A meeting at the Koroit Town Hall on May 23, 1888, unanimously decided to form the Koroit and Tower Hill Butter Factory coy. Ltd. Mr W J Anderson started the movement to establish a butter factory to suit the convenience of the share farmers of the Tower Hill Park estate in the early 1890's. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people. There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future, Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. The nine postcards in this set were donated together and date to the early 1900s. All but one postcard in this set shows images of Warrnambool, in the Western District of Victoria; the other has a London image. The postcards were all printed in Great Britain according to that country’s postal regulations. The fronts of all cards have titles printed in red. Most of the images on the cards are attributed to photographer Joseph Jordan and belong to the Jordan Series. The back of these cards has an outline for a postage stamp, a vertical dividing line and a heading on each side of the line to separate the Correspondence from the Address. Postcards or ‘correspondence cards’ appeared in Britain in 1894. They were plain cards with a space for the message on one side and an address on the other; regulations didn’t allow anything but the address to be written on the ‘address’ side. In 1902 the British regulations then allowed a picture to be printed on the front and the address on the back, so messages had to be written on the picture side. Soon, the regulations changed and the back was divided for a message and the address. Tower Hill and Lake, Warrnambool – Tower Hill Wildlife Reserve is in the crater of a dormant volcano. In 1892 the area was declared a National Park, the first in Victoria, preserving native animals and Indigenous plants. The rich volcanic soil in the area attracted early settlers including the families of Henry Giles, born at Tower Hill in 1858 and his wife Mary Jane (born Freckleton) born nearby at Cooramook in 1860. Henry and Mary worked in the local area where they also raised their six children. For a time, Henry was employed as a labourer on the Warrnambool Breakwater. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time that he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid-1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque ‘Fiji’ at ‘Wrecks Beach’ near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.The postcard of Tower Hill and Lake is connected to the location near Warrnambool where many of our early settlers lived and worked. One of these settlers was the Giles family, whose son Henry was born at Tower Hill. His family has donated many Victorian-era items which are now on display at Flagstaff Hill. Tower Hill National Park is the first place in Victoria to be named a National Park. As in the times when coastal trading ships brought passengers and cargo to the Port of Warrnambool, it continues to be a popular place to visit. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool.Postcard, one of nine, landscape orientation, coloured print within a rectangle and an impressed line around the image on the front. The picture shows several islands close together with hills around them and bushland in the foreground. There are dead trees amongst the vegetation and a sandy shore at the foot of some of the hills. The lower left corner shows what appears to be two white rails, possibly a lookout fence. There is no correspondence written on the card. This record was made by a local business existing in the 1960s and early 70s, Warrnambool Recording Enterprises. This business used a local landmark, the Tower Hill State Park, as its logo and label. The recording is of the 1971 production of ‘H.M.S. Pinafore’ by the students of Warrnambool Technical College. This school was established in 1913 in Timor Street and in 1973, as Warrnambool Technical School, was relocated to Caramut Road and re-named Brauer college in 1990. The Timor Street site is now the South West TAFE College. This record is of interest as a memento both of the Warrnambool Technical College’s musical performance in 1971 and of the production of records such as this one by a local business, Warrnambool Recording Enterprises in the early 1970s. This is a 33.3 R.P.M. record with a part-image of a guitar and a yellow label in the centre with black printing and typing. It is in a paper sleeve which is tattered with the bottom section mostly missing. The cover does not appear to belong to the record. This medal was made by Stokes and Martin. Thomas Stokes established a medal-making business in Melbourne in 1856 and from 1867 to 1893 he had a partner, George Frederick Martin. In 1962 the Stokes business became a public company and operates today in Melbourne. The medal was awarded at the Annual Show of the Villiers and Heytesbury Agricultural Association in 1877. One of the earliest agricultural associations in Victoria, the V.