Melbourne Legacy
Document - Report, Annual Review of Operations 1987, 1987
This document is a review of Legacy operations for 1987. It highlights areas of Legacy operations that could be improved upon, and makes suggestions/recomendations on how to achieve these goals. For example - Paper No 1. Recruiting Korea, Malaya, Vietnam Legatees. Paper No 2 Retention of Korea, Malaya, Vietnam Legatees. Example 2. Paper No 5. Widows Assistance to Legatees, widows helping other widows in need eg. home/hospital visits, bereavement calls. Example 3. Paper 7a. HDCC Planning For the Future - 12th April 1986. How Legacy may be able to assist handicapped/disabled children and the parent caring for the child. Nine papers were presented for this review plus appendices. As Legatee numbers dwindle the thoughts behind the review are how to maintain the relevance and assistance of Legacy into the future. It was thought that a time span of three years projecting into the future was a suitable time frame. Therefore changes to be made would not have to be as dramatic or confronting if a greater time span of say five years was used.Set of reports and letters in a light blue cardboard cover, 44 white pages bound by blue binding tape.annual summary, planning, objectives -

Film - Video (DVD), Nillumbik Shire Council, Edendale Farm Community Environment Centre: History, c.2009
EDENDALE FARM Edendale Farm is Nillumbik Shire Council's environment centre situated in Gastons Road, Eltham between the railway and the Diamond Creek. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Later owners included J.W. Cox, the Gaston family and D. Mummery. In the 1980s the Eltham Shire Council purchased the site for use as a Council depot, but this use did not proceed. Subsequently, it was used as the Council pound. The Edendale Farm Pet Education and Retention Centre was established in the summer of 1988/1989 and was set up to replace the existing dog kennels with a high standard pet retention centre. The design style of the building was established to compliment the features of the existing house. It was equipped with 10 retention pens, a veterinary room and a pet education area where school children and other interested parties learnt about pet care procedures. It was later developed into a community farm and was run by an advisory committee and in 2000 it became an Environment Centre. In early 2006 an advisory committee was established for the development of a master plan for future development at Edendale Farm. The committee included Russell Yeoman, a former long-time shire planner and founding member of the Eltham District Historical Society. At the time of filming the Master Plan and future for Edendale was about continuing to develop Edendale as a centre of environment learning and looking at expanding displays and school program, running a lot more of life-long learning and workshops around sustainable living.edendale community farm, eltham, gastons homestead, gastons road, shire of nillumbik, video recording -

Photograph - Photographic Technicians performing tasks at the Army Survey Regiment, c1970s
These eight photographs were most likely taken in the 1970s in Lithographic Squadron at the Army Survey Regiment, Fortuna, Bendigo. Photos .1P to .7P have the name of the technician written on the back. Photo .8P is not annotated. The equipment operated by the technicians is the KLIMCH Commodore camera. The main tasks undertaken by the technicians were most likely enlargements and reductions of map reproduction material. The KLIMSCH Commodore camera was introduced in 1953 and was the largest in the Southern Hemisphere. It was replaced with a new model of the same size in 1979. The new model with its computer-based interface provided productivity gains with improved speed and its consistent results led to less wastage in time and materials. Its variomat lens system provided improved retention of map feature linear weights during the camera reduction process. This is a set of photographs of technicians operating photographic reproduction equipment at the Army Survey Regiment, Bendigo c1970s. Report: Auditor-General, The Auditor-General, Audit Report No 3, 1990-91, Department of Defence, Australia's Army Reserve, 24/8/1990 (exact)
