The Bogong Township (circa 1930s) was constructed by The State Electricity Commission of Victoria as a base camp for construction workers under the Kiewa Hydroelectric Scheme starting in 1938. The Scheme employed 4000 men during its construction phase. A small number were first housed at Bogong Village and when required the Mount Beauty Township was established(1949). Construction at the dams and Power Stations was interrupted during World War II. June 1951 started construction at full pace. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds(gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry.Scanned copy of original black and white photo. This photograph, from the 1950s, shows an Alpine Fire Prevention technique of "burning off" low levels of scrub to reduce the level of available fuel against any possible summer bush fires.The Alpine regions accumulate high levels of potential fuel (undergrowth and small shrubs) which if not reduced has the potential of breaking into a dangerous bush fire. The men in this photograph are not wearing any protective clothing. Their visibility to other firefighters is severely reduced by smoke. This photo is a snap shot in time when Occupational Health and Safety Legislation was in its infancy stage.This photograph details the fire prevention activities in the Victorian Alps under the management of the SEC Victoria. This photograph details (early to mid1950s), the Victorian Alpine region when this remote area was part of a "lay back" rural landscape,occasionally visited by recreational adventurers and some wayward tourists. The mountain ranges had provided an adequate barrier against the way-would traveller, but with the opening up of this region by the provision of improved roadways and accommodation facilities, courtesy of the Kiewa Valley Hydro Electricity Scheme, changes such as tourism and its impact upon the "natural" state started to show its side effects (clearing of the land). The expansion of the European immigration numbers (1950s) coming into Australia was increasing after World War II which not only provided increased construction workers to the region but also immigrants who appreciated alpine regions. Some of these immigrants contributed to the expansion of the region and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture and Alpine grazing lands is over. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land and winter time recreational adventure lands. The changes brought about by modern technologies involving recreational activities such as hang gliding, gliding (local airstrip), mountain bikes, car rallies and their associated clubs is providing for an increased short term population boost. This analog voltmeter is quite a large (industrial type) apparatus which permits the easy monitoring of electrical variations within the large SEC Victoria Hydro Scheme's electrical generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years. This voltmeter is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a small apparatus it was part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This analog volt meter has two metal rods protruding from the "back" of instrument with screw on points for the negative and the positive leads allowing the "current" to flow across the calibrated resistors to indicate on the "face" side the strength of the voltage "power". The "face" of the instrument has a zero point and then five evenly graduated marks from Zero to the "100, 200 and 300" marked points of measures. A large "V" below these pointers indicates that they represent levels of voltage. Three small screws hold the "face" in place. This milli-volt meter was manufactured after 1950 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England.This milli-volt meter is very significant to the Kiewa Valley as it was used by those electrical technicians, who were part of the Kiewa Hydro Scheme. An "off spin" from the Scheme was the beginning of an explosion in "human" resources into the Kiewa Valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the Kiewa Valley created a change, not only in the "physical" landscape(better roads and infrastructure), but also the socio-economic growth within the Valley allowing other "tourist" based industries to expand within the valley and Alpine areas.This millivolts DC meter was used in the 1950's. It is contained in a wooden box and has two coloured (red/black, positive and negative) screw tight knobs which have bake-lite connections. It also has a covered (black tin) view meter marked from zero to 10 millivolts. Underneath this and within a round bake-lite is a small adjustment screw. The top of the box is fastened onto the main structure by six brass screws. The back of the structure is fastened by eight brass screws and there are four small bake-lite rest knobs.On the face of the millivolt compartment , and at the top "TO BE USED WITH DIAL HORIZONTAL TEMP. The Bogong Village was originally constructed (1937-1940) by the State Electricity Commission to house, engineers and construction workers working on the Kiewa Hydroelectric Scheme. These workers were initially settled in 26 houses and were mainly of European heritage. