William McGarry, estate agent, was secretary of the Chelsea Progress Association in 1915 and was a Borough of Carrum councillor from 1921 to 1926. Mr and Mrs McGarry were Proprietors of Chelsea House, a guest house and reception rooms in the 1920's.