"The report highlights significant deficiencies in achieving the major objectives for the ARes that were set out in the Defence White Paper. It also identifies inadequacies in the organisation of the ARes, shortfalls in the level of resources required to maintain its effectiveness. It indicates a need for a major review of the structure and disposition of ARes units and asset holding. The ANAO has developed estimates of the cost of the ARes and these estimates indicate that the cost of training and supporting an ARes member for each day of service are substantially higher than for a ARA soldier. The report points to difficulties in recruitment and retention and the need to examine the role of women in the ARes. Training was not closely focused on the roles and objectives of the ARes and the subsequent evaluation of training activities could be improved."ISBN 0 644 13030 X army reserve, audit reports, auditor general, australian national audit office, defence reviews -

Administrative record - DIGO Map Library and Repromat Review 2004, Geospatial Analysis Centre, Bendigo, 25 Oct 2004
Prior to the digital revolution the only medium by which cartographic information could be reproduced and distributed on mass was via printed media. The final negatives (repromat) used to produce the printed products were the culmination of a complex cartographic process and were therefore carefully preserved and stored. Preservation of the so-called final negatives enabled subsequent reprinting with minimal cartographic intervention. Since the arrival of the Land Headquarters Cartographic Company at Fortuna in 1942 the repromat for all products produced by the Australian Survey Corps were carefully stored. With the disbandment of the Army Survey Regiment in 1996 the Defence Imagery and Geospatial Organisation (DIGO) inherited that repromat archive. It was immanent that the support for film based printing was ending so on 25 October 2004 a review was required to determine the way ahead for the repromat and paper maps stored in the DIGO Map Libraries. Most of these maps were produced by the Royal Australian Survey Corps. This report is the result of that review. The report recommends the disposal of the repromat and the retention of single map copies. Australian Nursing & Midwifery Federation
Australian Nursing Federation ratios campaign badge, 2003
Button distributed to and worn by Australian Nursing Federation (ANF) members and staff as part of a 2003-2004 campaign to secure minimum nurse staffing in the public healthcare sector. The '5-4-20' denotes a minimum of five nurses for twenty patients in a general medical or surgical ward. During this period, staffing ratios were secured as part of bargaining negotiations between unions and employer groups. After decades of campaigning from the ANF/ANMF, ratios were legislated for the public sector in Victoria with the passing of the Safe Patient Care (Nurse to Patient and Midwife to Patient) Bill in 2015. This campaign was featured in ANF Victorian Branch newsletters from late 2003 to early 2004. Entitled the '5-4-20 campaign', it was officially launched on 19 November 2003. Advertisements and shirts from the time featured the slogan, '5 nurses for 20 patients. Nothing less!' along with the ANF logo and illustrations by The Age cartoonist Ron Tandberg. The campaign was to promote the role of minimum nurse to patient ratios in ensuring patient safety and encouraging nurse recruitment and retention.Circular yellow, blue and red badge. Letter - Document, letter, 10/03/1943
Letter dated 10 March 1943 to the Melbourne and Metropolitan Board of Works about the retention of an internal water closet at 1267 Burke Road, Kew (Holmbush). Legacy accepted responsibility for any trouble which may arise through this fitting which was not directly supplied from a Storage Tank. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent.A record of written correspondence in 1943 especially concerning consulting the MMBW about sewer connections.File copy of a letter to MMBW about a WC at Holmbush on white quarto copy paper, with black type, two hole punched.Initialled in ink, possibly EB.residences, holmbush, holmbush administration -

Functional object - Hat Box, John Brush, Son & Co, 1920s
This sturdy, deep hat box has been carefully constructed to give the contents utmost protection in the roughest of travel conditions. At the same time, attention to detail and quality of materials makes the box an attractive, desirable and useful piece of luggage. The supports inside the hat box show that the hat’s brim dipped at the front and back in the popular 1920s Homburg or Derby style. The hat box was likely to have been purchased, complete with its fashionable hat and personalised with the initials ‘G.M.’