The Tasmanian Parliament made provision for 'the teaching of the principles of technical education' in the Education Act (1885). Regulations specifying courses of instruction and establishing a committee of Technical Education followed in 1887. The first government Technical School opened in Hobart in 1888, offering evening classes in technical art and applied mechanics. Two months later a school was established in Launceston. Small classes were also held in regional centres and Schools of Mines were established in Zeehan, Queenstown and Beaconsfield. Curricula quickly expanded to include subjects ranging from mineralogy and metallurgy to commercial economy, beginning the long tradition of directly linking the schools with the interests of business and industry. The Technical Schools largely worked independently, with varying degrees of success, until 1916 when a Commission of Inquiry recommended the integration of technical education into the state education system. The outcome was a new Technical Education Branch, formed to administer Technical Schools and Schools of Mines and to provide a structured technical education system, comprising distinct trade certificates and applied sciences, engineering and arts diploma courses. In 1966 E.J.T. Tippett, President of the Ballarat School of Mines Council was on the interim council and committee member of the Victorian Institute of Colleges.Foolscap typed Victorian Institute of Colleges (VIC) minutes .1) Minutes of the inaugural meeting of the Victorian Institute of College held at the State Electricity Commission of Victoria, 15-23 William Street, Melbourne on 26 June 1967. This meeting followed 25 meetings of the Interim Council. The Council included E.J. Barker of the Ballarat School of Mines, representing principals of affiliated colleges outside the metropolitan area. .2) Building Committee minutes of the Victoria Institute of Colleges, 11 April 1969. These minutes mention Ballarat Institute of Advanced Education including the request for approval to purchase recording double beam spectrophotometer, Logic panel for Hitachi 505 analog computer and Nuclear-magneto-resonance gaussmeter system). The also requested approval to appoint L.H. Vernon and Associates and G.J. Harrison as joint campus planners, and outlined how water would be supplied to the Mount Helen site. The minutes outline a request for State.Commonwealth approval to purchase a concrete testing machine and an Hydraulic Flow Channel for Yallourn Technical College. The request was moved by E.J. Ballarat Trades Hall was part of the Intercolonial Trades Hall Congresses created for the purposes of collective organising within labour organisations. There were eight Congresses held within Australia: - 1879 Sydney - 1884 Melbourne - 1885 Sydney - 1886 Adelaide - 1888 Brisbane - 1889 Hobart - 1891 Ballarat (after the Maritime Strike in 1890) The political organisation of the labour movement and of restructuring trade union organisation under the Australasian Federation of Labour were significant agenda items. - 1898 Adelaide The following items were regularly discussed: - legislation of trade unions- organisation of labour - abolition of ‘Chinese and coolie immigration’ - Compulsory Court of Arbitration - Employers Liability Act - legalisation of the 8 hours system - land nationalisation - manhood suffrage - direct representation of labour in Parliament - appointment of working men on technical and other boards - free compulsory and secular education by the state and regulation of apprentices.
