The Wodonga Police register dated to 1855-1857 provides a record of the names of police officers and details of their day-to-day duties, including crimes committed and steps taken to trace and apprehend perpetrators. It has several references to Robert O'Hara Burke, who was a soldier, police officer in Victoria, and well-known explorer in the ill-fated Burke and Wills expedition.The Wodonga police register has local significance due to the detailed information and date in the 1850s, which was before Wodonga became a separate Shire from Yackandandah Shire. It is also significant on a state and national level as an example of early police records. The detailed information provides significant research and interpretive potential. These keys were used to ensure security at the Wodonga Police Station in Elgin Street which opened in 1966. They were used for approximately 40 years at this police station which moved to a new location in Hovell Street, Wodonga in 2002. They may have originated from the earlier police which was located in High Street, Wodonga and opened in the 1870s. The keys were created by J. Hubball, a locksmith based at 474 Little Lonsdale Street, Melbourne. He was also known as Joseph or Josh Hubball. He operated from these premises from the early 1920s until at least the 1940s. He gained a contract to provide locks and keys for many prisons throughout Australia, including Pentridge Gaol in Melbourne, Victoria and Caboolture Police Station in Queensland. His company also created keys used at Mayday Hills in Beechworth, Victoria. On 28th of March 1947, Hubball applied for a certificate of Incorporation of a Company in his name. The Directors of this company were William Hubball & Alfred Hubball.This key comes from the Police Station in Wodonga and was used for at least 40 years to secure the premises. The Court House had to be relocated after the earlier building had been destroyed by a fire in 1964. In 1966, the new Wodonga Police Station was built but lay empty and idle for about three months. The reason given was that no furniture was available. After this situation was remedied the station was opened on December 23, 1966. The previous police station was vacated and pulled down. The new station was built in front of the new court house, which had been operating for approximately 12 months. The Police and Court House continued to operate on this site until they were again relocated in 2002. WODONGA'S SECOND POLICE STATION - This building was located on the west side of High Street near the railway line at the corner of High Street and Bond Street. The building in the background was the Bond Store which was later repurposed to become the Court House. This Police Station, which began operation on this site c1905, had originally been the house of the customs officer. It had a front office and a Sergeant's and an Inspector's office as well as 2 barrack rooms and a laundry at the rear. In the backyard was a blue stone cell block and a night soil toilet, as well as a stable used previously for horse and carriage. Opposite the police station was a boarding house which supplied meals to prisoners. Elaine Mann was married to David Mann, a successful Wodonga businessman and community leader who passed away in Wodonga in June 2012. David was a member of the Mann family who began their business in Wodonga in 1920. Mr Robert Crone Phillips was born in Stanley, Victoria and later moved to Wangaratta where he worked at Pinkertons and Sons. On 1 April 1912 he purchased the grocery, ironmongery, and wine and spirits business conducted in Sydney Street, Wodonga, by Mr. D. M. Stavely. This business was beside the old Wodonga Police Station. He received a spirit merchant's license under the new Licensing Act in the Wodonga Licensing Court on 20 March 1912. This was the first occasion on which spirit merchants' licenses have been granted by the court. This license was renewed annually until November 1920. On Friday 15 July 1921, a fire occurred in which Phillips grocer’s shop and a neighbouring draper’s shop, owned by Mr. R. W. McLeish, were seriously damaged. In August 1921 Robert Philips filed for insolvency with assets of £660 10/ and liabilities of £1126 19/6. The cause of insolvency listed was loss sustained by fire and the pressure of creditors. Mr. Phillips retired to Wangaratta. He passed away in 1948. The demijohn is of local significance as it represents an artefact from a local business. Its provenance is clear due to the inscription in the item. The barrel was used in the Wodonga Court House as part of the selection process for jurors. It was a standard issue barrel used throughout Victoria. It was retrieved from the ruins of the court house which was destroyed by fire. It was then donated to the Wodonga Historical Society. The timber display stand was made and donated by Jake Tooley, a Wodonga Historical Society member, The Court House was situated in the Customs Store building alongside the Wodonga Police Station in 93 High Street. In the early 1900s a new Coffee Palace was erected on the first railway land to be