The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. !30 Victoria Street Ballarat was built for Joseph Phillips in 1888. It was originally named "Ellaville". It was a family home until it was sold to the Education Department in 1945/46 and became a hostel for young ladies, later becoming a residence for the Ballarat Teachers' College. When Ballarat Institute of Advanced Education and the Ballarat Teachers' College merged in 1976, the Victoria Street residence became availablefor use by the Ballarat School of Mines. These are plans for alterations to the residence and surgery of Dr Angus in Koroit Street, Warrnambool (Birchwood). Dr William Roy Angus (1901-1970), after several years practising as a doctor in South Australia and northern Victoria, came to Warrnambool in 1939, purchasing the practice of Dr John Hunter Henderson (Birchwood). Dr Angus was a dominant figure in medical and community circles in Warrnambool for 30 years, becoming an important ophthalmologist in his later years. Birchwood, with its beautiful gardens, lawns and tennis court was suitable for entertaining and many distinguished people, including Vice-Regal personnel and representatives of the Red Cross stayed at the house. It was also a meeting place for representatives of the many organizations with which Dr Angus was associated (over 20 groups including the Good Neighbour Council, the Boys’ Club, the Food For Britain appeal, the Historical Society, Rostrum and the National Fitness Council). Birchwood or earlier buildings on the site was used as a residence/surgery by many doctors in Warrnambool, going back to the 1860s and Dr Angus and his family lived there from 1939 to 1967. In 1998 Birchwood was demolished and a new Warrnambool Police Station was built on the site. These plans are of interest as they show the 1939 alterations to the building known as Birchwood in Koroit Street Warrnambool. We have a good floor plan and a drawing of the front of the building so we know what it looked like in the late 1930s. Both Birchwood and Dr Angus are important in Warrnambool’s history. These are four sheets showing alterations for the residence of Dr Angus (Birchwood) in Koroit Street Warrnambool. One sheet shows the front of the house in colour drawn in ink and pencil and paint and there is a copy of this in black and white. The other drawing is of the plans for the house drawn in pencil and ink and with some red and blue colouring. This lock was once used in the old 19th century gaol in Gilles Street, Warrnambool. The gaol is part of a group of four heritage buildings which comprise a police station, a police residence, police stables as well as the gaol. These were built between 1883 and 1888 from the designs of the Victorian Public Works Department architect, E.R. Laver. He was responsible for the designs of many 19th century country police stations, post offices and courthouses in Victoria. The four heritage buildings, of which the gaol is one, are important because they are some of the few surviving Warrnambool 19th century bluestone buildings. Today they form part of the South West Tafe Complex. This lock is of considerable interest as one used in the Warrnambool 19th century gaol building. The door on which it was used appears to be walled up now. This is a large iron lock with a base plate with three rivets and a projection piece. There are three curved iron pieces on the plate and these are fixed to the plate with 12 rivets. The bolt is rounded and moves under the three curved pieces across the plate. This booklet records in brief the history of the Nestles Factory at Dennington, Victoria from its opening in 1911 to its sale in 2005 to Fonterra Milk, Australia and the closing of the Nestles association with the Warrnambool district. The factory initially produced Sweetened Condensed Milk and by 1918 was the largest Milk Condensery in the world. In later years there were productions of cheese, Sunshine Powdered Milk and Nescafe Instant Coffee. Six two-storey residences were built for employees and there were twice-daily trains from Warrnambool to the factory and back for many years. The Nestanglo Social and Sports Club, established in 1923, was important in the community life of Dennington and beyond. This booklet will be of great use as it gives a very good summary of the history of Nestles Factory at Dennington and reveals how important the factory was to the Warrnambool region and to Australia.This is a paperback booklet of 37 pages. Apsley is a small town in Victoria, Australia. It is on the Wimmera Highway, in the Shire of West Wimmera, 420 kilometres north-west of Melbourne, and 7 kilometres east of the South Australian border. Apsley Police Station opened on 29th November 1884 and was originally located in Wallace Street. It was staffed by one Foot Constable (motor cycle). The building was described, in 1930, as a four-roomed dwelling with an iron roof, set on a quarter of an acre of land. There was a bathroom, a WC, wash-house and a garage. An office adjoined the house and there was also a lockup. The station moved several times until the mid 1960s when a timber residence was moved onto land adjacent to the Post Office. The building is believed to have been transported from the Stawell area. Apsley is one of a handful of one-man police stations in Victoria and its current location, including residence, is at 19 Splatt Street. Ararat is a city in