other up of the M.F.B. and the C.F.A., both at top-level and among the firemen themselves. However, when a city straggles so deeply into the country side, the absence of a single authority, to oversee and analyse the fire threat as a whole, suggests suicidal policy of divide and fuel.
