In earlier days a lead line was used to perform a similar task. The author of the document is unknown. Jet Probing is a method used for underwater archaeology, cable installation and coastal engineering. A jet probe is a machine that produces a strong jet of water that penetrates the layers of sediment on the seabed, determining their depth, thickness and consistency. It provides a survey of the seabed and can be used as an aid to engineering design and construction. The report mentions lining up with the wooden jetty, the end of the breakwater and the leading lights. It mentions sand, loose rock and rock. Dates of recordings are 14-10-29, 15-10-29 and 16-10-29. (1929) The situation of the harbour had become a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem. The soundings and Jet Probings were done after the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. By the 1940's the harbour was no longer used. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. The old jetty is on the left and the Warrnambool Breakwater is on the horizon. The S.S. Casino was a passenger and freight steamer built in Dundee, Scotland, in 1882 for the Newcastle and Hunter River Steam Navigation Company of N.S.W. The vessel weighed 425 tons gross with a length of 160.4 feet, a beam of 24.1 feet and a depth of 10.2 feet. Accommodation for 35 people was provided in the saloon, and 25 passengers in the fore-cabin, plus room for 300 tons of cargo. On May 30th 1882 the S.S. Casino called in at the Port of Warrnambool for coal, narrowly escaping being swept ashore in gale-force winds due to the pilot's quick action. At that time, still at anchor, the directors of the Belfast and Koroit Steam Navigation Company were so impressed that they bought the S S Casino immediately; being ideally suited for trade along the West Coast of Victoria; Belfast is the original name for Port Fairy, South West Victoria. The Belfast and Koroit Steam Navigation Company was first managed by Messers Saltau and Osburne, and after the passing of Mr Osburne, by produce merchants Messers H. Sautau and Sons, owners of a hay and corn store and shipping agency was on the corner of Liebig and Koroit Streets in Warrnambool. The S.S. Casino was named “the most famous steamer to operate in Victorian waters along the West Coast” by maritime author Jack Loney. Captain Boyd was her first Master, followed by Captain Chapman, who stayed with her from 1890 until 1924. Captain W. Robertson followed for a short term, and then Captain Middleton took command from 1925 to 1932. The S.S. Casino had several mishaps during her life. One was on 3rd January 1898 when the ship collided with the S.S. Flinders in Apollo Bay with minor damage. Another was on 24th October 1924 when the Casino was grounded on a reef at Point Hawdon near Grey River and most of her cargo of Christmas goods had to be dumped into the sea. Then in February 1929, the Casino was ‘holed’ when it struck a submerged object as it entered Lady Bay, Warrnambool. On the morning of 10th July 1932, after attempting to berth at Apollo Bay jetty in heavy seas, Captain Middleton decided to take S S Casino out into the bay and wait until the seas abated. It was not realised that the anchor that steadied the ship during a manoeuver had pierced its hull, and it sank as it headed for the beach. Captain Middleton and nine others lost their lives, but nine people were rescued including the two female passengers. Captain Middleton had been in charge of the S.S. Casino for seven years. He was the first ship’s Master to lose his life in a shipwreck in the West Coast trade. In the years following the turn of the century, the S.S. Casino remained the only regular trader with normal passenger accommodation along the West Coast. From 1882 it had made at least 2,500 voyages on the one run. Flagstaff Hill’s collection has a portrait photograph of Captain Chapman, a ship model of the S.S. Casino that shows both forms of power under which it sailed, steam and sail. The ship is painted green and flies three flags. The inscription across the case of the ship model, incorrectly dated, tells the sad story of the wreck of the ship and the loss of lives on July 10th 1932 at Apollo Bay. A print in the Collection shows S.S. Casino underway in the heavy sea off Point Lonsdale, another two photographs show it at the Port of Warrnambool, leaving from the Breakwater in Lady Bay, and another identifies the S.S. Casino as a ship from the Belfast and Koroit Steam Navigation Company.The photograph shows an example of the Warrnambool community and family bathing and beach activities of the 1930s. It also shows a point in time when the jetty and the Breakwater were in the Bay. The photograph is significant because of its association with the coastal trader S.S. Casino 1882-1932 and its significance to cargo and passenger trade along Victoria's West Coast in the late 19th and early 20th centuries. The wreck of the S.S. Casino is considered an important part of Victorian and Australian cultural heritage and as such has been declared and protected as a Historic Shipwreck under State and Commonwealth Law in the Commonwealth Historic Shipwrecks Act (1976).Black