This is probably from the 'Vichy French' Army WW2.
1. Shell - hard steel projectile. there are three copper driving bands, not used. It has a threaded brass inert nose cap. The shell is empty of H.E.. The base is flat.
2. Shell case - Brass rimmed base. The percussion cap has been discharged. There are no markings on the base.
