The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The original Nurse family business began in 1841 in Maidstone Kent until 1861 where they were plane makers, moving to London in 1887 the company became C Nurse & Co. And continued until 1937 under that name at the (Invicta works). The majority of their plane making was done in London but there are Sheffield and Brighton marks on their tools as well. The company was not only wood plane makers but tool makers in general with the Charles Nurse & Co catalogue having 350 pages of tools for sale of varying types for different building trades and over 138 pages dedicated to woodworking tools. Records show that the company was at 182 Walworth Road London from 1887-1949. However, they had several retail outlets before this time and records indicate before 1887 Charles Nurse was at 32 Mill St Maidstone Kent, from 1844 -1860 but were in business before then. Also in Brighton at 135 Queens Road from 1865 -1871 and at 3 Mill Street Maidstone, again from 1872 - 1889 listed on records of the time as “plane and tool makers.”A vintage item made by a significant tool maker and retailer from the middle of the nineteenth century and into the first half of the twentieth century. The story of Christopher Gabriel born on April 2, 1746, in Falmouth England is a tale of a poor boy who made good. Shortly before he turned thirteen years of age in 1759 he was apprenticed to a local master carpenter, recorded as a Mr Barnicot the master trained his apprentice well as we can assume by Christopher's later successes. The apprenticeship ended in 1766 after seven years when Christopher reached twenty. Then in 1768, he relocated to London walking the two hundred miles from Falmouth carrying his possessions in a sack. He no sooner arrived in London when he met Alice Trowell who became his wife in March 1769. They set up house on Albermarie Street Clerkenwell and by the first of 1770, Gabriel had begun his business of plane making. It has been speculated that Gabriel took over the shop of John Cogdell aided with an investment from his in-laws of 131 pounds. He went on to prosper as a plane maker and lumber merchant over the next forty years.   His business did well and in 1774 Gabriel moved to a house in Golden Lane, London and 1779 moved again to a home in Ould Street London.    By now Gabriel was making a name for himself and his business at this time was located at 32 Banner Street Golden Lane, the following year he purchased another home in Banner Street and 1793 purchased the house next door. At the time of his death in 1808, he owned twenty-seven houses and commercial building.   Christopher Gabriel s descendants became quite prominent in England and his grandson, Sir Thomas Gabriel became the Sheriff of London and Middlesex in 1859 and the Lord Mayor of London 1866 and 1867.  Gabriel was an extremely prolific plane maker with a lot of examples made in the 18th century can still be found today. Company History: We know little of John Manners other than his firm was acquired by Alexander Mathieson & Sons in 1822, Mathieson were one of the leading makers of hand tools in Scotland at this time. 1792 was deemed by Mathieson & Sons to be that of its foundation and it was in all likelihood the year in which John Manners had also set up his plane-making workshop on Saracen Lane off the Gallowgate in the heart of Glasgow, not far from the Saracen's Head Inn. Alexander Mathieson (1797–1851) is recorded in 1822 as a plane-maker at 25 Gallowgate, but in the following year at 14 Saracen's Lane, it is presumed having taken over the premises of John Manners. The 1841 national census described Alexander Mathieson as a master plane-maker at 38 Saracen Lane with his son Thomas Adam working as a journeyman plane-maker, from 1822 we hear nothing regards what happened to John Manners.A vintage tool made by a known maker John Manners the item is a significant wood working tool from the late 18th century that today is quite rare. Letter was from a USA family member of a US soldier staying at a private residence in Bendigo. This letter has been written from France in 1917 by Private Edwin Johnson Carter to his friend Mrs Maggie Craig. It gives details of events in his life at the time – in the trenches in World War One. Private Edwin Johnson was a farmer from Nullawarre who enlisted in 1916 and served in France. He was drowned when the mail boat R.M.S. Leinster was torpedoed by a German submarine in the Irish Sea in October 1918. Private Johnson was returning from a visit to Ireland while on leave. This is an original letter from World War One It was written by a soldier from Nullawarre and has a particular poignancy as he writes: “My work brings me in contact with all that hurts in war. I am somewhat calm to it now but if I am spared to return I fear it shall be my nightmare.” He did not return but we have this letter to remind us of the