& H.A.A., the forerunner of the Warrnambool Agricultural Society, was established in 1854 and the first Warrnambool Show was held in 1855 at the first Royal Archer Hotel in Koroit Street. The Warrnambool Agricultural Show is still held annually. The medal, first prize for the best horse hay rake, was awarded in 1877 to the brothers, Thomas and William Rutledge, sons of Eliza and William Rutledge. The latter was a pioneer settler who came to the Warrnambool/Port Fairy district as the purchaser of the Special Survey, Farnham Park in 1841. His land stretched from Tower Hill to Dennington. William Rutledge Senior was a pioneer breeder of a Lincoln sheep stud, the owner of a mercantile business in Port Fairy, a member of the Legislative Council of Victoria and the pioneer developer of farming land around Tower Hill. His son Thomas (1846-1918) was a Warrnambool Shire Councillor who farmed in the Farnham Survey, living at Werronggurt . He went to the Geelong area at the end of the 19th century. His brother William (1849-1935) also farmed in the Farnham Survey, living at Farnham Park, He later lived at Airlie in Henna Street, Warrnambool and Sherwood on the Hopkins River and had land in the Otway Ranges. He later went to New Zealand.This medal is of considerable significance because of its age and its association with Thomas and William Rutledge and with the Villiers and Heytesbury Agricultural Association.This is a bronze medal with an image of agricultural implements, agricultural produce and farm animals on one side and etched printing on the other side. There is also printing around the edge of the medal. The medal has a small hole at the top for attaching the medal to a cord. Samuel Carson was a local farmer who in the late 1800's acquired land to the West of Warrnambool in the Farnham park estate and towards Tower Hill near Gorman's lane. By the time of his death on May 23, 1920 he left an amount of 11666 pounds. Apart from amounts left to individuals, he bequeathed one hundred pounds each to ten different orphanages, and homes for neglected children and the blind and leaving the remainder to charitable organisations at the discretion of his trustees.The donation of 3500 pounds in August 1922 was in the latter category. This plaque commemorates Samuel Carson's generosity to the newly refurbished Warrnambool Base Hospital. He left a son William who farmed at Yangery at the time of his father's death. This item is significant in that it links a local identity through his generous donation to the local hospital. It therefore has strong social,historical and interpretative value. His generosity is a significant part of the history of Warrnambool Base Hospital.Heavy rectangular cast brass plate with raised edge and text in capitals. Eliza Rutledge (1820-1888) was the daughter of Rupert and Jane (nee Newby) Kirk. She married William Rutledge in St James’ Church, Sydney on 18th August, 1840. She and William had five children, two sons and five daughters. Recorded accounts tell that Eliza was “beloved for her kindness and hospitality” and that she and William kept open house for all manner of social events and occasions. Eliza died at Farnham Park, Dennington, on 31st August 1888. She is buried at Tower Hill Cemetery. The marriage of Eliza to William Rutledge, a man of historical importance in the development of Port Fairy, Warrnambool and the western district of Victoria, places her as a person of importance.Their daughter Susan Fleetwood is also memorialised in a window in Christ Church, Warrnambool. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. The old house and gardens overlook a magnificent panorama extending to Kinglake. When only ten families lived in the district, he and other settlers set up a school in 1852, with Andrew Ross as the first teacher. Harkness was also one of the first to suggest establishing the Eltham District Road Board, of which he was a member for around 15 years. He was also a trustee of the Kangaroo Ground Cemetery. Harkness married in 1854 and had four sons and five daughters. The first part of the timber house he built included a kitchen-living room and a parlor. The living room’s large fireplace was bricked-in and modernised in 1940. Beside it is the old baker’s oven with its original iron door replaced by a wooden one. It is thought two wattle-and-daub huts, used for a bedroom and bathroom, were built to the west. Harkness’ son-in-law, farmer Alexander White, who had seven sons, bought the property in 1893. Harkness’ grand-daughter Flora married Ewen Cameron who became Minister for Health and was later knighted; he was not related to Ewen Hugh Cameron, a Member of the Legislative Assembly. In 1923 the White family sold the property, called Kilby Park, to Sir Herbert Gepp, who renamed it Garden Hill. Gepp used the property, which was still on the original New South Wales title, as a hobby farm. Robert White stayed on to manage the farm for a while, living in a house on the property. Gepp was born in 1877 and at 16 years began working as a junior chemist with the Australian Explosives and Chemical Company at Deer Park near Melbourne. Gepp was a pioneer in applying enlightened labour policies in industry. He initiated the Broken Hill Progress Association, to improve living conditions. It laid the ground work for the welfare schemes pursued by companies after World War One. During the mid 20th century Gepp was the most prominent liberal thinker associated with conservative politics. As a friend of Prime Minister John Curtin, he contributed to post-war reconstruction. Gepp returned to private industry and retired in 1950. Gepp made significant contributions to the solution of the great