Plaque, A Special Meeting of the Kew City Council Was Held in This Hall on 13th December 1960 to Commemorate the Centenary of Kew : Cr. W.H.S. Dickinson M.B.E., J.P. Mayor, 1960
The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. Functional object, City of Kew, Wallet Presented to M.H. Martin on his Enlistment for Active Service Abroad, 1940
In 1940: "Kew Council decided ... to give wallets as mementoes to members of the Second A.I.F. who enlist from the municipality. The selection of the type of wallets to be given was left to the Mayor (Councillor H. F. Mogg)." (The Argus, 21 Feb 1940, p.11). In the event, this wallet like others were predated to 1939 on the front.This item contains two parts: a letter from the City of Kew to Pte Martin and a wallet with which he was presented. The dark brown leather wallet is embossed on the front with the seal of the City of Kew and a citation. The interior of the wallet contains a steel mirror. The Kew Advertiser was a major local Kew newspaper founded in 1926. It was owned by William David Vaughan who was a prominent member of the Kew community. Various partiesReferenceKHS OrderThe City of Kew was amalgamated into the City of Boroondara in 1994. The new city comprised the former Cities of Hawthorn, Kew and Camberwell. This archive file contains primary sources and publications relating to the amalgamation. The earliest item in the file is a newspaper article/clipping from the Eastern Standard (1986) recording a request from Hawthorn Council to Kew Council to consider amalgamating. The file also includes other newspaper articles/cuttings (some undated) reporting on opposition to the amalgamation. An interesting item in the file is a photocopy of a coloured digital photograph of the members of the last Kew Council. [The original still has to be discovered]. The plaque to Henry Kellett was originally mounted in the vestibule of the Kew Town Hall in Walpole StreetThe plaque was once part of the Municipal Collection of the former City of Kew and was presented to the Kew Historical Society before the move from the Walpole Street (Kew) Town Hall to new Civic offices in Charles Street in 1971.Bronze funeral plaque commemorating the life and death of Sir Henry de Castres Kellett, who was killed in a traffic accident in 1924. This was not an ideal arrangement as the room was required for Council purposes. 1904: A cottage adjoining Kew Town Hall was purchased for use as a library. 1937: The library was closed for a major overhaul of stock and renovation of the building. It reopened in December 1937 and remained there for more than 35 years. 1973: When the Civic Centre opened in Charles Street, Kew, the library moved in. 1987: Kew Library moved to its current location in the converted city hall, overlooking the beautiful Alexandra Gardens. The library was officially opened at this site on Friday 23 October 1987 by the Mayor of Kew, Cr James Tutt. The Kew Historical Society, founded in 1958, is one of the oldest continuing historical societies in the Greater Melbourne region. For over 60 years, the Society has worked with local government and other community organisations to stimulate interest in Kew’s history and heritage. The Society has regularly held local exhibitions, sometimes in shop windows, on other occasions in civic halls, and now at the Kew Court House and Kew Library. Much of the correspondence between the Society and the City of Kew relates to the painting and its location in the Mayor’s Room at the Kew Civic Offices in Charles Street, where it was on loan from the Society. He was later the Premier of Victoria (1932). While the file contains an article by Neville Pollard - Commonwealth Versus the States: Australia’s uniform gauge debacle (Australian Railway History, Feb 2014), most of the file is comprised of correspondence relating to the gift of a painting to Argyle in 1895. The correspondees include Ian Stanley Argyle, the grandson (Argyle Travel Coy. R.R, 172 St George’s Terrace, Perth, 6000), Kew Historical Society, and Kew City Council. A photocopy of the letter (poor quality) relating to the gift in 1895 is included in the file. The grandson’s letter advises that the gift was a small oil painting described as a ‘Field Scene’. Phyllis Catherine Hore (née Kiss) was born in 1918. A Kew resident from 1949, she was elected to Council in 1972, after several attempts, and served for twenty- three years until her death in 1994. A secondary teacher by profession, Cr Hore represented College and Sackville Wards. While a councillor, she was a resident of High and later Pakington Streets. She served on Council committees and was a delegate to the Kew Elder Citizens Association, the Family and Community Services (FACS) Local Consultative Committee, and the Kew Music Centre Board of Management. During her Mayoral year, she was instrumental in memorialising Vance and Nettie Palmer, significant Kew writers and poets, by unveiling a plaque at the Kew Library in the year of the centenary of their births. In May 1994, the Mayor of Kew, Cr Tom Indovino, named a meeting room at Kew Library, the Phyllis Hore Room in recognition of her service to the City. She is buried in the Heidelberg (Warringal) Cemetery. Hugh George Ferguson was born in June 1900 in Williamstown. After his family moved to Kew, they lived in Fernhurst Grove while his future wife’s family lived in Fellows Street. He married in 1940 and subsequently joined the Second AIF. In 1945, he was reported to be the ACF (Australian Comforts Fund) Commissioner in Borneo [Kalimantan]. After the Second World War, he worked as a Billeting Affairs Organiser for the Dutch Government, resettling migrants in Australia. He also worked in advertising as an account manager, and as campaign director for Arthur Rylah in Victorian politics. He directed the first major trade fairs at the Royal Exhibition Buildings after the Second World War, including ‘Australia Makes It Exhibition’ in 1947, the ‘Australian Industrial Fair’ in 1949 and 1950, the ‘Modern Home Exhibition’ in 1949, and ‘Made in Australia’ in 1952. The funds raised during the latter were earmarked for a ‘bankrupt’ Queen Victoria Hospital. He built a home in Brougham Street and represented North Ward on Kew Council from 1952 to 1968. He was elected Mayor in 1959. Hugh Ferguson died in 1975, aged 75. Award - To James Robbie Mather J.P. Mayor 1930-1931, 1931
James Robbie Mathers was born in Pleasant Creek [Stawell] in 1867 to James Allen Mathers, a storekeeper and former councillor. He was later to become a storekeeper in Gippsland and then at Heywood, near Portland. Following a move to Melbourne, he established a real estate business. He initially lived in Hawthorn, before moving his business to Kew where he traded as Mathers & McMillan, 136 Cotham Road, and later at 283 Burke Road. For a short time, the family resided at Landene, in Cotham Road. They were to finally move to Rosalea, in Dale Street, Deepdene. Following the death of Cr Henry Kellett in 1924, Mathers was elected unopposed as representative of College Ward. Elected Mayor in September 1930, he convened a meeting of citizens in the Town Hall in Walpole Street to form a local unemployment relief committee. His social initiatives included handing over council-owned premises in Brougham Street, the building re-purposed as a workshop for the unemployed, who were also granted free use of the Kew Municipal Baths. The Mayoress, Jean Mathers, set to work raising funds through charity balls, and also raised funds for St Anthony’s Orphanage in Wellington Street. James Robbie Mathers died on 8 April 1945. He was buried at Box Hill Cemetery. This rare civic testimonial is historically significant, especially locally, as it contains the signatures of all present councillors and parliamentarians representing the City of Kew as well as the names and signatures of leaders of local churches, schools, public officials and leaders of community groups.Boxed presentation folder and correspondence presented to the retiring Mayor of Kew, James Robbie Mather, in 1931. The book is leather bound with gilt lettering on the front. The 4 page testimonial includes and hand written statements about his contribution to Kew and its civic life.
