Tourism has been an important industry in Warrnambool for over 100 years. In the late 19th century Warrnambool was promoted as a spa resort offering a mild climate, coastal swimming and hot and cold seawater baths. Today visitors come in winter to see the Southern Right whales at Logans Beach and other coastal areas and they come in summer for a beach holiday. The William Guilfoyle-designed Warrnambool Botanic Gardens have always been an attraction for both locals and visitors. This Warrnambool Botanic Gardens Study and Report was funded by the National Estate Grants Program of the Australian Heritage Commission and the City of Warrnambool. It was monitored in progress by a Steering Committee consisting of representatives of the Botanic and Public Gardens Advisory Committee, the Warrnambool City Council, Friends of the Warrnambool Botanic Gardens and National Estate Grants Program representatives and community representatives. The Warrnambool Botanic Gardens were first sited close to the Hopkins River in 1859. In 1869 the gardens were relocated to the present day location in Botanic Road. This plan is of some importance as it gives an overview of the history and current condition in 1995 of the Warrnambool Botanic Gardens and draws up a plan for its future development. It is useful for research and for consideration by the City Council today of policy making and further development of the gardens. This is a publication containing a master plan for the Warrnambool Botanic Gardens. It has a section on acknowledgements, a summary, eight chapters, and 14 appendices. The pages are bound with plastic rings, the front cover is plasticized with an aerial photograph of the Botanic Gardens and surrounds and the back cover is lightweight cardboard. The pages contain printed material, fold out maps, sketches and diagrams and many photocopied photographs.Front Cover: City of Warrnambool, Warrnambool Botanic Gardens, Conservation and Development Plan, Jill Orr-Young, Patrick Mallon, SF Consultants Pty Ltd, February 1995. warrnambool botanic gardens, warrnambool

This 1813 cannon is classified as a carronade, having been made by the Carron Ironworks foundry in Stirling, Scotland in 1813. It is a large calibre, short range, gun mainly used on ships. The carronade model of cannon was first used when introduced into the British Royal Navy in the American War of the Revolution (1775-1883). This cannon was originally a 28pdr, 48cwt, 8ft gun. The date ‘1837’ on the barrel probably indicates the date that the Board of Ordinance accepted the change in size to a 32pdr. It may originally have been a naval gun and the conversion undertaken when it was brought ashore. It is very probably one of the 15 guns that are known to have constituted the defences of Victoria in 1860. This group of 32pdrs was the shorter model of the 4800width and 8ft length cannon and as such are different from the 32pdrs found in NSW. It was originally located on Cannon Hill in Warrnambool when it was the site of the Warrnambool Battery Western Artillery, formed in 1866. It was obsolete by the time of the 1887 fortifications, and was moved from the Warrnambool Fortifications to the Botanic Gardens in 1910, when the Fortifications were declared obsolete. HISTORIC INFORMATION ABOUT THE CANNON IN THE WARRNAMBOOL AREA In the years following the Crimean War (1854-1857J) there was a great concern in the Colony that Imperial Russia would attempt an invasion. Coastal defences in the colony of Victoria were greatly strengthened by the Government as a result. Warrnambool was originally protected by cannons at Cannon Hill, approximately 1 kilometer west of the Flagstaff Hill Fortifications. The cannons included two 1866 guns, both 80 Pound Rifled Muzzle Loaders (RML) purchased by Victoria’s Colonial Government. They were part of a shipment of 26 such guns sent from England in December 1866. They are registered as No. 23 (80cwt-2qr-0lbs) - Gun 1, and No.13 (81cwt-1qr-12lbs) - Gun 2. They were cast at the Royal Gun Factory, Woolwich Arsenal, in 1866 and have a 6.3 inch bore. Both barrels carry the Royal Cypher of Queen Victoria, Insignia of the Royal Engineers, within the Garter and Motto surmounted by the Crown, with the Royal Cypher of Queen Victoria within the Garter (letters in centre “VR”, motto “HONI SOIT QUI MAL Y PENSE”, "Shame be to him who thinks evil of it."). The guns were originally supplied with wooden carriages. (The Royal Arsenal at