This set of taps and dies tools was owned by Frederick William McDowell (Fred) (1880 to 15-6-1967). He was a wheelwright by trade. He made and repaired vehicles such gigs, buggies, jinkers, sulkeys, spring carts and farm wagons. His workshop was on the corner of Cramer Street and Raglan Parade in Warrnambool., previously the site of Fotheringhams, and after McDowell's, and still in 2023, occupied by Reece Plumbing Fred's workplace prior to retiring was at Bryant & Waterson's in Kepler Street, opposite the Criterian Hotel, making rubber tyred horse-driven farm wagons. This Wiley and Russell hand operated, thread cutting Die and Stock, or Die and Tap, set’s patent carries the description “The taper-headed screws adjust the size; the four side screws hold the cutters firmly in the holder. Marketed as the Wiley & Russell LIGHTNING SCREW PLATE. The taper-headed screws are carried over from the J.J. Grant October 21, 1871 patent (no. 120,266). This patent was improved by Smart's Oct. 21, 1884 patent (no. 306,783).” Dies are used to cut external screw thread, stocks are the tools that hold the dies in place with countersunk adjustable screws, and taps are the tools that make the internal threads. The tools would be used by farriers, blacksmiths, wheelwrights sailing and steam ship engineers for making new, or repairing old, threads in metal. WILEY AND RUSSELL Manufacturing Company The company Wiley and Russell was established in 1872 by Solon Wiley and Charles P Russell, whose uncle founded the J. Russell Cutlery Co. The company began with the purpose of manufacturing thread cutting tools in Green River U.S. This tap and die set is an example of tools used by blacksmiths, farriers, wheelwrights and engineers on sailing and steam ships. It is also an example of early U.S. made engineering tools.Tap, Die, Die Stock set of industrial tools, fitted inside original timber box with three instruction labels attached inside lid. The set is the “Wiley and Russell LIGHTNING SCREW PLATE Pat. Aug. 5, 1884”. The lid has three metal hinges and is secured by two metal hook and eye fittings. This set of Whitworth standard threads has metal die and stocks (seven), and taps (three - the case has provision for four more die). The manufacturer’s details and the sizes of the threads are impressed into the tools. The paper labels have instructions and a diagram for the use and care of the tools. Tools have a protective oil coating. The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. (https://www.victoriasforestryheritage.org.au/community/schools.html, accessed 26 September 2020) Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. Author W M Smart, M.A., D.SC., F.R.A.S. (William Marshall Smart), (1889-1975) Regius Professor of Astronomy in the University of Glasgow, Instructor-Lieut. in the Royal Navy during World War I. and John Couch Adams Astronomer in the University of Cambridge. In 1943 he was elected as a fellow of the Royal Society of Edinburg. From 1949-1951 he was President of the Royal Astronomical Society and a member of the Royal Institute of Navigation. In 1958 he was awarded the Lorimer Medal of the Astronomical Society of Edinburgh. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book was sold by Collins Book Depot which was founded by Frederick Henry (Harry) Slamen in 1922. In 1929 the form became a Proprietary Limited Company with an additional two stores, at 95 Elizabeth and 361 Swanston Streets, Melbourne. Collins Booksellers is still owned by the Stamen family. It is the largest Australian-owned bookselling chain.The book is significant due to its connection with navigation at sea. Its author W M Smart was a learned astronomer and an Instructor-Lieutenant for the Royal Navy during World War I. Presented to Mrs A.M. Foster (husband a director, may have been major shareholder) on occasion of laying of foundation stone at Maffra Sugarbeet Factory in 1897. Representatives of Frederick Barley, who visited the museum in September 2009 believe they have an identical trowelA silver presentation trowel with handle of unknown white compound, in an oblong case. The case is covered in black leatherette/paper, with green satin lining in the lid and black velvet inner base. Engraved to mark the laying of the foundation stone at the Maffra Sugarbeet Factory in 1897 by Mrs A.M. Foster. Much embellished with hand engraving. Box edged inside with ruched satin around edges."Presented to Mrs A.M. The photograph was taken at the Sunbury Fair possibly in 1977 when Bert Kelly, who is the man in the foreground, was the Shire President. Every year in March the Shire of Bulla held the fair in which community groups participated in a parade in the morning and the afternoon was given over to entertainment by local groups and displays on the Village Green. The lady, wearing a dark patterned dress and standing immediately behind Bert Kelly is Shirley McKerrow. Mrs Mommsen is standing next to him and the young man 2nd from extreme right is Graham Gibb.
