This is a set of 16 photographs of an LHQ Cartographic Company inter-section sports meeting taken in 1943 at Bendigo’s Upper Reserve, during Army’s early years of occupation at Fortuna, Bendigo in WW2. Bendigo’s Upper Reserve was renamed the Queen Elizabeth Oval in 1954 in honour of Queen Elizabeth II. On 1 Feb 1941, a Cartographic Section was reformed as the Land Headquarters (LHQ) Cartographic Company. Deputy Chief of the General Staff, Major General Sidney Rowell instructed Its OC - Major William Sarll, in the interests of security of plant and to provide against possible damage of air attack, to investigate suitable safer inland accommodation for LHQ Cartographic Company. Major William Sarll inspected many properties before finding one that would meet the requirements of the Cartographic Company. In late 1941, he came to inspect Fortuna, a rambling old mansion dating back to the gold rush, with about fifteen acres of ground in central Bendigo. On 23 March 1942, the Commonwealth of Australia, under the provisions of the National Security Act of 1939, took possession of the house, the old battery buildings and the fifteen acres of grounds. LHQ Cartographic Company moved to Bendigo on 11 Jun 1942, from Mitchell House, Melbourne. The responsibilities of this unit were map compilation, fair drawing and lithographic reproduction, including printing the work of other Units as well as their own. A variety of sporting activities were part of the leisure hours of company members. As well as the regular Wednesday afternoon of organised sport, the printing sections in particular played vigorous informal games of volleyball in every break. Others played tennis on the dilapidated tennis courts or the Ironbark courts, while the lake was an attraction for swimmers with its diving board and raft. Highlights of the sporting year were the athletics sports meetings organised by Lieutenant Ralph Westgarth and a keen committee in 1943 and 1944. These were social as well as competitive occasions, providing great entertainment for the participants and their families, and combined with fundraising for local charities. Events ranged from traditional track and field where Phil Flood proved himself an outstanding athlete, to sack races, tunnel ball and obstacle races. Recreational and sporting activities were often hampered by shift routines, but the focus given to them in all Company publications demonstrates their important role in boosting morale. Both working and playing together meant that planned diversions were essential for fitness and relaxation. The importance of sport in building esprit de corps was understood, and in fact continued to be an important facet of regimental life long after the war was over. Refer to Item 6099.17P for photos taken in 1942, the first year of LHQ Cartographic Company’s occupation at Fortuna, Bendigo in WW2. The Survey Corps’ occupation of Fortuna during WW2 is covered in more detail with additional historic photographs, in pages 17 to 27 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. Field Marshal Viscount Kitchener of Great Britain was invited by Prime Minister Deakin in 1909 to visit Australia and advise on the best way to provide Australia with a land defence. Kitchener’s report echoed the bill, introduced to Parliament in 1909 and supported by the Opposition Labor Party at its 1908 conference, to introduce compulsory military training in peace time (referred to as universal training). On 1 January 1911, the Commonwealth Defence Act 1911 (Cth) was passed as law and all males aged 12 to 26 were required to receive military training. Men were divided according to age, with junior cadets comprising boys 12-14 years of age, senior cadets comprising boys 14-18, and young men aged 18-26 assigned to the home militia defence. The support of schools was vital to the success of the scheme, since the system of cadet training began in the primary schools, with physical training prescribed by military authorities. Junior cadet training was entirely in the hands of school teachers, who had first been trained by military officers. This early training was less military in nature than focused on physical drill and sport. It also acted to inculcate boys with the notions of loyalty to country and empire. At this age, uniforms were not worn, although there were schools with pre-existing uniformed cadet units, who continued to do so. Senior Cadets were organised by Training Areas, administered by Area Officers. If a school had at least 60 senior cadets, they could form their own units. Unlike their junior counterparts, Senior Cadets were issued uniforms, a rifle, and learned the foundations necessary for service in any arm of the defence forces. Boys and men could be exempted from compulsory training if they lived more than five miles from the nearest training site, or were passed medically unfit. Those who failed to register for training were punished with fines or jail sentences, and the severity of this punishment generated some of the strongest opposition to the scheme. While institutions such as the political parties and most churches generally supported universal