... the integration of technical education into the state education system... the integration of technical education into the state education system ...The Tasmanian Parliament made provision for 'the teaching of the principles of technical education' in the Education Act (1885). Regulations specifying courses of instruction and establishing a committee of Technical Education followed in 1887. The first government Technical School opened in Hobart in 1888, offering evening classes in technical art and applied mechanics. Two months later a school was established in Launceston. Small classes were also held in regional centres and Schools of Mines were established in Zeehan, Queenstown and Beaconsfield. Curricula quickly expanded to include subjects ranging from mineralogy and metallurgy to commercial economy, beginning the long tradition of directly linking the schools with the interests of business and industry. The Technical Schools largely worked independently, with varying degrees of success, until 1916 when a Commission of Inquiry recommended the integration of technical education into the state education system. The outcome was a new Technical Education Branch, formed to administer Technical Schools and Schools of Mines and to provide a structured technical education system, comprising distinct trade certificates and applied sciences, engineering and arts diploma courses. This book contains passages from literature for use in the teaching of Pitman’s shorthand. Isaac Pitman (1813-1897) was an English educator who invented in 1837 the shorthand system named after him. Pitman’s shorthand was the most widely used shorthand system in the 19th century and early to mid 20th century. Pupils studying commercial subjects learned Pitman’s shorthand until it was replaced in the second half of the 20th century in Victorian State schools by Dacomb’s shorthand system. No information has been found on D. Vickers.This book is of interest as an example of the type of shorthand tcxt books used early in the 20th century. It is useful for display.This is a soft cover book of 63 pages. It has a green cover with blue binding and black printing on the front cover with a printed signature of Isaac Pitman enclosed by an ornamental border. The back page has printed information about other Isaac Pitman books. The front cover has a circular black and green label pasted on. The pages are slightly detached from the binding. This is a school badge, probably attached to a school cap. The Warrnambool Academy was a private school for boys operating from 1900 to 1911. It was established by Richard Lawson in partnership with William Oakley, firstly in the Methodist Sunday School Hall in Koroit Street and then in ‘Upton’ in Canterbury Road. It was called the Warrnambool College Academy after 1903 following the purchase of Walter Murdoch’s private school, Warrnambool College. The Lawson/Oakley school was a successful one with a former pupil, Philip Le Couteur, becoming the Victorian Rhodes Scholar in 1908. William Oakley later joined the State Technical School system and became Principal of Wonthaggi Technical School. Richard Lawson became a teacher at Warrnambool High School and later a lecturer in education at Melbourne University and then Professor of Education at the University of Otago in Dunedin, New Zealand. The badge may have belonged to a member of the Baulch family as a ‘Mr Baulch’ is listed as the donor 48 years ago.This badge is of considerable interest as a memento of one of Warrnambool’s important private schools early in the 20th century.This is a bronze-coloured badge in the shape of a shield with lettering around the edge and with a scroll with lettering at the bottom of the shield. This is a Reading Book of the Irish National Board of Education adapted for use in schools in Victoria, Australia. Irish School Readers were used in Victoria under the National School System in the 1850s and continued to be used in the 1860s and 70s under the Common School System and the introduction of the State School System after 1872. Readers produced in Victoria for Australian children did not become prominent until the 20th century (School Papers 1898 and Victorian Readers 1928). The signature of Hugh Adams in this book indicates that the book may have come from one of the Adams families farming in the Wangoom area near Warrnambool. There were several boys in these families named Hugh and it is unclear which one owned this book. This book is of interest as an early school reader used in the Warrnambool area and as a book belonging to a member of a local Adams family in the 19th century.This is a hard cover book of 285 pages. It has a brown cover with the title and ornamentation etched into the cover. The book contains prose extracts and poetry with the extracts headed by the derivation and pronunciation of some of the words in the text. There are a few illustrations and sketches. Some of the illustrations have been coloured and scribbled on. The book has been bound with string and glue with the lower portion of the spine cover missing. In October 2011 the Ballieu Government announced funding cuts to public and private technical training organisations as a cost saving measure. The government reduced funding for seven subject areas including business and clerical, finance and hospitality, totaling $300 million across the state. During a visit to Ballarat on 15 June 2012 Premier Ted Ballieu was met by hundreds of protestors angry at the TAFE cuts. It was expected that the Ballarat TAFE sector would be cut by $20million (or 40%), and up to 60 TAFE programs would be cut. A report in 'The Australian' on 01 June 2012 projected the TAFE cuts would result in the loss of almost 2000 jobs across the state. 