This file contains five items relating to Caulfield Council Visits with the Melbourne & Metropolitan Board of Works (MMBW) from 1919 to circa 1974: 1/A photo album containing photos from the MMBW ‘visit to the Headworks, Yan Yean Water Supply, Wallaby and Silvery Creeks’ from 28/02/1919 to 03/03/1919, attended by members of the Caulfield City Council. The album contains 13 original black-and-white photographs, 3 of which are of the council members. The album is accompanied by a report by Felicitie Campbell, written 11/2008, about these visits. 2/A publication from the MMBW documenting its review of operations for 1973-1974. The report contains information about water supply, sewerage and drainage infrastructure completed or in progress during this period including infrastructure in Caulfield, Ormond, Carnegie and Bentleigh. 3/A periodical feature from the MMBW titled ‘Living City’, issue no. 16, Spring/Summer 1974. Included in the article titled ‘Program’ is a notice that construction will continue on the Elster Creek drain from Thomas St. to Wheatley Road, McKinnon. The periodical also includes the names of commissioners W. R. Walters from Caulfield and G. R. Historically, the Elsternwick Theatre is important as the longest continuously operating cinema in Victoria. However, the building itself was not purpose built as a cinema, and little remains of the early cinema interior. It is also notable as one of a handful of early cinemas in Victoria to still operate. The Elsternwick Theatre is socially significant for its association with cinema, the major form of popular entertainment in the early twentieth century. Prior to the conversion of the premises into a picture theatre in 1911, the building was an important community gathering place; as a public hall and lodge rooms. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Kooyong Military Hospital in Kooyong Road, Caulfield was established for the care and rehabilitation of soldiers injured in World War 1. Many events like carnivals were held by the Red Cross to raise funds for the war effort and entertain the patients.This badge is a reminder of the Community support for injured soldiers when they returned from WW1 conflict and were hospitalized at Kooyong Military Hospital Caulfield 1914 - 1948 This badge was displayed at the GECC 'Wounded Soldier WW1 1914-1918 Exhibition" 2016 at Glen Eira Town Hall Caulfield A small tin button, with pin attachment at the back. The button was produced and sold as a fund-raiser for the Kooyong Military Hospital during the World War1, 1914-18, at that organisation's Carnival held on March 18th 1916. The front of the button is white with a blue perimeter. A copy of the City of Caulfield's Coat-of- Arms and the words, City of Caulfield, is written on the front of the button, as is the date 18th March 1916. Both the above are written in red. Dinner hosted by the Mayor of St Kilda, Councillor Burnett Gray J.P., to meet Colonel the Honorable Harold Cohen C.M.G. D.S.D. M.L.C., held at St Kilda Town Hall on 26 March 1934. Colonel (later Brigadier) Cohen was a Member of the Legislative Council from 1 June 1929 until 1 February 1935, representing the Melbourne South province. Originally known as Caulfield Shire Hall, the original 1884 building was designed by Shire surveyor Sydney Smith. In 1931 the Caulfield Town Hall, as it was then known, was remodelled to include the main hall and foyer and a Neo-Grecian portico with Corinthian Order columns. Major works completed since 1945 include Caulfield Arts Complex (opened 20 August 1988), Caulfield Library (opened 4 December 1993) and the award-winning Caulfield Municipal Offices extension which opened on 24 February 1991. The building is listed as No. H0106 in the GECC Heritage Overlay Schedule. The site also includes a Significant Tree (H&H Register No. 034). Brick exterior of two storey building painted white and featuring pillared portico entrance and solid glass doors on Glen Eira road facing north. On the eastern side of the portico is a two storey clock tower with clock surmounted by a flagpole and flag. Some of the eastern section of the building is original with various alterations over the years. Glen Eira has a long history of association with various heraldic forms. From its early years the municipality of Caulfield had used the armorial bearings of the Caulfield Family (the Charlemonts of Castle Caulfield) to represent the roads board and later the town and city. In 1969 Caulfield City Council began planning to apply for an official coat of arms for the City. In 1974 Horace Hall, a Balwyn North resident and member of the Heraldry Society in London advised Council that the current usage was illegal, and that the Houston family, current owners of the Caulfield Arms could take legal action against Council for 'usurping their arms'. Mr Hall was commissioned to develop new heraldry for the City, and in conjunction with J. P. Brooke Little at the College of Arms, London, he prepared an acceptable design for Caulfield's Coat of Arms. The Council paid an additional sum to have a standard painted on the Letters Patent and the municipality's new coat of arms was drawn up in June 1975. The Coat of Arms retains a number of heraldic elements from the original Caulfield family insignia, including the dragons, the colours and the elements of the shield. The newly registered coat of arms and Letters Patent document for the granting of arms was presented at a civic service to mark the granting of armorial ensigns and the city banner to the City of Caulfield on the 1st May 1977. Significant elements of the coat of arms granted by these Letters Patent are as follows: The motto 'Labore Vinces' translates to 'By our labours we will conquer'. The helmet represents the rank of the owner. Public authorities are granted an esquire's helmet. The brickwork on the crest is a recognised emblem of local government. The Letters Patent also display a banner and a badge, both official symbols of the City of Caulfield. The badge, which is displayed on the banner as well as on its own, features a bridled horse. This represents the importance of racing, the Caulfield racecourse and the Caulfield cup to the municipality. These letters patent officially proclaim the granting of the coat of arms to the City of Caulfield. They are highly significant to the City of Glen Eira as they are the primary document that signifies the official and ceremonial heraldic powers of the Coat of Arms of the City of Caulfield. Mounted Letters Patent illuminated document for the Grant of Arms to the City of Caulfield presented on 1st May, 1977. Hand written and hand painted on cream coloured parchment using different coloured inks, mainly black, blue, red and gouache and gold paint. The bottom edge is folded up over itself approx. 45mm revealing the flesh side of the parchment, which displays black ink signatures and three sets of two horizontal slits that hold three blue ribbon. The ribbons support three wax seals in round, gold coloured metal cases held by the wax through slots in the casing. Although covered by the cap top, each wax seal within displays a different flag emblem with a crown on top, surrounded by a ring of text (difficult to read), noted when the cases were opened during conservation treatment.