. The five shipping labels on the hat box tell that the owner traveller overseas with it on more than one occasion. The owner had first travelled with the shipping line Peninsular & Orient Steam Navigation Company, and may have been one the first Australian passengers in 1932, as the remnant of label on the base reads Sydney. The owner later voyaged under the company’s new name of P & O. and travelled from at least one of the voyages from Melbourne to London The square label, with “P & O” and red printed “M” in centre of circle, refers to alphabetical organisation of baggage by surname, connecting the owner ‘G.M.’ to the owner’s voyage with P & O. The P & O shipping line’s early beginnings started with the partnership of London ship broker Brodie McGhie Willcox and Scottish sailor Arthur Anderson in 1822. The partnership was joined by Irish shipowner Captain Richard Bourne in 1835 and they began operation as the Peninsular & Orient Steam Navigation Company with a service between London- Spain - Portugal. In 1932 the company expanded to include Australia with its passenger services departing from Sydney; in 1840 the company was incorporated. After various take-overs of other shipping lines and businesses, it operated under the name P & O. JOHN BRUSH The hat box was made by Australian saddle designer and maker, John Brush, Sons & Co. Brush began his saddlery trade in Roma, Queensland, His designing process included consulting with the men who rode and worked the horses. He was described in the Sydney Morning Herald of December 15, 1897, as a leading Sydney saddler, well known and reliable, with every kind of English and Australian saddle on view. John Brush established his business in 1840, operating from 371 George Street Sydney. A catalogue from that era jointly advertises John Brush (371 George Sty Sydney) and Butlers & Brush (432-4 Queen Street Sydney), both under the name of Edward Butler & Co. Pty. Ltd. The catalogue included saddlery, harness equipment, riding wear and travel goods, and strongly promoted the Wienkek made saddles, which he distributed Australia wide. John Brush, So & co. advertised its ‘new’ address in 1887, as 403 George Street Sydney. In 1898 Brush made a side-saddle for a customer, a design popular with gentlewomen of the era. The business was still operating over 100 years later, producing a catalogue in the 1950s.This early 20th century hat box is significant for being one of a kind in our Collection. Its fitted design shows the shape of the hat, dating it from the 1920s men’s fashions. The hat box is significant for being a high quality hat box made in Sydney, Australia by prominent and successful early colonial saddler and leather goods business, John Brush, Son & Co. The labels on the outside of the hat box are also significant, representing the prosperous lifestyle of an Australian traveller who purchased quality goods and cared for them. The traveller was able to depart from firstly the Port of Sydney and later the Port of Melbourne. Hatbox, oval shape, brown leather, strong, sturdy construction, six pieces, and metal lock on base. Wide lid, then tapers to a narrower base that has a red leather trim. Brown velvet fabric lining inside and covers some accessories. Other internal accessories are trimmed with plain red paper and blue and white striped paper. The lid has two attached leather tabs and a leather handle and underneath it has a drawstring liner and oval, gold-lettered maker’s label. The internal oval box has a leather retention strap and brim support. Separate moulded brim support is included. A detached leather strap with catch is inside the base. Inscriptions are stamped on the lid, printed on the maker’s label, attached as printed paper labels to the lid, sides, and under the base. Maker is John Brush, Son & Co. of Sydney. The owner’s initials “G.M” are embossed on the lid.Stamped on lid “G. M.” Label, oval, inside lid “JOHN BRUSH, SON & CO. / MANUFACTURERS & IMPORTERS / of / SADDLERY AND HARNESS / 403, GEORGE ST. / SYDNEY” Label, paper: “BAGGAGE, MELBOURNE TO LONDON’, part of word ‘CABIN’ and “P & O” Label, square, white background, black print, circular emblem: ‘PE - - - - - & ORIEN-’, ‘STEAM NAVIATION COMPY.’ BAGGAGE’ and a red printed “M” in centre of circle. Buninyong had no railway station so residents would travel to Yendon to catch the train. The Yendon Railway Station building was demolished soon after this photograph was taken. The bluestone was purchased by John Vernon, and was used to construct retaining walls in a garden enclosure between the first two buildings at the new Ballarat Institute of Advanced Education campus at Mt Helen. This is now known as the courtyard between building 'F' and building 'G' at the University of Ballarat mt Helen Campus. The following article was published in the Ballarat Courier on 06 December 1968. 