The '28' in Serial 28 refers to the fact that seven placebo pills were taken instead of taking a break. The reasoning is that women were less likely to forget pills if they routinely took one each day.
Serial 28 was withdrawn in December 1975 because it contained the progestogen megestrol acetate which was linked to breast cancer in animal studies.

Physical description
Small plastic case with two strips of Serial 28 medication and printed instructions. Case is made of white plastic, and resembles a compact case. Raised lettering on the top of the case reads 'Serial 28'. One strip of medication is contained within the case, and one is loose. The loose strip of tablets is sealed in a plastic wrapping. Each strip of tablets contains 16 orange tablets, 5 white tablets, and 7 blue tablets. Directions for use for Serial 28 are printed in black text on a sheet of white paper. The paper has been folded to fit inside the case.