and white photograph of steamship S.S Casino leaving Warrnambool. It was renamed later as the Lady Bay Hotel. THE STEAM PACKET INN The Steam Packet Inn was originally located at the end of the first jetty that ran out into Lady Bay. It was purchased by Manifold and Bostock in 1854 with the first building being a private BOND STORE. An old horse-drawn tramway went past the Bond Store and out onto the Jetty, providing a method of transporting goods. The Bond Store was converted in 1863 into a hotel named the Western Steam Packet and then called the STEAM PACKET HOTEL or INN, a stone building. The Steam Packet Inn building was owned by E.D. Evans of the firm of Evans and Gleeson, livery stables. The Steam Packet Inn’s licensee between 1883-1888 was B.C. Jewell. In 1889 the building was reconstructed and a second storey added. At this time (1889-1890) the name was changed to the BAY VIEW HOTEL. The hotel was extensively damaged by the first of the two earthquakes in Warrnambool in 1903. The hotel was renamed LADY BAY in 1954 and altered and enlarged. It then occupied the site of two former hotels, the Bayview and the Prince of Wales. When the Lady Bay Hotel was demolished a few years ago to make way for the Lady Bay Apartments the original walls of the old Steam Packet Hotel were still clearly visible inside the main bar area. STEAM PACKET INN and BOND STORE at FLAGSTAFF HILL MARITIME VILLAGE (Note that there are two buildings at Flagstaff Hill Maritime Village, a Manifold and Bostock Bond Store and a Steam Packet Inn with a licensee, B. Jewell (1883-1888), both remembering the one building that incorporated these two institutions in Warrnambool’s past. The current Steam Packet Inn in the Flagstaff Hill Maritime Village has an image of one the licensee's B.C. Jewell. The photograph is part of the Western Victoria collection produced in 1891 by Brookes' Photographic Union in Victoria. Brookes' Photographic Union was a collaboration of two brothers, Frederick Augustus Brookes and his brother Albert Edward Brookes. Frederick arrived in Victoria in the early 1880's. He and Albert formed the organisation to produce collections of photographs including the districts of Geelong, Gippsland and the Western Victoria. This photograph was taken and published just after the construction of the Warrnambool Breakwater. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This photograph is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. At the beginning of a shore-to-ship rescue the instructions are sent to the distressed vessel after the first rocket line was received by them. The stranded people on the vessel follow the instructions to assist the life saving rescue crew in saving their lives. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest themThis pair of tally board is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Warrnambool...Breakwater...Jetty...The chart shows the surrounds of Warrnambool Harbour, Lady Bay, the Breakwater and Jetty, roads, bridges and the streets in Warrnambool. ...The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. ...This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay and the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). The Warrnambool Breakwater is one of the most important late 19th century maritime engineering projects in Victoria and significant in the development of Victorian coastal shipping. It is also significant for its connection with British harbour engineer, Sir John Coode. The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. John Dennett - John Dennett was from Carisbrooke, in the Ilse of Wight, UK. In 1826 he invented, patented and demonstrated an improved method of rocket powered, line firing rescue equipment for saving lives. The rockets had a longer range than the mortars being used, they were lighter, needed less preparation time, only needed one line for repeated shots, and fewer people were needed to move the equipment. Very favourable reports of Dennett’s rockets were received by those in charge of His Majesty’s Naval and Military services. In 1832, Dennett’s rocket-thrown line was sent out to the wreck of the ‘Bainbridge’, and was responsible for nineteen survivors coming ashore in two boatloads, along the fired line. Dennett’s rocket received national fame, and a one-year contract to supply rockets to the Coastguards. He became known as ‘Rocket Man’ and his rockets were used in rescues at least until 1890, when his son Horatio was running the business. A rocket weighing 23 lb would have a range of about 250 yards (228 metres), on average. The wooden rocket shafts are octagonal, with a metal sheath at the ends, carved elongated slots towards each end, and a scribed channel above the black foot. The rocket head toting boxes are thick timber, covered in fabric and painted black. They have a hinged wooden lid that slants downwards from back to front, and a metal closure. Small deliberate holes, in groups of four, on the box’s sides, indicate missing attachments, likely to have been handles. In 1826 he invented, patented and demonstrated an improved method of rocket powered, line firing rescue equipment for saving lives. The rockets