The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. Temporary chapel at the Central Institute, Siddeley Street. The Institute designed by Walter Butler was inaugurated in November 1907 by Governor Northcote. Amongst the furniture are the lectern donated by Lady Northcote, the altar donated by Mrs Charles Shuter in December 1907. Both are still in use in the St Peter chapel. The New South Wales Railway Institute affectionately known as “the Institute”, was initially established to provide a higher standard of educational learning for NSW railway employees. As well as employment related training, the Institute was tasked with stimulating growth and intellectual development of employees in the arts, social, leisure, and physical recreations. The NSW Railway Institute was formally opened on the 14th of March 1891 and at the time was the only institution of its kind in the Commonwealth. The Albury branch of the Railways Institute was formed on March 1, 1921. This included the building of a Railway Institute building as part of the Railway precinct in 1921. On Tuesday 7 October 1952, the Daily Advertiser, Wagga reported that a move had started at Albury for the establishment of a third bowling club. The new club formed would be the Railway Institute Bowling Club and the suggested site was on Albury City Council land at the corner of Young and Smollett streets. The Albury Railway Institute opened its bowling greens in February 1956. It later became known as Windsor Park Bowling Club. In 2003, the Bowling Club was liquidated and was amalgamated with the Albury Soldiers Sailors & Airmen’s Club. After changes to their operating model, the club building was demolished in 2013. In the minutes of the 21st meeting of the Victoria Mission to Seamen, held at the Harbour Trust Board Room on Thursday, 8th October 1925 , the Treasurer, Mr Perry reported that he had obtained a fresh lease of land of the Central Institute with an extra piece of land to be used for the future tennis court. The lease started on the 1st of January 1926 and was for 21 years. The tennis court was funded by the Hawtorn branch of Ladies Harbour Lights Guild.The tennis court was a feature of other missions overseas and it seems seamen were asking for one in Melbourne. This plaque was erected in the Williamstown Sailors' Rest, the former skating ring in Thompson Street. It's one the three memorials to Ethel Godfrey with the stained glass window in the St Peter chapel in the Central Institute (See 0064.2) ) and the optus sectile plaque in the 1888 Port Melbourne Institute (See 2053) . This plaque was moved to the Nelson Place building when the Mission purchased the E,S&A Bank in 1943. In 1982, the plaque ws removed from the Williamstown mission along with 4 other plaques, objects and furniture to furnish the chapel of the new Flagstaff Maritime Museum. An original group of plans drawn by Walter Butler who was also the architect of the Central Institute, Siddeley Street in 1906 and the Mission to Seamen building at 717 Flinders St that is still in use today. The early Port Melbourne onshore Mission gradually transformed from a 'wooden shack' to a one storey brick building designed by architect Frederick Williams in 1888. The St Nicholas chapel was added in 1915. Walter Butler was commissioned to add a second storey in 1917. The building retained its functions until 1937 when the Art Deco Mission, designed by Morris was built. The building has survived as a structure into the 21st century, and was incorporated as part of a multi-apartment development. Historical architectural record of Walter Butler's work. The book was used as a visitors book for the early Mission to Seafarers. The first date in the book is the 13th of December, 1907, although there are almost six pages of signatures before this. The last signature is dated the 28th of June, 1951. The book documents some of the most significant moments of the Central Institute: - the Opening Ceremony of the "new" Mission to Seafarers building in September 1917. - the signature of HRH Edward, then Prince of Wales, and a newspaper clipping, detailing his visit, during has Australian tour in 1920. - the visit by the Governors General including HRH the Duke and Duchess of Gloucester in 1945. Also registered: the Australian Chaplains conference attendees of both 1936 and 1949. Many supporters, ladies from the Guild and seafarers signed the book.The book is a significant record of VIP visitors to the Mission to Seafarers 1907 to 1951. It records respective Opening Ceremonies for Mission Buildings of both 1907 and 1917 and attendees. The book also documents a visit from Edward, Prince of Wales in 1920, travelling on the H.M.S "Renown". The memorial tablet was unveiled in the St Nicholas chapel at the Port Melbourne mission (Beach Cnr Nott St) on Wednesday 24 June 1936. The ceremony was performed by her nephew, Reverend John Smerger Drought - her sister's son. Another plaque was erected the same month in the Williamstown Institute. (Annual Report 1936) Along with the windows in the St Peter chapel in the Central Institute, those were the 3 memorials similar to the ones erected in memory of Miss Tracy. Miss Ethel Godfrey was born in 1861 at sea on the vessel called Copenhagen. Daughter of a pioneer, and settler Frederick