This banner was one of five banners gifted to the Beechworth Chinese community in recognition of their support of the Hospital and Benevolent Asylum in 1875, from the Carnival Committee. These banners had been purchased in China by a social envoy from Beechworth then presented to the Chinese community during the Beechworth Fine Arts Exhibition in May of that same year, by Donald Fiddes, President of the Ovens District Hospital. The Burke Museum's Chinese Collection presents the history of Chinese settlement in Beechworth from 1856 and its involvement in local community affairs in the second half of the 19th century. In settling in the area they formed their own community with distinctive Chinese cultural traditions, forming their own 'camps' with laid out streets, housing a Temple, Chinese Theatre and restaurants, hotels, stores, gambling houses and dwellings. Members of the Chinese community took an active interest in town affairs and were generous donors to the appeal to build the Ovens District Hospital in 1856/7. The vibrant colours and dynamic graphics of the silk embroidered Chinese banners were a highlight of Beechworth Charitable processions that took place in the main street. Two of the Chinese banners were conserved for the Burke Museum in 2006 by Carol Campbell of Phoenix Conservation Services with funding from Victoria’s Heritage Grants. In 2015, with the enormous support of the Copland Foundation and fundraising activities by the Friends of the Bur Museum Committee, conservation of the third banner was undertaken by Artlab Australia in Adelaide. The banners display traditional Chinese textile techniques and are visually beautiful and very rare and are considered of local and national significance, with the potential to be deemed internationally significant.Multi panelled banner with embroidery and applied design motifs on front. The front panels have been constructed using strips of various weaves and colours of silk that have been embroidered or had a design applied prior to the overall construction of the piece. Clifford Clohesy served on the Committee Bendigo RSL 1989 to 1991, 1993 to 1996, he was President the years 1993 to 1996. Cliff was a hard worker in the two RSL Appeals each year. One of his achievements was the building of 22 Single person units in Kangaroo Flat finished in 1997. Alan William Holmes served on the Committee 1993 to 2001. He was President the years 1997 to 2001. Two of the later years was the change over from Bendigo RSL to Bendigo District RSL Sub Branch Inc. He was the Organizer of events for the "Australia Remembers" 50 years after the end of WW2 in Bendigo. It was Alans proposal to turn the SMI into a Museum in 1996 with the first Museum Sub Committee being formed in May 1997 and the opening in February 1998. Now the Bendigo Military Museum. He stayed heavily involved until 2003. He was the organizer and conducted the Sandakan Memorial Service from 1999 to 2012. From there as much as possible Alan visited veterans in Nursing homes and a Wing of "BUPA" was named "Holmes Wing". Peter’s Project is an organization set up to raise funds for a Regional Cancer Care Centre in Warrnambool and to manage the Centre after it is built. The project was initially set up by Vicki Jellie in memory of her husband, Peter, who died of cancer some years earlier. The main aim was to build a centre for the treatment of cancer in Warrnambool so that many cancer sufferers did not have to go to Geelong or Melbourne for treatment. Government and local Council funds have been obtained for the project with the general public contributing to an appeal to raise $5 million. This target has been reached. The building is currently being erected. This invitation to the Official Launch of the appeal was sent to Bill Phillpot who was the Director of the appeal. This invitation is of some interest as it indicates the launch of the public appeal for funds for Peter’s Project and it is a great example of one person commencing a community campaign which was very successful and will have far-reaching results. This stencil has been made to imprint the label, 'Britain Relief Appeal' on to parcels and packages sent to Britain in the late 1940s and the early 1950s from the City of Warrnambool. Britain endured severe rationing of food, clothing, petrol and furniture from 1940 because of the outbreak of World War Two and this rationing continued in some form after the war up to 1954. Australian towns and cities established organizations such as Food For Britain and sent regular parcels of food and clothing to Britain during those times. The British Relief Appeal in Warrnambool (via the Warrnambool Food For Britain committee) was sponsored by the Warrnambool City Council, Toc H, Australian Red Cross, and various local charities and businesses. The Warrnambool & District Historical Society has in its collection over 100 letters sent by grateful British recipients of these parcels to the senders, the employees of the local Warrnambool business, Swintons Stores.This stencil is of interest as a memento of the effects of rationing in Britain in post-World War Two times and the close ties that existed between Australian towns and cities and their British counterparts.This is a rectangular-shaped metal stencil, originally painted black, with cut-out letters in the centre. These booklets come from the estate of Brue Morris, editor of the Warrnambool Standard from 1946 to 1968. He was an important historian