training, some in the broader labour movement were less enthusiastic, as evidenced in the Daily Herald newspaper’s editorials and letters. Universal military training persisted after the conclusion of World War 1, with the Junior Cadet scheme the first to go, in 1922. Senior cadets and service with the militia was suspended in November 1929. (http://guides.slsa.sa.gov.au/content.php?pid=575383&sid=4788359, accessed 29/10/2015) According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. It is thought that the 18th Brigade Cadet units in 1920 were those that came from the old: * 69th Infantry (Geelong/Queenscliff) * 70th Infantry (Ballarat/Colac) * 71st Infantry (Ballarat West) * 72nd Infantry Warrnambool) * 73rd Infantry (NW Vic) The next name change came in 1921!Mounted sepia photograph of 21 young males. The tents, within our baggage, were brought to the Junior Technical School at 10 a.m. on Monday, 11 September. Everything was carted to the station on a lorry, which was very kindly lent by Mr C. Burrow. ... Arriving at our camp, which was in the Park, we first raised the tents. This was done in record time. Three large tents, A.B.C., were pitched one behind the other. We also pitched a smaller one to act as a provisions tent. The provisions supplied by each cadet were placed in this tent. Dinner was ready by 3.30, and was prepared by the three senior non-coms., who also acted as orderlies. Things went alright Monday night, the two senior non-coms. acting as sentries for the first two hours. On Tuesday morning Reville sounded at 7. There was no need for it, however, as nearly all the cadets were up before daylight, owing to their beds being too hard. After physical exercises were gone through we had breakfast. We then had rifle exercises until Messrs A.W. Steane and F.N. King arrived. The former put the team through the table of physical exercises set down for competition work, many valuable points being obtained. The visitors remained for dinner, afterwards returning to Ballarat. Wednesday was uneventful, until the soldiers arrived at about 11 a.m., stopping at the park for lunch. As we handed over the coppers, etc., to them, our lunch was delayed. Two more visitors arrived after lunch, and after taking a few photos returned home. That night we had a "Sing-a-long" in C Tent until "Lights out" sounded at 9.30. After physical exercises ad breakfast on Thursday, we went for a six mile route march round the lake, doing skirmishing on the way. In the afternoon we practised rifle exercises and the march past. A concert was arranged for that night, the chief singers being cadets H. Siemering and W. Shattock. Supper was served at the end of the entertainment. On Friday, Reveille sounded at 6.30 instead of 7, and, as usual, we had physical exercises before breakfast, after which the team went through skirmishing at the reserve. In the afternoon, section drill and the march past were practised. Friday night, being our last night in camp, leave was granted until 10 p.m., "lights out" sounding at 11. Reveille sounded on Saturday at 4.30, the reason being that all kits, tents, etc., had to be packed away ready to catch the 8.15 train to Balalrat. At 7.30 we were all ready to leave for the station. We had a very enjoyable time in the train, each cadet having a chip in at the patriotic songs. On arriving at Ballarat, we found the lorry awaiting us. The luggage was carted to the Junior Technical School, the team following. The team were here dismissed, everyone feeling that he had had a very good time. F.G. RAILWAYS COLLECTION 2 x -Colour Photos of Elphinstone Tunnel (this photo was used by Jim Evans in his booklet -Melbourne to Bendigo Railway 1862-2012 and quotes the Photographer as Geoffrey Russell). The photo is printed on quality paper showing an entrance to the tunnel which is in fair condition with bricks and stone on the face and has two train tracks running through.Geoffrey Russellphotograph, landscape, elphinstone tunnel long rail laid bendigo, wednesday.—one of the most unusual operations undertaken by the victorian railways took place on the bendigo-melbourne line at the elphinstone tunnel this afternoon, when two rails, each 1, 710ft. in length, were placed in posi- tion in the tunnel. these rails were the longest ever laid in victoria, the previous greatest length being 225ft. the tunnel, which is 1, 254ft. in length, is the longest in the state, and forms an historic link with the early railways of victoria, being constructed in 1862, three years after the first train ran in australia. the object of the work is to improve the track for the fast train services and to reduce the cost of maintenance. by putting in a welded rail right through the tunnel the use of "fish plates" will be eliminated. for the new undertaking 110lb. rails are being used to replace the 80lb. rails at present in use. the rails, each weighing 30 tons, were made from 38 sets of rails of 45ft. each, the welding taking place on the site of the work. hauled by an x35 locomotive the long rail was placed in position 3½ minutes after the first pull. the work was carried out without any in- terruption to traffic.

