This portrait is of James Cameron who was the first president of the Croajingolong Shire ( later Orbost Shire). He was also an inaugural member for East Gippsland in the Legislative Assembly from 1902 until 1920. In 1882 Cameron was the first Orbost councillor of the newly constituted Tambo Shire. In the next twenty years he served as justice of the peace, shire councillor, guardian of St James's Anglican Church, Sunday school superintendent, and president of the local agricultural society and railway league Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Prior to the sealing of the Princes Highway west of Orbost, the road surface was anything but good, even by C1917 when cars started to use the road. From Orbost the old road via Marlo to Sydenham was abandoned for the new location which traversed more rugged country via Cabbage Tree, Bell Bird and Club Terrace to Cann River, and the reason for this diversion was on account of settlements being established at Murrungowar and Club Terrace, at which latter place there was a temporary rush to obtain gold. This road was constructed by the Public Works department and a maximum grade of 1 in 19 was adopted, and as speed was not to be catered for the grade followed in and out round the spurs and gullies, resulting in a maze of turns and twists which required a good deal of skill on the part of the horse driver to negotiate." - Bairnsdale Advertiser, Friday, May 2, 1947. This ledger was used by the Shire of Orbost from 1911 - 1914. It was used to record fees paid for Dairy Registration, Dog Registration and Sheep dipping. At that time dairy farmers were required to register all milking cows. Dogs, too, were to be registered and there were strict laws on sheep dipping. Every sheep-owner was to dip all his sheep immediately after shearing and directly from the shearing-board in every year and also at the time of dipping his sheep dip all his lambs. In case the sheep couldn't be conveniently dipped directly from the shearing board they were to be placed and kept in a securely fenced paddock to be dipped within sixty days after shearing. Sheep-owner who neglected or failed to comply with any of these directives were liable to a penalty of not less than One pound nor more than Twenty pounds. The toilet seat was made of a plank of wood secured at its ends to the walls of the building with a large round hole in the middle. Underneath was the removable sanitary pan and on a regular basis, usually weekly, the full pan was taken away and replaced with an empty one. This was the job of the sanitary carter. the sanitary depot was in Martins Lane, Orbost Development of the Orbost Wastewater Treatment Facility began in the 1960’s with the construction of four treatment lagoons. Shortly after the construction of the lagoons the sewerage system was installed throughout Orbost.This item is a record of accounting for the local government. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. This item is a hand-written record of the accounts of the Orbost Shire local government. It pre-dates computer records. Many are farm animals. Impounded animals were either claimed by their owners after payment of a fee or if unclaimed , they were sold. The Orbost Pound was situated on Martin Street.This book is a record of a practice which was necessary to remove stock which were wandering on local roads or trespassing on neighbours.
