Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames. This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. A. S. G. Stevens J.P., Mayor of Kew 1953-4 and 1963-4. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. The inscription identifies the name of the mayor and the year/s that he/she served.Cr. A.S.G. Stevengraphs are pictures woven from silk, originally created by Thomas Stevens in the 19th century. In the mid-19th century the town of Coventry, England, was the centre of a ribbon weaving industry. In 1860 the Cobden–Chevalier Treaty was signed; this free trade treaty introduced new competition into the industry, leading to a collapse in the local economy. Thomas Stevens, a local weaver, responded by adapting the Jacquard looms used in Coventry to weave colourful pictures from silk. By 1862, Stevens could produce four different designs and by the late 1880s this had grown to over 900; they became known as "Stevengraphs", after their maker. Many of these designs were used to produce bookmarks, while others were used to make greeting cards and other silk objects.A "Stevengraph marker" woven (loom) in Coventry, England. A collectors item. Matsu-no-ke is a design developed by Frederick Carder (1863-1963) and registered by Stevens & Williams of England in 1884. Its distinctive feature is the presence of applied and tooled sprigs of blossom influenced by Japanese designs. This vase is a typical example of decorative art vases produced by Stevens & Williams, glassmakers in the late 19th century. The use of a leaf applied motive is unusual. The value of this item is diminished by the large repaired crack around its lower bowl.Late 19th Century art green glass vase in Matsu-no-ke style, white-cased green glass body with applied green leaves and amber-gold handle. Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed.
