Alfred 'Alf' Spencer grew up on a dairy farm run by his mother, west south west of Beechworth 'down Robertson Road', and was very well connected to the wider Beechworth area. In this oral history, he recalls his time driving the milk cart around Beechworth as well as the time he spent buying lollies and seeing the pictures. He talks extensively about working as a butcher at his brother's store, including how the butchers interacted with the rest of the town and the staff, as well as his time constructing roads and the pipe network of Beechworth. He discusses the dynamics of other workplaces around Beechworth, describing issues with how the local tannery treated its workers as well as how post-war migrants integrated across the town. He briefly discusses racial tensions between Chinese migrants and other miners on the goldfields. He also discusses the experience of health care in a rural area during his childhood. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke.Alfred Spencer's oral history of his life around Beechworth during the 20th century is historically and socially significant to the cultural history of the region and Victoria. There is a lot of detail about workplaces, their staff, and how the resources of the town interacted. He explores themes that are important to Victorian history, such as migration. This oral history account is socially and historically significant as it is a part of a broader collection of interviews conducted by Jennifer Williams which were published in the book 'Listen to what they say: voices of twentieth-century Beechworth.' While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town's residents during the 20th century, many of which will have now been lost if they had not been preserved.This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. Jack Scott was born in Beechworth on the 24th January 1919 into a third generation Beechworth family who had migrated from Scotland, Cornwall and Ireland during the 1860s. Also present during the oral history recording is Jack’s wife, Gwen Scott. In 1878 Jack’s grandfather established the carrier business - R. Scott Carriers. Jack’s grandfather secured a contract with the Zwar Brothers' Beechworth Tannery to transport all goods between the tannery and train station via horse and cart. Jack’s father and uncle carried on the family business, before Jack and his brother eventually joined after the Second World War. The company expanded from a single horse and cart short route to multiple trucks operating interstate routes. Prior to joining the family carrier business, Jack on leaving school started work at the tannery and served in the air force during the Second World War. When asked about the working conditions at the tannery, Jack recalls while they did have union representatives, it was not particularly effectual. The union representatives were often placated by sharing multiple whiskies with the Zwar brothers when in their offices to discuss workers’ issues. Gwen’s father also worked for the tannery for a period of time, and she enjoyed the annual picnics the tannery provided for employee families. Both Jack and Gwen’s connections to the tannery reinforces the tannery’s role as a major employer and presence in the Beechworth community. Prior to marrying Jack, Gwen worked in a range of roles including at the Ovens and Murray Hospital for the Aged, managing the family home when her parents both worked during the Second World War, and apprenticed with her sister as a hairdresser. Jack and Gwen provide some insight into maternal health issues in brief discussions of hospital birthing trends and awareness of contraception and family planning. Both Jack and Gwen recalled attending the open-air cinema at ‘The Rock’ in their childhoods. Gwen remembers that the ‘elites’ would sit on chairs at the front, and Gwen’s family sat on a rug at the back, while Jack would jump the fence and get in for nothing. Jack and Gwen discuss attitudes towards both Chinese Australians and Italian migrants in Beechworth. They did not notice any racism and from their perspective felt they were accepted in the town. Jack did note that Italian employees lost their jobs at the tannery during the Second World War, but believed they all stayed within the area and found stonemason and concrete work in the interim. Jack socialised with members of the Italian community and joyfully recalled attending their homes for music nights with lots of drinking and instruments being played. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke. Gwen and Jack Scott’s account of their lives in Beechworth is historically and socially significant to the cultural heritage of the region. Gwen and Jack in reflecting on their everyday experiences of operating a family business, availability of work, leisure opportunities, interaction with migrants, and access to maternal health care provide essential economic, social, and healthcare insights. Gwen and Jack Scott’s oral history recording is part of a larger collection of oral histories recorded by Jennifer Williams in 2000, collectively they provide invaluable insights into Beechworth during the 20th century, much of the information in these oral histories would be lost if not documented and missed in the interpretation of tangible objects. Abstinence Societies and campaigning for improved health conditions ...This book was a prize awarded to Miss Middleton, a pupil at Ormiston House College, East Melbourne in 1887. The Principals of the school were the Misses Singleton and their