This glass is a souvenir of the awarding to Warrnambool of the title of Victoria’s Premier Town for the period 1979-1982. The Premier Town Awards were given by the Victorian Government to the town or city that best protected and enhanced its environment. Warrnambool won the award in 1958, 1979-1982 and 1988-1991.This glass is retained as an example of the type of souvenir sold locally to celebrate the winning of Victoria’s Premier Town Award. It will be used in displays. This is a glass in the form of a goblet with a circular base, a thin stem and a top with gilt edging around the rim. The Premier towns is an award given by the Victorian state Government. It recognises positive actions by regional communities to protect and enhance their local environment. It is based on criteria relating to litter prevention and waste management, environmental and heritage management as well as activities among community groups and leadership. The following is taken from Hansard at the announcement of the awards in 1988 That the Senate- (a) congratulates the Mayor, Councillors, the Premier Town Committee, and the people of the City of Warrnambool, Victoria, for their achievement, on Saturday, 20 November 1988, in taking out the Victorian `Premier Town Award' for an unprecedented third time; (b) congratulates the business people of Warrnambool for their efforts in helping the city to win the Victorian Industrial and Commercial Development Award, including a special award for coastline preservation and studies This album is significant in that it documents an important award to the City of Warrnambool. It is also a comprehensive pictorial record of Warrnambool as it was in 1988.Volume 2. The award recognizes success in litter prevention, waste management and environmental projects and community group and individual efforts are taken into account in this regard, Warrnambool has won the award three times (1958, 1979-82 and 1988-1991). These items are of interest as examples of the souvenirs distributed to celebrate Warrnambool’s being awarded the title of Premier Town of Victoria in the 1970s and the late 1980s. Bruce Rogers, the recipient of the brass plaque and Director of the Premier Town Campaign in 1979-82 was a Warrnambool businessman, City Councillor (1965-9) and a Lawn bowls player of note. Sir Samuel McCaughey was a state officeholder, specifically the Lieutenant‑Governor of Victoria. The Governor of Victoria is the Queen / King’s representative in the State of Victoria and is a state level constitutional and ceremonial role. Constitutional duties include giving Royal Assent to Victorian laws, appointing the Premier and Ministers, opening and dissolving Parliament, acting on the advice of the Victorian Government, and ensuring stable, lawful government in the state. Ceremonial duties include attending civic events, visiting suburbs, towns, schools, and community organisations, opening public buildings and infrastructure, presenting awards and honours, supporting charities and volunteer groups. These photographs taken by The Advocate in 1990, when Governor McCaughey and his wife made an official visit to Sunshine. They were welcomed to Sunshine by the Mayor Cr. Don McKay and mayoress Mrs. Isobel McKay. Also at the reception was scouts and guides from Sunshine and Deer Park. The Sunshine North Secondary College Band played in the foyer to welcome the Governor and his wife. After the reception, the party was then taken to The Hunt Club, where the Governor laid the foundation brick for new pottery kiln. They then moved to the Albion Explosive Factory where the new project plans were explained to them.
