From around circa 1850 Braybrook was already well established and became a staging point for prospectors on their way to the diggings. Local government for this rural area to the west of Melbourne came when the BRAYBROOK ROAD DISTRICT was proclaimed on 28 May 1860. This authority was superseded on 23 January 1871 with the formation of the SHIRE OF BRAYBROOK. The Shire of Braybrook existed for about 80 years during which time it experienced significant industrial growth. The Shire of Braybrook ceased to exist in 1951 when the CITY OF SUNSHINE was formed.The Coat of Arms informs the observer that the Shire of Braybrook was initially a rural area with its images of a cow, sheep, and hay. The reference to industry however probably does not indicate adequately the large growth in industrial activity that occurred within the Shire. Circular board of Masonite painted by A. H. Strathfieldsaye was first incorporated as a road district on 20 August 1861, and became a shire on 17 September 1866.Strathfieldsaye Council was suspended on 20 July 1993, with a commissioner appointed, after allegations of the council being divided and unworkable.On 7 April 1994, the Shire of Strathfieldsaye was abolished, and, along with the City of Bendigo, the Borough of Eaglehawk, the Rural City of Marong and the Shire of Huntly, was merged into the newly created City of Greater Bendigo. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres (9.00 sq mi) of land 28 kilometres (17 mi) north of Bendigo,[2] was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. Wingrove Cottage is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was also used as the office of the Eltham District Road Board and Council for many years . One of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. Wingrove Cottage is considered historically significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. Charles Wingrove was a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and, as Shire Engineer and Secretary to the Heidelberg Road Board. He was part of the Committee to establish the Church of England at Eltham. The Wingroves were an important pioneer family of Eltham and Wingrove Cottage is one of the most important heritage buildings in Eltham as one of the few surviving 19th century buildings. Reputedly built in 1858, Wingrove Cottage was recorded in the 1859-60 Eltham Road District rates book as a brick house owned and occupied by Wingrove with a Net Annual Value (NAV) of ₤30. In 1861, the year the Church opened, Wingrove's house was identified as a two -roomed brick cottage. Charles Wingrove is buried with other members of his family in the cemetery at St Katherine’s Church, St. Helena.