metallurgical problems of the mining industry. He was an advocate of the role of science in industry, government and the economy and helped to establish several organizations including the CSIR and the Institute of Public Affairs.3 After Sir Herbert died in 1954 his son Orwell continued to farm the property part-time. When Lady Gepp died in 1963, the land was divided among the five children, although Orwell continued to farm it as a hobby. In 1966, a daughter, Mardi Gething, now married, settled in the house. Another daughter, Kathleen, built her house close by on the property. After the Board of Works designated the property as part of a reserve for a possible reservoir, the family sold all, except the minimum 20 acres allowed, to the Board in the 1970s. Orwell then leased what was the family property from the Board to continue grazing. The two sisters and brother continued to live on the property.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. OPENING OF THE VIEWING PLATFORM AT KANGAROO GROUND Nillumbik Council has advised that the viewing platform at Kangaroo Ground 27km NE of Melbourne is to be opened to the public on Wednesday, March 26th 2008 (Melway 271 , G10). The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. From the platform you. can see the Dandenongs, the city of Melbourne, the You Yangs, Mount Macedon, the Kinglake Ranges and the Mt Baw-Baw Ranges where the Yarra River starts. This landscape covers all the ancestral lands of the Wurundjeri and some of the wider Kulin nation land. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The concept of the viewing platform is part of the refurbishment project for the Kangaroo Ground War Memorial Park which has taken place since 1997 with the active approval and financial assistance of the Nillumbik Shire Council. This project has been guided by an Advisory Committee with volunteer community representatives from the local Historical Societies, the Country Fire Authority, the Returned Services League and the Wurundjeri people. Other allied groups such as the Nillumbik Reconciliation Group have been called upon for their expertise. The initial idea for the viewing platform came from Dean Stewart when he was the caretaker while living at the park. He discussed this idea with local author Mick Woiwod and Harry Gilham of Eltham District Historical Society when they were planning the refurbishment of the War Memorial Park in 1996. When the committee was formalised by the Nillumbik Council in 1997, Nicholas Pelling, representing the CFA and RSL, joined the group. Dennis Ward, local architect, then volunteered to develop the concept plan for the refurbishment of the park and later drew up the plans for the viewing platform. The Kangaroo Ground War Memorial Park and its Tower of Remembrance is located on one of the highest locations in the Yarra Valley. The Tower of Remembrance is a unique war memorial constructed from local stone standing 14 metres high. It was built in the style of a Scottish watchtower reflecting the strong Scottish influence of the first European settlers of the district from the 1840s onward. The park was opened in 1921 and the Tower of Remembrance was dedicated in 1926 recognising the local people who served in the First World War. Those who served in the Second World War were recognised by plaques dedicated in 1951 and more recently those who served in Korea, Borneo, Malaya and Vietnam by plaques unveiled in 2001. J.McMahon, the then Shire of Eltham Secretary, her horse and a very tall person patting the horse. He is ex-serviceman W. "Tiny" Caroll who was the council's caretaker of the surrounding War Memorial Park. He lived in the stone cottage which still stands in the park. "Tiny" is seen as the fictional character "Tiny Bourke" who, in author Alan Marshall's book "This is the Grass", "was a giant of a man, well over six feet high, with huge hands that completely encircled the cup of tea". The bronze casting, which shows the 79 names of those who paid the "supremen sacrifice" in World War 1 (1914-1918), was erecfed above the entrance to the Tower in September, 1930. The Monterey cypress trees which now form the windbreak around the park's fenceline, were just knee high in this photograph. They were planted in August 1926, with all the plantings paid for, and done, by the public as the Tower was being erected. The two field guns have been identified as of German origin, Krupp 77 mm calibre captured on October 4, 1918 at Geneve, France. They were removed in 1943/44 as a wartime requirement of the Australian Govenment. A public notice dated October 16, 1926 by Cr. H Rutter, Chairman of the Eltham Soldiers War Memorial League stated: "On the summit of that central and conspicuous landmark, Garden Hill, there is being erected a massive memorial tower which will, for all time, remind every passerby of the part played by the men of the Shire of Eltham in the Great War. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. Minutes of the Kangaroo Ground War Memorial Bazaar Committee, 1922-1926 EDHS Newsletter No. 123 November 1998 PRESIDENT'S REPORT ACQUISITION FROM NILLUMBIK SHIRE'S MEMORABILIA Recently found in a storage box of old Shire of Eltham items was a school size, blue lined black covered writing book. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'.