'If the projections are correct, Victorian college redundancies would dwarf those in manufacturing and aviation, matching the worst predictions of job losses across Australia's entire banking sector.' Ballarat's National Tertiary Education Union (NTEU) and the Ballarat Trades and Labor Council (BTLC) are following up their earlier protest campaigns with a monster meeting to be held at Ballarat Trades Hall, Camp Street on Sunday 8 July. The monster meetings will take place in close proximity to Bakery Hill where over 10,000 diggers protested against an the gold license system in 1854. .1) A brown and black Monster Meeting poster based on the Eureka Monster Meeting poster. In 1966 E.J.T. Tippett, President of the Ballarat School of Mines Council was on the interim council and committee member of the Victorian Institute of Colleges.Foolscap typed Victorian Institute of Colleges (VIC) minutes .1) Minutes of the inaugural meeting of the Victorian Institute of College held at the State Electricity Commission of Victoria, 15-23 William Street, Melbourne on 26 June 1967. This meeting followed 25 meetings of the Interim Council. The Council included E.J. Barker of the Ballarat School of Mines, representing principals of affiliated colleges outside the metropolitan area. .2) Building Committee minutes of the Victoria Institute of Colleges, 11 April 1969. These minutes mention Ballarat Institute of Advanced Education including the request for approval to purchase recording double beam spectrophotometer, Logic panel for Hitachi 505 analog computer and Nuclear-magneto-resonance gaussmeter system). The also requested approval to appoint L.H. Vernon and Associates and G.J. Harrison as joint campus planners, and outlined how water would be supplied to the Mount Helen site. The minutes outline a request for State.Commonwealth approval to purchase a concrete testing machine and an Hydraulic Flow Channel for Yallourn Technical College. The request was moved by E.J. Ballarat Trades Hall was part of the Intercolonial Trades Hall Congresses created for the purposes of collective organising within labour organisations. There were eight Congresses held within Australia: - 1879 Sydney - 1884 Melbourne - 1885 Sydney - 1886 Adelaide - 1888 Brisbane - 1889 Hobart - 1891 Ballarat (after the Maritime Strike in 1890) The political organisation of the labour movement and of restructuring trade union organisation under the Australasian Federation of Labour were significant agenda items. - 1898 Adelaide The following items were regularly discussed: - legislation of trade unions- organisation of labour - abolition of ‘Chinese and coolie immigration’ - Compulsory Court of Arbitration - Employers Liability Act - legalisation of the 8 hours system - land nationalisation - manhood suffrage - direct representation of labour in Parliament - appointment of working men on technical and other boards - free compulsory and secular education by the state and regulation of apprentices. Some of the resolutions passed were about: - Commonwealth Draft Bill - assisted immigration - payment to Members of Parliament - single tax, paid union organisers - minimum wage and industrial federation. This flyer was modelled upon the "Monster Meeting" notice that was held at the time of the Eureka Stockade. The Save TAFE flyer was produced to advertise a meeting regarding Victorian State government cuts to the TAFE education system in 2012. The group remains a subcommittee of Ballarat Trades Hall. The initial meeting (monster meeting) was produced to encourage community engagement in the Save TAFE campaign. The writing on the flyer reads thus: "No taxation without education! Education is anathema to conservatism! For an educated person will not be a slave! ON Sunday July 8th At Two o'clock A MONSTER MEETING Of the Ballarat Community & all who will attend at the People's Trades Hall Camp St, Ballaarat To form a committee of interested and passionate persons to advocate for affordable and equal access to quality education and training. Down with the attack on Public Education and Training TAFE Cuts, VET Cuts, VCAL cuts, EMA cuts and attacks on students and teachers. Authorised by: Jeremy Smith, NTEU UB Branch President and Brett Edgington, BTLC President The reduction of TAFE courses and change in fee structure had particular impact upon the Ballarat community in terms of training, employment and future services available. There were several successful rallies in the Ballarat CBD, showing a great demonstration of community and union organising. Bruce ANDERSON (20 August 1950- Born Surry Hills, Melbourne, Victoria In 1971 Bruce Anderson obtained a Diploma of Art (Sculpture) from the Prahran Institute of Technology. For the next two years, he worked at Raynham Ceramics in East Bentleigh, making slipcast ware. After a year of National Service, he completed a teacher education course at the State College of Victoria, Auburn