had a longer range than the mortars being used, they were lighter, needed less preparation time, only needed one line for repeated shots, and fewer people were needed to move the equipment. Very favourable reports of Dennett’s rockets were received by those in charge of His Majesty’s Naval and Military services. In 1832, Dennett’s rocket-thrown line was sent out to the wreck of the ‘Bainbridge’, and was responsible for nineteen survivors coming ashore in two boatloads, along the fired line. Dennett’s rocket received national fame, and a one-year contract to supply rockets to the Coastguards. He became known as ‘Rocket Man’ and his rockets were used in rescues at least until 1890, when his son Horatio was running the business. A rocket weighing 23 lb would have a range of about 250 yards (228 metres), on average. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it. In 1858 the provision of rocket and mortar apparatus was approved for lifeboat stations in Victoria, and in 1864 a rocket house was built to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The thimble attached to the strop has a wooden slat for quick release of the breeches buoy. The ropes comprise of two equal lengths of rope that have been bunched together to form two loops, then bound together just below the loops, while the four hanging ends are looped around the lifebuoy, equally spaced, with each end finished in an eye-splice. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest them. This set of scarlet arm bands is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. The Otway was the second steamer purchased by the company. It had a number of ships which traded along the coast including, the Nelson, Julia Percy, Otway and The Edina. The Edina was originally owned by Stephen Henty who was operating it from Portland but he sold it to the new company for £8500. Henty then withdrew from the Belfast and Warrnambool trade for a time but it proved to be a competitive business. The name was changed again in 1878 to The Western Steam Navigation Company and the SS Otway was put up for sale. This card relates to one of the first trips, if not the first trip, taken by the SS Otway Shipping was a major part of the history of Warrnambool and this ticket is a link to one of the earliest passenger and freight services which operated along the coast.Small cream card with light purple text with company name at the top. Capital letters done in scroll lettering. There are feint markings in the centre of the back which appear to have been rubbed off.Signed by Captn Selby. James Cust (1815-1860) came from Ireland to Australia in 1841. From 1847 on he farmed first at Woodford and then moved into Warrnambool and began land speculating.. In 1856 his property was valued at £20,000 but by 1858 he was declared insolvent following the insolvency of his financial backer, William Bateman and his properties were sold. He died in 1860 following an accident at a Ballarat gold mine. Other notable Warrnambool identities who owned this property on Pertobe Road included Thomas King, Christopher Beattie, Thomas Goodall, William McMahon and Alan Lane.These documents are of interest as they detail the history of a property in Warrnambool up to the 1960s. They are also an example of the type of property once owned by James Cust, an important early land speculator in Warrnambool. These are nine loose sheets of paper concerning a legal search made of a block of land in Warrnambool and later documents on the same property The papers contain handwriting in blue and black ink and pencil and one red stamp. The school was decommissioned and closed in the 1990s. In the photograph, people unload the coal from the ship beside the Breakwater and load it into the row of tramway carts. The coal would be sold to businesses and householders for the purpose of fuel for warmth, cooking, heating water and running machinery. The image shows the early days at the Port of Warrnambool. The building of the Warrnambool Breakwater had only just been completed. Steamships and sailing ships were frequent visitors to the port. Steam Navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The ship carrying the coal is thought to be the "S.S. Chillagoe" previously named "Speculant". In 1903 the Chillagoe was registered at the Port of Melbourne, and it sailed between Melbourne and Newcastle, New South Wales, where coal was mined and sold in significant quantities. In March 1890 a tragedy occurred when coal was being unloaded at the Warrnambool Breakwater. A local young man, David Ferrier, was working in the hold of the steamship Kurrara as its delivery of coal was being unloaded. A basket of coal fell from a sling onboard and came down upon Ferrier, breaking his back. He was not expected to live. In September 1890 there was a strike of coal workers but the Geelong Advertiser reported that a Warrnambool firm of coal merchants had recently received some large cargoes from Newcastle.The photograph is historically significant as it is connected with the local areas of the Warrnambool Breakwater, Lady Bay, and the South Warrnambool Primary School. The scene shows a moment in time when a steamship was