Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Initially the Eltham War Memorial Trust had invited the Lieutenant Governor of Victoria, Lieut-General Sir Edmund Herring to perform the opening ceremony however he was not available. In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age."[4] He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed.[5] MINE MANAGERS’ ASSOCIATION. World War One honor roll of former students of the Happy Valley State School No 376 who enlisted. The original honor roll no longer exists. There is a framed photograph of it in the current Happy Valley School building now used for community events. This honor roll would appear to be made before the end of WW1 as Ernest Alfred Yung died in September 1917 at Ypres. His brother George Alfred Yung returned who was also in the same battle returned to Australia. Honour rolls were also made to encourage more men to enlist. Margaret Young studied at Ballarat West Art School in 1894. This was one of Ballarat's Art schools. In 1907 they merged and became Ballarat Technical Art School (BTAS). Margaret became a teacher and taught for many years at BTAS, specialising in woodcarving. At the end of the First World War, Honour Boards were requested to be made to honour the men who had served. Ballarat was the main provider of these boards. Margaret Young was one of the people responsible for the carvings and specially mentioned for her work by the Caulfield School in Melbourne. On her resignation, Margaret moved to Adelaide. At the past students Reunion Celebrations in 1930, Margaret Young was to be the Guest of Honour. Unfortunately she was unable to attend due to ill health. In common with many church communities the faithful who met here were very patriotic and their young men were strongly supported when they volunteeered during the Great War of 1914 -'18. This Honour Board once hung on the Methodist Church wall but is now at the Pioneer Settlement,Swan Hill.The actual Honour Board is believed to be the only one of its type with this listing. This plaque recognises the Wycheproof servicemen from State School No1757 who served in the 1914-1919 War. The actual large Honour Roll hangs in the old historic Wycheproof State School building.This Honour Roll contributes to and is part of the nation's collection of War Records; it is unique,believed to be the only one of its kind.PHOTO of large Wycheproof School Honour Roll WW1, on wall at the former Wycheproof S.S. No.1757 building - now the Mount Wycheproof Museum. The plaque of solid wood has cylindrical wooden pillars each side of the 55 gold inscribed names - 12 FALLEN servicemen and marked with a +. Raised wooden carved grapes and leaves adorn the top edge. In the centre, on the scroll are dedication words in Honour of the Brave Men From Wycheproof State School. A small wooden cupboard is attached underneath for War Service Records. This photo is in a display Book registered number 02089 at the Court House.
