The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council. Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. The promissory note issued at Belfast, now Port Fairy, Victoria by the “Bank of Victoria” is an early example of currency issued by a private bank. This note was issued in 1853 the same year that the bank commenced business in Belfast. Details of the first production of a banknote backed by the Australian Government occurred on 1 May 1913 following the "Australian Notes Act of 1910" (Australian National Museum). The first building the Bank of Victoria purchased in Belfast was of timber and later sold. Smith & Watts Architects advertised for tenders in the Melbourne Argus on Thursday 29/4/1869 for the erection of a substantial building that is now occupied by Moyne Shire Council in Cox Street. A meeting of the Directors of the Bank of Victoria elected on 1 October 1852. A ballot took place for four directors resulting in Wm. Highett Esq. Wm F. Splatt, Esq. M.L.C., Alex. Wilson, Esq. and W.H. Tuckett” elected as Directors. It was reported from a later meeting in “The Argus” Melbourne on 3 August 1853 that a branch had opened in Swanston Street, Melbourne on 3rd January 1852 with Henry Miller as Chairman of the Board and J. Matheson as the Manager; followed by Geelong on 12 August 1852. Then at the request of “influential inhabitants”, the Belfast branch commenced on 11 May 1853, which had “already met with very general support and encouragement”. This was a colonial bank at the time of vast pastoral runs and gold speculation – how "Mr Thomas [....ton?]" came by his fortune of One Hundred and Twenty-Seven Pound and five shillings can only be wondered at until further research reveals the story. This promissory note records the early colonial system of banking and reflects the economic growth and entrepreneurship of the South West Region of Victoria.Banknote of fine paper. There is a fold multi-crease down the centre top to bottom, lighter creasing across the top and angular creasing to the bottom left and right-hand corners. Yellow spotting is visible across the object breaking through the grey blue colour of the paper. A dark ink blot appears near the top right-hand corner. The left-hand side of the banknote is uneven. The back of the document has darker spotting, a used dirty look patina and some insect spotting. Horizontal crease markings can be seen creating quarter marks. The front of the banknote reads: "No.41/ Exch.ge for £127.57- Bank of Victoria/Issued at 1% prem/Thirty days after Sight of this Third of Exchange/First and Second of the same tenor and date being unpaid pay to the order of/Mr. Thomas [Raliston?]/One hundred and twenty seven pounds five shillings Sterling silver received/To the Manager of the London Westminister Bank London/for the Bank of Victoria [signed?] Manager/Ent.d [?] Robertson Account.t. Victoria HOWLETT (b. 1945- ) Born London, United Kingdom Arrived Australia 1946 Victoria Howlett studied Ceramics at RMIT. She lectured at Prahran College for several years before travelling to Canada, The United States of America, Mexico, Africa and England. She began working as a potter full time in 1977, establishing a studio in Melbourne. In 1985 Victoria Howlett won the Stuart Devlin Award, Melbourne. She is a practicing artist in Apollo Bay, Victoria. The ceramic work of Victoria Howlett draws on the Oribe tradition of painted surface designs. During the 1980s, she moved from rounded vessels and lidded jars to the platter as the form to be decorated, using a well-charged brush and slips coloured with oxide. Wheel thrown stoneware jar with dipped and painted glaze decoration. The ceramic works of Victoria Howlett are impressed 'TOR' or painted or incised 'Victoria Howlett'. This work is part of the Jan Feder Memorial Ceramics Collection. Jan Feder was an alumna of the Gippsland Campus who studied ceramics on the campus. She passed away in the mid 1980s. Her student peers raised funds to buy ceramic works in her memory. They bought works from visiting lecturers who became leading ceramic artists around the world, as well as from many of the staff who taught there. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. On the front of the sleeve is an embossed circular motif with centre piece S.E.C. emblem and around this the words "50 YEARS OF SERVICE" and below this" STATE ELECTRICITY COMMISSION OF VICTORIA". The book contains 313 double sided pages of black print and black and white photographs.On front of paper sleeve "Brown Power A Jubilee History of the State Electricity Commission of Victoria Cecil Edwards".