'Yendon Station to be demolished - The old bluestone railway station at Yendon is to be demolished. C.A.D. Fisken told Buninyong Shire Council of the proposal at its meeting yesterday. Fortunately, he said, the beautiful stonework would not be lost. It would be used and incorporated in the new School of Mines building at Mt Helen. the retention of the century-old building was the subject of representations by Council to the Railways following the closure of the station for goods traffic 'some time ago'. The building had also been noted by the National Trust as one of special interest. The Railways Department advised the meeting that an inspection had been made at the Yendon level crossing, but no recommendation could be made at present for installation of flashing light signals.'Bluestone building with dressed bluestone door and window jambs and chimney. The roof is corrugated iron. The platform edge is also of bluestone construction. The building is the former Yendon Railway Station (now demolished) on the Ballarat -Geelong main line (the original Melbourne to Ballarat mainline). When the line was opened, this station may have been originally called Buninyong as it was built a number of years before the Ballarat to Buninyong branch line was built. This this has subsequently caused some confusion. The station was later renamed Yendon. Verso in blue ballpoint pen 'No 47 Yendon Railway Stn' Stamped in purple ink 'N.L. Scales Weighing, early 1900's
Although these scales cannot be identified against a historical period of Australian development they are therefore placed in a time frame when commercial markings from manufacurers were not important enough to have domestic kitchen items labeled. These cast iron scales were made for domestic and possibly rural areas and not for cities where demand for known branded utensils was more an issue. These scales are very "basic" and not to the level of weighing detail that commercial scales had to be at. These scales do not show any visible markers for accurate measurement. The "near enough is good enough" principle can be related to these scales. These scales are significant as they identify one of the basic preparation items for the weighing of foodstuff before the televising of "cooking" shows (1960s onward). The meals for which quantity measurements are required for domestic cooking is not exact however the use of cup measurements for large dishes is tedious and these scales offer the capacity for a larger mixture and an easier method for the "cook". As the need for accurate measurements of ingrediants for rural domestic meals has in the past been not been critical the requirement of accuracy that these scales do not provide is of no consequence. Domestic kitchens in the Kiewa Valley and the type of meals produced would not have required the accuracy of ingrediants that "modern " international cuisines of the later 1900's require. These kitchen scale were used whenrecipes had the terms "pinch, dollop, squidge and smidgen" were about as accurate as most recipes needed to be.Black cast iron, medium weighing scales, with a two arm cradle. On one side of the cradle is a two half circle holding frame for the retention of the metal container scoop. This light weight steel scoop/dish allows for the weighing of loose grain or similar type material to be contained and held in place for establish its saleable contents. On the other side of the weighing cradle is a flat circular platform to hold various metal disc. All the disks used on this platform have their weight stamped on them. When the produced filled in the scoop balances with the metal weight on the opposite end of the balance match (visual horizontal appraisal) the appropriate quantity required is obtained. This scale does not have any visual markings on the arms to identify a true balance. It is therefore reasonable to assume that these scales were for domestic use only and not for commercial transactions. There are two weights that are useable with these scales, one is stamped "1 lB"(pound) and one stamped "1" and both are made as a solid round piece of cast metal. The smaller disc has a "1 lb" moulded and pressed form within a marked inner circle and a mouled ridge outer circle enclosure. The other weight is slightly larger and has a moulded "1" located on the top within a raised circular edge.domestic kitchen scales, weighing scales, metal scales -

Trophy
