These signature stamps were used by Ray O’Toole and Des Packer in their roles on Wodonga Council. Mr Ray O'Toole worked at Prahran, Springvale, Keilor and Yarrawonga Councils before joining Wodonga as Chief Clerk and accountant in 1972. In 1973, Mr O'Toole became Deputy Town Clerk and was appointed as the Chief Executive Officer in 1980. He retired from that role in1994 when all local governments throughout Victoria were dissolved by the Kennett government in a major reorganisation. Ray was elected as a Councillor to the newly formed Council in 1997 and served until 2005. He died in Wodonga on 2nd August 2022. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the façade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. In 1994 the Rural City of Wodonga celebrated 21 years of city status. The council of that time commissioned Howard Jones to produce an historical record of the city’s first 25 years. This was to cover not only the municipal affairs from 1973 to 1998, but a range of activities across this vibrant, growing community. As a journalist in Wodonga, Howard Jones had closely observed history in the making, including the local government reforms that created a larger city by 1994. Wodonga is now a splendid city with a diverse industrial, commercial and military base, and excellent educational, health and recreational facilities. On 30th March 1973, the Wodonga Shire was granted rural city status and was officially named the Rural City of Wodonga by the Governor of Victoria, Sir Rohan Delacombe. The date this logo first came into use is unsure, but it was used prior to the granting of rural city status. In 1994, the name was retained in a new local government authority and so the Wodonga Rural City Council was born. In 1995 it was decided to give the city a fresh image, so the term 'rural' was be dropped from use except where there was a legal requirement. In December 2003, it was decided to rename the council removing the term "rural" and it is now legally Wodonga City Council.This plaque is of local historic significance as it documents the way in which the local government and community has evolved and depicts itself over time. Henry Beardmore was a significant contributor to Wodonga and the state of Victoria. He was born in Melton on 7th February 1863 to Edwin James Beardmore and Flora McDonald. He grew up in Benalla and became a butcher at Glenrowan before taking up land at Leneva near Wodonga, Victoria. On 15 July 1885 Henry married his first wife, Agnes Annie Lee and they had two sons and two daughters. Agnes died in 1892. In 23 August 1893, Henry married Jessie Muirhead and they had six sons and four daughters. Henry represented the Green Hills riding on Wodonga Shire Council from 1898 to 1922, including terms as President from 1900-01, 1903-4, 1908-10, 1911-12, 1914-17. In 1922 Mr. Beardmore retired from the Wodonga Council due to his increased workload in State politics. Henry Beardmore was a Freemason including Master of the Wodonga Lodge from 1906 to 1907, and was an active member up until his death. From 1905-1915, Henry Beardmore leased “De Kerilleau” homestead with the exception of 1907, when Mr W. Huon was in residence, and after he died there in 1907, the Beardmore family returned. Henry Beardmore won the seat of Benambra in the Victorian Legislative Assembly at a by-election on 20th April 1917. He continuously represented the Benambra electorate as a Nationalist and United Australia Party member for more than 15 years. He was a strong advocate for country development and decentralisation, but he declined to join the Country Party. He held the seat of Benambra, up to the date of his death, and was returned unopposed on four occasions. He was an Honorary Minister in 1924 and for a short time in 1929, Minister of Railways, Minister in-charge of Electrical Undertakings and Minister of Labour. He was a leading supporter of Kiewa Hydro-Electric Project and opponent of Yallourn coalfield. Henry Beardmore died in Wodonga on 29 August 1932. Beehive smokers douse bees with smoke to calm them and make them less likely to sting while honey is extracted from beehives. They were invented in the mid nineteenth century, prior to which bees were killed in order to extract their honey. The invention of the bee smoker was an important innovation in the history of apiary. The Wodonga Historical Society beehive smoker appears to be of the same design as the patented Woodman’s Bingham Bee Smoker, produced from 1878 by T. F. Binghan of Albronia, Michigan. The Wodonga Historical Society beehive smoker is an important artefact connected to local history, and the history of apiary in Wodonga. Beekeeping was a popular pastime in the late nineteenth and early twentieth century, and apiaries were subject to regulation by the Wodonga Shire Council. At a 1914 meeting of the council, for instance, a by-law governing beekeeping in Wodonga was enacted after Mrs Smyth complained that Mr Bassett’s bees were swarming the watering holes in her paddocks and preventing livestock from drinking. There were areas within the Wodonga township where apiaries were prohibited, and Mr Bassett’s bees had fallen foul of the law. William George Page was Shire and City Engineer in Wodonga from 1965 until 1989. When he arrived the Shire of Wodonga had a population of 17,000 people. In 1966 Wodonga was selected as a city for special growth assistance. In 1972 Bill Page presented a new Town Plan to the Wodonga Council. Over the ensuing years he dedicated himself to bring this plan to fruition. He often had to argue and campaign with the Albury-Wodonga Corporation to push for the interests of development in Wodonga. This included winning a planning appeal to allow the saleyards to be relocated to Bandiana on the outskirts of Wodonga. Bill Page retired on health grounds in July 1989. The Council honoured him with a farewell dinner and renamed the saleyards at Bandiana the W.G. Page Saleyards in his honour.The Mayor , Cr Valentina Gillard, said "Every development in Wodonga in the past 24 years has a bit of Bill Page in it". In 1976 celebrations were held to mark this milestone. These bottles were donated to the Wodonga & District Historical by Jenny Brown nee Terrill daughter of former Wodonga Shire President, Councillor J. A. Terrill. Kenneth Malcolm Mortimer was born in Leneva, Wodonga, Victoria on 9 October 1895. He attended school in Wangaratta