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. This photograph shows the village before beautification for tourism was introduced and "bare bones" homes and village usage existed.This photo clearly presents a period of restricted human occupation of a very fragile Alpine environment(up to 4000 workmen involved). This was the beginning of a planned and controlled form of sustainable tourist orientated development of the Victorian Alps and high plains region. The Bogong Township was the base camp for workers employed by the State Electricity Commission. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. On the front of the sleeve is an embossed circular motif with centre piece S.E.C. emblem and around this the words "50 YEARS OF SERVICE" and below this" STATE ELECTRICITY COMMISSION OF VICTORIA". The book contains 313 double sided pages of black print and black and white photographs.On front of paper sleeve "Brown Power A Jubilee History of the State Electricity Commission of Victoria Cecil Edwards". On the second page, below the Title "Brown Power" there is a pasted, printed presentation certificate, with the S.E.C. emblem and these printed words " Presented by the Chairman and Commissioners to A.G. Original plans for the Mount Buffalo Chalet, framed architectural drawings for the Chalet, titled " Additions to Government Chalet Mt Buffalo. Dated 1909. Signed Jas G Spence & E F Leary. "Ground Plan, first floor plan, elevation, Section M5 and side elevation –beautiful coloured plan, hand price onit of £970, also called Drawing No. 1.Beautiful plan suitable for reproduction for graphic work." MGS Architects and McDougall & Vines, Conservation and Heritage Consultants) 'The Mount Buffalo Chalet opened in April 1910 as a remarkable Victorian State government venture into alpine tourism and recreation. Designed by Public works Department architect, George Austin (1860-1921)." (Pg 4 Historica, 2011). "The collection of ephemera builds on the Chalet's holding of archival material with a range of interesting, original items. Dinner menus., stationery., luggage labels, tickets, dockets and plans help to interpret the structured routine and social conventions of the Chalet that held sway for so many years." (pg 127 MBCC) These plans drawn were most likely to have been drawn upon recommendation by Government Tourist Officer, J.C.Boyce. John Newton (the Lessee) suggests the addition of 2 new wings (24 rooms) and creation of a billiards room. Treasury approved money for these extensions which were not completed until1914. Possibly predates Chalet. ".There is also a wooden plaque displaying the names of notable guests who stayed at the Buffalo Falls Hotel that once stood at the foot of the mountain. the pioneering Manfield family opened this early hotel in the late 1880's and soon began taking visitors on walking treks up onto the plateau." (Pg 84 Historica, 2011). The Buffalo Falls Hotel was originally known as The Buffalo Falls Temperance Hotel and was built in 1888 by James Manfield. His daughter Alice became well known as a Mt Buffalo guide and was renowned for her mountain knowledge as well as for her distinctive alpine pant suit. The Hotel was constructed opposite the newly opened 'Staker's Track', a walking track , now known as the "Big Walk" was, a steep 6 hour walk, which nevertheless opened the mountain up to early tourism, attracting leading figures from Melbourne Society as well as significant artists, Naturalists and Scientists eager to explore and experience the unique scenery and geological features of the Mountain. Baron Von Mueller as Government botanist was one of the first white men to ascend to the plateau in 1853, collecting alpine specimens . Each of the names on this honor roll were significant cultural and society figures of Victorian/Edwardian Melbourne .Listed in Draft Inventory of Significant Items. Appendix A3. He engaged Phil Nowell to build the original Koki Alpine Lodge which opened in 1965 with 14 beds. George operated the lodge with Michael “Baldy” Blackwell as manager. He also graduated in sport psychology in 1981 and was invited to become team psychologist for the Australian Winter Olympic team which went to Albertville, France, in 1992. He later owned the Red Onion Chalet. George credited the success of Koki to “Baldy” Blackwell. “Baldy” and Phil Nowell started the Trackers Mountain Lodge in partnership during the 1980s. In 1971 George sold Koki Lodge to Sigi Doerr. In 2024 the renamed Koki Alpine resort remains a highly popular destination in Falls Creek. George Shirling passed away on 27th February 2023.