Woolwich, England, was established eleven years after the Restoration of King Charles II. It was the principal supplier of armaments to the British and Empire Governments. At the height of its operations during World War One the factory covered 1300 acres and employed very nearly 80,000 workers. Woolwich was the Headquarters of the Royal Artillery since the raising of that Regiment in 1716. The Arsenal was closed in the late 1960’s.) The two 80pdr cannons were transferred to the Warrnambool Garrison Artillery Battery Fortifications erected at Flagstaff Hill in 1887 as part of Victoria’s Coastal Defences. The original wooden carriages were subsequently replaced with the present iron garrison carriages in 1888. They are a “C” pivot. The ‘racers’ or curved track set into the floor of the gun emplacement (which enabled the guns to be traversed more quickly) are as specified for guns up to 10 inch, being of wrought iron 2.78 inches wide. A temporary third gun, now no longer on Flagstaff Hill’s site, was a 5 inch Rifled Breech Loading (BL) Armstrong gun mounted on an Elswick hydro pneumatic disappearing carriage It was faster to load and fire than the 80 pound RMLs and its arrival spelt the end of the older 80 pound guns’ useful life, apart from being used for practice sessions. The 5 inch BL gun was the main defensive weapon of the Warrnambool Battery until the Battery was downgraded in importance and the gun was recalled to Melbourne in 1910. The gun emplacement still remains in place set between the 2 80pdr cannon. The State of Victoria took over the ownership of the guns at the time of Australian Federation in 1901. In about 1901/1902 the Garrison Battery was converted to the Warrnambool Battery of the Australian Field Artillery (No 4 Field Battery). It was equipped with 4.7 inch naval guns mounted on field carriages. They were now a mobile unit but continued to use the Warrnambool Garrison area at Flagstaff Hill for practice. When the Fortifications were declared obsolete the two 80 Pounder RML were relocated to Cannon Hill in 1910. On the outbreak of World War 1 the 4.7 inch guns were recalled to Melbourne, and the Battery was disbanded. Most of the personnel probably re-enlisted in the local 4th Australian Light Horse Regiment. The two 80 Pounder RML were moved back to the Fortifications in 1973. They were both fully restored by Army First Year Apprentices at the Ordinance Factory in Bendigo in time for the centenary year of the fortifications in 1987. The guns are capable of firing 80 pound (32.3kg) armour piercing exploding shells 3.65kms out to sea. They were original manned by volunteers before a paid Garrison was established. Now the Guns are again fired by volunteers on Special Event days. Since restoration the Gun Number 1 had been fired on a regular basis but Gun Number 2 hadn’t been fired since the mid 1990’s. In April 2015 Gun Number 2 was serviced in preparation for the firing of both cannons on the ANZAC Centenary commemorations on April 25th 2015. Other guns from the original Cannon Hill location were obsolete by the time the 1887 Warrnambool Garrison Artillery Battery was built. These guns are (1) a 32 Pounder Muzzle Loading Smooth Bore (SB) cast in 1813 at the famous Carron Foundry, number 80837 and now located in the Warrnambool Botanic Gardens. It is now mounted on a replica carriage due to the original carriage being in a fragile condition (the original carriage stored under cover at Flagstaff Hill). (2) a 68 Pounder Muzzle Loading Smooth Bore cast in 1861 at the equally august Low Moor Foundry, number 10310 and now located on the lawn area at the entrance to Flagstaff Hill Maritime Village. It is still mounted on its original wooden garrison carriage. Its wooden slide compressor mechanism is fragile and now kept in Flagstaff Hill’s storage. There are only seven 32 Pounder SB made by Carron and fifteen 68 Pounder SB made at Low Moor known to exist in the State of Victoria Plaque attached to the carriage “This replica carriage was constructed by the Warrnambool Tritan Woodworkers club in conjunction with the generosity of local businesses and the Warrnambool community. The original carriage (circa 1860) was removed for restoration and is now located at Flagstaff Hill Maritime Village. The timber used for the replica carriage is Monterey Cypress, which was an early planting in the gardens. 