father, Dr John Singleton was a practising doctor in Warrnambool from 1860 to 1865. He had an important influence on Warrnambool, establishing several Total Abstinence Societies and campaigning for improved health conditions for pastoral workers in the district and the aborigines at Framlingham. In Melbourne Dr Singleton and his wife worked tirelessly for the underprivileged. He established many institutions for the less fortunate, including the Prisoners’ Aid Society, the Children’s Hospital, lending libraries, cottages for widows, shelters for homeless men and women, a society for the protection of animals and the Collingwood Free Medical Dispensary. He died in 1891 at Ormiston House, his daughters’ school and home. It is not known which of the Singleton daughters ran the school and no information has been found on Miss Middleton. This book is of considerable interest as it has a close connection to Dr John Singleton, important not only in the social history of Melbourne but also in the history of Warrnambool. This is a hard cover book of 160 pages with 16 pages at the back of the book of advertisements for other books published by the Religious Tract Society. The cover is brown with a sketch of a young man and lettering in gold and an ornamental floral pattern on the front cover. The gold lettering and the ornamental floral pattern are also on the spine. The book has 13 chapters with ornamental scrolls and initials at the beginning and end of each chapter. There are also some full page black and white sketches in the book, with the one at the front of the book covered by a piece of tissue paper. The book plate at the front of the book is white with a gold border pasted onto the page and handwritten details have been added in black ink. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Prior to this, residents had to travel to Beechworth, Wangaratta or Wodonga for care. These magazines published articles on health for the family giving up to date information with diagrams on common health problems. Magazines with written Information was subscribed to by families at the time as transport and technology was not readily available in remote areas. The Upper Kiewa Valley situated in a remote part of Victoria didn't have easy access to health information. These magazines were available to farmers in the Kiewa Valley and to the workers and their families during the construction of the Kiewa Hydro Electric Scheme from the 1940s. With the introduction of improved transport and technology magazines eventually became less popular as a source of information. They are of interest in that they indicate the medical knowledge of the time and can thus be compared to current day knowledge.11 magazines with colorful covers and the occassional colored picture inside. Towel Tea CWA
The Tawonga branch of the C.W.A. commenced on the 7th Feb. 1946 and often combined activities with the other branches in the Kiewa Valley. The C.W.A. aimed to improve health, welfare and education for women and children in the country.Women living in Tawonga were mostly on farms and, in 1946, when the branch commenced would have been feeling more remote with WW11 having had an effect of available workers and the well being of the women and children. This tea towel would have been used at a later date possibly for fund raising as the group continued to meet and work together.This large blue green, yellow, brown and black with a white border, linen, tea towel has the CWA logo in the middle with pictures of handcrafted items surrounding it. Safety Development Fund Final Report, January 2007. This was conducted by the University of Ballarat and the Association of Wall and Ceiling Industries, Victoria. This was for the prevention of falls and manual handling injuries in the industries. Part of the Safety Development Fund Project was funded by Worksafe Victoria and supported by the Construction, Forestry, Mining and Energy Union and the Transport Workers Union. The authors of the Report are Steve Cowley and Susan Leggett of The University of Ballarat. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. By 18 May, this had increased to 12 cases, and on that day it was revealed that a delivery driver had tested positive, prompting the closing for cleaning of 12 more McDonald's locations: Melton East, Laverton North, Yallambie, Taylors Lakes, Campbellfield, Sunbury, Hoppers Crossing, Riverdale Village, Sandown, Calder Highway Northbound/Outbound, Calder Highway Southbound/Inbound, and BP Rockbank Service Centre Outbound. On 15 May, South Australia became the second jurisdiction, after the ACT, to be free of any active cases, however on 26 May, a woman returning from overseas who was granted exemption into South Australia from her hotel quarantine in Victoria tested positive for COVID-19. This was the first new case in 19 days for the state.[101] On 4 June, it was announced that the woman had recovered and the state was free of any active cases once again.[102] On 17 May, Victoria announced two further business sites had been shut down due to a suspected case at each. Domino's Pizza in Fairfield has been shut for two weeks, and mattress manufacturer The Comfort Group in Deer Park was closed from Friday 15 May to at least Wednesday 20 May. On 6 June, both New South Wales and Victoria reported no new cases for the previous 24 hours, with only Queensland and Western Australia reporting one new case each, the lowest national total since February. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before.