unloading a shipment of coal onto tram carts on the Breakwater, which had only just been completed that year. The photograph was taken about 13 years after the opening of the South Warrnambool School, which was decommissioned around 20 years after it celebrated its centenary.. John McDermid sadler,and William Stevens farmer of Russell's Creek are acting as surety for the contract.The tramway was an important part of Warrnambool's infrastructure and history and the documents also include names of local people. These documents relate to the contract to perform the horse work for the tramway for a period of one year. The horse work involved the transporting of goods by horse drawn tram trucks, all repairs to the tracks , shunting and delivery duties. According to these documents , the horses were required for many different tasks in the operation of the tramways including the moving of freight, removal of sand from the area, shunting of trucks and ballasting and repairing lines when necessary.The contractors had a list of conditions imposed including the provision of six horses of strong working ability and sufficient finances. The contract period was for 1 year and payment was monthly in arrears and hours of operation were from 7 am to 6 pm. These handwritten documents provide an insight into the type of work done in the early days of Warrnambool and the working conditions at the time. Five folded grey paper with red lines around edges. Nelson was built by Messrs Blackwood and Gordon of Port Glasgow for a cost £25,000 in 1877. ...This beautifully made ship model is a side relief of the steam ship “S.S. Nelson”, which was launched in 1877. The model’s case stands out because of its ornately carved internal frame. Relief models of ships, sometimes called half models, were often built by the shipbuilders as an exact scale model of the finished ship. The shipbuilders would use the model to ensure that the design was balanced. They would use the model as a point of reference during building. Also, ship models were used to demonstrate the designs to prospective buyers. It is not known whether this model of the “S.S. Nelson” was made for these purposes. HISTORY of the “S.S. Nelson” During the period 1840-1890 shipping was the cheapest and most practical means of carrying produce and goods to and from coastal towns such as Warrnambool. In the 1850s regular domestic steamer services began and by 1870 the passenger trade was booming. Passengers were taken to the ship’s side in small boats called lighters, which took it to ships at anchorage in Lady Bay, then climbed aboard up ladders or gangways. Their fare covered accommodation Saloon/Cabin section (higher class and more expensive) or the Steerage section (lower class and less expensive, below deck level). Produce included livestock such as pigs and fowls, and dairy products, bales of wool, and potatoes. The goods were loaded from the Warrnambool Jetty into the lighters. The S.S. Nelson was built by Messrs Blackwood and Gordon of Port Glasgow for a cost £25,000 in 1877. She was an iron screw steamer with an overall length of 200 feet, beam 25.5 feet and a depth of hold of 19.4 feet, which gave her a gross measurement of 649 tons. Her engines gave her a best speed of 13 knots and a maintainable speed of 12 knots. She was described as a handsome, star decked, efficient steamship, fitted with accommodating for 75 first class passengers in a saloon, and 40 second class passengers in a cabin. The S.S. Nelson arrived in the colony of Victoria on March 9th, 1877. She was first registered in Warrnambool by the Warrnambool Steam Packet Company under the management of Mr William Evans, and employed in the coastal trade of south west Victoria. She was very popular in 1878, registered under the new ownership of the Western Steamship Navigation Company, trading between Melbourne, Warrnambool and Portland. Captained John Nicholson commanded the S.S. Nelson after the previous captain, Thomas Smith, was suspended in 1882 for six months by the Victorian Steam Navigation Board following the collision between the S.S. Nelson and the S.S. Julia Percy. Other Captains include S Drewet and John Thompson. The S.S. Nelson was sold to Messrs. Huddart, Parker and Co. and re-registered in Melbourne on June 23rd, 1890. The new owners intended to use her for their Bass Strait crossing between Melbourne, Victoria and Launceston, Tasmania. On the night of Friday, June 27th 1890, under the command of Captain Carrington, she was on her way to Launceston on her first crossing for her new owners. She had no passengers and very little cargo and was to return to Melbourne with passengers the following morning. She was only 21 hours out of the dock when she struck Porpoise Rock in the Tamar River. All crew of 25 were saved but the bulkheads gave way and she rapidly filled before keeling over and disappearing in approximately 130 feet of water. The new owners had fully insured the almost 14-year-old S.S. Nelson with the Australian Alliance Insurance Company and she had only been in their possession for four days. This ship model of the S.S. Nelson is significant for its connection with the steam screw ship