before entering the Royal Military College, Duntroon in 1913. Along with the rest of his class, he graduated in June 1915. Mortimer was appointed as a Lieutenant with the 29th Battalion on 1 July 1915. He embarked with Headquarters Staff, 29th Battalion, from Melbourne aboard HMAT Ascanuis (A11) on 10 November 1915. Whilst training in Egypt in February 1916, he was promoted to Captain. He was in command of a company of the 29th Battalion at Fromelles, Armentieres, France in July 1916. and was reported missing, presumed killed in action on 20 July 1916, aged 20 years. Mortimer’s remains were buried along with those of hundreds of others in a mass grave near Pheasant Wood, close to the battlefield. This mass grave was rediscovered in 2008. After extensive research and DNA testing, the remains of Captain Mortimer were finally identified in April 2018. He was buried in the Commonwealth War Graves Commission Cemetery at Fromelles and his grave rededicated on July 19, 2018, 102 years after his death. A memorial tablet was erected to his memory at St Luke’s Church in Wodonga. Honour Certificates WW1 - From 1915 onwards, recruits in many shires and towns in eastern Australia were honoured by local government authorities. A common form of recognition was the award of honour certificates. The first honour certificates were presented in 1915 and 1916 to men who had yet to leave Australia. The designers and publishing companies solicited business directly from councils. Publishers began to print two different types of certificates: honour certificates to thank soldiers who had survived and memorial certificates to commemorate the dead. D.W. Paterson, a Melbourne publishing firm, claimed they had supplied certificates to over 150 cities and shires in Victoria and New South Wales, including the Shire of Wodonga. Paterson also had the widest range of designs The certificate signified that the officials of the community recognised and shared the family's pride and grief. In the earliest designs, the legend "Australia's sons answered the call" appears below the shield. This was replaced with "For Liberty/ ANZACs/ For Justice". After the United States entered the war in April 1917, the design was reworked to include the US flag. Its presence in this certificate dates its publication as late 1917. The certificate was signed by S. T Parker, Shire President and R. H. Murphy, Council Secretary on 4th August 1918. Arthur Edward Stevenson enlisted on 17 September 1914 and served with the 14th Battalion of the AIF. He was killed in action at Gallipoli on 20 August 1915 at age 28. His personal effects of a belt, hairbrush, knife, postcards and photos were returned to his brother John in June 1916. Later that year, John Stevenson wrote to the Officer in Charge of base records, asking for confirmation of his brother’s death, as he had received a letter from Arthur dated 27 August 1915, seven days later than the date on which he was reportedly killed. The Army confirmed that Arthur had in fact died, and concluded that he had likely misdated his letter. In 1920, Arthur’s sister Rachel wrote to the Department of Defence, asking whether her brother’s grave had been located and again querying the date of his death. Later, she completed a form that was sent to next of kin seeking information on deceased soldiers for the Australian War Memorial’s Roll of Honour. Arthur Stevenson’s death is recorded at the Lone Pine Memorial on the Gallipoli Peninsula. Miss Olive Codling was a Foundation Member and a Life Member of the Wodonga Historical Society. Many of her prize-winning photos are held in the Society Collection. It began operation from January 1924 until it ceased operation in 1959. It stood unused for a decade until the lower section was modified and put to use as “ The Tower’s Cobbler’s Inn” in 1962. In 1972 Wodonga City Council proposed to demolish the Tower. Their suggestion received an unfavorable response from the city’s citizens, so the Tower still stands today. The Wodonga Sewerage Authority identification tag is part of the collection of objects donated to the Wodonga Historical Society by the North East Region Water Authority in 2001. In 1983 the Wodonga Waterworks Trust and the Wodonga Sewerage Authority became part of the Wodonga Council. Elaine Mann was married to David Mann, a successful Wodonga businessman and community leader who passed away in Wodonga in June 2012. David was a member of the Mann family who began their business in Wodonga in 1920. Elaine was a teacher in Wodonga for many years and an active member of the community.This photo collection is of significance as it documents how the businesses and buildings in Wodonga have evolved and contributed to community throughout the late 20th century.Melba Hall/old Shire Offices and Dr. Grant’s Surgery located on the corner of High Street and Melbourne Road. The building was constructed in 1890. Dr. Grant Sr.'s Surgery was in the house on the left. These were Wodonga’s second shire offices. The Wodonga Council operated from these chambers from 1890 until 1957 when they moved to Woodland Grove building. The Gas Company then took over the old Shire Hall. The entrance to the Melba Theatre is on the far right. The Melba Theatre screened its last film in 1968. Miss Olive Codling was a Foundation Member and a Life Member of the Wodonga Historical Society. Many of her prize-winning photos are held in the Society Collection. She also held a range of roles and committee positions in a wide range of Wodonga community organisations. These included the Horticultural Society, the Wodonga Arts Council, the Wodonga Camera Club and the Wodonga Lapidary Club. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented premises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. Born in Victoria in 1891, he moved to Queensland in 1914 as a stock-dealer at St George and lived the remainder of his life in that area of the State. He served on the Balonne Shire Council for 15 years and was its Deputy Chairman for eight years. He died in Brisbane, Queensland on 8 April 1985. Politics and the desire to help others were part of Eddie Beardmore's heritage and when he entered Parliament it was a case of like father, like son. His father, Mr Henry Beardmore, was a member of the Victorian Legislative Assembly many years earlier after serving on the Wodonga Council for 20 years, including five terms as President.