The deceased lady was born in England. her maiden name was O'Connor, and she was closely connected with the celebrated Daniel O'Connell. Her father was a government employe [sic] in the dock yards at Chatham and after an honourble career extending ever [sic] a period of 30 years, he was pendioned off for life and went back to his native place in the county of Kerry and now lies buried in the Parish of Curran. ....o'neil, ireland, o'connor, county kerry, daniel o'connell, creswick, portuguese flat

Bushfire behaviour is influenced by many things including temperature, relative humidity, forest type, fuel quantity and fuel dryness, topography and even slope. Wind has a dominant effect on the Rate of Spread (ROS), and also bushfire size, shape and direction. Fuel arrangement is as important as fuel quantity (tonnes/ha). Fibrous and ribbon bark, together with elevated and near-surface scrub fuels act as ladders which lead flames into the tree canopy. But the availability of fuel to burn depends largely on its moisture content. When it exceeds 20-25% not much will burn, whereas 12-15% is generally ideal for fuel reduction burning, but if the moisture content drops as low as 7-10% virtually everything will ignite, and fire behaviour becomes extreme. During the afternoon of the Ash Wednesday bushfires on 16 February 1983 fuel moisture contents were recorded at Stawell as low as 2.7%. Fine fuels like leaves and bark can rapidly absorb moisture after a shower of rain, or from the air when the Relative Humidity (RH) is high, and the temperature is low. Conversely, they can also dry out very quickly. So even though the overall fuel quantity in the forest doesn’t change, the fine fuel availability can increase rapidly from zero after rain to many tonnes per hectare as the fuel dries out. This can happen over a few hours on hot and windy days. Heavy fuels like logs on the ground take longer to dry out. Since the 1930s foresters, firefighters and researchers have been working to develop quick and reliable techniques for measuring fuel moisture content. One of the most accurate methods is slowly drying a sample of fuel in a conventional oven for 24-48 hours to remove all the moisture and measuring the weight difference, but this takes time and is not practical in the field when rapid measurements are needed. But oven drying is often used as a benchmark to compare other methods. Microwave ovens are faster but can cause uneven drying and even char the fuel. They are also not very practical for use in the field. Some mathematical models rely on weather records such as rainfall, wind speed, evaporation, cloud cover, shading, relative humidity, slope, aspect and season of the year to predict soil and fuel moisture. The Keetch-Byram Drought Index of soil dryness is the most common. But complex fuels with leaves, twigs, grass etc make the predictive models often inadequate for fine fuels. The most common technique in Victorian forests until recently was the trusty Speedy Moisture Meter. Originally developed in England during the 1920s for measuring moisture in wheat and other grains it was adapted for Australian forest fuels in the 1950s (I think). Fuel was first ground using a Spong mincer, often attached to the bullbar of a vehicle, and a small sample placed into the Speedy together with a measure of calcium carbide and then sealed. A chemical reaction created gas pressure which was read on the external dial. There were important techniques with cleaning, mincing and using the chemicals with the Speedy to give reliable readings, but it was quick, inexpensive, robust, portable and practical in the field. It was used routinely before igniting a fuel reduction burn or measuring fuel moisture differentials on slash burns. But in about 1996, Karen Chatto and Kevin Tolhurst from the Department’s Creswick Research Station developed the Wiltronics Fuel Moisture meter which measured electrical resistance. Wiltronics is an Australian owned company operating from Ballarat. The final result was a kit that was portable, accurate and could reliably measure fuel moisture contents between 3% and 200%. Although expensive, it is now widely used by fire agencies around the world which has virtually relegated the Speedy to the back cupboard.Prototype Fuel moisture meterT-H Fine Fuel Meterforests commission victoria (fcv), bushfire, forest measurement