S.S. Nelson, one of a fleet of vessels owned by the Warrnambool Steam Packet Company. The S.S. Nelson was specifically built and purchased for the Victorian coastal trade business of the late 19th century, when shipping was the cheapest and most practical means of transporting goods and passengers between Victoria’s coastal towns and the major port at Melbourne. The Warrnambool Tramway ran from the south end of Fairy Street near the present day railway sheds past the site of the old Woollen Mill, then extended towards the Warrnambool Bay on the easterly side of the site today of the Lady Bay Apartments and on to the Tramway Jetty. The Tramway was completed in 1858 and was horse-drawn. It was leased to private individuals until 1864 when the Warrnambool Council took over the management. The Tramway closed in 1890 when the Breakwater was opened and it had its own spurline from the railway station to the end of the Breakwater. The 1880 report shows that contractors were paid over £300 and that 26, 409 tons of potatoes and 9167 bales of wool were carried by the Tramway in that year. This report is of interest as it shows the operations of the Warrnambool Tramway in 1880. The Tramway was significant in the maritime history of Warrnambool.This is a single foolscap-size sheet with handwritten material concerning a report of the Warrnambool Tramway operations in 1880. A link between an important infrastructure and one of Warrnambool's ...The Warrnambool Woollen Mill was established in 1910 in South Warrnambool by a local company, with the building erected on a site that formerly housed another woollen mill destroyed by fire in 1882. The Warrnambool Woollen Company operated successfully for many years with over 700 employees in the 1940s and a good national reputation for quality goods. It made blankets and other woollen goods and was the first company in Australia to manufacture electric blankets. In the 1960s the mill was sold to the Dunlop Company and for the next thirty years it was bought and sold several times, finally closing in 2000 after 90 years of operation. The woollen Mill was built on a site which was in easy access to the railway line which operated along the original tramway line from the town to the jetty. It is possible that this land would have been used for parking during the period of 1950's to 1970's which was a successful period of manufacturing and trade for the Woollen Mill. He owned several blocks of land and operated a lighterage business with John Young. As a lighterman and boatman he was well-known in Warrnambool. He was drowned in March 1895 while attempting to cross a temporary foot bridge across the Merri River. His house (probably in Stanley Street) was built in 1868 and remained as an interesting example of a lighterman’s cottage until1974. The dictionary probably became the property of W. Macdonald after John Brass’ death. No information has been found on this W. Macdonald. This book is of interest as it belonged to John Brass, an important early settler in South Warrnambool. This is a hard cover book of 974 pages. The cover is green with embossed patterning and lettering on the front cover and gold lettering on the spine. The book has a Preface, a Contents page, the Dictionary entries and an Appendix. There are many illustrations, from engravings on wood, scattered throughout the text. The cloth binding is coming loose and there are several loose pages. The last page is missing. The inscriptions are written in pencil and in blue ink and there are red stamps of John Brass. His son George, born in England, took over the business of Rolfe and Co in 1871. A keen sportsman, George Rolfe’s love of fishing led him to take frequent holidays in Warrnambool. He began buying blocks of land near the mouth of the Hopkins River in Warrnambool in the 1870s. By the 1880s Rolfe owned 50 acres in the Hopkins River area and named the property, Lyndoch. He built stables, chaff and bone sheds, a jetty, a boatshed, a water well, a windmill, a reservoir and extensive gardens. He also bought the nearby properties of Shipley and Fairy Hill, establishing a stud farm and breeding cattle. In 1891 he married Jane Ann Lake, the widow of his property manager, and when he died in 1919 his step-daughters, Florence and Annie Lake, inherited Lyndoch. The property was sold and became an aged care facility in 1952. The cutlery items were in use in the building erected by Florence Lake in 1920 and known today as Lyndoch but the ‘R’ monogram on the items suggest that they belonged to George Rolfe or even his father before him.These cutlery items are of considerable importance as mementoes of George Rolfe and his family. They were prominent in Warrnambool’s history in the late 19th and early 20th centuries with the establishment and development of the property, Lyndoch, near the mouth of the Hopkins River. These are 17 pieces from a silver cutlery set that belonged to the Rolfe family (one tablespoon, six large forks, five smaller forks, four small spoons and one mustard spoon.) All the pieces of cutlery have a monogrammed ‘R’ at the end of the handles. Twelve of the items are tarnished and one small spoon is very worn.