and taught for a time in the secondary school system. In 1977, he moved to Queensland to take up a position as Head of the Ceramics Department at Townsville TAFE. In 1984, he relocated to the Darling Downs Institute in Toowoomba and was still teaching there in his entry in the 1986-7 directory, working in raku and blackware fired with gas in a ceramic fibre kiln. During 1986, he moved to Adelaide to take up a position as senior lecturer in ceramics at the South Australian School of Design. During the late 1980s and 1990s, he began to make sculptural works of architactural form cast from a mixture of terracotta clay and refractory concrete. Part-glazed, the works allude to primitive industry and utilitarianism. By 1966 when this poem and article were written by these state school students, the Phillip Island Penguin Parade had become famous and was a regular excursion destination for groups. The poem in rhyming couplets of 4 lines per stanza is typical of its time with human-centric description of the penguins in 'coat and tails', but both the poem and essay also indicate a growing interest in the evolution and behaviour at sea and on land of the Little Penguins. The Gould League of Bird Lovers, Victoria branch, which published these pieces in their 1966 edition of the Bird Lover magazine, was established for both children's 'nature studies' within school curricula, and for adults. The League published many booklets, posters and newsletters for schools and naturalists. The article demonstrates a growing interest in state schools in teaching students about Australian wildlife at the time. Little Penguins are very appealing to humans and given the accessiblity for viewing them at the Phillip Island Penguin Parade, provided teachers and students an ideal springboard for learning. Encouraging both poetry and essay form also indicated a broad approach to allowing students to express their knowledge and attitudes in various ways within the school setting.Also demonstrates the influence of the Gould League of Bird Lovers within the Victorian Education system.Photocopy of article. This folder contains the official Inspector's reports for House Creek School Number 2266. Inspections were carried out every six months for all Victorian Government Schools. On 8th October 1879 Mathew Parnaby and others applied for the establishment of a school, between Huon and House Creeks, about four miles southwest of Wodonga. The District Inspector approved and Albert Schlink offered two acres of freehold land as a site, four chains from the southeast corner of Allotment Eight, Section 10, of the Parish of Wodonga in the County of Bogong. A portable classroom, 22ft x14ft, with quarters was erected at a total cost of £192, and SS2266 opened on 1st of June 1880 with Edwin Davis as Head Teacher. In 1883 the average attendance ranged between 12 and 20. Both school and quarters fell into a very bad state of repair. Temporarily closed in 1894, the school reopened as a result of a petition by Ferdinand Godde and others. By 1902 the school had a nett enrolment of 37, the grounds had been fenced, and a shelter shed erected by local effort. By 1907 the nett enrolment had risen to 45 with an average attendance of 37. Ferdinand V. Godde served as Correspondent of the Committee in 1911. House Creek was unstaffed in February 1917 and closed on 8th of November 1917. It reopened on 4th August 1921, but with a nett enrolment of 6, closed on the 24th July 1926. The building was sold for removal. Many of the reports in this Register were written and signed by Henry Finch Rix. He was a pioneer of the Victorian School Inspection System and from 1884 to 1887 worked as a Chief Inspector in the Beechworth Education District. He had previously played with the Carlton Football Club for one season. Henry Rix was a highly regarded educator and a staunch advocate of the establishment of school libraries to teach children of "the rich stores of profitable pleasure to be found in books."This item is significant because it documents progress and recommendations for students at an early government primary school in the Wodonga district.A large bound folder of printed forms. The majority have been completed in handwritten reports including names, notes and statistics. BHS CollectionArticle titled State School No. 323 - Rae's Hill printed on paper and mounted on orange paper with a card backing and laminated. The school first started as a small building on Mt. Korong Rd and was later transferred to a new site on Ironbark Hill. It was known as Rae's School. When the State System was introduced under the Act of 1872 the school was purchased by the Education Department and Mr. Rae was retained as Head. Later it became part of Violet St. It ceased as a separate school in 1928. The old Rae's Hill School remained empty until it was used as a storage depot for goods of an essential nature when there was a threat of possible Japanese invasion during 1939 - 1945. By 1911 the Department paid £1 per week rent to the trustees of the Hopetoun Bandroom on Mr Korong Rd so renovations could be carried out. Classes were taught under the control of Mr. J C Kilfeder. For the younger pupils an arrangement was made with the Trustees of the Rechabite Hall at the rear of the Temperance Hall in View St. The rental here was £1.10.0 per week.