2010 marked the centenary of the cannon’s relocation in the Warrnambool Botanic Gardens.” (Reference; Victorian Guns and Cannons, South Western Victoria Assessment, May 2008, item W/B/01; Flagstaff Hill Maritime Village datasheets and archives). There are only seven 32 Pounder SB made by Carron known to exist in the State of Victoria and this is one of them. On a world level, this cannon represents a high level of rarity. Further, as it has been modified (bored up) it is representative of the historical process of amending artillery in order to ensure a longer usefulness of each piece despite rapidly advancing artillery technology. The number of surviving carriages with traversing slides in this group in South Western Victoria is unique in Australia and probably in the World. Out of 10 such platforms surviving in Australia, the South Western Victorian group has half. Several survive around the world but probably not in such a large group. The wooden sliding compressor mechanism belonging to this cannon is extremely rare, and the only one in this South Western Victorian group of Guns and Cannons. As a whole, this cannon has undergone very little restoration or modification, giving it a high level of integrity. The City of Warrnambool is one of several custodians of a collection of artillery pieces of heritage significance at a state, national and international level. These pieces are directly related to the defence of south-west Victoria in the 19th century. The care and preservation come under the Heritage Act 1995. (Reference; Victorian Guns and Cannons, South Western Victoria Assessment, May 2008).Cannon, or carronade, 32pdr with wheels. Muzzle loading smooth bore (SB) cannon. These framed tourist maps came from the Lane Foundation so it is presumed that they were from the office of Lane’s Travel Service which operated from 205 Raglan Parade Warrnambool with the known dates, the 1950s and 1960s. The proprietor, Alan Lane, was a successful Warrnambool businessman who operated a Warrnambool and district bus service as well as his travel business. He was heavily involved in local community affairs being a Warrnambool Councillor for 18 years from 1952 to 1970 and President of the Warrnambool Chamber of Commerce for six years. He was a major donor to the Warrnambool Performing Arts Centre, the Warrnambool Art Gallery and the St. John of God Hospital and left the bulk of his estate to the Alan Lane Foundation which has contributed millions of dollars to local organizations and programs. Alan Lane died in 1995. These framed maps are of some interest as examples of the tourism maps used to promote the city and district in the 1950s and 60s. This is a tourist map of the Warrnambool C.B.D. and adjoining streets produced as an advertisement for Olympic Tyres. It is multi-coloured and has cartoon sketches of the main tourist attractions and pointers to attractions outside of the main city area. These two works of art are by Dr Don Edgar, a sociologist, educator and author. He taught sociology at Stanford University, the University of Chicago, Monash University and La Trobe University and was the founding Director of the Australian Institute of Family Studies. In the 1950s Dr Edgar was a student at Warrnambool High School and these works of art were produced at that time. For a school project he researched the early history of the Warrnambool Art Gallery and some of its collection, dating from the 19th century. In 2019 he published a book, ‘Art For the Country’, the story of Victoria’s regional art galleries and the book includes information on the founding and the later history of the Warrnambool Art Gallery. These works of art are of interest as they were painted by Dr Don Edgar, a noted academic and author today and a former resident of Warrnambool. The two works of art also have historical interest as they depict Warrnambool scenes painted over 60 years ago. .1 An art work (oil on artboard) – the Warrnambool Botanical Gardens with bridge and reflections, a gum tree and a poplar tree, all in green and orange tonings. This pine tree (Allepo Pine, Pinus halepensis) a native of the Gallipoli Peninisula (Gelibolu, Turkey), was grown from a cutting obtained from the War Memorial Canberra and planted in the Mortlake Botanic Gardens in 2002. It replaces the original which grew outside the Mortlake RSL Hall which blew down in a storm c.2000. That tree (Allepo brutius)came from 'the original on Gallipoli' and was planted to commemorate 'fallen comrades' in 'the Jubilee year 1965.' However, two soldiers