Race Godfrey MLA and subsequently Lay Dean at St Paul's. Ethel Studied in Melbourne and abroad at Brussels and became a singing teacher and performer. In 1906 she took on the role of Honorary General Secretary to create and lead the volunteer organisation "The Ladies Harbour Lights Guild" and subsequently helped establish similar groups in Newcastle, Brisbane, Sydney, Hobart, Adelaide and also established the mission in Southampton in the UK. The structure of the LHLG was used as a model framework by similar groups supporting Missions around Australia and the Globe. A key achievement was the fundraising campaign for the memorial chapel in St Peters built in 1917 by Walter R.Butler. Ships were rare on the wharfs meaning seamen were also rare in the missions. However they started the fundraising for the extension of the 1888 Port Melbourne building which was becoming too small. At the end of the year, Reverend Weller announced he was appointed assistant in London. He and his wife Alexina left in January 1929 after five years. Appearances to the contrary, the item is not a weathervane but a finial. It was the gift of Mr John Sanderson (Jottings Easter 1920), from John Sanderson & Co., wool merchants, stock and station agents, commission and shipping agents before he leaves for England to become senior partner in Sanderson Murray & Elder, London, import and export agents. It was designed by Walter & Richard Butler Architects. (sketch published in Building : the magazine for the architect, builder, property owner and merchant vol.33, no 193, 12 Sept. 1923). The finial was already drawn on the sketch of the Central Institute made by Walter Butler. The maker of the finial, was Henry Alfred George Arnold Saw (born June 1881 in Hotham, Victoria was the son of Edward Saw (1854-1926) a tinsmith and Catherine Barton (1863-1907). He worked as a metal artificer for a metal-working business located opposite the Trades Hall in Lygon Street and was given the job of making the copper ship finial. Henry married Florence Charlotte Reeder and they had four children. Also known as Harry Saw according to his grandson Brian, he died on 9th February 1960. Henry and Florence both died within two months of each other in 1960. It is not clear when the ship was actually installed on the roof, the earliest photograph dating from 1927. The windvane fell or moved several times because of gale forces: - In 1995 : After the funds were raised to repair it, it was treated by sculptor David Hope, and reinstalled in the 1998 (Ship to Shore #3 Sept 1998). - In 2017: Carmela Lonetti from the Grimwade Centre for Cultural Materials Conservation (Ship to Shore Autumn 2017) - In 2019: a generous passerby donated the necessary funds for the conservation. It was sent to Grimwade Centre for Cultural Materials Conservation (Ship to Shore 2019), treated by Evan Tindal (City of Melbourne Magainze Oct. 2020). It was reinstalled over the Summer of 2019-2020 (Ship to Shore Summer 2020). The weathervane was stolen during the night of the 6-7 March 2022. Copper price surge sparks rise in theft in Victoria in 2021-22 so it's likely the vane was stolen to be melted This sculpture is closely associated with the 1917 building and described in clippings and annual reports when the building was first newly opened. It can be seen in some of the earliest photographs of the new building and in the artist/architect Butler's impressions. The galleon is often a decorative design of Mission to Seafarers wind vane (London, Adelaide).Bronze and copper sculpture fashioned as a Wind Vane in the form of a Galleon style sailing ship with 2 pennants flying and two sails rigged atop with lower cross piece with wind directions N S E W . There is a decorative ornamental pierced scrollwork ferrule / finial with reinforcing chrome steel piping armature at base of main support which attaches to the roof or a base support. "Ladies and Gentleman, "We, the undersigned captains of several ships now lying at the Melbourne wharves think it most desirable that the Victorian Seamen's Mission, being the mission that has for so many years shown a most part their interest in the spiritual, moral, and social well-being of the seamen of all nationalities, shall him on the banks of the Yarra an institute such as that at Port Melbourne, where sailors of every grade could profitably and pleasantly spend their evenings. At almost every other seaport in the world such institutions are being provided for seamen, and we are satisfied from our opinion of the Melbourne public that the matter needs only to be prominently brought under their notice to be accomplished. We are confident that the good work of the mission is being hampered by its not having such a place near the shipping at the Melbourne wharves. Our crews are at present placed at a great dis advantage through not having an institute more convenient to the scene of their labours than that at Port Melbourne, which, on a very wet or a very hot, is not easily reached. If a site could be obtained immediately above the Gasworks but on the other side of Flinders street extension, that is to say, on the lower part of the land on which the Harbour Trust offices are built, it would be most convenient for the shipping on both the north and south side of the river.
