From around circa 1850 Braybrook was already well established and became a staging point for prospectors on their way to the diggings. Local government for this rural area to the west of Melbourne came when the BRAYBROOK ROAD DISTRICT was proclaimed on 28 May 1860. This authority was superseded on 23 January 1871 with the formation of the SHIRE OF BRAYBROOK. The Shire of Braybrook existed for about 80 years during which time it experienced significant industrial growth. The Shire of Braybrook ceased to exist in 1951 when the CITY OF SUNSHINE was formed. The Coat of Arms informs the observer that the Shire of Braybrook was initially a rural area with its images of a cow, sheep, and hay. The reference to industry however probably does not indicate adequately the large growth in industrial activity that occurred within the Shire. Circular board of Masonite painted by A. H. Walker which is a true depiction of the Coat of Arms for the Shire of Braybrook. It is mainly blue, yellow and red coloured with black writing, and has images of a cow, sheep, and hay, and also indicates a reference to industry.Shire of Braybrook Victoria / Dieu Et Mon Droit / By Industry / A. This is a collection of photographs of former Shire / City secretaries and town clerks of the former Shire of Braybrook and City of Sunshine. Before modern CEOs existed in Victorian local government, the Shire / City Secretary or Clerk was the most senior administrative officer in a shire or city. They were effectively the chief executive, chief financial officer, and chief governance officer rolled into one. Below is a detailed breakdown of what a Shire / City Secretary traditionally did. 1. Chief Administrative Office The Shire Secretary managed the entire day‑to‑day operation of the shire, including: - Supervising all council staff - Implementing council decisions - Managing correspondence, records, and official documents - Ensuring services were delivered (roads, drainage, health, building, etc.) This is the historical equivalent of the CEO role described in modern council structures. 2. Governance and Council Support The Shire Secretary was responsible for: - Preparing agendas and minutes for council meetings - Advising councillors on legislation and procedures - Ensuring compliance with the Local Government Act - Managing elections and public notices This aligns with the governance responsibilities now embedded in the Local Government Act 2020. 3. Financial Management The Shire Secretary was also the shire’s chief financial officer: - Preparing budgets - Managing rates and revenue - Overseeing expenditure - Producing annual financial statements In many small shires, the Secretary also acted as Treasurer. 4. Public Interface The Shire Secretary was the main point of contact for the community: - Handling complaints and enquiries - Issuing permits and licences - Coordinating public works requests - Communicating council decisions to residents They were often the most recognisable council official in the district. 5. Strategic and Long‑Term Planning Although less formalised than today, the Secretary played a key role in: - Planning infrastructure - Advising on township development - Managing land records and valuations - Coordinating with state government departments This mirrors the strategic functions now assigned to CEOs under the Local Government Act.This collection of photographs shown all the men who served as the Shire Secretary, Town Clerk or CEO for the Shire of Braybrook or for the City of Sunshine.Sunshine Council July 2007 5452.01 - Shire of Braybrook Shire Secretary William 'Bill' Pullar 1860 - 1907.jpg 5452.02 - Shire of Braybrook Shire Secretary D. The Shire of Braybrook (1871–1951) was a vast, semi‑rural municipality stretching from Melton to West Melbourne, centred on the old Braybrook village at Solomon’s Ford. It transformed dramatically with the arrival of railways, the rise of Braybrook Junction/Sunshine, and the industrial boom driven by H.V. McKay’s Harvester Works. The area was first organised as the Braybrook Road District on 28th May 1860, after a public meeting at the Shamrock Hotel in Albion. The district was enormous, extending from Melton to Dynon Road on the West Melbourne swamp. Early settlement clustered around Solomon’s Ford on the Maribyrnong River, a key crossing for travelers heading to Geelong, Williamstown, and the goldfields. On 23rd January 1871, the Road District became the Shire of Braybrook. Council meetings were initially held in Maidstone, reflecting the early population centres. The Braybrook Shire Hall in Deer Park was built in 1885. That 1885 building was the first official hall and council offices for the Shire of Braybrook, long before the municipality shifted its centre of gravity toward Sunshine. It stood near the Deer Park Hotel and served as the administrative heart of the shire during the late 19th century. The Braybrook Shire Hall at Deer Park effectively closed as a council headquarters in 1930, when the Shire of Braybrook shifted its administrative centre to Sunshine. In 1951, the Shire of Braybrook was renamed the City of Sunshine, reflecting the shift of population and industry eastward. In 1994 - 1995 the Kennett Government reduced Victoria’s councils from 210 to 78, the largest restructuring of local government in the state’s history and this part of the City of Sunshine became the City of Brimbank. It is believed this extension table came from the Shire of Braybrook Shire Office located in Ballarat Road, Deer Park, opposite the Deer Park Hotel. Over the years this extension table was used in the Shire of Braybrook Shire Office Ballarat Road Deer Park, the Shire of Braybrook and City of Sunshine Memorial Hall Hampshire Road Sunshine and in the City of Sunshine Municipal Offices Alexandra Avenue Sunshine. Braybrook's history includes early white settlement in the 1840s, the establishment of the Braybrook Shire in 1871 and a period of industrial development in the late 1800s with activities like bluestone quarrying. In the 1950s the Housing Commission of Victoria developed Braybrook as a social housing hub for the post war population boom. The suburb has since seen a mix of community development, including the establishment of the Vietnamese Buddhist community's Quanh Minh Temple. The original Braybrook Shire became part of the City of Sunshine and then the City of Brimbank.Meeting At Sunshine & District Hist Society 5/4/2001 Mrs Pam Chapman Memories of History of Braybrookshire of braybrook, pam chapman