first brought home pine cones direct from that fateful battlefield. . One was Sgt. Keith McDowell of the 24th Btn. His aunt, Mrs. Emma Gray of Grassmere (Vic.) planted the seeds c. 1928 and four seedlings resulted. One was planted in Wattle Park, Melbourne, one at the Shrine of Remembrance, one at the Soldier's Memorial Hall at The Sisters (c.15 km. south of Mortlake) and one at the Warrnambool Botanic Gardens. The First World War (or 'Great War') and in particular the battle for the Gallipoli Peninsula is of immense national significance. Lone Pine or Plateau 400 was the scene of a major offensive on August 6th 1915. All the trees on the ridge at this point were cut down but one, which was dominated by the 'Lone Pine'. In three days of fighting more than 2,000 Australians lost their lives and seven Victoria Crosses were won. Two Australian soldiers souvenired pine cones - one was brought back to Victoria (see above). Many young men from Mortlake and district volunteered to fight in the Great War and the presence of this tree in our Gardens reminds us all of the local as well as the national sacrifice.l pine tree Small plaque on railing western side. gallipoli, lone pine first world war great war mcdowell, keith

This album contains photographs of many local and beach scenes such as view over Warrnambool, Botanic Gardens, Hopkins River and Bridge, Warrnambool railway station, Proudfoots, Thunder Point, Christ Church and the War Memorial. The newspaper cutting showing firemen dousing the last of the flames of the fire has onlookers including four children in the foreground. The Ozone Coffee Palace was built in 1890-1891 and burnt down February23, 1929. It was one of the largest fires in Warrnambool It was designed by Mr J McLeod. It was grand in design and decoration. The term Coffee Palace was used to describe temperance hotels which were built during the 1880’s -1890’s. They typically were multi-purpose and had a large number of rooms for ballrooms and leisure activities. Coffee palaces were aimed at families in coastal areas and inner city locations. Examples of some are The Windsor Hotel Melbourne, Ozone, Queenscliff and Kilbreda Convent in Mentone. This album has social and historical significance as it shows a collection of local scenes which is a record of familiar scenes such as the gardens, Hopkins River and beach scenes. GEORGE ROSE 1861-1942: - George Rose was a well-known Victorian photographer, famous for his late 19th and early 20th century photography. He was born in Clunes, Victoria, and was in his 20th year when he founded Rose Stereograph Company in 1880. He took the opportunity of a popular trend of the times to produce stereographs, pairs of almost duplicate photographs that appeared in 3D when viewed in a handheld stereo viewer. By the 1920s, these lost their popularity, so he used his photographic skills to produce cards and postcards of scenes and people. The twelve photographs in the Rose postcard folders include locations connected to other items in our Collection, including the Valentine postcard folder in this set. The photographs are titled: - . The Avenue and War Memorial. Warrnambool. Vic. . The Blow-hole. Thunder Point. Warrnambool. Vic. . Botanical Gardens. Warrnambool. Vic. . Eagle Rock. Warrnambool. Vic. . [Kepler Street towards Presbyterian Church on Spence St] This postcard folder shows scenes and places of interest in and around Warrnambool. The George Rose postcard folders in this set were produced in Victoria and include pictures taken by the renowned photographer between 1880 and 1942. Other postcards in our collection have photographs of the same or similar locations at different periods in time. Each postcard records a moment in history and is significant as a way to compare and show the changes in the local environment and community, building a story of the local history. The images record changes in the coastline, land, bay, buildings and other structures, roads, transportation and even the fashions of the times. This copy folder is one of a set of three. This folder has a green-grey textured rectangular card cover with a sketch of a rose on the front. The cover also contains the name of the postcard series, the location of the series' focus, the producer's details, and lines for adding an address. The folded cover contains a long, concertinaed page with six titled photographs on each side, totalling twelve. The folder contains scenes from Warrnambool