leased for private business in Wodonga. This Coffee Palace (later to become Glenburnie Guest House) was situated in High Street opposite the former Customs House which at the time was being used as the Wodonga Police Station. It was built by Mr Denny Donovan and operated by his wife. An article in the Wodonga and Towong Sentinel declared that “No expense has been spared in the erection and fitting up of the Palace, which is intended to supply a long felt want”. The building consists entirely of brick and the rooms are lofty, spacious and well-ventilated. The bedsteads are modern, and will satisfy the most fastidious. The motto of the proprietress is “Cleanliness, civility and attention”. Mr Donovan died in January 1908 and in 1909 the Wodonga Coffee Palace was sold by Mrs Donovan to Mrs P. Egan who advertised hot and cold shower baths with meals at all hours. In 1913 the Wodonga Coffee Palace was taken over by Mrs Cuthbertson and Miss Steele. In 1921 Wodonga Coffee Palace was taken over by Julia Ronan who had successfully conducted the dining rooms at the Wodonga Saleyards for 15 years until those premises burned down. The Wodonga and Towong Sentinel on 10 January 1936 reported that “the business premises formerly conducted by Mrs Ronan have been renovated and refurbished. The new proprietresses are Misses Breen, who have had extensive experience in managing such businesses. The new premises will be known as the Glenburnie Guest House.” Changes of ownership continued with Mrs M.E. Elliot taking over in December 1940, followed by Mrs Stella Victoria Wong in 1945. In 1953 it was again taken over by Mrs E.M. Moran. Warrant Officer Class Two Bill Woolford served with the Royal Marines during World War Two. Following the war he served in Hong Kong before migrating to Australia in the 1950s. He joined the Victorian Police and was posted to Wodonga. There he joined 8/13 Victorian Mounted Rifles serving as Squadron Sergeant Major until his retirement in 1967. This tankard was presented to him on his retirement. All three men had a long association with 8/13 Victorian Mounted Rifles. John Neale served in RAN during WWII; post war he joined 8/13 VMR as a trooper in 1948. He rose through the ranks to command the regiment in 1972-76, and later became Honorary Colonel. Ron Almond served in WWII; following the war he joined the Regular Army and served several postings to the Cadre Staff of 8/13 VMR including a post as Regimentla Sergeant Major. He also served with the Australian Army Training Team in South Vietnam. Bill Woolford served in the Royal Marines in WWII; post war he migrated to Australia joining the Victoria Police and was posted to Wodonga. In January 1877, a contract was let to add the brick building to the existing structure. This court house opened in June 1877. This gabled court house was designed by architect Peter Kerr and was constructed at a cost of £1,325. It served as the court house until it was replaced in 1920. It was then used as a private residence for many years. Alex Reid was born in 1891 and began work on the Victorian Railways in 1907. He enlisted with the A.I.F in 1915. He served in Egypt and the Suez Canal but was discharged on medical grounds having contracted typhoid and dysentery. In 1917 he re-enlisted in the Anzac Light Horse. On his return to England, he survived the torpedoing of HMAT Ballarat and then served in France. On discharge from the army, Alex returned to the Victorian Railways and transferred to Wodonga. He was employed driving the “Spirit of Progress” and remained as “Driver in Charge” until his retirement in 1956. Alex was awarded the MBE in 1951 and the OBE in 1963 for his tireless efforts on behalf of Returned Servicemen and their families. He continued to work as a welfare officer for the RSL. As well as continued service to the RSL, Alex served as a member of the Wodonga High School advisory committee for 35 years and sat on the bench in the Wodonga Court for 15 years in his capacity as Justice of the Peace. William Henry Embling was born in London on September 25, 1840, and came to Victoria with his parents when he was about 9 years old. When still in his teens, William was sent to Germany, and afterwards to England, to study for the medical profession. Whilst in London he became involved with the British Legion which sailed for Italy and fought in the Garibaldian campaign. He rose to the rank of Lieutenant. After moving to Glasgow to study for the Licentiate of the Royal College of Surgeons, William returned to Australia in 1863 and set up practice in St. Kilda, Victoria. Embling was appointed resident surgeon at Melbourne Hospital, practiced in Ballarat from 1866-1873 and was an honorary physician at the Alfred Hospital in 1877 In 1878 he was appointed to the Central Board of Health, and in this role travelled to many rural areas including Wodonga as the Public Vaccinator. For some time, he was regularly in Wodonga on Fridays. He was also Chairman of the Police Medical Board and President of the Working Men's College in Melbourne. In 1892 William Embling was elected as a member of