Two documents compiled by L/ Frank Doolan about the Intermediate Legacy Club (ILC). One is dated 15 February 1947 and examines the options for the ILC future, written by Graham Billiet. The other is a confidential proposal by an unknown person that the ILC could change focus and establish a Country Club Ranch. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A record of the activities of the ILC and discussion of it's future. A brochure printed to capture an address given to the Legacy Club, Melbourne by Dr C H Fitts in 1942. The content appears to be about the term 'legacy'. The fact it was printed means it must have been significant to the Legatees. The notation H28 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A record of the speech given to Legatees in 1942 and was significant enough to be printed. The photo shows a Junior Legatee, now Captain Len Frazer being inducted into Melbourne Legacy as a senior legatee on 26 January 1943. See also item 00040 for another photo of the event. The notes on the photo identify Legatees Stan Savige, Frank Doolan and W Cremor (ex-Pres. 1936), the man speaking is President Os Gawler, three others in the photo are unknown. Captain Len Frazer had been a Junior Legatee after his father died in the first World War at Ypres. He then served in World War 2 and on his return qualified to become a member of Melbourne Legacy. His service number was VX15205, full name Leonard Thomas Frazer. From Trove a newspaper article describes his background. "Argus (Melbourne, Vic. : 1848 - 1957), Wednesday 27 January 1943, page 5 FIRST JUNIOR LEGATEE IN SENIOR CLUB Capt L. T. Frazer was initiated to membership of Legacy Club by Maj-Gen S. G. Savige, founder of the club, at a simple ceremony yesterday. He was the first returned soldier of this war, and first junior Legatee, to be admitted to membership. Joining junior Legacy in 1928, Capt Frazer, whose father was killed in the last war, was a foundation member of the Intermediate Club, of which he became president, and he gained the right to admittance to the senior club by having seen active service with the AIF. Enlisting in April, 1940, he served in the Middle East, Greece, and Crete. His father was killed in action with the first AIF at Ypres. Capt Frazer, who joined the Melbourne City Council as an engineering junior in 1928, graduated to senior MCC engineering assistant before he enlisted. At present he is attached to Army Engineers, LHQ. A copy of an Anzac Day Address at the Anzac Commemoration Ceremony for Students in 1939, given by the Eric Russell, President of Legacy. It was stored with documents about the building of the Shrine and another speech from a students' service. Legatee Russell had served in World War 1 so was very close to the events he was talking about. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The ceremony is usually attended by representatives from schools throughout the state and the Governor of Victoria. The text says: 'Over twenty years have passed since the events that we are commemorating today took place. As time goes on, our memory of incidents grows dimmer, but our understanding of the whole war and of the tremendous efforts that were made at Gallipoli grows clearer. Particularly do we realise, when we look back, that Australia grew to be a nation during those years of anxiety and endeavour, of which Gallipoli was for us the beginning. . . . "A record of a ceremony at the Shrine for school students. The text of the speech is significant in that it was written by a man who had served in World War 1 and knew first hand what it meant to be part of the first Anzacs. A letter from the M.B. Ryan, Deputy Commissioner of Department of Repatriation about a meeting with Legatee Frank Doolan in November 1925. They had met to discuss Legacy wishing to cooperate with the department in the administration of its Scheme for the Education of the Children of Deceased and Totally Permanently Incapacitated Soldiers. He goes on to outlines ways Legacy can help and details of the scheme. The notation H48 in blue pen shows that it was part of the archive project that was trying to capture the history of Legacy. Typed notes on the life of Legatee Stan Savige's business. It says: "In 1923 (then Mr S G Savige) he was appointed selling agent for the Geelong R. S. & S. Woollen Mills, establishing his sub-agents in all the capital cities of Australia where the products of the mill were sold. He continued in this capacity until the time of his death. The business is still carried on under the name of S.G. Savige Pty Ltd." With an added note from Frank Doolan dated 1/1/1958, that the attached pages include a copy of Legatee Schofield's speech at the first Annual Meeting of Geelong Legacy following Stan's death. He says it quotes a few slabs verbatim from Stan's speech of 4/11/1939. That speech titled 'Legacy and Sister Clubs' is also in the archive. An early attempt to catalogue Legacy memorabilia which refers to 33 boxes of items split into subject matter such as 'History of Legacy', 'Finance Committee', 'Junior Legacy', 'Shrine', Group and Branch histories, and photograph albums. No indication of when it was compiled or by whom though it is presumed to be the Archive committee that was established by Frank Doolan who collected a lot of the items in the archive cabinets. Uses a rudimentary system of cataloguing e.g. 'H1. Inauguration of Remembrance Club. Box 1', where 'H' refers to History. 'S' refers to Shrine. Includes three loose typed and handwritten sheets listing films and tapes. A high number of History documents (H1 - H63) are filed in Box 25 - 01475 onwards. Believed to be from the archive project in the early 1970s by L/ Frank Doolan and L/ Brian Armstrong. This item appears to have catalogued at 00507 as well.