south-west Victoria, Australia, about 198 kilometres west of Melbourne, on the Western Highway on the eastern slopes of the Ararat Hills and Cemetery Creek valley between Victoria's Western District and the Wimmera. It is named after Mount Ararat 10 kilometres south-west of the town. A police station opened in Ararat in 1859, though there was a police presence in the area formerly known as Cathcart, Canton Lead and later Mount Ararat. In 1861 staff consisted of 1 Superintendent, 2 Mounted Constables, 1 Sergeant 2nd class, 1 Senior Constable, 8 Constables. The police reserve was on land bounded by Ligar Street, Barkley Street, Ingor Street and High Street. In 1930 the police station was described as a six-room brick dwelling with a slate roof, situated on one quarter acre of land. There was also a bathroom, wash-house, pantry, office, muster room and quarters for a single constable, stables with three stalls, and a lock-up consisting of two six-person cells. Later residences were located at 3 Ligar Street (brick veneer with a tile roof); 32A High Street (brick veneer with tile roof); and 3 Tobin Street (wood with an iron roof). A new, purpose built police station was opened in October 2010 at 77 Barkly Street. The Ararat Police District was reformed into the Wimmera Police District in 1870. Ararat Police Station became part of "R" (Glenelg) District in January 1948 and "M" (Highlands/Wimmera) District from March 1990. Monica Miller was a greatly loved music lecturer at the Ballarat Teachers' College lecturer Monica Miller. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. The Ballarat Observatory was established by James Oddie. It was later given to the Ballarat School of Mines, then the City of Ballarat.A number of Miners' Rights made out to James Oddie of Ballarat, for a block of land in Magpie Street, Mount Pleasant, used as the Ballarat Observatory. The red 1995 Miners' Right includes land at Dana Street with red writing over it regarding its transferal. The Governor of Victoria, Sir Henry Barkly, laid its foundation stone in 1857 with the Bishop of Melbourne and the Archdeacon of Geelong in attendance. The student boarder population grew rapidly to call 55 Maud Street their home. After the school relocated to a larger site in 1914, the building was subdivided into a factory and a guesthouse called the Dysart Private Hotel. In 1961, it was again converted into the Reformed Theological College then later a private residence. Gwenda grew up in Arthur Street and when she left school she was employed as an officer at the State Bank of Victoria, Chief Accountants Department, Head Office, Elizabeth Street, Melbourne. On October 20, 1937 after ten years of service, Gwenda submitted her letter of resignation effective November 26th as she was to be married in the near future to Fred Jones. Frederick Geoffrey Jones, born 7 January 1911, third son of Mr. and Mrs. W. Jones of Napoleon Street, Eltham, married Gwenda at the Eltham Methodist Church on 27 November 1937. They made their home at ‘Llangollen’, Arthur Street, Eltham, a new house Fred had constructed earlier that year opposite the Shire Offices. Their residence was recorded in the Electoral Rolls from 1963-1980 as 6 Arthur Street, Eltham which was situated on the corner of Arthur Street and present-day Commercial Place. In the 1970s their home was sold and demolished to make way for the new shops. They built a new home at the top of the hill in Bible Street. In the Electoral Rolls for 1943-1980, Frederick’s occupation was recorded as a Plumber’s Assistant. Fred was also a long-standing member of the Eltham Cemetery Trust. He was first appointed 26 April 1944 and resigned 17 July 1957 to be appointed to the Warringal and Eltham Joint Trust where he served till February 1980. He then re-joined the Eltham Cemetery Trust and served a further 14 years till his resignation on 24 August 1994. In total, Fred represented the interests of Eltham Cemetery for 50 years (1944-1994). Gwenda and Fred were blessed with a son, Frederick William Jones in March 1942. Sadly, Frederick only lived two days and was buried at Eltham Cemetery on March 11. It is not known whether his grave is marked. A second son, Geoffrey Morris Jones arrived 25 November 1944 but he sadly contracted polio as a child. A fall down the front steps of Fred and Gwenda’s new home in Bible Street culminated in Geoff’s death from a heart attack whilst in transit to the Austin Hospital on February 6, 1979, at age 34. He was also interred in the Eltham Cemetery. Geoff was posthumously awarded the British Empire Medal for his services to fire safety at the CFA. A small man, handicapped from his childhood polio, he had figured prominently in the area as an active Apex member and as group officer for the 13 local brigades in the CFA Lower Yarra Group. His work for the CFA, all voluntary, included writing a fire-fighting manual and the innovation of aerial fire spotting and weekly fire reports. Gwendoline and Fred were presented with Geoff’s B.EM. award at Government House. Four years later on the anniversary of Geoff’s death, Gwenda could not sleep and collapsed in the hallway at home from a heart attack, 6 February 1983 at age 74. She was interred with her son Geoff, at Eltham Cemetery on February 9th. Fred died 31 July 1997 at age 86 and was also interred at Eltham Cemetery. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