From 1884 College Cups were donated by the Old Collegians Association for the outstanding athlete amongst ‘present boys’ and ‘past boys’. It is obvious from written records and the inscriptions on the cups themselves that two cups were awarded to students – a Junior Cup and a Senior Cup.The Old Collegians Cup was a prestigious award presented in the early days of Ballarat College for private retention. At the Annual Sports Day almost the entire athletics program was devoted to the heats associated with the awarding of the College Cup (Senior) and the Old Collegians Cup. Competitors had to run in three handicapped races over 120, 250 and 440 yards respectively. So high was the regard for the winner of the Senior Cup that Old Collegians would refer to past events as happening 'in the year X won the College Cup'. The Ballarat Old Collegians Association notes in The Minervan 1913 that "each year the Association presents to the College Sports committee the College Cups (Senior and Junior), the Old Collegians Cup and the Veterans Plate. Raymond Dawson Vaughan attended Ballarat College under Principal Major John Garbutt until 1909. He was one of the first students to enrol in the new Agricultural Science Course at Ballarat High School in 1910. he completed this course with credits and high honours. After leaving school he was involved in agricultural and pastoral pursuits at Lorcan in the West Wimmera. Ray served in WW1 and was killed in action, aged 25, on 9 June 1917 at Messines. Photograph - Photographic Technicians performing tasks at the Army Headquarters Survey Regiment, c1960s
These eight photographs were most likely taken in the 1960s in Lithographic Squadron at the Army Headquarters Survey Regiment, Fortuna, Bendigo. Although Photo .1P is not annotated the remainder have the name of the technicians written on the back. The typed description pasted on the back of photo .5P states “Cpl R. MacKenzie of Bentley, Perth (WA) of the AHQ Survey Regt, located at “Fortuna”, Bendigo, (Vic). Has been in the Army for 5 years. He removes the lens cap from the 70 inch F16 lens of the giant KLIMSCH camera used in map making for the Army. The camera which was specially made for the Army in Germany is fully automatic and power operated. It is claimed to be one of the biggest automatic cameras of its type in the world. It was made to the specifications of the Aust Army Survey Corps to assist in the production of the very high standard maps for the Army. The AHQ Survey Regt also assists Commonwealth and other Govt departments in the printing of maps required other than for Army needs. The KLIMSCH camera is used for cartographic mapping photography.” This is a set of photographs of technicians operating photographic reproduction equipment at the Army Headquarters Survey Regiment, Bendigo c1960s. Newspaper, Stone Walls protected, 2015
Dry stone construction as a technique is used for much more than paddock walls. Across the volcanic plains of western Victoriaare marvelous sheep dips, stock loading ramps, huts, dams, retaining walls, and the rich and largely undiscovered heritage of indigenous dry stone structures. Dry stone walls indicate many aspects of our rural environment; the geological beginnings of the way the landscape was created, the patterns of early settlement by pastoralists and squatters, the types of stock that grazed the land and the methods of cattle and sheep management, of the efforts to thwart the spread of rabbits .... "For the casual but interested observer dry stone walls are good to look at, to photograph, to get up alongside and see the way they are constructed, to appreciate the varying shapes and sizes of stones and learn of the techniques of keeping often quite rounded stones in place. Apart from walls and other dry stone structures on grazing land we can also see dry stone techniques used in other places and in other phases of our history. Indigenous Australians have built, and continue to build, structures for shelter or hunting or trapping eels and fish in rivers and estuaries around the country. At spots around our coast line there is evidence of simple stone structures built by early maritime explorers. Prospectors in early mining encampments used dry stone construction to build retaining walls or the low walls of rudimentary shelters. If the future of dry stone walls in the Australian landscape is to be assured. wall owners and local governments have to accept and embrace their custodial role in assuring the preservation and celebration of walls. This is not an easy task, but, along with putting the necessary statutory mechanisms to ensure their retention, it is a task that must be pursued. The Dry Stone Walls Association of Australia has as its primary goal the increase in awareness of wall owners and local governments of the importance of dry stone walls. It also seeks to increase the level of training of skilled and semi skilled wallers, and the gaining of rudimentary skills by farmers so that they can maintain their own walls".