in Warrnambool, writing many historical articles for the Standard newspaper during his editorship and after his retirement. He kept files and other material on many topics related to Warrnambool’s history and Heatherlie was one of these. Heatherlie is a site in Koroit Street Warrnambool occupied by flats for the elderly. The name comes from the name of the original property owned by the Warrnambool furniture maker and seller, E.B. Phillips. Heatherlie Homes is a project established in 1979 under the auspices of the Methodist Church in Warrnambool and today the project is operated by a Uniting Church committee. These two booklets are of historical interest detailing the establishment of Heatherlie Homes in Warrnambool and the history of the property and its buildings in 1981. The booklets are useful to researchers..1 This is a booklet of 8 pages with black print on a buff-coloured background. The cover has a sketch of the proposed Heatherlie project. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. This document reveals the way in which Mission to Seafarers grew in response to demand. With increased shipping to Australia for all purposes, the need for the then existing Mission to grow to be conveniently located and to accommodate seafarers became increasingly evident. This document also shows the formal nature of documents and petitions in the 1890s and documents the names of twenty-two contemporaneous ships and their respective captains. The Anna, Dharwar and Mermerus arrived in port at the end of July 1897. The Carmanina arrived on the 21 October 1897. The Loch Katrine, at the end of the list, arrived on 5 November 1897. The letter was published in the Argus, 22 December 1897: "APPEAL FOR SEAMEN. TO THE EDITOR OF THE ARGUS. Sir, I beg that in the interests of the Victorian Seamen's Mission you will be kind enough to publish the appended testimony of the ship masters who for many years have been trading to this port, and therefore have had many opportunities of judging the effects of his work. The mission has much need of monetary assistance, and, should any of your numenous leaders deem it worthy of support, the committee would feel most grateful for any help that may be given in this direction. It has been the pleasure of the committee as far as possible to supply the crews of all outward bound steamers and sailing vessels with literature for their use on the voyage. At almost every other seaport in the world such institutions are being provided for seamen, and we are satisfied from our opinion of the Melbourne public that the matter needs only to be prominently brought under their notice to be accomplished. We are confident that the good work of the mission is being hampered by its not having such a place near the shipping at the Melbourne wharves. Our crews are at present placed at a great dis advantage through not having an institute more convenient to the scene of their labours than that at Port Melbourne, which, on a very wet or a very hot, is not easily reached. If a site could be obtained immediately above the Gasworks but on the other side of Flinders street extension, that is to say, on the lower part of the land on which the Harbour Trust offices are built, it would be most convenient for the shipping on both the north and south side of the river. The need for a new facility was a result of changes in shipping and the use of the Melbourne ports in the 1890's and this document supported the pressure on the Harbour offices to finally release land for an appropriate building in the early 20th C.Mounted hand-written petition to the Executive Committee of the Victorian Seaman's Mission Melbourne. The letter petitions the Executive Committee to create a facility on the wharves, "where sailors of every grade could profitably and pleasantly spend their evenings." This portion of the letter takes up three quarters of the document. The remainder has two lists, one of twelve captain's signatures and the other of the names of their ships. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. At a public meeting in January 1917 the residents of the Shire of Moorabbin decided to appeal for funds for the purpose of erecting a memorial to the memory of the late Councillor William George Burgess, who died on 29 November 1916. The committee that was formed to oversee this project described Mr Burgess and his accomplishments: “Mr Burgess served the Shire of Moorabbin in the that capacity faithfully and will for upwards of 35 years. Mr Burgess was a resident of the shire since early boyhood and all through life either initiated or identified himself closely with every movement for the advancement of the district. The acquisition of the Bentleigh Reserve is evidence of his untiring energy and zeal, and it is now proposed to erect a brick pavilion thereon as a monument to the memory of one who had striven to leave the world, and the district in which he resided, a little better than he found it.” The “Burgess Memorial Pavilion” was opened on 13 October 1917. The pavilion was built of brick, with tiled roof, containing two rooms, one 12ft x17ft, the other 12ft x 9ft, a spacious verandah, supported by brick pillars was provided on two sides of the building. Unfortunately the Burgess Pavilion burnt down in June 1928. William Burgess was a Councillor for the Shire of Moorabbin for over 35 years, during which he was the President for five terms. William was a market gardener in Mackay Road, Bentleigh.