and nearby popular areas, including Lady Bay, the Port of Warrnambool, the Warrnambool Breakwater, the Viaduct, the Merri River Footbridge, the Hopkins River Mouth, and Proudfoot’s and the Fanny Nelson/Flett boathouses. This postcard folder contains lithographs of photographs taken locally by Georg Rose between 1880 and 1942. He reproduced them at his company's premises, the Rose Stereographic Company at Armadale, Victoria. The postcard folder was purchased as a Warrnambool souvenir by the donor's parents around 1945 to 1950. Interestingly, the city on the cover is printed as "Warrambool", which is a location in New South Wales, but the postcards within all have the locations and text of Warrnambool. The photographs include the 'new' concrete bridge, built in 1922 to replace the original bridge, built in 1872. The boathouses belonging to Proudfoots and to Flett/Fanny Nelson are also pictured on the Hopkins River mouth. The twelve photographs included locations connected to other items in our Collection. Each postcard folder in this set has no address, message or postage stamp. Postcard folders such as these were popular as holiday souvenirs in the early to mid-20th century and were kept in good condition by collectors. The size is convenient for posting to friends and relatives and packing as holiday luggage. Postcards in the early-to-mid-19th century were an inexpensive way to remember and share holiday scenes, as few people could afford a camera and the price of developing the photographs. The images on these postcards were produced from black and white lithographs of photographs taken at Warrnambool and the surrounding district during the early to mid-20th century. Publishing firms such as Melbourne-based Valentine and Rose purchased photographs from local photographers and reproduced them for sale. This set of postcard folders shows that more than one publishing company had access to the same or almost the same images. The photographs include street scapes, the Warrnambool Breakwater and Pier, Botanical Gardens, beach scenes, cliff formations, the Hopkins River, municipal buildings, the Post Office and the Soldiers’ Memorial. The postcard folders in this set of three are significant as a record of local history from the late 19th century to the mid-20th century. The locations of the images match photographs and postcards in our collection that were taken at different times and provide a historical record of the Warrnambool and southwest Victorian locations, growth and changes.. The images record changes in the coastline, land, bay, buildings and other structures, roads, transportation and even the fashions of the times. Set of three postcard folders containing black and white images of photographed scenes showcasing Warrnambool and district between 1880 and 1942. The images were produced from lithographs of the original photographs and are printed on both sides of long strips of white photographic paper that are Z-folded into covers of textured card. Some of the images are repeated in all three folders. Folder 8665.1 - the cream-coloured folder was produced by The Valentine Publishing Co. Pty. Ltd. Melbourne and contains 15 photographs, some of which are also in the blue and the green folders. Folders 8665.2, the green folder, and 8665.3, the blue folder, were published by Rose Stereograph Co, Armadale, Vic. In the years following the Crimean War (1854-1857J) there was a great concern in the Colony that Imperial Russia would attempt an invasion. Coastal defences in the colony of Victoria were greatly strengthened by the Government as a result. Warrnambool was originally protected by cannons at Cannon Hill, approximately 1 kilometer west of the Flagstaff Hill Fortifications. These cannons included two 1866 guns, both 80 Pound Rifled Muzzle Loaders (RML) purchased by Victoria’s Colonial Government. The Arsenal was closed in the late 1960’s.) These two cannons were transferred to the Warrnambool Garrison Artillery Battery Fortifications erected at Flagstaff Hill in 1887 as part of Victoria’s Coastal Defences. When the Fortifications were declared obsolete, the two 80 Pounder RML were relocated to Cannon Hill in 1910. On the outbreak of World War One the 4.7 inch guns were recalled to Melbourne, and the Battery was disbanded. These guns are (1) a 32 Pounder Muzzle Loading Smooth Bore (SB) cast in 1813 at the famous Carron Foundry, number 80837 and now located in the Warrnambool Botanic Gardens (2) a 68 Pounder Muzzle Loading Smooth Bore cast in 1861 at the equally august Low Moor Foundry, number 10310 and now located on the lawn area at the entrance to Flagstaff Hill Maritime Village. Both of these guns are mounted on their original wooden garrison carriages. There are only seven 32 Pounder SB made by Carron and fifteen 68 Pounder SB made at Low Moor known to exist in the State of Victoria. Funding was received to repair Cannon No.2 and its iron carriage. After completion, both Cannon No 1 and No. 2 were 'fired' in a public re-enactment on April 4th, 2026. (Conservation Management Plan for Victorian Guns and Cannon, South Western Victoria, May 2008, ref W/F/05)The Warrnambool Garrison has been added to the Victorian Heritage Register H1250 “for its intact battery and guns, a strong reminder of Victoria’s wealth and determination to protect itself from the perceived threat of invasion in the 1880’s.” The City of Warrnambool is one of several custodians of a collection of artillery pieces of heritage significance at a state, national and international level. These pieces are directly related to the defence of south-west Victoria in the 19th century. The care and preservation come under the Heritage Act 1995. The Warrnambool Battery on Flagstaff Hill has embankments for 3 guns. Those on the left and right still have cannon in place but in the centre is an empty embankment, apart from this concrete ring with metal threaded studs. In 1898 a 5 inch breech loading gun (BL) was installed here. The gun had a hydro-pneumatic disappearing carriage (hence the sign on the concrete wall "5" BL HP").. This type of gun was faster to load and fire that the 80 pound RML’s installed on either side of it. Its arrival spelt the end of the 80 pound RML guns’ useful life, although they continued to be used for practice sessions. The 5 inch BL was the main defensive weapon of the Warrnambool Battery until the Battery was downgraded in importance. It was removed in 1904 and recalled to Melbourne in 1910. The gun emplacement ring is all that remains of the mounting for a 5 inch Armstrong rifled breech loading gun. On the outbreak of World War One the 4.7 inch guns were recalled to Melbourne, and the Battery was disbanded. They were originally manned by volunteers before a paid Garrison was established. There are only seven 32 Pounder SB made by Carron and fifteen 68 Pounder SB made at Low Moor known to exist in the State of Victoria [references; Flagstaff Hill Maritime Village interpretation boards, information sheets and other documents; South Western Victoria Guns and Cannon report, May 2008, ref W/F/08] The Gun embankment is contained within the heritage listed Lady Bay Lighthouse Comples, on the Victorian Heritage Register VHR H1520. The gun emplacement base is evidence of the last defences installed on this stretch of coastline. The Warrnambool Garrison has been added to the Victorian Heritage Register H1250 “for its intact battery and guns, a strong reminder of Victoria’s wealth and determination to protect itself from the perceived threat of invasion in the 1880’s.” The City of Warrnambool is one of several custodians of a collection of artillery pieces of heritage significance at a state, national and international level. These pieces are directly related to the defence of south-west Victoria in the 19th century. The care and preservation come under the Heritage Act 1995. Gun emplacement; the remains of the mounting platform of a temporary third gun installed in 1898 in the centre of the battery. This consists of a circular concrete well or sump surrounded by two rings of mounting bolts, the inner of 10 and the outer of 20. The base once held a 5 inch Armstrong rifled breech loading gun with hydro-pneumatic disappearing. In the centre of the ring on the ground is a keyhole shaped space. The gun was removed in 1904. flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, great ocean road, colonial defences, victoria’s coastal defences, warrnambool fortification, warrnambool garrison battery, warrnambool volunteer corps, ordinance, armaments, cannon hill fortifications, flagstaff hill fortifications, 4th australian light horse regiment, garrison gun, 5 inch breech loading gun, emplacement for hydro-pneumatic disappearing carriage, gun emplacement

Pattison Collection This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items have become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance.