horrors men such as Private Carter endured. This is an envelope containing a letter of two pages sent by a soldier on active service in France in World War One. Both the envelope and the letter are buff-coloured. The envelope has an image of an Australian Military Forces Y.M.C.A. logo, a Post Office stamp and a Censor stamp. The address is handwritten in pencil. This album contains photographs of a family, (the Horns of ‘Wildwood’, Warrnambool) and other photographs of Warrnambool – the foreshore, the Soldiers’ Memorial, the Breakwater, the Hopkins River, Liebig and Timor Streets etc. It has been made by a member of the Horn family and given as a Christmas present to other members of the family. Charles James Horn came to Australia in 1881and was a tutor to the Barber family of ‘Staywood Park’, Wangoom. He and his wife Emma then worked a property at Cudgee before settling in Warrnambool at ‘Wildwood’ in North Warrnambool. One of their sons, Charles Bernard Horn married Margaret Cairns in 1916 but died in 1927. Another son, Leslie, was killed in World War One. This little album is of great interest because it contains photographs of the Horn family and other photographs of views in Warrnambool. It is therefore of considerable historical interest and will be very useful to researchers. As it is a handmade item it is also of interest because it is an example of the sort of homemade items made as presents at a time (the late 1920s) when finances for something more expensive may not have been available. These are two items which are believed to be linked. One is an envelope marked ‘C.J. Horn, Wildwood, Warrnambool’ and the other is a blue-covered homemade album of photographs bound with red wool. The front cover has ‘Warrnambool’ written in red ink and the back of the front cover is stamped ‘Ralph Barnes, Chemist, Warrnambool’. There are 22 sepia-coloured photographs of a family (the Horns) and other views of Warrnambool. All have a label on the back. Through the address on the box, this dress has a local connection. Miss Mavis Hedrick operated a dress salon at 162 Liebig St Warrnambool in the 1940's. Her parents lived at various houses in Warrnambool, including Skene, Spence and Princess Sts. She married John William Freeman in 1942 and left Warrnambool some time after that date. From wedding reports of the day it doesn't seem that this is Miss Hedrick's wedding dress. It seems more likely that it was purchased from her frock salon in Liebig St Warrnambool.While the owner and original wearer of this dress has eluded us, the dress has a strong link to Warrnambool through the original box with its identifying labels. The dress is very much in the style of the era of Miss Hedrick's dress shop..This cream silk wedding dress and slip was donated in original cardboard box with the address written in large letters on the front. The dress is cream silk with gold metallic trim in two lines across the bodice.There are silk covered buttons on the front and back of the bodice and it has a high rounded V neckline.It has long lily point sleeves .There is a side opening with hook and eye fastening.The skirt is cut on the cross and a small train flows from the back of the dress. A simple A line slip accompanies the dress. It has ribbon shoulder straps and the top is edged in a fine narrow lace. The large box is rectangular and grey in colour. The addressee's name is written in large lettering in black (possibly crayon) . A label is pasted to the top right hand corner. This photograph album appears to have belonged to Agnes Ardlie. She was the daughter of Arthur and Ethel Ardlie of Warrnambool, the grand daughter of the prominent Warrnambool lawyer, William Ardlie and his wife Mary and the great granddaughter of John and Mary Ardlie, pioneer settlers in Warrnambool. Agnes Ardlie (1915-1993) and her sister Dorothy lived for some years at Aroona, 19 Princess Street, Warrnambool. This album is of interest as the photographs are of Agnes Ardlie and her extended family in the 1920s and 30s and thus provide an insight not only into the lives of a prominent Warrnambool family but also gives us a glimpse of the social aspects of the lives of the more affluent families in Warrnambool during that period and of the custom of keeping photograph albums to preserve the photographs.This is a soft cover photograph album with a light brown cover bound with white string. The front cover has an imprinted decorative pattern on the left side and there is a maker’s stamp on the back page. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Cuts to group of people standing outside front door of offices but possibly voice dub over not related ? Then the date 27 Jul 1996 on a scene flashes on screen immediately followed by an edited clip intro of title and credits with classical music track. It then opens with Jenni Mitchell driving to the Shire Offices on Saturday 27 July 1996 at 11.00am.