the Legislative Council. One of the many roles he filled as a politician was as a member of the Parliamentary Standing Committee on Railways. In this role he also visited Wodonga when consultations were in progress for development of the new railways throughout Victoria. Harry Stead, Snr., owned and operated Wodonga’s first taxi service. He had horse drawn cabs running between Wodonga, and Albury in 1868. He also ran a carrying business with wagons and drays. Workmen from Albury and Wodonga were carried to the construction site of the Hume Weir. Drays, although slow, were used with room for 10 or 12 paying passengers, at times. Stead’s paddocks ran back from Sydney Street (now High Street) with stable accommodation for his 70 and more horses. The Provincial Motel occupied part of the site in later years. Harry’s son, “young Harry” joined his Dad around 1892 as soon as his schooldays were over. After the horse drawn cabs, the Steads began a motorised taxi, hire car and bus services. Some of the taxis used were an A-Model Ford, 1934 Ford, Ford V8, Dodge Tourer, Hudson Six and, earlier, the 1923 Buick with dicky seat. Among the drivers were Stan Hogbin, Gerry Gerrard, Jack O’Neill, “Peggy” O’Neill, Ernie “Honey” Zeinert, Cliff Williams and Les Cole. Young Harry had four cars on the rank from 1930 to 1940 when competition for fares was fierce. He had his regulars who paid 4/- a week to go to and from Albury daily. In 1934, Harry was before the Albury Police Court, charged with having driven his taxi on a public road without a taxi licence. The Albury Municipal Council required all taxi drivers to have a NSW certificate of registration before collecting fares in NSW. The bodies of mother and son are driven side by side to burial while the shops shut down and all Overton turns out for the funeral. Ellen's elder son Con O'Hara, and Sean O'Day ride as outriders to the hearses. Sgt. Baker and his men arrive at the church, the Sgt. approaches Con, declares that no police action will be taken before the town re-opens, and asks if he can provide an escort for the cortege. The funeral over O'Day tarries till after the shops have opened and Sgt. Baker sets a trap for him on the bridge over the Murray. Cornering him on the bridge he says it will give him great pleasure to personally escort him all the way to the police station. "All the way Sergeant?" asks O'Day. "Then come on!" Half an hour later her brother Keiran gallops up with the news that Artie Klinberg's mob has been ambushed by police. All the cattlemen other than he had been caught. Keiran escaped by jumping fences and coming home across country. Soon after Sergeant. Baker and Trooper Ryan arrive, and are refused entry by the widowed Mrs. Ellen O'Hara whose husband, some years previously, had been shot by police in mistake for a wanted bushranger. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. Des Martin lived all his life in Wodonga, except for his years of service during World War Two. He was raised on the family property Aherlo in the Huon Creek Valley. In 1937 he joined the 8th Light Horse Regiment but in May 1940 led his Wodonga Troop into the 2/2nd Australian Pioneer Battalion, which saw service in Syria, Java, New Guinea and Borneo. After the war, Des returned to Aherlo and his horses. He was granted permission by the Victorian Racing Club to participate as an amateur “gentleman” rider. He was a founder of the Victorian Amateur Riders Association and also the Murray Valley Hunt Club, for which he was Master for 21 years. He was a prolific writer, cartoonist, photographer and poet, contributing to The Border Morning Mail, The Age, and the Herald and Weekly Times amongst other publications. Des Martin’s other literary works included Australia Astride (1959), A Tale of Twin Cities, Part One (1981) and Backing up the Boys (1998). In 1976, Des wrote an historical novel, “Many a Mile”, based on a fictional region which highly resembled the Albury-Wodonga and Upper Murray area of Victoria. It was set in the last 10 years leading up to Federation. Throughout this period tensions (caused by fluctuating border duties, including an infamous impost on cattle and horses) occasioned the intermittent posting of heavily armed police detachments along the River Murray. Des also wrote eight 50-minute scripts from “Many a Mile” as a television series and were presented to Michael Pate, one of Australia’s leading actors and producers. Also, funding was sought through the Australian Broadcasting Commission ... unfortunately the series never came to fruition. This album is a pictorial precis, including photos and scene descriptions, created to promote the concept of the series and have it produced locally in North Eastern Victoria featuring local settings, skilled horsemen and actors. It was to be called “Ringer’s River” ... Ringer being the title accorded to either a top cattle hand, or the fastest shearer in the wool shed. Des Martin died on 12th April 1995.These albums and images are significant because they document literature written by a prominent member of the Wodonga community.
